I would point out that the same applies to your reporting of the
count of the recent vote of the Comitia Centuriata.

There are no ties any more, in tribes or centuries.

Your counting of the vote (counting tied tribes as "no" votes) is
contrary to the procedure established by law. Your reasons for
counting it so are either intentional disregard for the law (which I
doubt) or simple incompetence.

Either way, you've bolluxed it up, and it needs to be redone. Try to
get it right next time.

GUIDELINES FOR THE NOVA ROMA MAILING LIST

This list is for you, and I see my role as trying to facilitate a place where we can all share information and get to know one another. These guidelines are open to change, and to your suggestions. Today the list has more than 350 people on it. As we've grown, we have had to adjust the way we communicate so as to make electronic "rooom" for everyone. This set of guidelines represents another effort in that direction. It is not a response to any one person or posting.

I.The list is set up so that replies will automatically be sent to the entire list. Please keep this in mind when replying. If your reply is only intended for one member, consider sending the reply privately and not to the list as a whole.

II.Agreement and support for one another are always welcome. However, if you are simply saying "yes!" or "me too," without adding more information to the thread, consider doing so in private e-mail.

III.If you must criticize another's post, consider doing so in private e-mail. If the person has made a genuine error, this allows him or her to save face and apologize for misbehavior or correct misinformation, rather than having misdeeds pointed out publicly.

IV.It is entirely appropriate to disagree publicly with another's stated views, or with the actions of Nova Roma's Senate, magistrates and other officials. Nova Roma is an organization of individuals from a wide variety of nations, religions, backgrounds and political viewpoints, and it is only reasonable that our views should differ.

V.When expressing disagreement, the following steps are recommended:

* Express respect for the person and faith in his or her good intentions.

* Point out any themes or ideas with which you do agree.

* Express your own opinion pleasantly, with respect for the rights of others to believe differently from you. On the Internet, strong language does not enhance the effectiveness of your communication. It simply makes you look strident and overbearing.

* Offer factual information where possible, backed up with sources. Quiet statements of fact win respect from others following your conversation.

* Offer sources of factual information (books, web links, etc.) that might be of interest to others interested in the topic.

* Use humor when appropriate (i.e. when it helps lighten the tone of a discussion without being aimed at other list members)

VI.If a thread or posting on the list makes you angry or sad, consider not responding at all, or doing so in private e-mail. If you do decide to respond to something that has pressed your emotional buttons, do not press Send right after writing your response. Let it sit in your Out box for 24 hours. Then look at it again, and consider whether this response is the one that best enhances your own honor and advances the knowledge of your fellow list members.

VII.Remember that there are people on this list who are under 18. Profanity is unnecessary and genrally unwelcome. Sexual references should be mild at worst.

VIII.Name-calling and personal attacks are inappropriate. Expressions of disagreement should be confined to criticizing the words or ideas of another, rather than the person. You are always free to disagree with an idea, but please do not turn an ideological debate into a personal fight.

IX.During the time leading up to elections (held each December, and occasionally at other times if offices become vacant), this list is also one of the public forums through which candidates express their views and present their qualifications to the populace. All of the above strictures governing appropriate behavior remain in place and apply to all candidates and their supporters.

X.Avoid giving out your home address and/or phone number on this list. You do not know all the people on here, and while it would be pleasant to believe we are all good-hearted and sane, you cannot trust in that.

XI. All posts to the list should be accompanied by an English translation if they are written in another language. If you are unable to write in English, or uncomfortable posting in English, please let me know and I will be more than happy to facilitate your pairing with a translator who can help you to do so. Posts in multiple languages are MORE than welcome, as long as an English translation is included somewhere therein. Please note there is no penalty for violating this policy on a "first time" basis, as it is assumed that anyone doing so is simply in need of assistance and not consciously choosing to violate list policy.

XII.The topic of this list is ancient Rome and Nova Roma. Off-topic postings include:

* Discussions of macronational politics, except when they shed light on an ancient Roman subject or in some way relate to Nova Roma.

