Ex Officio Propraetoris Thulae

Edictum Propraetoricium XXX about the Approved Regula of LEGIO VII "Res
Publica" of Provincia Thule in NOVA ROMA

The Regula of Legio VII "Res Publica"

I. PREFACE

Legio VII is the name of the Roman republican re-enactment organisation of
Provincia Thule within Nova Roma.

This Legio historically didn't have any "cognomen", but it was founded
during the Res Publica, this made us "nickname" it Legio VII "Res Publica".

The original Legio VII was founded before Caesar took over as Proconsul in
Gallia 58 BC

During the winter of 57 - 56BC the VII legion was quartered in the
north-west, where food was scarce and parties had to be sent out to secure
provisions. This gave the Veneti the opportunity of seizing in charge as
hostages and so began the war which led to the destruction of this tribe
which had close ties with Britain". (Graham Webster)

During the battle against the Nervii in 57BC the VII fought well and Caesar
mentions that they advanced at a critical part of the battle. We can also
read that Legio VII under the command of Titus Labienus participated in the
battle of Paris during the revolt of Vercingetorix and once more that they
fought with honour and was the main reason why the battle was won.

49 BC, before Caesar crossed Rubicon, Gaius Fabius was marching towards
Hispania with the Legiones VII, X and X. There is no record of the Legio
VII in Julius Caesar's Bellum Civile - but this doesn't mean that they
didn't participate - since Julius Caesar often forgot to name the legions
that he used in the different campaigns he had going.

Veterans of the VII were given lands by Julius Caesar at Baeterrae,
Campania & Etruria in 46 - 45BC. In addition provided colonists for three
foundations in Mauretania, Saldae, Tubusuctu & Rusazus (33 - 25BC) and even
Antioch (25BC).

We also know that veterans of the VII settled in groups along with the VIII
at Casilinum and Calatia and that Octavian re-enlisted around 3.000 of them
here in the autumn of 44BC. As a result of this, Legio VII was
reconstituted and used by Octavian in the later campaigns.

Ventidius raised some of the other veterans of the VII on Mark Anthony's
orders and the Legio now formed was also numbered Legio VII.

The Legio was also reconstituted by Octavian in 44 BC and probably was
stationed in the Balkan region. From 9 AD, it was in Dalmatia (Yugoslavia)
at Tilurium. In 56 AD? the Legio was transferred northward into Moesia
(Hungary) and from the reign of Vespasian onward, it was at Viminacium
(Kostelec, s/e of Prague, Czech). Legion VII remained loyal to Emperor
Claudius in the revolt of Scribonianus, governor of Dalmatia and took part
in the Civil War of 69 AD in support of Emperor Vespasian.

The history of this Legio is a glorious one and to re-enact this Legio is a
great responsibility and honour. One of the tasks for this Legio is to
contribute to the reconstruction of its history, in practice as well as in
written annals.

II. PURPOSE

1. THE PURPOSE
The purpose of Legio VII is to operate in a Family environment for the
re-creation, and study of various facets of ancient Roman culture and
warfare for both the education of the public, as well as for personal
satisfaction. This will be accomplished by means of historical
re-enactments, living history demonstrations, and informal gatherings.

Legio VII will maintain an active philosophy of gathering people of all
ages in order to promote public outreach. But it will also maintain a
strong dedication to the spread of historically accurate information on
ancient Roman military and culture, and to the continuation of research in
order to make all of its presentations as authentic as practically possible.

When re-enacting, Legio VII will select a number of military and civilian
impressions to be presented (either separately or simultaneously), but all
will be based on the best possible research, and prepared according to the
Legio's Purpose and guidelines. When not re-enacting, the Military part of
Legio VII will meet at least once a month (within their Cohort) to train
and repair, while the Civilian portion of Legio VII will meet at least once
every three months (within their Cohort) to conduct a Roman social
gathering.

III. THE FULL LEGIO VII

2. THE MEMBERSHIP STRUCTURE OF THE LEGIO VII
The membership structure is as follows:

2.1 The membership of Legio VII is comprised of the Principia (Legio
Pricipia), the Miltites and the Quirites (Civilians).

2.2. The Principia consists of the six Tribuni Miltium, the Praefectus
Castrorum, the Cornicularius, the Aquilifer and the Primus Pilum.

