I am considering inaugurating what may turn into a new tradition within our 
society, and I would really want to get some input from the Citizenry. 
 
One of the things I consider of great importance is establishing more 
face-to-face contact between us, whether at a local level (which I am also 
working at as Proconsul of the Mediatlantica Provincia) or at a national 
level. 
 
My idea is thus; let's have a Nova Roma-con; a place for Nova Romans to get 
together face-to-face, meet, talk, trade ideas, and generally have a lot of 
fun. The model I'm thinking of is the science fiction convention (of which I 
must confess I am an old attendee). Let's gather in a hotel someplace, rent 
a room or two, and have some programming; perhaps we can convince a 
professor or two from a local university to give a presentation, some of our 
own amateur scholars might have something to share, our merchants something 
to sell, and our magistrates something to listen to. If we can, let's have a 
live Senate meeting! 
 
I call it RubiCon. (It wouldn't be a real convention without a pun in the 
name!) 
 
My specific proposal is thus: let us have a gathering in the fall of 2754 
AUC (2001 CE), in Boston, MA, USA. I'd like to start a new tradition that 
the Consuls host this hopefully-to-be-annual event somewhere close to at 
least one of them (that way, when we elect a Consul from, say, Britannia or 
Germania, there's a pretty good chance that RubiCon would end up in Europe-- 
or Australia, or wherever-- eventually; kinda like WorldCon). Nothing 
formal; just a tradition, although traditions often end up having their own 
rules. 
 
Let's find a hotel, and invite some local professors, and get together and 
have a great time! 
 
I'd love to get the support of our Boston University contingent (my old Alma 
Mater; hope you're not staying in Warren Towers!), but between the Nova 
Britannia and Mediatlantica provincias, we have over 150 Citizens, plus 
hopefully some might be pursuaded to travel just a little bit farther. 
 
If we had such a meeting in September or October of 2001, would you be 
interested in attending? Let's see if this is a practical idea!

of next year.  Altho' I'm not sure I'll be able to 
attend (I live in Germania and getting away is very 
hard due to work), I support the idea, and hope it is 
successful. 
 
I have a supporting, related suggestion. 
 
It seems to me that the Aediles ought to be in charge 
of gatherings like this.  In ancient days they were in 
charge of managing the roads and waterways and staging 
the games.  This seems a close parallel to our 
"RubiCon", if one considers that the Aediles will be 
assisting with housing and travel plans as well as 
arranging the entertainment (the professor or whoever 
we get). 
 
My proposal is that the Curule Aediles be responsible 
for NovaRoma activities, and the Plebian Aediles be 
responsible for coordinating Provincial activities.  
Mind you, this does not mean they are directly 
responsible for doing the work (altho' they could if 
they wanted to), merely for appointing someone to get 
it done, and making sure it happens.  (In ancient 
days, they didn't have to drive the chariots or feed 
the lions, just make sure that someone did it.) 
 
The result, I hope will be an annual gathering, 
supported by a number of provincial gatherings.

Saturnalia was originally only one day. From a strictly religious point of view it 
was only celebrated on 17 December.  In practice the celebration, the public 
festivities if you will, extended to as many as seven days by Cicero's time.  During 
the Empire the number fluctuated  between three, five and seven days.  The seasonal 
festivals of many peoples are around this same time of year, the astronomical Winter 
Solstice (the Sun entering the first degree of the constellation Capricornus) and the 
nominal shortest daylight segment of the year.  During the 20th Century of the common 
era the festival became most widely known as "Christmas" and is a time of celebration 
in such non-"Christian" lands as Japan, China and India.  In some regions the Fasti 
starts (in earnest) as early as the second week of December and only stops when it 
runs into the "New Year" celebrations. 
 
I believe most contemporary Romans continue to celebrate Saturnalia even after the 
23rd of December.  We know that the rest of the world is celebrating Our ancient 
holiday through the following week, and we do too, if only in our hearts and minds. 
As noted above, there were times under the Empire when attempts were made to shorten 
the public festival.  It may be postulated that the festival would have been 
officially extended, as it had been from its founding until the time of the late 
Republic, to a span of days that the people of the world seem to celebrate it today. 
 
I propose that Nova Roma extend the official recognition of Saturnalia through 26 
December.  The three days would be Dies Comitales, as they are now, as many of the 
days from 17 through 23 December are now.  Enlarging a fine holiday with religious 
roots and overtones is certainly a Roman thing to do.  As is taking back what is ours 
and expanding our turf at the same time.  =({[:-)

The timing of this election bothers me, as does the manner in which it 
has been called.   
 
