Your question is a very good one, our provincia is still in a sort of limbo.
I have tried to get our Provincia organized though the Senate, but have not
faired well. Even though newer Provincia applicants are currently on the
Senates agenda! I often wonder what happened to my efforts to get our
provincia organized, as we seem to be off the current agenda. I have been
appointed Legate for Canada Occidentalis by the Praetor for Eastern Canada,
and I will attach my first report to our Provincia. But I have not to active
as of late due to a very full schedule. The way it seems to be now is, we in
the West are under the care of the Praetor from Eastern Canada till such
time as we have a Praetor of our own. I believe there is at least ten to
fifteen citizens in Western Canada from what I have gathered, which is more
then some of our current Provincias!

Salve All
The following is a list of activities that are bring worked on at the
moment. This report is the first one I shall deliver to the Provincia,
others will follow at proper intervals. I have found that not all Roman
lovers want to be part of Nova Roma, so I have been trying to gather those
how are overall interested in all of Old Rome, from these I hope to
cultivate future citizens. Since we are predominately a internet
organization and rely on this media for passage of information, I have been
trying to find persons with this in mind. I have been concentrating in my
home city of Winnipeg as this makes all logistics easier and once I have
some more progress I can use Winnipeg as a model for organizers in other
cities. Being very busy on many fronts things move slowly, but progress is
going steadily forward! What follows is a short list of the areas I am
currently concentrating on. I would like to ask the Praetor if he can find
out for me from the Censors how many citizens there are in Canada
Occidentalis and what their email addresses are. I would like very much to
expand this group to include all of our Country. There are ways that we can
do this with out breaking any privacy Lexs.
-I have started an organization called the Ancient Roman Cultural Society of
Winnipeg. This organization is designed to attract Rome lovers how will be
approached for Nova Roman citizenship. I am in email contact with 15 persons
here that are interested in what it is we are tiring to do. My hope is that
they will also want to be part of our Republic.
-I am trying to reach the general public with a Radio interviews and have
already conducted one and will be doing another once time become available.
I have got a response from people that are interested but most do not have
email access, which makes communications difficult.
-I have started a Legio reenactment group in with another group that will
form an aux. unit. I will attach our Rules and Regulations for Legio I,
these are based on those used by Legio XX. So far there are about ten
persons that will participate once this gets off the ground.
-I have designed a web site and I will try to send the front page out in the
emails an attachment, if I can. I hope to have my totals site up. for the
Grand opening in Jan 2001.
-I an interested in what is happening in Boston University, with the
organization on a collegial level. I believe this to be an area where our
Republic can expand. So far I am tiring to contact a group in the university
of Manitoba and Winnipeg to see if someone will be willing to participate in
this.
-When I joined Nova Roma I found that there was no formal Provincia for
Canada Occidentalis(Western Canada). I then studied Nova Roma and found the
Provincia of Britain to have a very good organization, so I modified it to
fit Canada Occidenatlsi and act as a blue print for future expansion. I will
attach this plan below.
-I made a report to the Senate on my activities and I will also attach this
below as it sets out what my future direction will be.

I. PURPOSE
The purpose of the Legio is to operate in a Family environment for the
re-creation, and study of various facets of ancient Roman culture and
warfare for both the education of the public, and for personal satisfaction.
This will be accomplished by means of historical reenactments, living
history demonstrations, and formal /informal gatherings. The Legio will
maintain an active philosophy of gathering people of all ages in order to
promote public outreach, as well as maintaining a strong dedication to the
spread of historically accurate information on ancient Roman military and
culture, and to the continuation of research in order to make all of its
presentations as authentic as practical. When reenacting, the Legio will
select a number of military and civilian impressions to be presented (either
separately or simultaneously), but all will be based on the best possible
research, and prepared according to the Legio's Purpose and guidelines. When
not reenacting, the Military part of the Legio will meet at least once a
month to train and prepare kit, while the Civilian portion of the Legio will
meet at least once every three months to conduct a Roman social gathering.
