I congratulate Proconsul L. Equitius Cincinnatus on his election as Censor. In the aftermath of the Civil War 17 months ago, I would have thought such a thing impossible. It just goes to show what can be done with clementia in victory and stoicism in defeat, coupled with tenacity, a willingness to compromise and the goodwill of the gods.

I congratulate Proconsuls Fl. Vedius Germanicus and M. Cassius Iulianus on their re-election as Consuls. They are of course both men of proven ability, both individually and as a team. I see what for me is a sign of divine justice in that they will be working with Cincinnatus once more.

I congratulate Proconsul Q. Fabius Maximus on his election as Praetor Urbanis. He, like his senior colleagues aforementioned, will be a very busy man this year in formulating for us a judicial system which guarantees equitable, open and accessible justice to all.

I congratulate all the other successful candidates, whose offices are no less important. May the gods grant them all an exemplary year of service to our respublica.

To all the other candidates who were not quite as successful as they had hoped to be, I say what I have been saying to myself today: that the mere fact of your coming forward has been a good service, in that the people have been presented with real, serious choices and have therefore had to give very careful thought in deciding on each candidate.

I hope that you will all resolve, as I have done, to be no less active in the service of Nova Roma than if you had been chosen for office. Our new magistrates and officers have a great deal to accomplish, and will need all the help they can get. If they are wise, they will ask for it. If you are wise, you will offer it anyway.

There will be need for specialist advisors on different areas of policy; they will also need scibae for administration. I hope the need will also be seen for translators of proposed and passed leges into Latin, Spanish, Portuguese, Italian, French, German...

In short, there is no talent in Nova Roma that cannot be called upon. Be ready to be of service in whatever way you can.

I would like to conclude by offering my especial thanks to M. Octavius Germanicus for his excellent work on the Cista, and to the Rogatores and their scribae for their diligence in making our electoral system work - and to you, citizens, for voting (and thus also making the system work). Rogatores: may we know how many citizens voted, please?

Thus my thanks and congratulations to you all. This election is truly an achievement of which we can all be justly proud. We may not all have got what we wanted out of it, but I trust we have got what we need.

196 citizens of Nova Roma voted in this election.

In looking at the election results, let me note also that it was a much closer race than it might appear for several offices, given the nature of the century points system that we use. For those who aren't aware how votes are tabulated, let me explain. Each of you is assigned to a century and a tribe. When you vote, that vote gets cast into the
century/tribe. The candidate with the most votes in a century/tribe wins it. If the century or tribe is tied between two candidates, it is thrown out of the election. Let me assure you, that while this may appear confusing and weighted at first glance, as you get into the details of the data, what you find is a system that actually works quite
fairly, ESPECIALLY when there is a high voter turnout.

In elections, the most important factor is the voters. Thanks for casting your votes.

I am, quite honestly, flabbergasted by the strong support that you have
deemed fit to bestow upon me in the recent election. I thank you all from
the bottom of my heart, and promise that I will try to serve you according
to the principles I outlined during the campaign.

To all the others who won election, I congratulate you, especially to my
soon-to-be colleague. It is not hyperbole to say that all of the magistrates
within Nova Roma are a team, and that such a team must act with free and
open communication between its members. I make this pledge; all of my fellow
magistrates (and all Citizens, for that matter), are free to come to me with
their concerns, ideas, and suggestions, and that all will be given a fair
listening. Even if in the end we might disagree, no point of view, no voice,
will be ignored.

I would also urge no one, magistrate or other, to prejudge my reactions to
any proposition. As I said, I am open to listen to any idea, and you might
be surprised as to what (and who) I will support. (Well, perhaps the
"Everyone's cognomen should be changed to 'Skippy'" idea might not be given
a lot of consideration...)

I can't tell you how much I'm looking forward to working with all my fellow
magistrates, and all my fellow Cives, to help make Nova Roma an even better
place, and a more meaningful experience for us all.

That's around 33% voter participation. While I might be jaded by our dismal
American voter turnout results, I daresay this is a record in Nova Roma. I'd
like to thank everyone who voted this year, whether for me or not. The act
of voting is in itself a sacred act, and there is no greater epithet than "I
voted. My voice was heard."

