I will be hosting a gathering of southern California Nova Romans at
my home on Saturday, August 12 at 1:00. If you are interested in
attending please let me know by August 1st if possible. I will
provide the main course and would appreciate it if guests could bring
an appetizer, dessert, salad, or beverage. There will also be a
religious rite performed that afternoon. I reside in Orange County
and will forward the address and directions to those that request
it. I hope to see some of you there!

Maybe you could form a Land Acquisition committee, which could have people working on various asepcts of acquiring the land, such as a fundraising committee, marketing committee, real estate committee, etc.

It splits up the duties that way, so a few people don't shoulder all the work.

It is obvious that you put even more thought into your
response than I did mine. I agree with all that you
said. I run a marketing business and also did
funraising for several years. The possibilities are
endless as to who we could network with, gain revenues
from, and publicize our mission to. Some clear and
focused thinking is needed here. I pride myself on
possessing some of Rome's greatest lagacies;
practicality, organization and vision. There is no
reason that we cannot devise a plan that will satisfy
both our need for a physical display of our beliefs as
well as the continued growth of our nation. But one
cannot exist without the other. I realize that no
plan will satisfy everyone but we must move forward to
the next step or we risk perishing but to do so
recklessly will insure the same outcome.

Consul Germanicus why are you reassigning the one queaestor we have
in Nova Roma who has Not-For-Profit Corporation and fundraising
experience? I would think her experience would have been IDEAL for a
Consular Quaestor.

A friend of mine is on the board of directors for the land fund for
the SCA kingdom of the West and perhaps some of their experiences
could help guide us. They have set up their land fund as a separtate
non-profit organization from any SCA connections to limit any loss
from legal liability. If someone gets a judgement against the SCA
they can't put a lien on the property, nor can the SCA funds be
attached if someone gets hurt on the land.
Not that they have land yet. They have been searching for a good
property for about 5 years. The properties they have seen has been
too hilly for camping and parking or too dry (irrigation runs $20,000
an acre in CA)or too inaccesable for anything without 4-wheel drive
or not zoned recreational or the neighbors have objected to a zone
change or the fire marshal has objected to a zone change because the
rural road couldn't handle several hundred people fleeing a brush
fire or the grass was lush because it flooded every spring. In other
words, there was a good reason this land was unused and inexpensive.
Might I suggest that perhaps we start small with land(s)of an acre
or less for temples and meetings close to where there's a largish
population of Nova Romans.

Salvete,

I do like the idea of forming a comittee, but there are a few things
we need to remember.

1. If we purchase land on credit, the Senate will be responsible for
finding the funds to make the payments if there isn't enough money in
the land fund to cover that month's payment.

2. Even if we recive enough donations to purchase the land outright,
the Senate will be responsible for paying any Taxes due on the land.

3. We will need insurance. Even if we make no improvements on the
land, we are still open to a lawsuit if someone is injured on our
land, and we HAVE to have a policy to cover this possibility. Again
it's the Senate who will be responsible for finding the funds to cover
this cost.

So even if we do nothing but purchase the land, we will be taking on
certain costs that the Senate will somehow have to find the money to
pay. Right now we DON'T have a regular source of income to cover these
costs. Even if the Senate voted to impose taxes today if would be some
time before we could set up the mechanism to collect these taxes. If
the payments were as low as US $300.00 a month we are still looking at
$3,600.00 a year that the Senate might have to cover. If taxes are set
at US $12.00 a year and 400 citizens pay thier taxes we would have US
$4,800.00. I don't think it would be wise to commit to spending three
fourths of that money on anything, even something as worthy as
aquiring land.

So if a comittee is formed, it should be under the direct control of
the Senate who would have to approve any acquistion of land, by direct
purchase, by purchase on credit, or even by outright donation. We
don't want to wreck the budget over this.

As bad as I want to see Nova Roma have it's own land, we need to
insure that we are on a firm finicial standing BEFORE we attempt to
get the land.

First of all we need to start collecting taxes! This will allow the
Senate to set aside part of this money in the land fund. We also need
to collect the taxes for a few years to insure that the overall size
of the treasury is large enough that any expenses incurred by owning
land can be met without wrecking the budget.

While we are getting Nova Roma on a solid finicial base, we can look
at the various options we have for aquiring the land. I also think it
would be a good idea if citizens who are intrested in purchasing land
could make direct donations to the land fund, in addition to any funds
the Senate may place in the fund, so that it will grow faster.

Basilica 0.92 is allmost ready, but do to a US Federal court ruling I
will NOT be making the software avaible until I review the Court's ruling.

In Brief, The court has ruled that software licenses may not be valid
in some cases when software is downloaded from the internet. Right now
all I have is this story from law,com.