II. COMMAND STRUCTURE OF THE LEGIO
A. The Legio's is comprised of the Legio High Command, and the Membership.
1.a. The High Command controls all functions of the Legio, both
administrative and in the field (in the "field" will mean whenever the Legio
conducts an organized gathering), including recruitment; purchase of
equipment, materials, food, and supplies; and definition and enforcement of
standards for dress and conduct.
b. The High Command is composed of Legio members, and will decide its
own size, structure, and protocol.
c. The High Command selects, in order of precedence, a Military
Commander and a Civilian Commander (whose job is to assist the Military
Commander with civilian aspects of the Legio during field gatherings), and
with them appoints any necessary Officers, NCOs and Civilian participants.
All Military Officers, NCO"S, etc., must be Legio Members. The Military
Commander and Civilian Commander (as appropriate) carry the authority of the
Legio in all matters when in the field. A decision may be appealed to the
full High Command after the event.
d. All Members are answerable to the Legio. If a Legio Member is
called before the High Command for any reason, they must comply with any
findings of the High Command.
2. A Member is anyone who has been accepted into the Legio.
a. Recruits will be admitted on the basis of their suitability to the
Legio's purpose, ideology, and activities. Any person showing interest in
joining the Legio is to be referred to the High Command for official
recruitment information. There is no automatic "family" membership--the
spouse or other relative of even an established member must meet the
qualifications individually and continually while with the Legio.
b. A Member is considered to be on probation for one year after
joining. By the end of that year the High Command will decide whether that
person is to be made a full Member, left on probation, or stricken from the
roster. Criteria include, but are not limited to, completion of kit,
adherence to the Legio's doctrine and guidelines, level of participation,
and personal conduct. A Member may be returned to probation or expelled
from the Legio if the High Command sees fit, according to the same criteria.
c. A new Member may be required to attend gatherings, training, or Kit
parades before being permitted to participate publicly. All Members are
expected to adhere to the Legio's Rules and Regulations, and to obey, the in
order of precedence, the Military Commander, the Civilian Commander,
Officers, and NCOs, within safe and legal limits.
d. When in the field, the rules of any host site, as well as Federal
and Provincial laws, concerning safety and conduct are to be strictly
enforced. Members are also to avoid any conduct, which might damage the
reputation of the Legio, or cause any public or private embarrassment.
e. For legal reasons, no one who is not a Member of the Legio may
perform in public as part of the Legio.
B. The Legio fulfills its purpose of active living history through a number
of guises or impressions.
1. Roman Legionaries of the mid-first century AD, including Officers, NCO'
S, Rank Infantry, Standard Bearers, etc.
2. Civilians of the Roman Empire: both female and male, including
citizens, non-citizens, and slaves.
3. Various impressions of Auxiliary troops, Legionaries from other eras,
or other ancient troops or civilians, as the High Command sees fit.
PHILOSOPHY
The Legio I was founded on the basis of several points of Doctrine,
and will grant Membership only to those people who willingly embrace these
ideals. This will keep the group strong in its purpose since all members
will be devoted to the same basic goals and attitudes towards Roman culture
and re-enactment. Hopefully, this will also reduce the amount of
factionalism and political squabbling present in almost any organization.
As stated in the Rules and Regulations, when in the field, the Legio
performs in various guises and activities for the education of the public.
This will be done using a number of points of doctrine which include the
following. The first point of doctrine is the active passing of information
to whatever audience we have, and is of paramount importance. When we put on
our funny clothes we become Instructors, and everyone who passes our way,
even another reenactor, is a potential candidate for instruction. If that
person comes within our grasp and gains no knowledge from us, or receives
false information, we have failed in our goal.
Even before we open our mouths, observers will learn any number of
things from our clothing, accoutrements, and activities. Our second point of
Doctrine, therefore, is historical accuracy and authenticity. Every feature
of our presentation and every item we carry or wear must be appropriate to
the scenario and as authentic as we can make it (see "General Standards of
Historical Authenticity" following). We depend on continual research to
"fine tune" our impression--if new evidence shows that something is
inaccurate, inappropriate, or lacking, the error must be corrected. No
aspect of our impression should be considered absolutely proven--merely
based upon the best evidence we have to date.
