This is a report from the Provincia to the citizens of Canada Occidentalis(CO). We send this report, as Quintus Sertorius will be assuming the Praetorship of our Provincia as of 1 Jan 2001, and the Official Provincial Nova Roma presence will then begin. This report will address the present state of our Provincia, and what actions will be taken to organize... First, the state of the Provincia; Canada Occidentalis(CO) is one of the newest and largest Provinciae of Nova Roma, and has a small but growing Nova Roman population which is currently unorganized. The Provincia is located in the western half of the macro nation of Canada, and has a non Nova Roma population of 9,329,000. There are eleven citizens located all across the Provincia divided into seven Gens. They are:
-Gens Albia located in BC, Paterfamilias Gaius Albius Gadelicus
-Gens Britannia located in BC, Paterfamilias Caius Britannicus Falco
-Gens Claudia located in Saskatchewan, Materfamilias Appia Claudia Indagatrix
-Gens Daria located in Alberta, Paterfamilias Marcus Darius Ursus
-Gens Debrasca located in BC, Materfamilias Remesa Debrascus
-Gens Petronia located in Manitoba, Paterfamilias Caius Petronius Graecus
-Gens Sertoria located in Manitoba, Paterfamilias Quintus Sertorius.
As was stated, currently there is no organization in Canada Occidentalis(CO), so we will have to organize the Provincia from scratch. As there is no more to report on the present organization of CO, we will now move on to what actions will be taken to organize the administration our Provincia. When we started organizing we discovered that there was no formal Provincial Administration for Canada Occidentalis(Western Canada). We then studied Nova Roma and found that the Provincia of Britainnia had a very good administrative organization. We modified it to fit CO, and this new organization system will act as a blue print for future expansion. Finally, in this report, there will be a section on what activities are presently being planed for our Provincia. These sections will be presented in the following two headings: I. THE ADMINISTRATION OF CANADA OCCIDENTALIS; and II. ACTIVIES FOR THE ORGANIZATION OF CANADA OCCIDENTALIS.
I. THE ADMINITRATION OF CANADA OCCIDENTALIS
For administrative purposes, the Provincia of CO will be divided into three Regiones, each of which will be assigned a Legatus, who will deal with the day-to-day operations of their Regio. Please see below for information on each of the Regios, including the responsibilities of the Legati, and precise geographical borders. The details of the administrative system by which the Provincia will adopt may also be viewed.
The Provincia of CO will be divided for administrative purposes into three Regios:
1.Agassiz (Manitoba/Saskatchewan),
2.Athabasca (Alberta/Territories), and
3.Columbia (British Columbia).
A Legatus will be assigned to each Regio, and is responsible for the day-to-day administration of thier Regio, whilst the Praetor oversees the administration of the Provincia as a whole. This document gives precise details of the administrative structure to be used in CO, under three main headings: A. Regio, Legati Title, and Area; B. Administrative Infrastructure; and C. Duties and Responsibilities for the Legati of Canada Occidentalis.
A. Regio, Legati Title, and Area.
1. AGASSIZ
(Legatus Canada Occidentalis Agassiz)
Area = equivalent to the modern Provinces of Manitoba and Saskatchewan.
2. ATHABASCA
(Legatus Canada Occidentalis Athabasca)
Area = equivalent to the modern Province of Alberta and the Territories.
3. COLUMBIA
(Legatus Canada Occidentalis Columbia)
Area = equivalent to the modern Province of British Columbia.
B. Administrative Infrastructure
1.The Legati CO must provide the Praetor CO with the standard contact information. The Praetor will keep records of these details, and ensure that all Legati know how to contact both the Praetor and the other Legati. The primary method of administrative communication will be via e-mail, with mail and telephone being used when e-mail is not available.
2.The names of the Legati CO will be displayed, with their positions, on the CO website, with links to their e-mail addresses. Prospective citizens will be encouraged to contact the Legatus for their Regio as a line of first enquiry. There will be separate pages on the CO website for each Regio. Legati are also encouraged to establish web sites for their Regios, which will then be linked to the CO website.
