Pontifices Solis Invicti dedicated to the study and revival of the Roman
(Syrian flavoured) Solar cult.
Nevertheless, I need a very important resource which is out of print =(.
Please, help me find the following book in second hand book dealers on your
town/city:

If this ever does get accomplished perhaps Magistrates (I being one
so I am not trying to be unfair) would pay double or more. As stated in
the constitution "Magistrates may expect to contribute to the economic
well-being of the State to a greater extent than ordinary Citizens." I
realize there may possibly have to be exceptions but does not this seem
reasonable? Any thoughts?

It's been a while since I kept you posted about what's going on in the Senate. Sorry to be tardy.
Please keep in mind that this is an unofficial report just to let you know what's going on, as any U.S. Senator would do for constituents.

Lately there's been some confusion as to who is a "Senate Spokesman." The Consuls are our official spokesmen. If you see an announcement
from them that there's been a vote passed in the Senate, then it's OFFICIAL. We Senators can express our opinions, as any Citizen can, but we
aren't spokespeople for the ENTIRE Senate unless a Consul delegates us as such on a particular issue.

This report is a little hazy because, due to an "unauthorized entry" security problem, we've had to abandon the former Senate Floor message
board and find a new system. This has put us way behind. We didn't encrypt the Senate Floor -- just posted a "Private Message Board" notice --
to encrypt would imply that our Citizens were untrustworthy, an insult to their Dignitas. So now we're having to work around the problem of
finding a place to work out problems, solutions, debate, and vote in privacy. Fortunately, our Quaestor, Patricia Cassia, found the Senate a new
home, but there are still some tangles getting used to the new format.

-- Right now, the business of expanding the CA Provinciae has been voted on, as I think the Consul announced. CA now includes Arizona and
Nevada, but not Hawaii. (I don't know if this legalizes slot machines for NR, but it would be a boost to the Treasury!)

-- Unfortunately, we're debating /voting on what to do about the "unauthorized entry" as it came from a Citizen. This is not easy and it's taken a
lot of discussion.

-- I believe that there are a couple of people who want to form Sodalicae, but the full proposals haven't reached the Senate yet. Personally, I think
it's a great sign that people are interested in doing these.

-- Proposals are being put together for 1) budgeting 2) the tax question 3) the subscription price on the Eagle. These haven't reached the
Senate yet. Quaestor Audens is heading up this effort to bring these proposals to the Senate.

-- Civil Laws. This is a very complicated assignment, being worked on by several volunteers in an informal committee. We want to take our time
because these laws are what our Micronation will have to live with. They can always be amended, but we'd like to come close as we can to
getting it right the first time. Tullius Callidus has volunteered to pull all the reports together. Well, he was sort of drafted, but he rose to it
admirably. It's a tough job.

I may have left something out and probably have, but this is an overview. If you have comments or want to help on a proposal, get in touch with
the people working on the particular proposal.

I had made an inquiry to be accepted into the Equestrian Order, but haven't
heard back on that. I did, however, agree to pay 10% of my profits to the
NR treasury for purchases made by citizens.

I also expressed my desire to take one of Patricia Cassia's volunteer
opportunities as the "keeper of the books" in the Macellum. Speaking of
books, Brian (you remember Brian, don't you?) is still looking for the
second book, I think, of that werewolf trio you wrote. I don't know if the
other citizens realize that we have a very talented author in our midst,
our very own Flavia Claudia :-)

I think it is. I liked the look into Julian's mind and his thinking. There's also a lovely hymn to Apollo and the Sun, whom Julian thought existed
together in a union, but also separately with distinct traits to each.

The first Oration: "To the Sovereign Sun," will be particularly useful to you, I think.
Julian says, "It is, indeed, my opinion that the sun (if we may credit the wise) is the common father of all mankind; for it is very properly said,
'man and the sun generate man.'"

The second Oration is "To The Mother of the Gods."

It takes a little getting used to the language, but it comes to you.

Cassius recommended these to me, so he might also give his opinion.

Nocta and I have spoken and have gotten some more current information
regarding our engagement and immediate plans. And we wanted to let all
of you, our extended family to be up to date with all of our planning.
:)

1) The trip that we planned before to visit Texas, Nevada and Northern
California has to be postponed. Till we are better able to financially
afford it. We do plan on making this trip sometime in the future, but
at this point, this summer, its not feasible.