A look at the Legio's Rules and Regulations will show you what could
be considered a third doctrinal cornerstone, our unusual Legio Structure. It
is quite simple: the High Command controls everything. There are no
elections, no voting rights or conditions, no power struggles, no
interminable unit meetings, and no need to worry about who is in charge.
The High Command is in charge: it defines the Legio's purposes and goals;
it produces and enforces standards of authenticity and conduct; it admits
members and can expel them; it maintains the Legio's finances, equipment and
stocks of supplies; it appoints Officers, NCO'S, Civilians, ect, and their
responsibilities; and it takes care of all the little things that Legio's
need to do.
The High Commands and the Memberships input is still essential and
must run in two directions, both from the High Command to the soldier and
from the soldier to the High Commnad. The High Command will be available to
see any type of input from the Membership, which concerns the Legio.
Conversely, the Membership will be available to discuss the concerns of the
High Command. Deciding on a schedule of events is just a matter of finding
out which Members plan to attend which event. Quality of participation is
more important than quantity of participants or events.
Members who are unused to "interpreting" for the public will get
advice and helpful hints at the Legio's meetings as well as "on the job
training" in the field. In addition, all members will receive the Legio's
Orders for the general scenario to be carried out. This will tell who we
are and what we are doing, so that we can all give our audience compatible
stories and explanations. The things that we say are as much a part of our
impression as the things we wear or carry and must therefore be governed by
the same standards of authenticity. The "official" information will not
cover all possible questions, of course, but where it does it must not be
contradicted.
If, after reading all of this information on the Legio, you are still
enthusiastic about joining us, there is one last hurdle--the High Command
must decide whether you are suitable for Membership or not. If you have
gotten through this information packet without any major disagreements,
there should not be a problem. Talk to the High Command and ask us about
any aspect of our organization or activities, and we will answer you as
completely and honestly as we can. If you seem suitable to us, and we to
you, you're in. We will not beg anyone to join and we will not beg members
to stay. Anyone who finds him or herself unable to agree with the Legio's
point of view is free to go, and we sincerely hope there will be no hard
feelings. Members who prove disruptive or uncooperative may be asked to
depart, or they may be expelled at the High Command's decision.
The Legio requires complete agreement from its members, but not
exclusive loyalty. There is no problem with belonging to another
re-enactment or living history group. In fact, if you choose not to join
us, or at some time to leave us, we will be happy to help you find another
unit or organizations which better fulfills your needs and desires. We are
far too concerned about the growth of our Hobby to lose a potential
reenactor altogether!
GENERAL STANDARDS OF AUTHENTICITY
The standards of authenticity in Legio I come from the following
philosophy: The only acceptable deviation from the actual historical
conditions of those persons whom the group is portraying are for reasons of
safety (to Members and/or the public). Additionally, only those items of
equipment and clothing appropriate to the individual that the member is
portraying will be allowed. When in the field, all requests to introduce
non-period items to the display, or exclude period items and activities,
will be evaluated against this philosophy.
Reproduction clothing and equipment should be as authentic as
possible, but within practical limits. Exposed stitching must be done by
hand, but fabric does not have to be hand-woven or dyed with period dyes.
Weapons and armor do not need to be hand-forged, but stainless steel is
forbidden. See the Handbook for further guidance and descriptions.
When in the filed, our historical impression will be maintained and
enforced DURING HOURS OF PUBLIC INSPECTION. When public hours have ended,
Members are free to bring on site whatever bedding, food, or other gear
(historical or modern) Members might want (vehicles may or may not be
allowed by the site), and Members may dress, eat, and sleep however you
like. Please bear in mind that Members are still "participating" with the
Legio, and refrain from any activities that might be unsafe and/or damaging
to the group's reputation.