3.The Praetor of CO will appoint Legati, whose positions will be reaffirmed each year on the first of January, by the Praetor. When a legateship becomes open, the Praetor shall invite all citizens in the relevant Regio to put themselves forward as candidates for office. All citizens residing within that Regio shall be eligible to stand for such office. Where more than one citizen puts themselves forward for office, the choice of Legatus shall be at the Praetor's discretion, to be determined by any means deemed appropriate.
4.The Praetor CO shall at all times retain the right of veto over all actions of the Legati.
5.All Legati shall retain the right to resign from their positions at any time, without penalty, and without the need to provide a reason for their resignation.
C. Duties and Responsibilities for the Legati of Canada Occidentalis
1.The Legati CO will establish and maintain personal contacts as far as is possible with the citizens resident in the Regio for which they are responsible. The Legati shall act as a point of first contact and enquiry for interested prospective citizens, and are asked to offer advice to such prospective citizens concerning application for Nova
Roman citizenship, information, ect. The Legati shall also act as a point of first contact for existing citizens, to whom they are also asked to offer advice relating to any aspect of Nova Roma to the best of their abilities.
2.The Legati are encouraged to correspond regularly with the Praetor CO, reporting new developments or events in their Regios, and asking advice where necessary. The Legati will also actively seek advice and direction from the Provinica Praetor, and be prepared to assist the Praetor in any projects that are undertaken concerning CO. To ensure a minimum degree of communication, Legati are required to present reports on their Regios to the Praetor twice yearly, on or near the 31 March and 30 September. These reports may be brief, but should outline, to the best of the Legatus' knowledge, the current population of his or her Regio, the events which have been held in
connection with Nova Roma during the past six months in his or her Regio, the plan for the next six months, and any further information which the Legatus may deem useful or necessary. Failure to produce such reports within one month of the expected date, without good reason or prior explanation may result in the dismissal of the Legatus by the Praetor.
3.The Legati CO are encouraged to participate in further activities to promote Nova Roma, and the Provincia. Legati will make contacts with local institutions in order to facilitate the exchange of information.
4.The Legati CO shall take care of the day-to-day administration of the Regios for which they are responsible, but they shall remain at all times subordinate, and answerable to the Praetor CO. If at any time the Praetor has cause to believe that an individual Legatus is failing to fulfill his or her duties to a reasonable standard, or indulging in activities which are illegal under Canadian law, the Praetor will contact the Legatus to be warned of the possible consequences of such action, and ask for an improvement in standards. If no, or an inadequate response, is forthcoming, the Praetor may dismiss the Legatus, and arrange for the appointment of a new Legatus as a replacement.
5.The Praetor CO may appoint magistrates, to be known as Praefectus, to administer the Provincial Nova Roman populations of individual towns or areas. The Legati may recommend suitable candidates for these offices from amongst all citizens resident in the relevant town or area. The Praefectus CO shall administer Provincial Nova Roma operations for their particular locations, but will at all times be subordinate to, first the Praetor CO, and secondly to the Legatus governing that particular Regio. The Praefectus CO shall be proactive in organizing and administering their areas of responsibility, and be prepared to provide assistance to any Provincia activities. The Praefectus CO shall provide a report, twice yearly on or near the 1 March and 1 September, to the Praetor CO, with a copy to be provided the Legatus of that particular Regio, The Praetor CO only shall at all times retain the right of veto over all actions of the Praefectus CO. All Praefecti CO shall retain the right to resign from their positions at any time, without penalty, and without the need to provide a reason for their resignation.
6.Candidates for the office of Legatus, and Perfectus CO should be aware that participation in rites pertaining to the Religio Romana (the paga state religion of Nova Roma) might be required of them in the course of their duties. Should such participation cause difficulties for prospective Legati, they are advised not to apply for the post.