2) We have settled on the Marriage date, that will be April 26, 2000.
It will take place in Riverside, CA, and it will be a civil ceremony.

3) We are planning 2-3 separate receptions, one in California which
everyone is invited too, a second reception in Texas which everyone is
invited too, and a third in England, for Nocta's family. The dates are
tentative, and we will keep you informed on them as we are able to plan
for the date! :)

We do apologize to those individuals who were expecting us, but we do
promise to see you soon enough. Thank you to everyone who has given us
well wishes and congratulatory notes. I appreciate them, and I know
Nocta does too.

The contention that we must have a budget before we pass a tax seems
reasonable at first look. Citizens, look again! This idea puts the cart
before the horse! Any responsible government must know a priori (or at
least have a reasonable basis for estimate) how much revenue it can expect
before it can commit to a budget. If it does the opposite, it runs the risk
of running up huge deficits. Macronations can simply print more money, or
borrow more money, neither of which is wise, and neither of which Nova Roma
can do in any case. Without hard cash in hand, any budget is merely an
intellectual exercise. Two hundred citizens times $12 is easy math, you
say. But how many will refuse to pay, or apply for a waiver that has been
proposed? No one knows. We have never done this before.

Another argument that has been put forth is that, in passing a law to levy
an annual $12 tax, we open the floodgates to a future deluge of draconian
taxes. But where is the logic to that? As with this tax currently under
consideration, future taxes will be subject to debate and vote. Is it
credible that we citizens will find additional and heavier taxes more
palatable than this one? Is it believable that we will rush with ever
greater enthusiasm to impose upon ourselves ever greater burdens? Hardly!

There are checks and balances here in Nova Roma that the prudent observer
will instantly recognize. We are a government of the people, by the people,
for the people. We are not under the thumb of a venal Imperator; rather, we
are masters of our fate. Thus, countervailing the body of citizens'
devotion to the ideals of our republic will be each individual's natural
self-interest. The law of diminishing return applies.

And what if the most dire predictions prove to be prophesy, and hordes of
people leave Nova Roma? Is the dream of a Rome reborn to be extinguished so
easily? If so, better that we force the issue now and determine the answer,
for if Rome is to fall yet again, and this time for the lack of a mere $12
from each of her children, we can then stop wasting our time and move on to
the next momentary and trifling diversion.

While I have been outspoken on the issue of a general tax, since your
proposal pertains to a group to which I do not belong, I feel I should limit
my comments on this particular question. I can only say that the
implication of the Constitution seems quite plain, and that were I to be
honored by the people at some time in the future, I would with gratitute pay
twice the amount assessed to private citizens.

Greetings, Cives.

I got some e-mail asking me why the Senate is so secretive. I've seen that comment elsewhere, so it
seems to be a good question that deserves a reply. Please keep in mind that this is only MY opinion.
Don't take it as an ultimatum from the Senate.

Evidently, Cives think the Senate is a hive of new legislation happening every minute. It isn't. One
proposal can take weeks, which brings us to: You want it done fast or you want it done well? A lot of
our debates are of the "well, what if....?" variety, too. Whatever we decide, Nova Roma is going to
have to live with the results. That's what legislation does. We also have to read all the debate about an
issue on the e-list. We may not comment all the time (I don't), but we do have to know people's
opinions, and those have to figure into the debates. You've noticed that some of these e-list debates
takes weeks and months, even? Why do you think the Senate is going to be any faster? There may be
fewer of us Senators, but I've noticed that a debate between just TWO people on the list can take
forever, too.

Plus, tempers and differences of opinion flare there just about as fiercely as they flare on the List.

Most of our business lately has been about Appointees, which means we have to ask questions about
people, character (good and bad), and past actions, and weigh all that. You really think that making that
public is going to help Nova Roma? We don't just say, "Oh yeah, he/she's a real nice guy, let's appoint
'em." Very little passes unanimously. Not here and not on the Pontifices board, either.

You may not mind the entire debate on you as an appointee to be made public, but I'm sure
many other people would just as soon not.

And you might like to read arguments, but a lot of people wouldn't.

All that really affects Nova Roma, in the end, is the finished result, whether legislation passed or failed.
If you want to know WHY it passed or failed, ask one of the Senators in e-mail.