Thirty minutes before the site opens again to the public, all
inappropriate miscellania must be out of the demonstration area.
It is expected that these guidelines and limits will cause some
questions. If in doubt, ask about a situation or piece of equipment before
an event.
Some specific exceptions are outlined below. This is not an
exhaustive list, nor is that the intent; rather this serves to demonstrate
the spirit of the unit's philosophy regarding authenticity.
SAFETY WHEN IN THE FEILD
All members will adhere strictly the unit's (and site's) weapon
safety regulations at all times. Some sites forbid handling of weapons by
the public. Otherwise, visitors may handle a weapon only if a Member keeps a
hand on it.
A first aid kit of sufficient size and materials to treat minor
injuries will be present with the unit, and will be immediately available
for use. It will be contained discreetly in a container made of period
materials.
When reenacting on the road, no coolers or ice chests will be
permitted in camp. Perishable foods requiring refrigeration will not be
stored in camp, but, if determined to be necessary for the event, are to be
stored in vehicles and brought into camp immediately prior to consumption.
If summer conditions are sufficiently hazardous that it is judged necessary
to have ice available, the commander will make allowances for its storage,
preferably by the host site's personnel and in their facilities.
In extreme cold conditions, members may wear non-period clothing,
provided it is worn under approved period clothing and is not visible. This
clause is intended mainly for new members who lack sufficient period
clothing for cold-weather survival.
Essential personal effects, such as keys, medication, etc., should be
kept in a drawstring bag inside the tunic or pack. The first aid kit might
also be used for storing such items, but ask the commander and be aware of
security risks. Any vital items such as medic alert tags will be worn under
the individual's clothing, and the commander will be alerted to the
situation.
PERSONAL APPEARANCE
No restrictions on the physical appearances of Members' are made,
provided there is no dramatic clash with the natural appearance of human
beings in general (no spiked green Mohawks, please). Restrictions on height
or weight are not made, but the nature of the demonstrations and tactical
exercises, which the troops are expected to perform, can be quite strenuous.
Many Members find it necessary to run and/or perform other exercises in
order to stay in decent shape and avoid injury. Persons who are simply
physically unable to play the role of a soldier would do well to consider
civilian portrayals.
No eyeglasses may be worn during public hours, unless High Command
deems there to be a safety issue, in or near the display or demonstration
area. Contact lenses are highly recommended.
Members are encouraged to wear their hair, including facial hair, in
a style appropriate to the persons whom they are portraying. Appropriate
headgear may disguise some inappropriate hairstyles.
Any jewelry, which is not appropriate to the impression, must not be
worn. This includes wristwatches, non-period rings (especially for
soldiers), etc.
CONDUCT
Members portraying soldiers are expected to act as such, obeying
orders and maintaining strict discipline while in ranks or in tactical
situations. Civilians are subject to the authority of the High
Command-appointed Civilian Commander, who will not necessarily be portraying
the highest-ranking civilian. (Also see Rules and Regulations II.A.3.d.)
ANY Member must call attention to a potential safety hazard.

What follows are, first my plan for Canada Occidentalis, then my first
report to the Senate regarding my progress. Read them and tell me what you
think. Please note that this plan was made before I knew of any other
citizens in Canada Occidentalis.
The Nova Roman province of Canada
Occidentalis
Praetor: Vacant
Canada Occidentalis is one of the newest Provinciae of Nova Roma, each of
which will have its own governor, and will organize its own events and
activities. Canada Occidentalis is a small but growing Nova Roman community,
which will be held together largely thanks to our e-mail list. Our citizens
will be based all across the western part of Canada, and there is presently
one gens, the Sertoria.
For administrative purposes, the provincia of Canada Occidentalis is also
divided into three Regiones, each of which will be assigned a Legatus, who
deals with the day-to-day running of his or her Regio. Please see below for
information on each of the Regiones, including the responsiblities of the
Legati, and the precise geographical borders of each Regio. The details of
the administrative system by which the provincia is run may also be viewed
here.
