Another point to make on the issues raised under
this post is that in regards to the Electoral College
its members DO NOT have to vote for the candidate who
won the majority vote of the state in which they
represent. In other words for those Americans in Nova
Roma and even those outside since this I'm sure made
international news big time but with regards to the
recent presidential elections between Al Gore and
George W Bush, the critical state, Florida, its
electoral college representative did not have to vote
for George W Bush in the end. But when everyone knows
it was the deciding state he didn't have much of a
choice. Also the United States aside from being a
federalist sytem and a republic also has socialist
traits/tendencies in its system. In Great Britain to
add further explanation for those who do not fully
understand the parliamentary system they vote for not
a candidate but rather a party. The party receives X%
of the seats in parliament for vote percentage it
receives. Actually a PR (Parliamentary
Representation) system is rather popular around the
world. Many nations use it: Great Britain, Germany, I
believe it is used in Africa, Canada(?), it is
basically a European concept. Or rather it is a
system that European nations tend to use, aside from
their flirtations with authoritarianism,
totalitariansim, etc.

Actually, if you think about it, we Americans don't really elect our
own president, the electoral college does. I can think of at least 2
times historically, one of which is very recent, in which the popular
vote was for one person and the electoral college elected the other
person. Our "great" government is also trying to take away our right
to vote for our senators too. In North Dakota, a law was but to
referendum basically asking if we would be willing to let the state
APPOINT senators. Not suprisingly it was struck down. All things
considered, I think the voting system in Nova Roma is very fair, and
this is from a new citizen that doesn't have many points. If you ask
me it is only fair that you get more voting power through experience
and service. Those are the only ways you can prove you are a
reponsible citizen.

Let me begin by saying that it is an honor and privilege to be able to
serve the People of Nova Roma again as a magistrate for the coming
year. I cannot express the gratitude and appreciation I have felt in
the past couple of weeks since the election results were announced. I
will do my best to live up to your expectations.

In the past two years I have served as Censor. During that time I have
gained an insight in the governmental workings of Nova Roma. I
accomplished many of my objectives that I had when I was running for
Censor (procedural changes, clarifications on various issues, the
Instant Messaging database, the Censor handbook and a variety of other
tasks.) Now, as Consul of Nova Roma, I hope to put the same amount of
energy and dedication into this illustrious office.

I would like to sincerely thank my predecessors, Flavius Vedius
Germancius and Marcus Cassius Iulianus for their service to the
Respublica. Nova Roma prospered under their guidance and I hope that my
colleague and I will continue to have that great fortune as well.

Before I end this speech, I would like to let everyone know that I am
always available for questions, comments, suggestions and criticisms. I

If only it were. Unfortunately Britain is actually what they call a 'constitutional monarchy', that is a parliamentary democracy with an unelected and hereditary head of state. And, given our unwritten constitution, I think many people would actually be astounded at the extent of the power of the British monarchy. In any event, an unelected head of state is, in my opinion, incompatible with democracy of any description.

One of the reasons I'm so proud to belong to a proper republic - and a roman one at that :-)

In the two thousand seventy fourth year of the City, the citizens Marcus
Octavius Germanicus and Lucius Cornelius Sulla have entered office as
consuls, the latter for the second time.

For Romans it is important at the start of the year to carry out a careful
observance to ensure success in public and private affairs. The first words
spoken on awakening in the morning, and the first actions accomplished within
the house must be cheerful and uncomplaining. To bring luck, laurel and
saffron, is placed around the door or burned on the little household altar.
But unlike today, New Years Day in Rome was no holiday. As the year started,
so would it continue. The citizens must carry out a typical day. This means
one could visit and receive your friends & clients; reciprocate good wishes
to one other, give out little gifts of dates, figs and honey to sweeten the
approaching year; but then the citizens would be off to work.