2.3 The Milites consists of Centuriones, Optiones, Decani and Mili gregari
(ordinary soldiers).

2.4. The Quirites (civilian participants) consists of the Praefecti
Quirites, Subpraefecti Quirites and Quirites gregari.

3. THE PRINCIPIA

The Principia is composed of Legio VII members, and will have the following
structure and functions:

3.1. The Six Tribuni Militum
The six Tribuni Militum form a military Collegium, which acts as the "Board
of Directors" of Legio VII. They are divided into three pairs. One of the
pairs acting as Chairman of the Principia the Senior Tribunus Militum, and
one as a Vice chairman of the Principia, Primus (First) Junior Tribunus
Militum, for a six months period. The Primus Junior Tribunus Militum and
the other four Junior Tribunus Militum are responsible for all the
day-to-day business that takes place concerning Legio VII under the
leadership of the Senior Tribunus Militum. The Senior Tribunus Militum is
the Legio VII representative to the Propraetor of Thule, the Consilium
Provinciale Thules and the citizens of the Provincia. The five Junior
Tribuni Militi (singularis; Tribunus Militum) can each act as commander of
the (two?) cohort(s) that are located in each of the Regiones. They are
subordinated to the Senior Tribunus Militum during his period, with the
First Junior Tribunus Militum acting as Second-in-command. After a period
of six months the second pair of Tribuni Militum will become Senior
Tribunus Militum and Primus Junior Tribunus Militum. The third six months
period the last pair will take charge of Legio VII. After a period of 18
months, the whole procedure start again, but now with the former Primus
Junior Tribunus Militum as Senior Tribunus Militum and the former Senior
Tribunus Militum as former Primus Junior Tribunus Militum. When there is a
need to decide which pair is going to start this procedure and other issues
like that, they are solved by a drawing of lots. If that isn't possible the
Propraetor Thules makes the decision.
The periods described above were shorter during Roma Antiqua, by this
solution is used to increase the efficiency of the leadership of Legio VII.

The Propraetor Thules, who also can dismiss any of them when he deems it
appropriate, shall appoint the position as Tribunus Militum.

3.2. Praefectus Castrorum
The Praefectus Castrorum is the "operation officer"/Chief of Legio VII
Staff. He will attend to the internal business of the Legio and ensure all
members are kept abreast of daily business. He is the Senior Tribunus
Militum's right hand man in practical issues.

The position as Praefectus Castrorum shall be nominated by the Senior
Tribunus Militum and shall be appointed by the Propraetor Thules, who also
can dismiss the Praefectus Castrorum when he deems it appropriate.

3.3. Cornicularius
This will be the Legio VII scribe. The Corncularius will maintain the
administrative records, Scrolls of membership etc.

The Senior Tribunus Militum, who also can dismiss the Corncularius when he
deems it appropriate, shall appoint this position.

3.4. Aquilifer
The Aquilifer will be the communications officer of the Legio VII and will
be responsible for maintaining the Legio VII web page, newsletter,
mailinglist, info etc., anything that will be used as a means of
communication within Legio VII. He is also in charge of Legio VII's eagle.

The Senior Tribunus Militum, who also can dismiss the Aquilifer when he
deems it appropriate, will appoint this position.

first Cohort or in absence of such a Centurio any other Centurio or Decurio
that suits him.

and in the field (in the"field" will mean whenever Legio VII conducts an

When a Field Gathering takes place, The Pricipia selects, in order of
precedence, a Tribunus Militum or Centurion and a Praefectus Quirites whose
job is to assist the Tribunus Militum or the Centurion with civilian
aspects of Legio VII. During Field Gatherings), the Tribunus Militum or the
Centurion and the Praefectus Quirites (as appropriate) carry the authority
of Legio VII in all matters when in the field. The Tribunus Militum or the
highest-ranking Centurion makes the definite decision of Legio VII "in
field". A decision may be appealed to the full Principia after the event.

8. STRUCTURE OF LEGIO VII

8.1. Because of the size of the Provincia and the distance between the
members and Legio VII will be divided into Cohorts. The Cohorts will
correspond to Regional (national) detachments of Legio VII.

I Cohort will be situated in that Regio which starts the first Centuria
within Legio.