* Bashing of any religion. It is OK to discuss your own disagreements with various faiths, but not to disrespect the rights of others to believe in those faiths.

* Personal attacks of any kind. Be mindful to keep disagreements on the issues and not on personalities.

* Arguments on certain well-worn issues that are contentious in modern society (examples: abortion, gun control), except as they relate to our topic.

* Jokes that aren't related to the topic or to current discussions on the list

* Virus warnings and other urban legends.

* All commercial postings, except from members of the Macellum, Nova Roma's marketplace (and even these should be "low-key" - see below).

XIII.The best postings include those which help us better understand some aspect of Roman history, or which offer ideas and energy to the furtherance of Nova Roma's goals. On-topic postings include, but are not limited to:

* Anything related to ancient history. This is broadly interpreted to include religion, cooking, gardening, family life, politics, military, costuming, medicine and many other topics.

* Anything that has the effect of building community among list members (announcements of local events, planning get-togethers, sharing occasional personal milestones).

* Information of interest to Nova Romans (links, news, tourism information for Roman sites, updates from political or religious bodies, regional or Sodalitas projects).

* Low-key advertisements for Macellum members. A low-key advertisement might include a signature file, a single announcement of a new business, or a mention of one's business in response to a relevant thread on the list.

XIV.The Curatrix Sermonem has imperium to govern this list, but prefers to encourage positive interaction rather than punish negative behavior. In the case of a poster whose actions violate these guidelines or otherwise disrupt the peace, the Curatrix Sermonem will choose from the following list of escalating actions:

i.General note to the list, not directed at anyone personally, but mentioning the behavior in question and suggesting alternate courses of action.

ii.Private note to the individual, warning him or her to stop.

iii.Placement of the individual on "moderated" status (the individual remains a member of the list, but all posts must be filtered by the Curatrix Sermonem).

iv.In extreme cases, the offender can and will be banned from the list. Further action may be taken by the Senate, but this step represents the limit of the Curatrix Sermonem's powers.

The vast majority of cases can be dealt with via the first two steps alone, and it is the Curatrix Sermonem's hope that these guidelines will reduce the necessity even of those steps.

In the further interest of maintaining order and civility on the list, all new subscribers (this includes former members who re-subscribe) are automatically placed on moderated status for their first few posts, after which they revert to normal "unmoderated" status. As this list has an open membership, this policy allows us to avoid the occasional "spam" posts and is intended solely to prevent abuses of the list on a "hit and run" basis. This policy is not intended as, nor will it ever be used as, a form of censorship. It is an unfortunately necessary precaution based on past abuses.

XV.If you are unhappy about someone's behavior on the list, and you do not feel comfortable dealing with him/her privately, do not tell the list about it. This often has the effect of adding further strife. Likewise, if a thread has "gone too far" in your opinion, please refrain from making public statements to cease discussion. Contact me and I will assess the situation and decide upon a course of action accordingly. Instead, e-mail me at justicecmo@goldenfuture.net. I welcome all concerns, questions and ideas for more effective list administration in private e-mail.

Today is a "dies nefastus publicus" (NP), a day of special religious
observance when legal business cannot take place.

Today is also considered a 'dies religiosus' in which it is considered wrong
('nefas') to do anything that is not absolutely necessary, namely:
- To engage in battle;
- To enlist soldiers;
- To hold Comitia;
- To start a voyage;
- To marry.

This is the Kalends of Martius. Today a Pontifex Minor calls the people to
the Curia Calabra. The Pontifex Minor and the Rex Sacrorum offer a sacrifice
to Iuno where Ianus is also invoked. Then the Pontifex Minor
announces the Nonas of the month for the seventh day of the month:
"Die Septimi te kalo Iuno Covella"
"Iuno Covella, I call you on the seventh day"
The Regina Sacrorum also sacrifices to Iuno at the Regia.