Now that the election results are in, I would like to thank all of
you who supported me in my candidature for praetor urbanus. I am pleased
that another Amicus Dignitatis, C. Flavius Diocletianus, became one of
the praetorial pair, and I believe that principles are more important
than personalities - all of those Amici who won will no doubt do their
best to work for justice and civil rights in the positions to which they
have been elected by the People.

I would also like to congratulate my opponent Q. Flavius Maximus. We
disagree on most things, but we do agree that Nova Roma needs a more
developed legal system. At the same time I would like to congratulate
*all* of the winners, with special reference to my filius, S. Apollonius
Draco, the two outstanding new Tribuni, and Consul-elect M. Cassius
Iulianus.

I note also that L. Cornelius Sulla Felix has taken a public oath to
try to act more civilly. Although I have not myself had many direct
battles with him in the course of this campaign, and although people
have mostly been more upset with his words and attitude than his words,
I think that anything as serious as a public oath should be treated with
respect, and that we should all thank Sulla for this undertaking.

This is indeed a time for reconcilliation, as Sulla says, and
hopefully people who have been worrying unnecessarily at the normal and
natural argumentation that takes place in an electoral campaign will be
reassured as people's rhetoric returns to normal.

I have every confidence that the coming year will be the Year of
Rights for Nova Romans, and that at its end we will all be protected
from arbitrariness and malice as well as legal systems can provide for
that (always imperfectly, but always welcome) - and that, I think, is
the surest guarantee of an amicable atmosphere. Unthreatened and free
citizens reasonably expecting fairness from all and especially from our
State will be citizens having every reason to support CONCORDIA.

thank them for taking the time to "show me the ropes" and so forth.
Without the guidance of Livia Cornelia, I would've been lost. Without
Lucius Aetius, I would've been lost as to the positions, and his being
there when Livia was not (which was not often...thanks for your
dilligence Livia). Livia was a true tower of strength during this
period.

Lucius Aetius (despite his "mathematical problems" ;-)) proved himself
to be capable, and efficient. I thank all of the rogatores, wish them
well for the future year comming, and wish luck to the incoming
rogatores.

I also wish to thank the invaluable assistance of Marcus Octavius
Germanicus. Without the aid and assistance of the vastly knowledgeable
Octavius, not only would I not have been giving this position, but I
would have also been lost and left behind, and unsure as to the

Thank you, Sura, for the kindness and generosity of your words.

Sura himself was essential to the election for many reasons. ;) You know
what they are Sura. Sura was the glue that kept us going.

I'd also like to heartily second Sura's thanks to Octavius. Many people do
not realize the hours Octavius put into administering the election
environment, including programming the ballot to return results to us in a
consistent format according to our demands, and constantly monitoring the
environment to make sure we were getting the votes to both our regular and
backup systems, and to ensure the database was pulling voter codes
accurately. Octavius was present in the election before we got started, and
alongside us every day as we worked the results to make sure we had what we
needed. Octavius is invaluable to Nova Roma any time we need to utilize the
modern technologies that connect us.

Lucius Aetius was also invaluable to the election, as my better half and
corroborator of the evidence ;). I didn't notice any "mathematical
problems" -- at least no more than I myself struggled with. I did notice
somebody willing to take initiative in getting problems solved and willing
to work with the team as well to resolution.

Thank you all for being there. Without you, I couldn't have done my part.

Downloading my emails this morning, I was really surprised to find
myself elected as Quaestrix secunda. I feel compelled to say thank you
to everybody who voted - not only to all who voted for me, but to
everybody who took part in the elections, although it was getting quite
hot sometimes - we all made a difference.
I am very proud to become a part of the administration of this nation,
and I will do my very best to prove I am worth the confidence that is
placed in me.

Apart from that, congratulations to all my future colleagues - in
particular, of course, to censor L. Equitius Cincinnatus, consules
Flavius Vedius Germanicus and Marcus Cassius Julianus - but especially
to my compatriot Caius Flavius Diocletianus on being elected as junior
praetor to Q. Fabius Maximus.
I wish all the magistrati designati will turn 2753auc into the most
successful year Nova Roma has ever seen. There is a lot of work lying
before us, so let's roll up our tunic sleeves, put aside all discord,
and get to work amicably.