II. ACTIVTIES FOR THE ORGANIZATION OF CANADA OCCIDENTALIS
Due to the size of this undertaking to organize CO, the plan will be phased in order to progress forward incrementally. In this section the activities that will be undertaken during this first phase of organization will be shown. These activities do not constitute all we will attempt, and any further input from citizens is strongly encouraged.... Although the Internet holds Nova Roma together as an international community, we believe that it is also important to organize face-to-face formal and informal gatherings at the local level. Where members will be able to meet each other, and share their enthusiasm for Roman culture. We have found that not all Roman lovers want to be part of Nova Roma, so we will try to gather those how have an overall interest in Old Rome. From this group we intend to cultivate future citizens. Since we are predominately an Internet organization, and rely on this media for passage of information, we should try to find citizens with this in mind. We should concentrate our efforts in our Home locations, as this makes all logistics easier. Being very busy on many fronts, things move slowly, but progress will move steadily forward! What follows is a short list of the areas we are currently concentrating on. These are some activities that will be moved forward to further Nova Roman culture in CO, and facilitate organization.
A. Web Site for Canada Occidentalis
We will start by saying we are not web wizards but we are capable and willing to learn. This new website will be made using Microsoft Front Page, and will hopefully develop into a site that will act as a conduit for all individuals and institutions in CO to reach the individuals and institutions in our Provincia. We want as many people to visit the CO website as possible, so we plan to have some interesting draws set up on the site. One of the more interesting parts of the website will be a section called "The Temple to Jupiter Optimus Maximus". Undertaking this has taught us so much about ancient Rome we have decided to expand this Temple to become a gateway to an Ancient City of Rome Section that will include pages on the following; The Great Buildings; Temples/Shrines/ect.; Theaters; Gates/Walls; Bridges; Roads; Insula; Baths; Tiber River; Forum; Arches; Columns and Statues; Warfs/Docks; Aqueducts and Sanitation; The different City Sections; The Seven Hills of Rome; Lifestyles; Ect. Ect. The Temple to Jupiter Optimus Maximus will include sections on the Gods Jupiter Minerva and Juno, Triumphs, Art/ Architecture, Capitoline Hill, and the history of the Temple. Another important part of the website will be a Links Page between the institutions in CO and those of Nova Roma. It is hoped that this Link Page will be a valuable resource in facilitate the spread of Roman Culture. To compile it, we will start in the Regio of Agassiz, which includes the modern day Canadian Provinces of Manitoba and Saskatchewan. We plan to compile a contact links list to include the following institutions; Universities; Museums; High Schools; The Arts Community; The Military; Law Enforcement; The Three Forms of Government; Colleges; Fire Dept.; Clubs; The Ethnic Community; Shut Ins and the Disabled; Seniors; Ect.; Ect. We have so far complied a links list for Winnipeg (Sertoria home city) now we are ready to move on to the next city in our Regio. We will continue this until we have completed a massive contact list for the entire Regio. Then, we will move on to the next Regio and so on until a links list for the entire Provincia is completed. We believe that this contact list will be a powerful weapon the use to further the interests of CO, and Nova Roma. We will be very proactive citizens for Nova Roma and ensure information is pushed in both directions. The CO website will also include a Forum for citizens of CO to meet and discuss issues particular to our Provincia, and issues dealing with Nova Roma. This will at first consist of an egroup, and then will be followed by a real-time Forum that will be set up along the Nova Roma Tavern model. We will maintain a list of citizens in CO (following any privacy laws in Nova Roma) and details such the citizens of our Provincia wish to share. There will be separate Pages for each of the three Regios of CO, and a Page for establishment of new Re-enactment Legio.
B. Recruitment
Once it has been determined which organizations will be the most fruitful to approach, we will begin recruitment. Presenting our micro-nation, and what we have to offer to prospective citizens. We think that once it becomes known what Nova Roma is about we will see a dramatic raise in applications for citizenship here in CO. Our goals for actual numbers are to have 25 citizens for the entire Provincia by the end of 2001. We intend to operate the Provincia on a Jan-to-Jan schedule, same as in Nova Roma. For the period of Jan 2002 to Jan 2003, we hope to have 40 citizens. We are trying to reach the general public with the media and have already conducted one radio interview and will be doing another once our Provincia becomes more organized. We are interested in what is happening in Boston University, with the organization on a collegial level. I believe this to be an area where our Provincia can expand. We will try to contact a group in one of the local universities to see if someone will be willing to participate in this. The Recruitment plan we have been working on will be as dynamic as our fertile imaginations can make it. This will be necessary in order to capture the minds of prospective citizens.
