Well, a paterfamilias (or materfamilias) should know who his citizens
are because he has to give permission for an applicant to join his gens
and take his nomen. This does not have to be the case for the governor of
a provincia though I think that it will be nice as a courtesy to inform
governors when a citizen joins a provincia (when the mechanism is in
place to do that).