Salve Consul Audens et salvete omnes Quirites!

I am sorry that I seem to irritate you so intensely simply because I
am working for my vision of Nova Roma just as is everyone else here who
cares. Having not won in the election, I obviously have absolutely no
power to coerce anyone, but can only work through persistence and
persuasion, as I always have. There are no bombs or guerilla bands
involved here, but only free and hopefully peaceful discussion.
Inasmuch as my most urgent ideal for Nova Roma consists simply of
wishing everyone to be treated by the state with respect for their
personal dignity, I do not think that anyone should find my concerns in
any way extreme or harmful. It is indeed a normal thing for the citizen
of any nation to have these concerns and to promote them. And the
existence of the politically-active cives who signed the Amici
Dignitatis Statement shows that such a concern is perfectly normal and
understandable in our Respublica as well, and by no means something
confined to me.

With respect to your defence of the status quo, I do not agree.
Morally and politically undesirable things occurred during the past
year. This must be clearly recognised, and we must get together a solid
and even overwhelming majority of people to put the laws and
institutions in place that will stop such things from happening again.
If they do not seem so very bad to you, then I suggest that, as an
effectively on-line nation at present, vast realms of abuse are not
available to us: no violence, theft or economic exploitation are easily
possible here. But we *can* hurt others' sense of self-hood and honour,
which strikes me as being bad enough - and we as a state should refrain
from doing so.

Only those who are willing to recognise and repudiate the serious
errors of the recent past can be expected to do the right thing to build
a wholesome future for Nova Roma. I am willing to work with *anyone* who
has come to see the wrongness of the past and sober-mindedly determined
to change it, even if those people were involved originally.
Vengefulness and vindictiveness are silly and unhelpful things - we
should work together. Denialism with respect to the evils of the past
year is *not* the way that this can be brought about, however. We must
be willing to learn from the past to make our future better.

In specific, I wish to take exception to your words:

"most of what I have heard from your pen is complaint directed against a
growing and lively micronation."

My complaints have been not against this micronation of which I am an
active and involved part, but against unjust actions on the part of
certain magistrates and institutions. If you cannot tell the difference
between condemnation of misfunctioning parts and the nation as a whole,
then I do not know how you can cope with living in a free society in
either your micronation or your macronation - for criticism is a part of
living in any free society and caring about it. Identifying all loyalty
to and love of the nation with unqualified admiration for those in power
and their deeds is a typical symptom of the totalitarian mentality, and
has no place in Nova Roma.

I might also remark that you with pleasing rhetoric note that:

"She {NR} also must develop teeth to restrain those who take advantage
of the pleasures
that she offers."

Indeed, there must be some teeth to deal with magistrates and
institutions that show aggressive or oppressive or arbitrary tendencies
against the citizenry - however, one wonders if this is what you meant.
It should be.

I have no desire to engage in a personal war with you, Marce Minuci,
but if you again attack something as patently wholesome and necessary as
human rights, or try to defend or whitewash or downplay the indefensible
matters of the past year, or attack me personally again in the manner of
the last posting, I shall respond. I urge you to abide by the civility
you praise at the end of your posting. The electoral campaign is over,
and it would be best in my opinion if we went back to a more normal mode
of constructive engagement.

It would seem in the last few weeks that there has been much about Nova
Roma to dismay you, since most of what I have heard from your pen is

against a transgressor by the Majority of the Senate, supported by a

the whole mess would have been brought before it, and well you know that

as well. My Consular Colleague and I have demonstrated our wish for an
open and fair Consulship often enough for even you to be able to see
that. The recent election results support my statements better than any

words.

The "Right resident in the majority" that you speak of rules in every
aspect of our macro-nation and has ruled in every major decision in Nova

Roma. The Majority Rules and the Minority is heard. On this basis we
do everyday business in all walks of life, large amounts of money are
granted or denied on the basis of such decisions, people's dreams,
wishes and hopes for the future in a thousand different venues each day
are decided by such
means, and it is no different in Nova Roma, except in your eyes.

