Excellent points made. It does bring a question, what happens if the
Mater/Pater familles is absent?
As it is in our case, myself and my Frater Alexander Probus. Our beloved
Mater, Augustina Iulia Caesaria Nocturnia is absent for a while. Who will be
in charge of the Gens Iulia Caesaria? I'm asking this in case if new civies
want to join. Any comments or answers to this question will be greatly
appreciated.

Well, I would think that would kinda depend on the absence. Nocta notified
everyone including the Censors. But, when there are absences, among
Pater/Materfamilias there really is vagueness. One can do what Nocta does
and just notify everyone, which is perfectly fine. :) Or one can do what
Vado just did and say that the acting Pater of his Gens is Piscinus. Both
choices are perfectly acceptable. And, from a Censor point of view, I would
prefer Vado's choice in the event that we the Censors need to contact a
Pater/Mater for a specific reason.
I know that if I was unavailable for a period longer than three days I would
appoint a gens member to act as Pater while I am unavailable. I liked
Vado's post about designating subordinates to act while he is away.

My best guess would be no one. Unlike Vado's post, Nocta did not name a
successor.

I understand your concern. But I dont think my opinion will satisfy your
question but pending further informaiton from Nocta, there isnt much we can
do as Censors.

Salve Aeternia [Tink], omnes.
Materfamilias is not an office. It is not to be looked on in that
light. It is not the Consul, or even the Dictator of a respublica.
The Materfamilias, Paterfamilias, is the head of the Family. Almost
everyone has a family. What happens when Mom or Dad is away? You go
along however best you can til they come back. A family does not
appoint a new chairman because the parents are away in the
Adirondacks. If the parental unit is permanently disabled then the
family might look to a new head. The Fates forfend, if the head
departs, through walking or being carried, then there must be a new
head of the family chosen. In Real Families (and Nova Roma says it
is part of the Real World) the choice is made within the family. The
outside legal system might say that Billie isn't old enough to run the
family, might say that it knows better (and probably doesn't), but
that is after the initial points of
I. Is the Head of the Family away, or kaput?
II. If kaput -- It is Family business. The Family makes the
decisions. Not some bureaucrats. In Roma Antigua the role fell to
the next senior male. Nova Roma does not restrict these things by
gender. The ages of citizens being clumped as they are, I could see
the choosing of a new Head of the Family (Mater- Pater- familias)
being made by the familia deciding on its own. And, of course, the
laws that have been passed would then be brought to bear to judge the
choice on age.
But Nocturnia is still around. I chatted with her last night. She
is ill. But her doctor has an idea for a medicine that she might not
be allergic to and that might work. The old girl ain't on her bier
yet. [that was b-I-e-r, not two "e"s. =({[;-) ]
Family CAN not be legislated.

I may be jumping the gun a bit here; I've been welcomed by my
materfamilias, and by Patricia Cassia to this forum, but I'm not
certain whether that counts as an "official" confirmation of
citizenship. That wasn't a criticism -- I know you all are busy, and
there's certainly no rush! If this is premature, I apologize for the
breach of decorum; however, I come in peace!
Anyway, I'd like to introduce myself as a new member of gens Iulia
(Happy Birthday, Vopisca Iulia Cocceia!). My undergrad work was in
comparative mythology; I am now completing an MA in folklore at Ohio
State University, and also applying to PhD programs in that field (ye
gods, have mercy -- please let it be Harvard or Cornell!). My
interests are Greek and Roman paganism (especially Mercurius, Venus,
and Hecate), philosophy, politics, and dealings with barbarians. I'd
like to get re-acquainted with Latin; I've still got some Greek, but
I've forgotten almost all of what little Latin I knew <sigh> -- but
I'm certain participating in NR will bring some of it back!
I've been following this list for a while, and I've really enjoyed
reading the posts; there are so many intelligent, articulate, and
witty people here that the debates, even at their most acrimonious,
are a joy to read. That said, I'm looking forward to getting to know
everyone here, and I offer my services to anyone who may need them.

I would like to introduce myself as a new NovaRoma citizen and also to apologize for doing it with a certain delay. Barcinone habito, I'm from Hispania Citerior, I was born in the sixties and I'm coursing classical studies at present. I came across NR a few months ago and I got catched with the project. I soon subscribed the main list and since then I've been quietly following your contributions and trying to get on. I'm learning a lot with your arguments, and I would like to thank-you all. Lately I've also subscribed Sodalitas Latinitas.
Concerning with new citizenship, I’m glad to agree with most of you that having some initial senior guidance would help us a lot. Specially for those like me who are far away from any other NR citizen. I think, in fact the nearest ciues I have is probably Pontificex Gryllus, in Lusitania, since, according with the album ciuium, there aren't any other NR citizens from Hispania Citerior neither from Hispania Vlterior yet....am I wrong?
I feel closest to NR community day by day and it's my aim to soon be in conditions to contribute actively with our res publica. Probably one of my firsts duties, which would also be helpful to me, should be to try to colonize these territories and to promote Hispania Citerior as a new NR provincia. I'll like to work on this direction and any helping advice will be welcomed.

The Armilustrium
This day (NP), is for special religious observance.
The Armilustrium is the day the army is lustrated, or purified. The army would be assembled and reviewed in the Circus Maximus, garlanded with flowers and the trumpets (tubae) would be played as part of the purification rites. This is one of the festival day and the temples would sacrifice, then prepare feasts from the animals sacrificed, and the public and poor were invited. Games, music, dancing, singing and wine-drinking would conclude the festivities.
As a military festival, this day is sacred to Mars.

ARMILUSTIUM
The beginning of the campaigning season in March had been marked by the dancing of the Salii through the streets (p. 85), the Equirria (p. 89), the Quinquatrus and the Tubilustrium (p. 92), so its end in October saw the ceremonies of the October horse and the Armilustrium when the army had to be purified from the dangerous infection that it may have incurred from contact with bloodshed and strangers. This was a festival in honour of Mars; his Salian priests probably once again danced and sang through the streets, during the sacrifices tubae were sounded, and the arma and ancillia were purified and then put away until the next year. It appears from Plutarch and Varro that the lustratio was performed on the Aventine 'ad Circum Maximum' in an open space called Armilustrium (it lay south of the church of S. Sabina), the Aventine possibly being the last point in the procession of the Salii. note 261
An entry in the Praenestine calendar seems to apply to 20 October, but it could be a note to the previous day's Armilustrium. It runs '[...] sanguinem gustare antea frequenter solebant' (they frequently used blood to taste blood before'). This presumably refers to the tasting of blood from the sacrifice, a practice which had apparently ceased by the time of Augustus when the calendar was composed.

I would say that item 5 should be "as reasonably possible," given
that
many people's lives do not allow them to be available on an unlimited
basis.
Also, instead of "conflict management," how about something along the
lines of "setting an example to Gens members and others by behaving
with Dignitas, Comitas and Clementia for the good of Nova Roma?" I
think adult Gens members who are not Paters or Maters should be
responsible for their own conflicts.