This is the old New Year day. It celebrates the birth of Mars. The mother of
Mars is Iuno, who in this day is invoked as Iuno Lucina - Iuno of the
Light - because she brought Mars to light (see below).
The sacred fire on the hearth of Vesta was tended, and fresh laurels were
affixed to the Regia, to the houses of the Flamines and to the Curia Veteres
(the old centre of the 'curiae', which was probably situated North-West of
the Palatine, near the later Arch of Constantinus). This practice probably
goes back to Rome's earliest days, when the Rex Sacrorum, with Flamines and
Vestals performed this religious duty at the buildings named [Ovidius,
Fasti, 137 seq.; Macrobius, Saturnalia, 1.12.6]. It also had a link with
Mars, to whom the laurel was sacred: two laurels grew in the courtyard of
the Regia which contained his shrine ('sacrarium').
The most spectacular public tribute to Mars was the dance of his Salii
priests. They comprised four groups, each of twelve men: the Palatini and
the Agonenses or Collini. The former were specially devoted to Mars
Gradivus, while the latter were originally devoted to Quirinus. They had to
be of patrician birth with both parents still living ('patrimi et matrimi')
when they were chosen. Their dress was military: a bronze-girdled 'tunica
picta' with a rectangular breast-plate covered by the short military cloak
with scarlet stripes and purple border ('trabea'), and a conical helmet
('apex'). They also wore swords. In their right hands they carried a spear
or staff, while on their left arms they bore a sacred figure-of-eight shield
('ancile') [Dionysius of Halicarnassus, 2.70.2 seq.]. All but one of these
shields, which were kept at the Regia, were copies of the original shield
which according to the legend had fallen from heaven as a gift from Iuppiter
to Numa; the king feared that it might be stolen and so had other identical
shields made by the smith Mamurius ('Mars' in Etruscan?) in order to confuse
potential thieves. On 1 March the Salii set out ('arma ancilia movetur') on
the first of their processions through the city in a kind of ritual
war-dance, beating their shields with their swords and halting at certain
places to perform elaborate dances to the tune of a flute and singing their
ancient Carmen Saliare of which only some fragments are known:

Although this hymn was already unintelligible to the priests themselves by
the late Republic, it shows that Mars was not the only deity to be
addressed.
In the evening the Salii rested at a 'mansio Saliorum' where they hung up
their arms and enjoyed a feast. It seems that the food was good, since
Horatius [Horatius, Odes, 1.37.2] mentions that a banquet was fit for the
Salii ('Saliaribus dapibus') and emperor Claudius once deserted a dinner
party to join the Salii because their food and drink looked better.
The festival of Mars lasted until March 24th or possibly until the end of
the month, but processions were held perhaps only on March 1st, 9th and 23rd
(Tubilustrium).
As a curiosity, there was a 'religio' (observance) concerning the Salii. If
one such priest was absent from Rome in one of the 'dies religiosi' when the
'ancilia' were carried in procession in Rome, he was obliged to remain where
he happenned to be. Thus in 190 BC when a Roman army was about to cross the
Hellespont to face Antiochus the Great, Scipio Africanus refused to move for
a month because he was one of the Salii.

Today is also the sacred to Iuno, not only because it is the Kalends of the
month, but also because Iuno is the mother of Mars and today is the birthday
of the temple of Iuno Lucina on the Exquiline. This is a feast unofficially
called the Matronalia.
Husbands prayed for the health of their wives and gave them presents. Their
wives entertained their slaves and served their food, and could also attend
the celebrations at the temple of Iuno Lucina. Ladies dressed appropriately
for the occasion [Tibulus, 3.1.2 seq.]:
"Sulpicia est tibi culta tuis, Mars magne, kalendis"
"Great Mars, it is thy Kalends, and Sulpicia is dressed for thee"
The streets and houses of Rome were busy with people delivering presents.

Here is an update on our first year of tax collections.

(1) As reported, the Senate has extended the overall deadline for
payment of taxes to the end of March. The deadline for Argentina
Provincia was extended to the end of August.

(2) 103 cives have paid their taxes to date. This is right at the
amount budgeted, and with another month to go, we seem sure to exceed
expectations for this first year.