Certainly it is true that the SPCA is a necessary adjunct to our
civilization, because animals cannot speak for themselves, and in all
but a very few cases must depend upon the generosity and love of those
who can and will speak for them to do so in keeping them from harm and
insuring good treatment and a loving home. I am sure that you will not
compare your "extremely bad case" to a dumb animal. She certainly has
the ability to speak, which is what got her in trouble.

The NAACP is an organization which is, in my view, one which is designed

to fight the idea that a man or a woman's color is more important than
thier contribution to the society in which they live. The travesty of
slavery throughout the world, brought on primarily by the fact that
blacks could survive the work in the sugar cane fields of the New World
(South America) gave rise to a horrible travesty which we are just
recovering slowly from. But your "extremely bad case" has no such
background problems as she is an honorable veteran of her nation's armed

forces and a law-abiding resident in the State of Texas, which indicates

that she has little difficulty with Texas Law or U.S. Law. She has been

admitted back into NR as she requested, after resigning while in office

I find that it is hard to compare these two hard-working and extremely
useful organizations to a single person who has satisfactorily endured
the laws of the Military and the State of Texas for years, and must be
suddenly unwilling to continue such within NR. Further, this person
made a mistake in my view, and the majority of the Senate agreed and
further agreed upon a penalty which was carried out. A similar penalty
was carried out in previous cases providing precedent, and the person
was then left alone to continue as they may. In one of those previous
instances a penalized person rose to a distinguished position in NR
through his own efforts and the trust of the people, so the previous
penalty, in that case, could not have done much harm.

However, this above gentleman, did not have the benefit of someone who
constantly kept his name and transgression before the people of Nova
Roma, even as I am led to believe against the will of she who is being
defended. He did not have someone who consistantly at every turn, made
mention of the fact of the transgresson, reliving such almost each and
every day in post, and attitude. This of course is pursued only in the
spirit of well meaning with no personal wish to advance oneself or with
an eye to the main chance. That much is certainly understood----by the
Minority.

The "incredable arrogance" to which you accuse this Consulship and this
Senate is both insulting and unjustified. I would say rather that the
"incredible arrogance" could well be placed at the door of a single
individual, who feels that his view should prevail against that of the
Majority, and that the Minority should rule rather than the other way
around. It would seem that in this case the injustice is the situation
as seen by you--many others see no such injustice. It would seem that
the standards must be your standards and anything other is
unsatisfactory. It would seem that while there is an appearance of
someone protesting that he has not gotten his way, by many--that too is
to be considered only in the light of that individual's views, rather
than that of the majority.

I consider the "incredible arrogance" of this situation to be the
arrogance of one person declaring that the Majority has no rights, that
the penalty for a minor transgression is "an extremely bad case" and
continuing in this vein ad nauseum without making any effort to correct
the situation through Lex or Consultum.

I am glad to hear that you will be working to flesh out the Civil Rights

already granted in skeleton form in the Constitution. You then will be
working with both myself and my Consular Collegue while we labor to
continue the work on the Civil Rights Laws as we did throughout our
Consulship, and with the authority granted to us by the citizens of Nova

Roma.

As I said in my former post on this subject, your deliberately excessive

comments and your incessant harping do no-one any good--least of all she

who you would make a martyr. Establish a Sodalitas if you must to your
Civil Rights, as you see them, gather your supporters, and do something
about the situation other than talk---but I am sorry----that won't work
since the decisions on such things are done by Majority here and you do
not believe in such. Hmmmm!! A difficult situation indeed!!! I cannot

say I wish you well in your efforts, but I do say that it is your right
to continue to harangue the List--that is one of the rights guaranteed
as long as you maintain a moderate and civil dialog.

Edictum Censoriale de Mutandis Nominibus

II. - This edict has no impact on chatroom handles, signatures to private or
casual e-mail messages, or any other alias that any citizen may choose to
use. Rather, Roman name for the purposes of this edict refers to the name
used by the citizen in public oaths, applications to sodalitates and in
other official contexts; this Roman name is the one recorded in the
censorial album civium.