Canada Occidentalis gentes
There is currently one gentes in the provincia of Canada Occidentalis:
-The gens Sertoria located in the city of Winnipeg in the present day
province of Manitoba. Paterfamilias Quintus Sertorius.
If there is a gens based in Canada Occidentalis which does not appear on
this list, please contact the Praetor, who will endeavour to put this right.
E-mailing list
The province of Canada Occidentalis will also have its own e-mail list, open
to all interested subscribers, which is intended to bring our community
closer together and also to act as a lower-traffic and more relevant
alternative to the main Nova Roman mailing list.
The Administration of Canada Occidentalis
The province of Canada Occidentalis is divided for administrative purposes
into three Regiones; Agassiz (Manitoba/Saskatchewan), Athabasca
(Alberta/Territories), and Columbia (British Columbia). A Legatus is
assigned to each Regio, and is responsible for the day-to-day running of
that Regio, whilst the Praetor oversees the administration of the province
as a whole. This report gives precise details of the administrative system
to be used in Canada Occidentalis, under three main headings:
1.Titles and areas of the Regiones and their Legati;
2.Administrative infrastructure; and
3.Duties and responsibilities of the Legati Canada Occdentalis.
I.Titles and areas of the Regiones and their
Legati.
The Provincia of Canada Occidentalis is divided into Three subordinate
areas, known as 'Regiones' (singular = 'Regio'), or 'Regiones Canada
Occidentalis'. Each Regio shall be put under the supervision of a
magistrate, to be known as a 'Legatus' or 'Legatus Canada Occidentalis'
(plurals = 'Legati' and 'Legati Canada Occidentalis'). The titles of
individual Regiones and the Legati responsible for them, and the areas to be
included in each Regio, are as follows:
1. Canada Occidentalis Agassiz (Manitoba/saskatchewan), (Legatus Canada
Occidentalis Agassiz)
Area = equivalent to the modern provinces of Manitoba and Saskatchewan.
2. Canada Occidentalis Athabasca (Alberta/Territories), (Legatus Canada
Occidentalis Athabasca)
Area = equivalent to the modern province of Alberta and the Territories.
3. Canada Occidentalis Columbia (British Columbia), (Legatus Canada
Occidentalis Columbia)
Area = equivalent to the modern province of British Columbia.
II Administrative
Infrastructure
1.The Legati Canada Occidentalis must provide the Praetor Canada
Occidentalis with details of their e-mail addresses, postal addresses and
telephone numbers. The Praetor will keep records of these details, and
ensure that all Legati know at all times the e-mail addresses, postal
addresses and telephone numbers of both the Praetor and the other British
Legati. The primary method of administrative communication will be via
e-mail, with overland post and telephones being used when e-mail is not
available.
2.The names of the Legati Canada Occidentalis shall be displayed, with their
positions, on the Canada Occidentalis web-page, with hot-links to their
e-mail addresses, and prospective citizens will be invited to contact the
Legatus for their Regio as a line of first enquiry. Separate pages for each
Regio will be added in due course, with content to be determined jointly by
the Praetor and the Legatus concerned. Legati are also encouraged as an
alternative to establish web-pages for their Regiones themselves, which will
then be linked from the Canada Occidentalis page.
3.Legati will be appointed by the Praetor Canada Occidentalis, and their
positions will be reaffirmed each year on the first of January by the
Praetor. When a legateship becomes open, the Praetor shall invite all
citizens in the relevant Regio to put themselves forward as candidates for
office. All citizens residing within that Regio shall be eligible to stand
for such office. Where more than one citizen puts themselves forward for
office, the choice of Legatus shall be at the Praetor's discretion, to be
determined by any means deemed appropriate.
4.The Praetor Canada Occidentalis shall at all times retain the right of
veto over all actions of the Legati.
5.All Legati shall retain the right to resign from their positions at any
time, without penalty, and without the need to provide a reason for their
resignation.