(3) Payments have been received from 19 different Provinciae,
including the USA, South America, Britannia, Western Europe, Eastern
Europe and Canada.

(4) Paypal has been the most used method of payment and we are not
aware of any problems with Paypal what-so-ever. We have also
received checks, and although not recommended, I understand some cash
is on its way.

We have had cives paying for several friends, gens-mates, etc., and
some cives have met face to face to collect taxes and remit them lump
sum.


My thanks to my colleague Titus Octavius Pius. He is the world's
quickest poster of tax payments ;-0. Both Honored Consuls have also
provided invaluable assistance.

Thanks also to all the cives who have contributed to Nova Roma's
growth by paying their taxes.

Today, NOVA ROMA begins its fifth year.

For four years, we have been the most visible and active Roman
reconstructionist organization. We continue to grow at an
astonishing rate; we now have over twelve hundred citizens.

Two days ago, three new Senators were added, active Romans of good
character from Sweden, Brazil, and Canada.

With one hundred fully-paid assidui thus far we have already
met our expectation for the number of citizens who would choose
to support our efforts financially. With another month remaining,
an extension granted by the Senate because of difficulties with
international payments, I am confident that we will exceed our
goal by a considerable margin.

Nova Roma enters its fifth year, stronger than ever.

Salve cives,

I would like to make some suggestions on tax payment for next year.

First of all, that EURO is admitted as curreny in NOVA ROMA for those who may wish to effect payment in such currency in addition to USDollar. In that sense, authorities would fix the counter value, fluctuacion included if any, at the time of establishing the net amount due.

Second; every year, a specific country may be freed from paying taxes (half-basis) according to economic criteria selection. No doubt, I honestly think that Argentina does deserve such treatment.

Finally, I believe that any one should pay based on his means. Among political parties and associations, age is most oftenly chosen as criteria, i.e. Nova Roma may establish two different taxable levels: one for olders than 30 and a reduced one for people under that age, including those holding responsibilities related to the first level.

I want to say THANK YOU to all the Senators getting me the trust as
Propraetor Provinciae Italiae. I want honourated your decision and my
Office. Thank you for all the citizens having sended me their
congratulations and first of all to all the italici for the support in my
candidacy and in this hard months of work.

My Office isn't ONLY of mine, it's of all the citizens have worked in this
year to build an active community in Italy, to cry in Nova Roma and to try
to relunch our Provincia.
My aim is re-lunch the Provincia Italia as the Magna Mater as one of the
most important Provinciae. This aim is possible by the recruitment of many
people, the taking of the interest of the the old inactive citizens, the
management of international events, the building of a net of collaborations
with other nova roman istitutions and local organizations, the becoming the
best cultural, historical, touristic and political centre of informations.
In this way the Provincia Italia want become the welcome center for all the
Nova Romans want to come in Italy. We'll try to help all fo you interested
to our Land, getting informations and studied like touristic, historical and
cultural.

Citizens of Nova Roma;

I am pleased to announce the new citizenship of Mecurius Minucius
Gladius. This new citizen is of particular note to me as Paterfamilias
to Gens Minucia for two reasons. The first is the addition of a proven
Amateur Historian in the aspect of Gladitorial Games of Ancient Rome to
the Gens. The second is that this gentleman, prior to his application
in Nova Roma has done the study and research necessary to create a
reenactors "Gladitorial School", and then has gone on to gather
reenactors and materials necessary to put together the "Ludus Magnus
Gladitore," a company of Gladiators, who are dedicated to the recreation
of Gladitorial Combat in the ancient age.

I had the privaledge of posting his "Open Letter" to all NR Citizens
recently on this list, and today the Censors have issued his
Citizenship. Apparently the delay, unknown to both Censors and to
myself, was the result of special information gone astray, but that is
now been taken care of, and Mecurius Minucius Gladius wishes, through
me, to give his appreciation to the current Censors for thier efforts,
and announce to the Citizens of Nova Roma his pleasure at being a
Citizen in this micronation. I also wish to acknowledge to the Censors
of Nova Roma my appreciation for thier extra effort over and above their
normally heavy duties, in this instance.