If you were in Rome in the 200s BCE the first thing you would notice is along
the Sacred Way that led to Capitoline are the temples, that are normally kept
shut, are open to worship, and fire burns on the altars that stands before
them.
You would next notice a solemn procession of Romans along the Way, ready to
make its way up to the Temple of Jupiter Best and Greatest to seek a blessing
on the city and outside communities for the coming year. So early in the day
(hour after sunrise) the crowds have gathered in the Forum Romanum near the
the Senate house. Each senator is wearing his heavy, woollen toga over the
broad purple stripe of his tunic, the patricians wearing scarlet shoes, the
plebians, regular sandals. Of the 300 likely 250 would be present on such a
special occasion-all those not hindered by illness or extreme age or absent
on the public service in or outside Italy.
Then follows the 'knights' or Equities: wearing their togas over the narrow
purple stripe of their tunics, men rich enough to afford the expense of a
horse, so that they can provide the cavalry of the army.
Next, come the people of the city themselves. The shopkeepers, artisans,
servants, laborers, farmers in for the day from the nearby country; and
almost as numerous and not very detectable from their dress, freedmen and
the slaves, immigrants or the domestics climbing towards citizenship.
The procession would form up as the Consuls, dressed in the purple and
embroidered togas of consuls, appeared from the Senate house. At the front
moved the senators and knights; then, immediately preceding the consular
pair, their lictors, each with the fasces that traditional bundle of rods
strapped round an axe and supported in left hand and on left shoulder showing
the imperium of a Roman magistrate, having the power of life and death over
the citizens. Behind the Consuls would carried the ceremonial Etruscan
folding stools of metal inlaid with carved ivory, their curule chairs (sellae
curules).
Following the procession at its end would be implements of the sacrifice, the
priests, a herald, flute player, the victimarius, (slayer)his assistant and
young boy. (To follow the ancient tradition both his parents must be still
living), together with the sacrifices: white oxen from the Faliscan heights
or the plains of Clitunno, their horns covered in gilt.
At the foot of the Capitoline slope the congregation would turn left, and
move north-westwards towards the Capitol, past the high dais of the Temple of
Saturn, up the steep slope of the paved, slightly curving Sacred Way that led
along the south part of Capitoline Hill. Once through the gate and into the
sacred area, they will squeeze into position among the columns fronting the
Temple of Jupiter, Juno and Minerva. Within the doorway of the central
shrine, that of Jupiter, the consuls will take their places for the first
time upon their sellae curules, facing outwards towards the altar, the
Senate, people and Rome.
It will now be now necessary to take the auspices and make sure that the god
would accept the coming sacrifice. The cage containing the sacred chickens,
is administered by a special official, the pullarius. If the birds scurried
away instead of pecking at the pieces of pulse thrown to them, no sacrifice
can be carried out. Instead the ceremony will be resumed on the morrow. The
pullarius reports in due course that the birds have fed. The altar fire
crackles with saffron, casting a glow on the gilded coffers of the shaded
pronaos. In the presence of the togate consuls, and of the Senate and People
of Rome, keeping holy silence, the veiled priest offers prayers for the
state, a formulae repeated from a written page and checked for correctness by
a listener appointed for the purpose. Any slip of the tongue, any stumble or
mispronunciation tainted the proceedings, the spoken ritual will have to
start from the beginning. To muffle unlucky noises the piper plays while the
ritual was carried out.
Then the head of the ox is sprinkled with meal by the priest, and turned
sideways; the animal's throat is slit by the victimarius; the victim is
disembowelled and the entrails laid upon the altar. Only if the ritual can be
duplicated undeviatingly like those of the past years could another year of
success be expected to come to Rome.
Afterwards comes a second offering, this time made by the twelve Brethren of
the Fields, an ancient and exclusive body. Its descent lays in the faraway
and obscure past, when Rome and her community was a little town dependent on
the yield of the land, so this yield must be assured by reverence.
Now only a few nobles carry on the ancient traditions. Once this ceremony
was concluded, the procession would re-form and descend the way it came. The
consuls, magistrates and senators would make their way to the Senate house in
the north-east corner of the Forum for the first meeting of the year.

I don't know if anyone considers the following to be "crafts" but I am
currently in the process of repairing and developing some wooden
practice swords for the Gladitorial School. I have completed repairing
a Gladius, and am in the proces of developing another Gladius and a
German Long Sword. I have plans to develp also a Spanish Falcata. I
have made two slings, and have been practising with them, so I will not
kill myself when demonstrating to others (Grin!!!!).