III Duties and responsibilities of the Legati Canada
Occidentalis
1.The Legati Canada Occidentalis are asked to establish and maintain
personal contacts as far as is possible with the citizens resident in the
Regio for which they are responsible. The Legati shall act as a point of
first contact and enquiry for interested prospective citizens, and are asked
to offer advice to such prospective citizens concerning application for Nova
Roman citizenship, information, ect. The Legati shall also act as a point of
contact for existing citizens, to whom they are also asked to offer advice
relating to any aspect of Nova Roma to the best of their abilities.
2.The Legati are encouraged to correspond regularly with the Praetor Canada
Occidentalis, reporting new developments or events in their Regiones, and
asking advice where necessary. To ensure a minimum degree of communication,
Legati are required to present reports on their Regiones to the Praetor
twice yearly, on or near the 1st April and 1st October. These reports may be
brief, but should outline, to the best of the Legatus' knowledge, the
current population of his or her Regio, the events which have been held in
connection with Nova Roma during the past six months in his or her Regio,
and any further information which the Legatus may deem useful or necessary.
Failure to produce such reports within one month of the expected date,
without good reason or prior explanation may result in the dismissal of the
Legatus by the Praetor.
3.The Legati Canada Occidentalis are encouraged to participate in further
activities to promote Nova Roma, such as, but not restricted to, the
distribution of Nova Roman flyers, the hosting of social events or the
securing of advertising for Nova Roma.
4.The Legati Canada Occidentalis shall each have responsibility for the
day-to-day administration of the Regiones for which they are responsible,
but they shall remain at all times subordinate to and answerable to the
Praetor Canada Occidentalis. If at any time the Praetor has cause to believe
that an individual Legatus is failing to fulfill his or her duties to a
reasonable standard or indulging in activities which are illegal under
Canadian law, the Praetor should contact the Legatus to warn him or her of
the possible consequences of such action, and ask for an improvement in
standards. If no response is made to such communication in the space of a
month, or the Legatus fails to satisfy the Praetor's requirement over the
same time-scale, the Praetor may dismiss the Legatus, and arrange for the
appointment of a new Legatus in his or her place.
5.Should individual Legati consider it useful or necessary in the future,
they may recommend to the Praetor Canada Occidentalis that magistrates to be
know as 'Praefecti' (singular = 'Praefectus') should be appointed to
administer the Nova Roman populations of individual towns or areas. The
Legati may either recommend suitable candidates for these offices from
amongst all citizens resident in the relevant town or area, or may ask the
Praetor to invite offers of candidacy from amongst the same citizens. The
candidate chosen may then be appointed by the Praetor Canada Occidentalis.
Precise rules and recommendations concerning the office of Praefectus must
be formulated by the Praetor Canada Ocidentalis at some time before the
first Praefectus shall be appointed.
6.Candidates for the office of Legatus Canada Occidentalis should be aware
that participation in rites pertaining to the Religio Romana (the pagan
state religion of Nova Roma) may be required of them in the course of their
duties. Should such participation cause difficulties for prospective Legati,
they are advised not to apply for the post.
Nova Roman activities in Canada Occdentalis
Although Nova Roma is held together as an international community by the
Internet, we believe that it is also important to organize face-to-face
social gatherings at the local level, where members will be able to meet
each other, and share their enthusiasm for Roman culture.

These are, of course, only ideas, and I am more than open to any suggestions
from fellow Nova Romans, or indeed from anywhere else. All Canadian Nova
Romans are heartily encouraged to put forward their own ideas, and indeed to
host events themselves.

Good day senator I Quintus Sertorius would like it this time to present the
following report on my progress in the organization of Canada Occidentalis.
I understand that I do not have Official backing as Propreator but I will
not remain ideal. The following is a list of the areas I am working on and a
short description of actions taken.
*Web Site for Canada Occidentalis
I will start by saying I am not web wizard but I am capable and willing to
learn. To this point I have made a temporary web site by downloading the
main Nova Roma page and modifying it to suite Canada Occidentalis. I plan on
moving from my present phone Internet connection to a much faster cable
connection. Once this is done I will be able to but up my temporary site.