II Cohort will be situated in Regio Norvegicae

III Cohort will be situated in Regio Suecicae

IV Cohort will be situated in Regio Finnicae

V Cohort will be situated in Regio Danicae

VI Cohort will be situated in Regio Islandia

VII, VIII, IX and X Cohort will be kept a reserve to any Regio that needs
another Cohort.

8.2. Each Cohort shall contain up to six Centuriones.
8.3. The Centuria or Contubernia will form the districts and local "clubs"
of the Legio.

9. MEMBERS

A Member is anyone who has been accepted into the Legio.

9.1. Recruits will be admitted on the basis of their suitability to the
Legio's purpose, ideology, and activities. Any person showing interest in
joining the Legio is to be referred to the Principia for official
recruitment information. There is no automatic "family" membership - the
spouse or other relative of even an established member must meet the
qualifications individually and continually while with the Legio.

9.2. A Member is considered to be on probation for one year after joining.
By the end of that year the Principia will decide whether that person is to
be made a full Member, left on probation, or cut out from the roster.

9.3. Criteria include, but are not limited to, completion of kit, adherence
to the Legio's doctrine and guidelines, level of participation, and
personal conduct. A Member may be returned to probation or expelled from
the Legio if the Principia sees fit, according to the same criteria.

9.4. A new Member may be required to attend gatherings, training, or Kit
parades before being permitted to participate publicly. All Members are
expected to adhere to Legio VII's Rules and Regulations. More over to obey,
in order of precedence, the Tribuni Militum, The Senior Tribunus Militum,
Praefectus Castrorum, The Junior Tribunus Militum, the Cornicularius, the
Aquilifer, the Primus Pilum, the Centuriones (other than Primus Pilum),
Praefecti Quirites, the Optiones, the Subpraefecti Quirites and the Decani,
within safe and legal limits.

9.5. When in the field, the rules of any host site, as well as National
laws, concerning safety and conduct are to be strictly enforced. Members
are also to avoid any conduct, which might damage the reputation of the
Legio, or cause any public or private embarrassment.

9.6. For legal reasons, no one who is not a Member of Legio VII may perform
in public as part of Legio VII.

10. FULFILMENT OF THE PURPOSE OF LEGIO VII

Legio VII fulfils its purpose of active living history through a number of
guises or impressions.

10.1. Roman Legionaries of the second and first century B.C., including
Officers, NCO'S, Rank Infantry, Standard Bearers, etc.
10.2. Civilians of the Roman Republic: both female and male, including
citizens, non-citizens, and slaves.
10.3. Various impressions of Auxiliary troops, Legionaries from other eras,
or other ancient troops or civilians, as the Principia sees fit.

IV. THE GROWING LEGIO VII

The growing Legio VII is the Legio when it isn't fully organised. In this
phase there are two rules:
The "Three parts rule" and "The Legati rule".

11.THE THREE PARTS RULE MEANS
11.1. A unit is founded as soon as three parts of their full number of
miles is organised
11.2. A part-contubernium, is founded when one Decanus and two miles are
organised (2 +1 = 3 of 8)
11.3. A part-centuria is founded when at least three part-contubernia, one
Optio and one Centurio are organised. (3*3 + 1+1 = 11 of 82)
11.4. A part-cohort is founded when three part-centuria and one Junior
Tribunus Militium (can lead more than one Cohort) are organised within one
Regio (3*11 + 1 = 34 of 492)
11.5. A part-Legio is founded when 3 part-cohorts and a Senior Tribunus
Militium are organised. (3*34 + 1 =103 of 4.929)

12. The Legatus rule means:
12.1. As long as there are no more than 6 Cohorts the Propraetor Thules
can appoint a Legatus Militum Supreme Commander of the the Legio and who
has the responsibility for the organization of the six first full Cohortes
and their full Centuria and full Contubernia. During this period the
Principia is subordinate to the Legatus Militum.
12.2. After that the Legatus Militum is High Commander of all Legiones of
the Provincia and other military units, but have nothing to do with the
day-to-day work of each Legio.
12.3. The Legatus Militum also handles all contacts with Legiones who are
not an organized part of Nova Roma.

V. GENERAL STANDARDS

13. PHILOSOPHY
Legio VII is founded on the basis of a Doctrine of several points, and will
grant Membership only to people who willingly embrace these ideals. This
will keep the group strong in its purpose since all members will be devoted
to the same basic goals and attitudes towards Roman culture and
re-enactment.

