I spoke with Decius Iunius on the phone....about 2 weeks ago. He mentioned
to me that with the lack of writers for articles that he didnt have many

This question bring up an interesting point: The Eagle will need a new
editor (one of the Vigintisexviri, or minor magistrates) in the coming
year. This is an important job for Nova Roma and one that could give
the right person a chance to do a great deal of good for our
organization and for the cause of Roman awareness.

Editorial skill is helpful for the job, but the real essential skill
is the ability to muster others to assist - perhaps a mailing-list
manager, some regular columnists, even a layout assistant. The person
who can coordinate such a team and motivate consistent contributions
over the course of the next year will do Nova Roma a tremendous service.

I encourage anyone who can commit some time to this cause to run for
the post.

Quirites.

One of teh items on the current Senate Agenda, which the Tribune Australicus has
posted to this list concerns whether or not to have the meetings of the Senate
available on a Read Only basis for the people of Nova Roma. Since the title of the
item is very bare and dry, "Internal Senate Procedures", I decided it was a good
thought to post the entire text so that the people can read it.

Since this is a public matter I will feel free to make public any private
correspondence I get on this matter, at my own discretion.

Internal Senate Proceedures.
Per Section V, Paragraph F of the constitution: The Senate may issue a
Consultum governing it's internal proceedures
This Item has two parts. Both, one or none may be approved

A. Senate Openness
The Senate shall conduct its business within full view of the
Citizenry. This will be implemented by allowing all Citizens to read
(but not post on) the Senate e-mail list.

Exceptions will be made in specific cases involving lawsuits by or
against Nova Roma; issues of hiring and firing paid personnel, should
Nova
Roma ever have such; and issues which if exposed to the public eye would

result in the unacceptable invasion of a Citizen's privacy.
In such cases, the Senate will retire into "executive session,"
achieved by the setting up of a nonpublic e-mail list, which will be
used only for the discussion of that issue and then disbanded. The
Consuls will be responsible for setting up and deleting
executive-session lists, and ensuring that such lists are used only
for discussing issues which qualify under the categories outlined
above.

B. II. The votes of individual Senators, along with any rationales they
offer with their votes (i.e. in the same e-mail as the vote itself),
will be made available to the Citizens by the Tribunes of the Plebs,
either by forwarding them to the main Nova Roma e-mail list or by
posting them to the Nova Roma web site. Senators wishing to make
remarks, but
not to have them forwarded to the general Citizenry, may do so in a
separate
message. This would done by the Tribune(s) of the Plebians

I appeal to the senators and magistrates to avoid annexing the entire
territories of multinational states (like Switzerland) to a single
bordering province.

This is not historically correct and is not respectful of prospect CIVES
and is not liberal at all.

Prospect Swiss cives from the French speaking part (the western third of
Switzerland) or from the smaller Italian speaking part (canton Ticino) most
probably would prefer to be "annexed" to the bordering province of their
language, Gallia or Italia.

BUT also in these cases considering that we are a VIRTUAL STATE, and not a
state controlling a real territory, we can afford very easily to be even
more liberal and to respect EACH single citizen preference.

This can be made easily and without any problem:
Let's us suppose a the citizen doesn't reside any more in his original
canton
and lives in a canton of another language:
For instance a Swiss citizen born in Geneva from a French speaking family,
let's say monsieur Dupont de Geneva resides now in Basel, a German speaking
canton.
Perhaps he joined originally Provincial Gallia but he also might be
permitted (and without problem) to join later Provincia Germania if and
when he hears that in nearby Baden Wuttenberg or in Bavaria there is more
Nova Roman activity.

In conclusion, I propose:

1) More correct theoretical attribution of territories along linguistic
cultural lines

2) To lessen the importance of borders:
The above attribution of territories MIGHT be done most reasonably and
carefully as possible, BUT also (to avoid dramatizing), it might absolutely
be only an indication and not a constraint for prospect cives which might be
free to join the Province of their preference, without being
bureaucratically constrained to anything against their likes.

3) If the two above are not possible, I would even suggest do not to
attribute any multinational state to any neighbor but to leave single
citizens free to join the Nova Roman Province of their choice.


I conclude affirming that cultural allegiances pass mostly through the
hearts and minds of people and do not follow very much borders traced on
the ground, and much less follow borders traced or copied from casual
realities, especially in the virtual World.

Journal of Mithraic Studies edited by Dr. Richard Gordon. It is a place

The establishment of the Electronic Journal of Mithraic Studies provides a
forum suited to the publication of a Supplement to M.J. Vermaserens Corpus
(1956-60). In the later years of his life, Maarten Vermaseren, though
largely occupied with the Corpus of monuments relating to the cult of the
Mater Magna and Attis and the later volumes of EPRO, had been assiduously
collecting materials for a third volume of CIMRM, which was intended also to
contain a revised version of the Mithraic passages presented by Cumont in
Textes et monuments and supplemented by an appendix in Mysthres de Mithra
(Brussels, 1913), 247-9. I was told that on his death in 1990 this material
was passed to a Dutch scholar for editing, but I have no knowledge of its
present whereabouts. Meanwhile, Mithraic materials have continued to accrue,
and it has long been felt that steps should be taken to create a supplement
to take account of discoveries since about 1960. There is no individual with
the kinds of international contacts enjoyed by Vermaseren, but the
Electronic Journal does offer an opportunity to present news of new
discoveries, such as that at Hawarti in Syria, and it seems reasonable to
extend its coverage to include a supplement to CIMRM.
If any scholars are willing to provide material for either section of the
Supplement, we would be extremely glad to hear from them by e-mail or
otherwise. Corrections to our revisions by those whose information is more

Standing before you today, I offer my services as Praetor Urbanus for
the upcoming year to the Senate and the People of Rome.

I serve Nova Roma as Legatus Germaniae since June 2753 AUC. As Legatus
Germaniae, one maior project was the improvement of Germaniaīs
provincial infrastructure. For this purpose the Germania Website was
developed which is now one of the maior provincial websites in our
Republic.

Iīm am member of the Sodalitas Militarium, serving there as Retarius pro
Tempore, and the Sodalitas Egressus.

In my real-life-job as a high-ranking official in a city government I
collected much experiences and knowledge in public administration. If
you allow, I will bring in these experiences for the benefit of our Res
Publica.