C. Finances
As we are starting the Provincia administration from scratch, all areas of finance must be organized. We will start by making a budget for Jan 2001-Jan 2002, and submit it to the Senate as was requested of all the Provincias this last fall. We will then continue by establishing a bank account for OC, which will be used as our main treasury. For now the Praetor will act as Quaestor, until such time as this position can be filled by a more suitable candidate. It is assumed that the Provincia will run in the red until our finances right themselves. There is also the important question of Taxes for Nova Roma, and, should Taxes become a reality, then we will have to follow any procedures given to the Provincia. The Provincia will be to issuing various Edicta, depending on any rules and regulations that we may have to follow concerning our organization. We will register CO as a Non-profit organization, and once this is done we intend to apply for a Lotteries License. We than hope to hold fundraising events, and to be able to accept tax deductible donations. Then we will put together a proposal for CO that will be used to apply for any government cultural grants available, and more importantly for Corporate grants. So we will lobby Corporations to apply for our Canadian Corporate Tax Deductible donations that are available here in Canada. We also plan to, in the future, hold various
fundraising events such as Toga Parties where we hope to have Gladiatorial combats as a draw. The fundraising is mainly for the payment of taxes, projects, communications, and advertisement.
D. Infrastructure for Canada Occidentatlis
The plan we have for the Infrastructure of CO will be used in order to make the administration fill out, and to facilitate the Provincia operations. As the State is planning to organize a judicial system, we believe it will not be necessary to establish dual institutions for internal Provincia adjudication. The Praetor has the power of Imperium within the Provivcia to make any internal rulings needed. I would like it to be known that this Administration Plan is necessary in order to be able to properly absorb the new members into CO, and to ensure that both the citizen and Nova Roma benefit the most from interaction. I truly believe that CO will have a population of fourthly citizens for the period of Jan 2002 and Jan 2003. These numbers are achievable with the proper diligence and planning.
E. Spread of Nova Roman Culture
I order to spread Nova Roman culture, it is believed that the creation of various small groups will be of great. We in Winnipeg have started an organization called the Ancient Roman Cultural Society of Winnipeg. This organization is designed to attract Rome lovers how will be approached for Nova Roman citizenship. Our hope is that persons interested will also want to be part of our Republic. This is just one such organization that is designed to attract prospective citizens. It is hoped that these groups will help to hold our Provincia closer together by drawing out and expanding on the individual citizens interests.
F. Standing to of a new Legio/Aux Unit.
This project is a favorite project for the incoming Praetor as he was an Infantry Sgt in the Canadian Army for eight years. All the skills he learned in the military will greatly help him in the organizational plans for the Provincia. He also has enjoyed a life long passion for military history, which fuels his desire to proceed in the Standing to of a New Legio for Nova Roma in Canada Occidentalis. Our plan is to proceed on a slow but steady course. First once we have registered as a non-profit organization we will fundraise, than petition the Provinica for funds in order to buy armor or to buy the tools in order to make our own armor. We will follow the uniform standards used by Legio XX and we hope to have one complete set of Lorica Hamata Armour by Jan 2002. For the period of Jan 2002 to Jan 2003, we plan to obtain various types of period costumes. We understand that this is a lofty goal but we will work hard to achieve it. The goal is to send a contingent to a Nova Roma gathering sometime in the period of Jan 2003 and Jan 2004. In the long term, we intend that each city in the Provincia will hopefully field a cohort contingent of at least six legionaries till we have ten organized cohorts then we will have a firm legion on the ground for Canada Occidenatlis. This should happen in the next ten years. We will start a Legio reenactment group in with another group that will form an Aux. Unit. Starting as Aux., then hopefully as Legion Infantry. We will attach our Rules and Regulations for Legio I, these are based on those used by Legio XX. So far there are about ten persons that will participate once this gets off the ground.

