Citizens, citizens!
All this talk of great generals and (in)famous caesars... I thought we had
more relevant things to discuss, like Consul Q. Fabius' tax proposals. Or
are we all perfectly satisfied that we've given the Consul and the Senate
all the useful feedback we can? Did we reach a consensus?
It says a lot to me about human nature that no-one wants to start a thread
on Rome's great unsung economists and financial administrators...
Now, look, Quirites: it's like this. It's quite simple: good emperors filled
the treasury. Bad emperors emptied it. Good generals made sure their troops
were paid. Bad generals didn't.
Can we get back to basics, please? Or no more money, no more Rome. Success
in anything depends largely on resources.

Thank you for this post....it definately brings things back to perspective.
As for the Taxes, I am definately in favor of them. However, I am quite
nervous about the Central Treasury and the lack of oversight. I already
voiced my concerns privately to Consul Fabius, but let me place this in
perspective. If this was a business, and I was asked to invest, I my
business sense would be SCREAMING about the lack oversight in our Central
Treasury. Who has access to the Checking account? Who has the oversight to
see if money is being duly and timely processed? Who prepares the income
statments and balance sheets and who has the authority to see those
documents? Who gets the banking statements? Who has access to view the
banking statements. I tell you, that while I am one of the strongest
supporters of taxes....but so far no one has mentioned any oversight of the
Central Treasury. I have only seen concerns regarding the Provincial part
of it...but no one has so far mentioned. Personally I think this aspect is
much more important than the Provinical side. Becuase, it is here that the
money is stored.

Group,
My name is Tom and I'm new to the study of Roman History. I was wondering if any of you could recommend a good one- or multi-volume history of Rome. The History Book Club has lots of offerings, but nothing which serves as an overview. I've read enough history to know that is the way to get started. Any help would be greatly appreciated. Mark this down. I, Moravius Piscinus, am in full agreement with
Censor Sulla. I have two concerns about the issue of taxes. First
that the citizens be given some decision making authority over
taxes. And secondly, Sulla's concern on fiscal responsibility.
To answer Sulla's legitimate questions, I would say those issues are
addressed by corporate laws of the state wherever our incorporation
papers have been filed. Having been a corporate president myself in
the past, I know it is best to address such questions to your
accountants and lawyers. What I find disturbing here is that for two
years now Nova Roma has been collecting (small) amounts of monies
while posing itself on its website as a nonprofit corporation, but
has only recently filed for incorporation? So exactly where has this
money been going, into whose accounts, under whose liability? Have
any official documents for NR ever been filed, and then under what
tax ID number if we were not incorporated? I am not saying there has
been any impropriety, the amount of money involved does not make that
a concern. But that situation will soon change if we begin to
collect taxes of any amount and do not have a proper system in place.
Who is represented on the application for incorporation will
initially be the ones responsible and liable. Under our bylaws that
should be the Consuls (as corporate co-presidents) and possibly the
Censors (as corporate co-secretaries). Did our elected corporate
presidents sign those incorporation papers before they were filed?
Before there can be any discussion on taxes, who decides on them, or
what they shall be used for, we first need to settle what we are, and
how we shall be legaly organized.