As a Senator and ProConsul of Nova Roma, I name Mecurius Minucius
Gladius, "Maximus" for his success in the reenactment world, and for the
creation of a new reenactment unit which has completed a successful year
of reenactment last year and has been invited to return this year for
repeat performances at all of last year's events. In addition, new
events are planned, and new members are gathering thier kits to take
part in the new season. Both efforts, no mean feat, as those who are
involved in reenactment well know.

Further, I extend to "Maximus" Mecurius Minucius Gladius the "Key" to
Provincia Nova Britannia as an honored "Honorary Citizen of Nova
Britannia" with all of the privaleges of that status Still further, I
am pleased and honored as Praefectus Castorum of the Sodalitas
Militarium, to install Mecurius Minucius Gladius as a full member of the
Sodalitas Mlitarium, and to appoint him to the Militarium Command Staff
with the rank of "Palus Primus Gladitore". These above honors will be
finalized at the first opportunity of the new reenactment season , and
the dates and location will be announced. any NR Citizens who are able
and desirous of attending and who will be welcomed most heartily.

Beneficarius Pompeia Stabo;

I request that you remove Mr. John Ebel from the ranks of Sodalitas
Militarium "Socci" and place him with his Roman name, Mecurius Minucius
Gladius, in the ranks of full-fledged members of the Sodalitas
Militarium. Further to add his name to the ranks of the Command Staff.
When he has established his Internet presence, he will notify us. Until
then, any correspondence directed to Mecurius Minucius Gladius will be
forwarded to him, by myself.

I would ask that the Citizens of Nova Roma and the Members of the
Sodalitas Militarium join me in welcoming Mecurius Minucius Gladius to
Nova Roma and to the Militarium.

In closing, Citizens of Nova Roma, I again share with you the pleasure

While I agree that Argentina must be considered exempt
from taxes, I think age is not generally a good marker
for financial stability.

If age is used as a criteria according to your
division, then people between the ages of 21 and 30
should have higher taxes as these are the working
adults with marketable skills and a steady income,
presumably.

People over the age of 30 may or may not even be
employed on a steady basis due to the competitive
nature of the working market and the fact that jobs
are less secure than ever.

Even worse, women over the age of forty are often
passed over for positions regardless of experience and
qulifications. Younger more attractive inexperienced
women who are more "manageable" are preferred.

Corporations are looking for young
(25-30)inexperienced, skilled to semi-skilled workers
who need their jobs and will not make waves. (By then
the young are substantially in debt). The
inexperienced are more employable because they are the
least likely to bring lawsuits or cause problems in
the work arena.

People hired directly from college are ideal to hire
in that they have college loans in large amounts to
pay back. Generally a mere debt of just $8000 will
take nearly 50 years to repay if the debtor just pays
the monthly minimum payment. Therefore, the worker
has to toe the line to keep the job that pays the
bills.

This does not take into consideration that people 25
and over may have families, mortagages and are *still*
paying off student loans.

In addition, people of retirement age may also be on a
fixed income some with jobs to supplement the awful
social security situation which offers the retired
person so little money that if they were to depend on
it, it would put them way below the poverty level.
(Some of these older, retired individuals are members
of NR).

And, the older people get, the less likely it is that
they feel secure enough to part with any money at all.
The elderly have to consider catastrophic medical care
in addition to having proper care in old age
facilities if adequate care cannot be given in the
home. The point being here, that when one reaches
forty to fifty years old, one must (if they have't
already) begin preparing for these inevitable
situations by spending less and saving more.

Therefore, much economic advantage, IMHO, is a matter
of luck. Lucky if you find and keep a good job, lucky
if you have an economically stable spouse or
significant other, lucky if you have your health,
lucky if you have an inheritance, lucky if you win the
lotto!

Age is not a good criteria anymore to substantiate a
good financial climate for any individual. In
organizations such as NR, we must simply trust that
those who are able to contribute more will, and those
who can contribute what is asked also will.

IMHO, It is honor that must be the criteria.