Hopefully, this will also reduce the amount of factionalism and political
squabbling present in almost any organisation. As stated in the Rules and
Regulations, when in the field, the Legio performs in various guises and
activities for the education of the public. This will be done using a
number of points of doctrine, which include the following:

13.1. The first point of doctrine is the active passing of information to
whatever audience we have, and is of paramount importance. When we put on
our funny clothes we become Instructors, and everyone who passes our way,
even another re-enactor, is a potential candidate for instruction. If that
person comes within our grasp and gains no knowledge from us, or receives
false information, we have failed in our goal. Even before we open our
mouths, observers will learn any number of things from our clothing,
accoutrements, and activities.

13.2.Our second point of Doctrine, therefore, is historical accuracy and
authenticity. Every feature of our presentation and every item we carry or
wear must be appropriate to the scenario and as authentic as we can make
it. (see "General Standards of Historical Authenticity" following). We
depend on continual research to "fine tune" our impression - if new
evidence shows that something is inaccurate, inappropriate, or lacking, the
error must be corrected. No aspect of our impression should be considered
absolutely proven--merely based upon the best evidence we have to date.

13.3. A look at Legio VII's Rules and Regulations will show you what could
be considered a third doctrinal cornerstone, our Legio Structure.

13.4.It is quite simple: the Pricipia controls everything. There is no need
to worry about who is in charge.

14. WHEN THE LEGATUS MILITUM OR THE PRINCIPIA IS IN CHARGE
14.1. he/it defines the Legio's purposes and goals
14.2. he/it produces and enforces standards of authenticity and conduct
14.3. he/it admits members and can expel them
14.4. he/it maintains the Legio's finances, equipment and stocks of supplies
14.5. he/it appoints Officers, NCO:s, Praefecti Quirites, etc., and decide
about their responsibilities according to the rules above
14.6. he/it takes care of all the little things that Legio's need to do.

15. THE PRINCIPIA AND THE MEMBERSHIP INPUT
15.1. The input of the Principia and the Members is still essential and
must run in two directions, both from the Principia to the soldier and from
the soldier to the Principia. The Principia will be available to see any
type of input from the Membership, which concerns the Legio. Conversely,
the Membership will be available to discuss the concerns of the Principia.

15.2. Deciding on a schedule of events is just a matter of finding out
which Members plan to attend which event. The Quality of participation is
more important than the quantity of participants or events. Members who are
unused to "interpreting" for the public will get advice and helpful hints
at the Legio's meetings as well as "on the job training" in the field.

15.3. In addition, all members will receive the Legio's Orders for the
general scenario to be carried out. This will tell who we are and what we
are doing, so that we can all give our audience compatible stories and
explanations. The things that we say are as much a part of our impression
as the things we wear or carry and must therefore is governed by the same
standards of authenticity.

15.4. The "official" information will not cover all possible questions, of
course, but where it does it must not be contradicted. If, after reading
all of this information on Legio VII, you are still enthusiastic about
joining us, there is one last hurdle--the Principia must decide whether you
are suitable for Membership or not. If you have gotten through this
information packet without any major disagreements it should not be a
problem. Talk to the Principia and ask us about any aspect of our
organisation or activities, and we will answer you as completely and
honestly as we can. If you seem suitable to us and we to you, you're in. We
will not beg anyone to join and we will not beg members to stay. Anyone who
finds him or herself unable to agree with the Legio's point of view is free
to go, and we sincerely hope there will be no hard feelings. Members who
prove disruptive or uncooperative may be asked to depart, or they may be
expelled at the Principia's decision.

15.5. Legio VII requires complete agreement from its members, but not
exclusive loyalty. There is no problem with belonging to another
re-enactment or living history group. In fact, if you choose not to join
us, or at sometime to leave us, we will be happy to help you find another
unit or organisations which better fulfils your needs and desires. We are
far too concerned about the growth of our Hobby to lose a potential
re-enactor altogether!