I. PURPOSE
The purpose of the Legio is to operate in a Family environment for the re-creation, and study of various facets of ancient Roman culture and warfare for both the education of the public, and for personal satisfaction. This will be accomplished by means of historical reenactments, living history demonstrations, and formal /informal gatherings. The Legio will maintain an active philosophy of gathering people of all ages in order to promote public outreach, as well as maintaining a strong dedication to the spread of historically accurate information on ancient Roman military and culture, and to the continuation of research in order to make all of its presentations as authentic as practical. When reenacting, the Legio will
select a number of military and civilian impressions to be presented (either
separately or simultaneously), but all will be based on the best possible
research, and prepared according to the Legio's Purpose and guidelines. When
not reenacting, the Military part of the Legio will meet at least once a
month to train and prepare kit, while the Civilian portion of the Legio will
meet at least once every three months to conduct a Roman social gathering.
II. COMMAND STRUCTURE OF THE LEGIO
A. The Legio's is comprised of the Legio High Command, and the Membership.
1.a. The High Command controls all functions of the Legio, both
administrative and in the field (in the "field" will mean whenever the Legio
conducts an organized gathering), including recruitment; purchase of
equipment, materials, food, and supplies; and definition and enforcement of
standards for dress and conduct.
b. The High Command is composed of Legio members, and will decide its
own size, structure, and protocol.
c. The High Command selects, in order of precedence, a Military
Commander and a Civilian Commander (whose job is to assist the Military
Commander with civilian aspects of the Legio during field gatherings), and
with them appoints any necessary Officers, NCOs and Civilian participants.
All Military Officers, NCO'S, etc., must be Legio Members. The Military
Commander and Civilian Commander (as appropriate) carry the authority of the
Legio in all matters when in the field. A decision may be appealed to the
full High Command after the event.
d. All Members are answerable to the Legio. If a Legio Member is
called before the High Command for any reason, they must comply with any
findings of the High Command.
2. A Member is anyone who has been accepted into the Legio.
a. Recruits will be admitted on the basis of their suitability to the
Legio's purpose, ideology, and activities. Any person showing interest in
joining the Legio is to be referred to the High Command for official
recruitment information. There is no automatic "family" membership--the
spouse or other relative of even an established member must meet the
qualifications individually and continually while with the Legio.
b. A Member is considered to be on probation for one year after
joining. By the end of that year the High Command will decide whether that
person is to be made a full Member, left on probation, or stricken from the
roster. Criteria include, but are not limited to, completion of kit,
adherence to the Legio's doctrine and guidelines, level of participation,
and personal conduct. A Member may be returned to probation or expelled
from the Legio if the High Command sees fit, according to the same criteria.
c. A new Member may be required to attend gatherings, training, or Kit
parades before being permitted to participate publicly. All Members are
expected to adhere to the Legio's Rules and Regulations, and to obey, the in
order of precedence, the Military Commander, the Civilian Commander,
Officers, and NCOs, within safe and legal limits.
d. When in the field, the rules of any host site, as well as Federal
and Provincial laws, concerning safety and conduct are to be strictly
enforced. Members are also to avoid any conduct, which might damage the
reputation of the Legio, or cause any public or private embarrassment.
e. For legal reasons, no one who is not a Member of the Legio may
perform in public as part of the Legio.
B. The Legio fulfills its purpose of active living history through a number
of guises or impressions.
1. Roman Legionaries of the mid-first century AD, including Officers, NCO'S, Rank Infantry, Standard Bearers, etc.
2. Civilians of the Roman Empire: both female and male, including
citizens, non-citizens, and slaves.
3. Various impressions of Auxiliary troops, Legionaries from other eras,
or other ancient troops or civilians, as the High Command sees fit.
III. PHILOSOPHY
The Legio I was founded on the basis of several points of Doctrine,
and will grant Membership only to those people who willingly embrace these
ideals. This will keep the group strong in its purpose since all members
will be devoted to the same basic goals and attitudes towards Roman culture
and re-enactment. Hopefully, this will also reduce the amount of
factionalism and political squabbling present in almost any organization.
As stated in the Rules and Regulations, when in the field, the Legio
performs in various guises and activities for the education of the public.
This will be done using a number of points of doctrine, which include the
following. The first point of doctrine is the active passing of information
to whatever audience we have, and is of paramount importance. When we put on
our uniforms we become Instructors, and everyone who passes our way,
even another reenactor, is a potential candidate for instruction. If that
person comes within our grasp and gains no knowledge from us, or receives
false information, we have failed in our goal.