All I need is the go ahead from the powers that control the main Nova Roma
web site. I have asked once before but did not receive an answer as yet.
This is only till I have a new page built for Canada Occidenatlis. This new
page will be made using Front Page Express, and will develop into a site
that will be a conduit for all individuals and institutions in Canada
Occidenatlis to reach the cultural roman world. I want as many people to
visit the Canada Occidenatlis as possible so I plan to have some interesting
draws set up on the site. The following is a list of what will be presented
on the site.
-Temple to Jupiter Optimus Maximus(containing a very large and interesting
section on ancient Rome).
-Links between the institutions in Canada Occidentalis and those of Nova
Roma.
-A forum for citizens of Canada Occidentalis to meeting and discuss issues
particular to our Provincia and issues dealing with Nova Roma.
-Maintain a list of citizens in Canada Occidentalis(following any privacy

*Temple to Jupiter Optimus Maximus
This undertaking has taught me so much about ancient Rome I have decided to
expand this Temple to become a gateway to a virtual reconstruction that will
include the following.
- The Great Buildings.
- Temples/Shrines/ect.
- Theaters.
- Gates/Walls.
- Bridges.

-Tiber River
-Forum
-Arches
-Columns
-Warfs/Docks
-Sanitation
-The different City Sections
-The Seven Hills of Rome

The Temple to Jupiter Optimus Maximus will include sections on of course the
Gods Jupiter Minerva and Juno, Triumphs, Art/ Architecture, Capitaline Hill,
the history of the Temple, and the large section on Ancient Rome which was
described above. The most important part of the Temple will of course the
Religio Romana and that part I have put the most thought. I have yet to come
up with the best formula for presenting the Temple but I feel I am close to
a breakthrough idea. I have gotten very good ideas from different members of
the Religio and I am hoping to get some more. I have been searching the
Internet to find as much information as possible on the Temple and I have
gotten together quiet a lot of information that I find fascinating. I will
continue to gather information.
*A Links Page
This links page will be the main conduit for information movement between
individuals and institutions in Canada Occidentalis and the Roman Cultural
World. At first I will move in my home region Agassiz which includes the
modern day Canadian Provinces of Manitoba and Saskatchewan. I plan to
compile a contact links list to include the following institutions.
· Universities
· Museums
· High Schools
· The Arts Community
· The Military
· The Police
· The Three Forms of Government
· Colleges
· Fire Dept.
· Clubs
· The Ethnic Community
· Shut Ins and the Disabled
· Seniors
· Ect.
Once I have complied a links list for Winnipeg(my home city) I will move on
to the next largest city in my region and so on till I have completed a
massive contact list for the entire region. Then on to the next region and
so on till the entire Provincia is completed. I believe that this contact
list will be a powerful weapon the use to further the interests of Canada
Occidenatlis and Nova Roma. I will be a very proactive citizen for Nova Roma
and ensure information is pushed in both directions.
*Recruitment
Once the Links List has been compiled I will make up an Approach Package for
Nova Roma and Canada Occidentalis and present the Organization and what we
have to offer to prospective citizens. I think that once it becomes known
what Nova Roma has to offer we will see a dramatic raise in applications for
citizenship here in Canada Occidentalis. My goals for actual numbers are
five prospective citizens for my Gens(which I already have) and ten for the
entire Provincia. Of which I know there is already one, I cannot obtain any
other names as I am not a Provincial Governor(this would help me
considerably). This goal I would like to see achieved by Jan 2001. I also
intend to operate the Provincia on a Jan to Jan schedule the same as
elections in Nova Roma. For the period of Jan 2001 to Jan 2002 I hope to
have twice the numbers of citizens stated above. The Approach Package I am
compiling will be as dynamic as my fertile imagination can make it. This
will be necessary in order to capture the minds of prospective citizens.
