The Strawman Budget #4 is before the Senior Consul for consideration.
It has been updated and corrected and is ready for review..

I have always thought that the idea of businesses in the Macellum
donating a portion of thier profits to NR was a good idea, but in the
beginning it would have to be supported by either annual taxation or by
voluntary donations, at least in the early years, with some attempt to
invest some of the income so that we will have an increasing amount of
income in coming years as well.

I fully uderstand the element of the business ideas as provided to the
list by Cassus. One of my problems is to develop a suitable business
that is tied to the NR and yet allows the members to purchase other
items from that business, let us say shoes. There are several people
who are producing the caligae of the legions, and there are at least
three other civlian shoe styles listed in references that I have here at
home. Now if someone wished to start a Caligae Store in which these
period shoes could be offered, would there be a problem in offering
other products from the foot wear line as well? I don't think so.but
that is my opinion. In regard to my business on the Macellum, which has
to do with maps and pctures of Roman subjects / areas, I also offer a
catalog for maps of the F & I War, Rev War, and Civil War upon request.
Is that not accepable??. I think that it is since it is an attempt to
adapt the business to the needs and to the principles of NR.

Taxes, will ultimately I believe, be a necessity simply because they
will be needed for those things that a country like NR must consider;
the activities and desires of tomorrow. I think taxes are easier to
keep trackof for the individual as well because I can pay a check once a
year, with the knowedge that I have "bought into" the organization and
can go on from there. In considering this concern, I can certainly
contiribute a like amount, and write a check once a year as well, so
that takes care of the individual idea..

However this is not about me or any other individual in NR it is about
NR as a whole. I have already had it pointed out to me rather
forcefully that members of other countries have the right to pay into NR
by tax or donation, and I don't disagree with that either. All members
should have that right. I would like to be able to rely on my fellow NR
people as those who are as dedicated to NR as I am. This is difficult
to put into words, and I am sure there will be someone there to take me
up on any errors,but in my view this is a necessary cohesive force which
must be cultivated. Taxes or donations is not the complete answer
surely but rather dedication sharing ideas, running for office creating
a sodlitas,having a business, holding a priesthood or being an admin
assistant in the many areas, in short contributing to NR something of
value and of self. Varro sent in an excellent book review the other
day. In my post to him I had indicated that since he offered he should
do it. He did it and I applaud him for his effort on the part of NR.
What is it worth in dollars and cents? I don't know, but I do know that
it is a significant contribution, and that is very satisfying to me, and
I would thnk to others as well, It is being involved in NR.and I believe
that is important as well as ideas and proposed projects.

In closing I will pursue the idea of certificates with Merrullus as I
think it is the thing to do. When the incorporation is completed as
Cassius has said will happen sometime after the election, then I will
continue my donations to NR as before. I will remember that there are
various ways to be involved and try to support them to the best of my
ability, keeping in mind that there are financial obligations at regular
times and those monies must come from somewhere.

Of course you are right my friend, but the terrible distorrting of the
Webtv screen having to do with a light background prevents me from using
the website as a reference, or the chatroom for that matter. As I
mentioned before, I have had people out to look at the problem and
no-one can figure out what the problem is. The new computer set-up is
without a set of instruction books which have been ordered, and my son
who is normally my local guru is in Wisconsin looking for a house. When
I get everything straightened out I will let you know (Grin!!!!!)