First, all of the various leges Vediae which appertain to election 
procedures require the magistrate who calls the election to supply: 
 
"1. In the case of a law, the content of the rogationes (proposals to be 
voted upon). While each proposal must deal with only a single topic, 
multiple proposals may be considered and voted on by the comitia at the 
same time. 
 
"2. In the case of a magisterial election, the names of the candidates 
and the offices for which they stand.  
 
"3. In the case of a legal case, the charges, names of the litigants, 
and consequences facing the defendant." 
 
While the third point doesn't matter in this case, the other two do.  
"Lex Minucia de rogatorium (on Rogators)" (used purely for example and 
because it was first in the list) is hardly enough information to allow 
discussion.  It is certainly not the *content* of the proposal, which is 
what is required by law.  And, we don't have any idea who might be 
running for the curator differum position. 
 
Second, considering that a large proportion of our cives will be on 
holiday and incapable of sufficiently paying attention to any discussion 
that arises, is it really wise to use this time to both revise the 
century point system and attempt to promulgate the latest version of the 
single-most controversial piece of legislation in our short history?! 
 
Finally, the law requires that at least two market days pass between the 
start of voting and the close of the polls.  That's a minimum of ten 
days.  In this case, voting starts on the 24th and lasts to the 30th; a 
mere seven days at best. 
 
This vote is irregular, illegal, and ill-advised.  Surely it could be 
delayed until the new year?  I realize that a new set of consules would 
have to preside over it, but wouldn't that be better than to end the 
year in this manner?

T. Labienus Fortunatus makes very good points here, and cites "chapter  
and verse" relating to the problems with this election.  To take this  
one step farther, I do not think Nova Roma needs another election in  
its short history that might be conducted in a manner that will leave  
it open to challenges down the line.  One of the items up for a vote  
being That Edict truly calls for the matter being done where there is  
not the least room for wrangling.  I believe the lex regarding That  
Edict will pass, so please have the decision where there is no room  
for any "faction" to get more mileage from.  I am tired of all this  
bull.  [bulls are best with gilded horns before, and barbeque sauce

I've been informed that the editorship of the Eagle is no longer a  
Senate appointment but an elected office, and I should announce my  
candidacy. (Well, I've been away a while, can you tell?)So..this is  
my announcement. 
 
I edited the Eagle in the past and really enjoyed it. I think the  
newsletter has enormous potential to become more than an internal NR  
instrument -- I believe that, with a little work and more people  
contributing, it can be a general interest magazine. But first, we  
need to get more Nova Romans involved, and build up our subscription  
list. 
 
If elected, I intend to make the Eagle my primary focus (last time I  
was distracted by political office. BIG mistake!).

Well... I personally prefer to follow the Roman tradition. During the late 
Empire, December 25th became an important day as the birthday of the Sun, 
Sol Invictus. That day was known as Dies Natalis Dei Solis Invicti, date 
which was possibly taken from the Mithraic Mysteries as the birthday of Sol 
Invictus Mithras - more on this later in the proper day =). It occured one 
day after the Saturnalia, which by that time finished on December 24. 
 
So, while the late republican festival spans until December 23rd, there  
is a 
precedent - though from a late period, the late Empire still pagan - to 
celebrate the Saturnalia until December 24th, and the Dies Natalis Solis 
Invicti on December 25th. 
Nevertheless, in my opinion, we should keep the Republican dates as 
official, though we can in our homes calebrate until December 25th.

observance when legal business cannot take place. 
 
Today is the Larentalia, a festival in honour of Acca Larentia, who in  
Roman mythology was the wife of the shepherd Faustulus and foster mother  
of Romulus and Remus. Her 12 sons founded the priesthood of the Fratres  
Arvales (Arval Brothers). According to one legend she was a wealthy  
courtesan who left all her money to the people of Rome. She is sometimes  
identified with the shewolf that nourished the twins Romulus and Remus.  
The Flamen Quirinalis and the Pontifices officiate a sacrifice in memory  
of Acca Larentia on the Velabrus, the place where according to the legend  
Ancus Martius buried Acca Larentia. 
 
This is the 7th and last day of the Saturnalia. 
 
The month of December is sacred to Vesta.