*Standing to of a new Legio
This project is a favorite one for me as I was a Infantry Sergent in the
Canadian Army for eight years. All the skills I learned there will greatly
help me in my organizational plans. I also have enjoyed a life long passion
for military history which fuels my desire to proceed in the Standing to of
a New Legio for Nova Roma in Canada Occidentalis. I already have many of my
former military buddies that are very keen on becoming part of the new
Legio. Most of them do not share the same feelings for Ancient Rome that I
do. They are in it for the Gladiatorial combats I plan to organize during
Fundraising Events and for the prospect of military conquest and plunder(I
haven't the heart to tell them we only plan to culturally save the world
with Roman Virtues). My plan is to proceed on a slow but steady course.
First once I have registered as a non-profit organization I will fundraise
in order to buy armor or to buy the tools in order to make our own armor(the
legionaries I have are not without metal and leatherworking skills as some
of them are trained Assault Pioneers). I will follow the uniform standards
sent to me and I hope to have one complete set by the Proivincia's Grand
Opening in Jan2001. For the period of Jan 2001 to Jan 2002 I plan to obtain
ten sets. I understand that this is a lofty goal but I do still have a few
aces up my sleeve! The goal is to send a contingent to a Nova Roma gathering
sometime in the period of Jan 2002 and Jan 2003. In the long term I intend
that each city in the Provincia will field a cohort contingent of at least
six legionaries till we have ten organized cohorts then we will have a firm
legion on the ground for Canada Occidenatlis. This should happen in the next
five years. This is possible I believe due to the extensive Canadian
Military contacts I have across Western Canada and the interest I have been
receiving.
*Fundraising
I am registering Canada Occidenatlis as a Non-profit organization and once
this is done I intend to apply for a Lotteries License in order to hold
fundraising events and to be able to accept tax deductible donations. Then I
will put together a proposal for Canada Occidentalis that will be used to
apply for government cultural grants and more importantly for Corporate
grants. I believe the demographic group that I will be reaching for Canada
Occdentalis and Nova Roma will be of interest to corporate entities that may
want to reach this same demographic, this I plan to exploit. So I will lobby
for Corporations to apply for our Canadian Corporate Tax Deductible
donations that are available here in Canada. I also plan to hold various
fundraising events such as Toga Parties where I plan to have Gladiatorial
combats as a draw. The fundraising is mainly for the Legio and
advertisement. The price for the space that will be used up on my Internet
server will be absorbed by myself. Till such time as the Provincia is on
firmer financial ground.
*Infrastructure for Canada Occidentatlis
The plan I have for the Infrastructure of Canada Occidentalis was explained
in an earlier email of I sent to all Senators. I will attach this same plan
at the end of this report. I would like it to be known that this plan is
necessary in order to be able to properly absorb the new citizens into
Canada Occidentalis and to ensure that both the citizen and Nova Roma
benefit the most from interaction. I truly believe that Canada Occidenatlis
will have a population of fifty citizens for the Period of Jan 2002 and Jan
2003 with many more serving in the Legio. These numbers are achievable with
the proper diligence and planing.
*The Grand opening of the Provincia of Canada Occidenatalis
All the above mentioned projects will take time to develop so I intend to
have them phased and phase one for all projects will completed by Jan 2001
which is when I plan to have a Grand Opening for the Provincia of Canada
Occidentalis(after the elections). At this time the entire completed and
tested site will be up and running ready for exploration. This site will be
approx. 20 megs of internals files not counting external links so it will be
large and I intend it to be an ants nest of surprises.
This brings to a close my first report to the senate on my progress here in
Canada Occidentalis. I will continue to work with vigilance but I would like
to have some kind of official backing from the Senate in order to have
sanctioned approaching powers. I understand things take time and I too am
patient but I will continue to lobby for what I feel is required. I have
planed for this slowness and have in fact made it a positive aspect by
making my plans push along with the slow but unstoppable power of a
continental drift. There is no looking back now for Canada Occidentalis and
I fully intend to make this Provincia a powerhouse. Thank you for your
