I think that a period of one Nundinae would work for most voting issues.  Two 
would be better for major items.  Would we want to sometimes make a 
distinction between discussing an issue and actually voting on it ?  Something 
like this: 
Step 1.  Declare that an issue has arisen that will require a vote, and 
present a proposal for discussion. 
Step 2.  A fixed period of time for discussion. 
Step 3.  Formal presentation of the final proposal to the voters. 
Step 4.  A fixed period of time in which to vote ( and engage in any further 
discussion that people might desire).  A stepped process like this would 
enable the initial proposal to be changed to a more acceptable form as a 
result of the discussions is step 2, and thus more likely to be approved by 
the voters.  Or is this getting too complicated and impractical ? 
Speaking of voting - what about the December elections ?  Is there, or should 
there be, a timeframe for candidates to announce themselves ? Something like - 
"Candidates shall announce themselves between day X of month X and day Y of 
month Y".  If we are going to have a Voters Handbook, then the candidates have 
to be known by a certain date in order to be included in the Handbook, and the 
Handbook has to be distributed to the citizens some time before the actual 
elections.  So, what's the deadline ?  I do hope that we will have campaign 
seasons that are reasonably short in duration.  And just how much information 
is going to be in the Voters Handbook ?