16. AUTHENTICITY

The standards of authenticity in Legio VII come from the following philosophy:

16.1. The only acceptable deviation from the actual historical conditions
of those persons whom the group is portraying is for reasons of safety (to
Members and/or the public).
16.2. Additionally, only those items of equipment and clothing appropriate
to the individual that the member is portraying will be allowed.
16.3. When in the field, all requests to introduce non-period items to the
display, or exclude period items and activities, will be evaluated against
this philosophy.
16.4. Reproduction of clothing and equipment should be as authentic as
possible, but within practical limits.
16.5. Exposed stitching must be done by hand, but fabric does not have to
be hand-woven or dyed with period dyes.
16.6. Weapons and armor do not need to be hand-forged, but stainless steel
is forbidden.
16.7. See the Handbook (NOT MADE YET) for further guidance and
descriptions. When in the field, our historical impression will be
maintained and enforced DURING HOURS OF PUBLIC INSPECTION. When public
hours have ended, Members are free to bring on site whatever bedding, food,
or other gear (historical or modern) Members might want (vehicles may or
may not be allowed by the site), and Members may dress, eat, and sleep
however you like. Please bear in mind that Members are still
"participating" with the Legio, and refrain from any activities that might
be unsafe and/or damaging to the group's reputation. Thirty minutes before
the site opens again to the public, all inappropriate miscellania must be
out of the demonstration area. It is expected that these guidelines and
limits will cause some questions. If in doubt, ask about a situation or
piece of equipment before an event. Some specific exceptions are outlined
below. This is not an exhaustive list, nor is that the intent; rather
serves to demonstrate the spirit of the unit's philosophy regarding
authenticity.

17. SAFETY WHEN IN THE FIELD.

17.1. All members will adhere strictly the unit's (and site's) weapon
safety regulations at all times. Some sites forbid handling of weapons by
the public. Otherwise, visitors may handle a weapon only if a Member keeps
a hand on it. A first aid kit of sufficient size and materials to treat
minor injuries will be present with the unit, and will be immediately
available for use. It will be contained discreetly in a container made of
period materials.

17.2. When re-enacting on the road, no coolers or ice chests will be
permitted in camp. Perishable foods requiring refrigeration will not be
stored in camp, but, if determined to be necessary for the event, are to be
stored in vehicles and brought into camp immediately prior to consumption.
If summer conditions are sufficiently hazardous that it is judged necessary
to have ice available, the commander will make allowances for its storage,
preferably by the host site's personnel and in their facilities.

17.3. In extreme cold conditions, members may wear non-period clothing,
provided it is worn under approved period clothing and is not visible. This
clause is intended mainly for new members who lack sufficient period
clothing for cold-weather survival.

17.4. Essential personal effects, such as keys, medicine, etc., should be
kept in a drawstring bag inside the tunic or pack. The first aid kit might
also be used for storing such items, but ask the commander and be aware of
security risks. Any vital items such as medic alert tags will be worn under
the individual's clothing, and the commander shall be alerted to the
situation.

18. PERSONAL APPEARANCE

18.1. No restrictions on the physical appearances of Members' are made,
provided there is no dramatic clash with the natural appearance of human
beings in general (no spiked green Mohawks, please). Restrictions on height
or weight are not made, but the nature of the demonstrations and tactical
exercises, which the troops are expected to perform, can be quite
strenuous.

18.2. Many Members find it necessary to run and/or perform other exercises
in order to stay in decent shape and avoid injury. Persons who are simply
physically unable to play the role of a soldier would do well to consider
civilian portrayals.

18.3. No eyeglasses may be worn during public hours, unless the Principia
deems there to be a safety issue, in or near the display or demonstration
area. Contact lenses are highly recommended. Members are encouraged to wear
their hair including facial hair, in a style appropriate to the persons
whom they are portraying. Appropriate headgear may disguise some
inappropriate hairstyles. Any jewellery, which is not appropriate to the
impression, must not be worn. This includes wristwatches, non-period rings
(especially for soldiers), etc.

19. CONDUCT

Members portraying soldiers are expected to act as such, obeying orders and
maintaining strict discipline while in ranks or in tactical situations.
Quirites (Civilians) are subject to the authority of the Pricipia-appointed
Praefectus Quirites, who will not necessarily be portraying the
highest-ranking civilian. (Also see Rules and Regulations). ANY Member must
call attention to a potential safety hazard.

20. RELATION TO NOVA ROMA AND PROVINCIA THULE

20.1. The Legio VII shall apply for sponsorship of the Senate of Nova Roma
when it has three organised part-cohorts.