Even before we open our mouths, observers will learn any number of
things from our clothing, accoutrements, and activities. Our second point of
Doctrine, therefore, is historical accuracy and authenticity. Every feature
of our presentation and every item we carry or wear must be appropriate to
the scenario and as authentic as we can make it (see "General Standards of
Historical Authenticity" following). We depend on continual research to
"fine tune" our impression--if new evidence shows that something is
inaccurate, inappropriate, or lacking, the error must be corrected. No
aspect of our impression should be considered absolutely proven--merely
based upon the best evidence we have to date.
A look at the Legio's Rules and Regulations will show you what could
be considered a third doctrinal cornerstone, our unusual Legio Structure. It
is quite simple: the High Command controls everything. There are no
elections, no voting rights or conditions, no power struggles, no
interminable unit meetings, and no need to worry about who is in charge.
The High Command is in charge: it defines the Legio's purposes and goals;
it produces and enforces standards of authenticity and conduct; it admits
members and can expel them; it maintains the Legio's finances, equipment and
stocks of supplies; it appoints Officers, NCO'S, Civilians, ect, and their
responsibilities; and it takes care of all things that Legio's need to do.
The High Commands and the Memberships input is still essential and
must run in two directions, both from the High Command to the soldier and
from the soldier to the High Commnad. The High Command will be available to
see any type of input from the Membership, which concerns the Legio.
Conversely, the Membership will be available to discuss the concerns of the
High Command. Deciding on a schedule of events is just a matter of finding
out, which Members plan to attend which event. Quality of participation is
more important than quantity of participants or events.
Members who are unused to "interpreting" for the public will get
advice and helpful hints at the Legio's meetings as well as "on the job
training" in the field. In addition, all members will receive the Legio's
Orders for the general scenario to be carried out. This will tell who we
are and what we are doing, so that we can all give our audience compatible
stories and explanations. The things that we say are as much a part of our
impression as the things we wear or carry and must therefore be governed by
the same standards of authenticity. The "official" information will not
cover all possible questions, of course, but where it does it must not be
contradicted.
If, after reading all of this information on the Legio, you are still
enthusiastic about joining us, there is one last hurdle--the High Command
must decide whether you are suitable for Membership or not. If you have
gotten through this information packet without any major disagreements,
there should not be a problem. Talk to the High Command and ask us about
any aspect of our organization or activities, and we will answer you as
completely and honestly as we can. If you seem suitable to us, and we to
you, you're in. We will not beg anyone to join and we will not beg members
to stay. Anyone who finds him or herself unable to agree with the Legio's
point of view is free to go, and we sincerely hope there will be no hard
feelings. Members who prove disruptive or uncooperative may be asked to
depart, or they may be expelled at the High Command's decision.
The Legio requires complete agreement from its members, but not
exclusive loyalty. There is no problem with belonging to another
re-enactment or living history group. In fact, if you choose not to join
us, or at some time to leave us, we will be happy to help you find another
unit or organizations which better fulfills your needs and desires. We are
far too concerned about the growth of our Hobby to lose a potential
reenactor altogether!
IV. GENERAL STANDARDS OF AUTHENTICITY
The standards of authenticity in Legio I come from the following
philosophy: The only acceptable deviation from the actual historical
conditions of those persons whom the group is portraying are for reasons of
safety (to Members and/or the public). Additionally, only those items of
equipment and clothing appropriate to the individual that the member is
portraying will be allowed. When in the field, all requests to introduce
non-period items to the display, or exclude period items and activities,
will be evaluated against this philosophy.
Reproduction clothing and equipment should be as authentic as
possible, but within practical limits. Exposed stitching must be done by
hand, but fabric does not have to be hand-woven or dyed with period dyes.
Weapons and armor do not need to be hand-forged, but stainless steel is
forbidden. See the Handbook from Legio XX for further guidance and descriptions.
When in the field, our historical impression will be maintained and
enforced DURING HOURS OF PUBLIC INSPECTION. When public hours have ended, Members are free to bring on site whatever bedding, food, or other gear (historical or modern) Members might want (vehicles may or may not be
allowed by the site), and Members may dress, eat, and sleep however you
like. Please bear in mind that Members are still "participating" with the
Legio, and refrain from any activities that might be unsafe and/or damaging
to the group's reputation.