Well civvies,

Like it or not we are going have to start collecting dues. And why not?
Every other club or organization has them. Why should we be any different?
It costs money to run NR, like it cost money to run any website.
There is a military history facility that stores all the military history
magazines of the past year on line. It costs $75.00 a year to be allowed to
access and download the magazines. You can download one or all for that
75.00 annually. The website with its designers and managers cost 22500 a
year to run.
Do the math? If they weren't charging, how long would the resource be in
business?
So it is with us. We are going to be charging. I've heard all the
objections. I have been hearing them since I formally presented my proposal
to the Senate last Feb.
"We can't afford it." "I have better things to do with the money." Oh, I'm
only interested in NR for the Religio." "Let the magistrates pay for it.
They are the ones that have the highest stake in NR." "I'm not that
interested in NR not enough to support. it." "Get the businesses of NR to
pay for it." " What no businesses? Develop them." "Fund NR though
subscriptions to The Eagle!" "If NR charges dues I'm outta here!"
OK you have made your objections. Now listen up. In March 2000 NR turns 3!
Yes, NR will be three years old in March. We have to begin moving forward.
We need funds to that. Sure it would be great to have Bill Gates give us
millions. I have spoken to his people about that. I have spoken to other
philanthropists about that as well. There is money out there to be got. And I
get the same answer. NR is doing nothing to get it. We have been coasting
along. Where are the studies of the Religio, the culture, the political
system, the military, etc. What is our reason for existence? How will we
justify the millions we are asking for? If we are going to build a sandbox
for all of us to play in, then we should pay for it. If we are building a
library where all the world can study, we are justified for asking help. It
is just that we haven't put down a single corner stone yet. And it appears
there isn't any stones to put down in the future. For those who are in the
Religio, or hang here at NR, and will leave rather then pay, then I say, go.
Sure we lose civvies right now, but that strengthens us in the future.
When I was a Catholic I was expected to give one-tenth of my weekly earnings
to the Church. If NR is a church as so many say, then its members should
support it.
Because a church is only as dedicated as it's members.

Sites (A.P.C.W.S.), and Buddy Patterson, Co-Chairman of the Texas Civil
War Preservation

Robert K. Krick, the acclaimed author and Chief Historian of the
Fredericksburg and
Spotsylvania National Military Park;
(2) the popular Jeff Wert, the prize winning biographer of James

University, and currently visiting professor at the United States Military
Academy, and author of Pickett's Charge in History and Memory'; and (4) Don
Pfanz

The seminar has become a mainstay on the Texas historical scene and is
very proud of the fact that in its five years of existence it has raised
approximately $50,000 for Civil War battlefield
preservation, the Simpson History Complex, and other vital Civil War
preservation.

In addition to these excellent speakers, the Seminar will feature a special
"Civil War Preservation >Breakfast" with Robert K. Krick providing a preview
of the seminar and an update of the state of the Virginia battlefields. John
Nau, Chairman of the Texas Historical Commission and a Trustee of The Civil
War Trust, will also speak on "Civil War Preservation: Texas Style."

As an extra added feature, the Sons of the Confederate Veterans, Capitol
Guards Artillery Company will at high noon conduct an artillery
demonstration featuring the actual firing of a Civil War field piece.

Finally, there will also be a raffle featuring the Don Troiani print,
"Little Round Top," gun show, book show, and other vendors as well as a
special "patron" lunch with the seminar speakers.

Laney stated, "The Seminar proceeds are to be dedicated two-thirds to the
retirement of the debton the Cedar Mountain, Virginia battlefield owed by
the A.P.C.W.S and the purchase of a portion of the Chancellorsville, Virginia
battlefield by the Central Virginia Battlefield Trust. It is especially
appropriate that we do so since these hallowed fields were contested by the
Army of Northern Virginia."
The other one-third of the Seminar proceeds will go to the Harold B. Simpson
History Complex located on the Central Texas campus of Hill College just
north of Waco,Texas.
Buddy Patterson, Co-Chairman of the Sixth Annual Texas Civil War Preservation
Seminar & Director of the Simpson History Complex stated that "The mission
of the Simpson History Complex is to relate the experiences of Texans at war

So what is Nova Roma (again with THIS damn question). What
good is it? Why should anyone want to stay?

I pay taxes as an American. That doesn't mean I am proud to be
one. I'm just not with jail. Is that to be the penalty in Nova Roma?

I fully agree with your position as stated. Doing anything at all worth
doing is going to cost money. The things we have talked about Nova Roma
doing are going to cost a lot of money. There's no way around it. If some
people decide to leave because they're asked to contribute, then that
will be their choice to make. I don't think anyone can be, or would be,
forced to remain in NR against their will.
