I just wanted to take a moment to explain the basics of the Lex Vedia de
Ratione Comitiorum Populi Tributorum, which is currently up for a vote in
the Comitia Populi.

The basic premise behind the law is to bring our voting procedures more in
line with the way things were done in Roma Antiqua. Both Titus Labienus
Fortunatus and I worked on the language for the law (he will be presenting
an almost-identical bill in the Comitia Plebis), and I think it's a much
better system than what we currently have in place.

Here's the "highlight" version:

* Augury is required before a vote, and the ability of the Collegium
Pontificum to make days non-votable through the calendar is established.
* Laws are formally discussed for five days (the "contio"), and then
voting takes place for 8 days.
* Each tribe casts a number of votes equal to the number of vacant
magistracies. Thus, when voting for the Consuls, each tribe gets 2 votes.
Whichever two candidates gets the highest and second-highest number of
votes, gets the vote of that tribe.
* The winner in an election is determined when someone gets votes from a
majority of the tribes. So, basically, you need 18 of the 35 tribes to cast
a vote for you to win.
* Ties are won by paterfamilitates first, but by lot if both or neither is
a paterfamilias.

I do hope everyone will find themselves able to support this law. I think
it's an important step forward in bringing our election process closer to
the ancient model, as well as being tighter and more generally sound than
the current version.

My friends and I actually did some research a few years ago into acquiring
an offshore island that could be made into an independently governed island
with minimal fuss. (I should mention that some of my friends are self-styled
hackers who would love to use an island as a data haven and the others just
don't want to pay taxes anymore.)


After a couple days of research we came to the conclusion that there are no
more unclaimed islands left, but these are a few that could possibly be up

This is one of the dies comitiales (C), when committees of citizens could
vote on political or criminal matters.

The festivals of Attis and Cybele continue. The fact that Roman citizens
cannot become Galli does not mean that they cannot occupy other priesthoods
of the cult. Communities of worshipers or 'sodalicia' (e.g. the dendrophori
or tree-bearers, the canophori or reed-bearers, the cernophori or
testicle-bearers (see below)) are organised, each temple is headed by a
couple of "sacerdotes", and circa 160 AD the 'archigallus' priesthood
appears.
The archigallus is a senior priest appointed by the state (by the
Quindecemviri Sacris Faciundis who supervised the cult) specially related to
this day of March 28th, the day of initiation of sacerdotes into the
Mysteries through the Taurobolium and Criobolium sacrifices. These replace
self-emasculation with
the sacrifice of a Bull and Ram respectively (it is possible that similar
substitution rites already existed for the initiation of sacerdotes before
160 AD).
The Taurobolia started by being offered "pro salute Imperatoris" ("for the
health of the Emperor" and thus related to the state cult) but gradually
became baptisms of blood, and by the 3rd century AD, these sacrifices had
acquired their final shape. In this last form, the initiate sacerdos (the
'tauroboliatus') is put on a pit covered with a plaque with holes, below the
bull. He is dressed
as a traditional Roman sacrificer ("sacrificator"), wearing the toga in
'Gabino ritu', i.e. covering the head ('capite velato'). The bull is also
prepared in the
traditional way. As the archigallus sacrifices the bull, the blood that
protrudes from the wound falls into the pit and the initiate receives a bath
of blood. The genitals of the bull are carried by the cernophori. After
that,
if the initiate has the means (the sacrifice is performed at the expense of
the initiate),
the Taurobolium is complemented with a Criobolium (the sacrifice of a ram)
in which the
genitals also play an important role as evoking the castration of Attis and
the Galli. The initiate is then shown to the audience and says the
following:
"I've eaten from the drums, I've drunk from the cymbal, I've become a
'mystes' of Attis"
A few other rites such as a mystical banquet and hierogamie (symbolic
nuptial union with Cybele) complete the ceremony. In this day, the initiated
sacerdos dies and is reborn like Attis to join the Great Mother of the Gods
(Magna
Mater Deorum). This sacrifice is usually renewed every 20 years.

The next main consideration is availability of water, amount of arable
land, and 'spa' considerations [nice beach area, possible mineral
springs, pleasing environment, nice views.]

I think another consideration is very important.

To my way of understanding, Nova Roma is based on the desire to bring
the values and principles of Rome to our lives as we live now. Not 2000
years ago. The Romans combined tradition with the novel. Do we want to
regress to living like they lived 2000 years ago, or do we want to live
our lives by bringing the values and principals to our modern lives? I
personally feel that we can live a perfectly modern convenience life
with the principals and values of the Romans without the trappings of
togas, homes with no modern conveniences and nothing we didn't produce.
I have no desire to be amish!

If we want to have a small resort area that recreates the central area
of Pompeii before the volcanic eruption, I could see it. I have no
desire to actually live without electricity and my computer. I don't see
why we have to forgo 2000 years of advancement to be the new romans.
Granted I know how to drop spin, and I have made a garment from raising
the sheep to finished. I have no desire to make all of my clothing that
way. I am handicapped, I would kill myself through overwork doing this.
I know how to make cheese, but I don't make all the cheese I eat ;-)

If you want to lose 2000 years of advancement, you can go live in a
small village on a greek island somewhere. IF we want to be a productive
modern country on our island, we have to choose to be modern. We can
live according to the virtues of Rome without losing our modern
advantages. We have to be modern to make a GNP that will support us,
whether it is off shore banking/computer support or running a resort.

able to determine what God he was appealing to. My gut says Fortuna but I'm not
100% certian. Does anyone else on this list have any ideas, insight or even
know?

I have to laugh because they had not a clue whose benediction they were

We have no idea who the Patron of the games (if any) were. We can assume
that each slave had his or her personal god that was expected to watch over
them in combat.
If I was to pick any goddess then indeed Fortuna springs to mind, but she was
never a warrior goddess. We have found shrines in arenas in Gaul dedicated
to Rudinias, the Southern Kelt's war god, so war gods may have been the
choice, at least for southern Kelts. Minerva was mentioned in several
sources. However this was in reference to the spectators and not the
combatants. The plain fact is we simply don't know... A Pompeian tomb
relief of a supposed city Aedile, shows in the procession (pompa) before the
opening of a Iudi. A ferculum (portable altar) is carried, with two
crouching figures who have been tentatively identified as Hercules and
Nemesis, remember also that Commodus dressed as Hercules before his fights in
the Arena. Perhaps Hercules was involved in someway.
Interestingly, Fors Fortuna's festival is coming up on the 25th of May
and Fortuna Publica's is April 5th.