Thirty minutes before the site opens again to the public, all
inappropriate material must be out of the demonstration area.
It is expected that these guidelines and limits will cause some
questions. If in doubt, ask about a situation or piece of equipment before
an event.
Some specific exceptions are outlined below. This is not an
exhaustive list, nor is that the intent; rather this serves to demonstrate
the spirit of the unit's philosophy regarding authenticity.
SAFETY WHEN IN THE FEILD
All members will adhere strictly the unit's (and site's) weapon
safety regulations at all times. Some sites forbid handling of weapons by
the public. Otherwise, visitors may handle a weapon only if a Member keeps a
hand on it.
A first aid kit of sufficient size and materials to treat minor
injuries will be present with the unit, and will be immediately available
for use. It will be contained discreetly in a container made of period
materials.
When reenacting on the road, no coolers or ice chests will be
permitted in camp, during hours of public display. Perishable foods requiring refrigeration will not be stored in camp, but, if determined to be necessary for the event, are to be stored in vehicles and brought into camp immediately prior to consumption. If summer conditions are sufficiently hazardous that it is judged necessary to have ice available, the commander will make allowances for its storage, preferably by the host site's personnel and in their facilities.
In extreme cold conditions, members may wear non-period clothing,
provided it is worn under approved period clothing and is not visible. This
clause is intended mainly for new members who lack sufficient period
clothing for cold-weather survival.
Essential personal effects, such as keys, medication, etc., should be
kept in a drawstring bag inside the tunic or pack. The first aid kit might
also be used for storing such items, but ask the commander and be aware of
security risks. Any vital items such as medic alert tags will be worn under
the individual's clothing, and the commander will be alerted to the
situation.
V. PERSONAL APPEARANCE
No restrictions on the physical appearances of Members' are made,
provided there is no dramatic clash with the natural appearance of human
beings in general (no spiked green Mohawks, please). Restrictions on height
or weight are not made, but the nature of the demonstrations and tactical
exercises, which the troops are expected to perform, can be quite strenuous.
Many Members find it necessary to run and/or perform other exercises in
order to stay in decent shape and avoid injury. Persons who are simply
physically unable to play the role of a soldier would do well to consider
civilian portrayals.
No eyeglasses may be worn during public hours, unless High Command
deems there to be an extreme safety issue, in or near the display or demonstration
area. Contact lenses are highly recommended.
Members are encouraged to wear their hair, including facial hair, in
a style appropriate to the persons whom they are portraying. Appropriate
headgear may disguise some inappropriate hairstyles.
Any jewelry, which is not appropriate to the impression, must not be
worn. This includes wristwatches, non-period rings (especially for soldiers), etc.
CONDUCT
Members portraying soldiers are expected to act as such, obeying
orders and maintaining strict discipline while in ranks or in tactical
situations. Civilians are subject to the authority of the High
Command-appointed Civilian Commander, who will not necessarily be portraying
the highest-ranking civilian. (Also see Rules and Regulations II.A.3.d.)
ANY Member must call attention to a potential safety hazard.
G. The Grand opening of the Provincia of Canada Occidenatalis
We had originally planned to have our Grand opening in Jan 2001, but due to delays in the appointment of a Praetor for CO, all the above mentioned projects will take little more time to develop. In order to simplify the implementation of what we want to do, we intend to Phase our Provincia Plan, and phase one for all projects will hopefully be completed by March 2001, which is when we plan to have a Grand Opening for the Provincia of CO. At this time the entire completed and tested Website will be up and running ready for exploration. This site will be approx. 10 Megs of internals files not counting external links so it will be large. It is hoped that there will be many visitors to our Grand Opening.
This brings to a close this report on the state of the Provinicia CO. We will continue to work with vigilance, ensuring the emergence of a well balanced and Ruled Provincia. We understand things take time but we will continue to work for what we feel is required. We have planed for this slowness, and have in fact made it a positive aspect by making our plans push along steadily. There is no looking back now for Canada Occidentalis and we fully intend to make this Provincia a powerhouse. Thank you for your interest and we hope we have not wasted your time.