I am planning to make some primitive arrows and a shoulder quiver of
leather to hold them in. I am also interested in a leather pouch to
hold slinger stones and lead bullets. I am also interested in
converting a modern wooden bow into a suitable bow for display and
demonstration in a Roman Camp. It has been suggested that I consider
sewing the bow up in rawhide, but I am not sure what that would do to
the bows ability to flex properly.

I have a model of the "Caesar" (warship) on the model table as well as a
model of a Roman Catapult. Both of these are model kits. Last year the
Legion VI Commander and I were building a Roman Wooden Bridge from
scratch, but the car accident in Sept, saw it smashed, so I am in the
process of rebuilding it. A friend of mine is building a primative
wooden signal tower for me as well.

In addition I am also looking for some kind of pattern for a jig, to
make Roman Palisade Stakes, to supplement the Palisade Stakes provided
by the Commander of the XXIVth Legion when the Gladitorial School and
the XXIVth Legion appear together. The idea would be to surround the
camp with these stakes.

I am also working up a design for a wax tablet, and various items which
would be found in a Senator's Field Camp for Reenactment.

I am researching the meaning of the "signum" and the "vexillum" in
relation to the appearance of a Senator in the field, if there is such a
relation. A brief example provided in the book "The Roman Imperial
Army"--Graham Webster indicates that there were official staves denoting
the rank held by an individual:

Today, on the Kalends of Ianuarius, in the year MMDCCLV from the
founding of the city, I am proud to stand before you as the
ninth citizen to be given the great honor of serving as Consul
of Nova Roma.

The previous year began with a bitter political battle, yet saw
several important accomplishments. Issues that had divided the
people were put to a vote. Our election system was reformed to
be more in line with that of our ancestors. We minted our
first coin, the bronze Sestertius, thus gaining credibility as
a nation. Our praetors have begun drafting a comprehensive
system of legal procedures. We have donated to the
Vindolanda Trust, helping to enable excavations and research
in Roman Britian to continue. We have established a system of
membership dues that will provide the financial resources
necessary for our continued growth.

In this upcoming year of MMDCCLV (2755), I would like to
focus on the reinvigoration of our Sodalities. Nova Roma was
established to recreate the religion and culture of classical
Rome, and the pontifices have done an admirable job with the
former. Culture, however, often gets lost due to the high
level of political discussion on the main list. I ask you
all to review the list of Sodalitates (linked to from the
main page of our web site) and consider joining a few and
participating in their mailing lists - or perhaps even helping
to create new Sodalitates for new topics, such as history
and philosophy.

I have personally pledged to spend at least two hours each
week studying Latin. I ask you to consider similarly
dedicating some period of time regularly.

Our first task for this new year is to finish electing magistrates.
We still need to select one praetor and one plebeian aedile,
and perhaps three more Tribunes (if the Senate chooses to
enact the proposed changes to the Tribunes' office). Next,
the Senate will appoint provincial governors.

I shall also seek to expand the responsibilities of the Aediles
and Quaestores, and thus will soon be asking you to vote on a
change to the Constitution. I shall propose a reduction in
the number of Centuries, which will eliminate some of the
difficulties we have had selecting Praetors this past month.
Later in the year, I will propose to ease the restrictions on
Rogatores and to redefine the Ordo Equester.

I believe that this next year will be a very good one for the
growth of Nova Roma; a year in which we can put fighting and
cutthroat politics largely behind us and concentrate on our
cultural mission.

resignations. I am sorry to add to your worries. Others, no doubt,
will be glad to see the back of me!

Because I would like to end my time here on a positive note, I see
little point in attacking anyone, or even stating why I am leaving.
It will suffice to say that Nova Roma does not match up to my,
perhaps unrealistic, expectations.

Instead, I will thank a few people, as is becoming traditional among
leavers:

My pater, Quintus Sertorius, for always supporting me, and allowing
me to be part of that noble gens in the first place.
