I come before you today to make Cincinnatus a very happy man.

I hereby resign my citizenship and all the duties and offices I hold in Nova
Roma. I hereby turn moderation of this List over to Pompeia Cornelia Strabo
until such time as an election can be held to find a new person willing to
suffer the abuse the office of Curatrix Sermonis offers.

After seeing the extremes that have been gone to in preventing my membership
in the Senate based on the petty need for vengeance from a few, and
witnessing the lengths some will go to in their quest to cover their
backsides from public scrutiny, I no longer have any faith that Nova Roma
works. When the lunatics run the asylum it is time to go home.

Mind you, this is no case of "I didn't get what I wanted so I'll go off and
pout now". Anyone who knows me even casually knows this is about as far
from my nature as you can get. I have been a Nova Roman since the days when
Nova Roma was little more than a dream that my husband and his good friend
had. I have been here from day one and have stood by this Nation through
the tremendous growth and joy of building, and have even stuck it out
through attempted insurrections and the attacks of those who wanted to see
us fall. I have always acted as I felt was of best benefit to the Nation,
and whether you may personally have agreed with my every decision or not, I
trust that my hard work and dedication have been evident throughout. It was,
apparently, evident to the entire Senate when they overwhelming voted *for*
me in the January Senatus Consultum that also nominated and approved Caeso
Fabius for a position in the Senate.

It has never been in my nature to run away in the face of adversity. There
has never been a debate, threat or complication for our nation that I have
ever ducked out of or failed to do my best to resolve in whatever way I
could. And for my trouble? I am expected to accept that the entire will of
the Senate can be trumped by those who happen not to like my husband? I
don't think so. Character counts, and there comes a time when even those of
us with the best of hopes and the most sincere of love for this nation must
admit that we, too, can be pushed too far.

By ignoring the Senatus Consultum, by quickly trumping up a "new" vote with
a bizarre "3 person limit" <this, despite their contrary admission that the
Senate is in dire *need* of active and dedicated Senators>, by using every
bit of the "power" they possess..........their message has gotten through:
Hard work means nothing in Nova Roma. Dedication means nothing. The will
of the Senate and/or the people means nothing. For, in the end, all that
matters is who happens to "like" you on any given day. If you happen *not*
to be "liked" by "those who matter", then be prepared to be ill-treated and
embarrassed. Why? Because they *can*.

For all I know I may be the very first person Cincinnatus has ever pushed
out of Nova Roma. My congratulations to him on the "victory". I had wished
to wait until the Ides of March to take this action, as that day is rapidly
becoming an annual exiting event for those of us too sick of the poltical
games of a very few to stay, however Yahoo had other ideas and will be down
from the 15th through 18th. So be it. I wanted no grand walk-out and I
call on no one else to join my departure. I merely leave you as one more of
a long line of disheartened and disgusted former Nova Romans.

Omnibus Civibus Novae Romae M. Octavius Germanicus Consul SPD,

I present, for your consideration, an amendment to the Constitution
that will reduce the number of Centuries.

Last December, we had some difficulty electing senior magistrates. Our
voting system works well only if there is a large voter turnout, and
multiple votes in each century.

In the recent election, one Censor and two Consuls were elected during
the first round. We were able to accomplish this only because there was
a relatively small number of candidates for those offices, thus the vote
was not split to such an extent that none were able to gain a majority.

However, the race for Praetor was different; in the first round, none of
the three candidates had a majority, although one had nearly enough.
A "run-off" election was needed, and in it, Pompeia Cornelia widened
her lead enough to be elected; but neither of the other two candidates,
T. Labienus or Q. Fabius, achieved a majority. Thus, a third election
had to be called, and only now that the number of candidates had been
reduced were we guaranteed that one would have a majority.

These repeated elections were the cause of much extra work for the
Rogators, and caused our Junior Praetor to lose one month from his
term of office, as we spent January trying to choose that Praetor.

What if there had been four or more candidates for Consul? We might
have begun the year with no Consuls at all. This can still happen
next year unless the voting system is further refined.

At the end of this month, when the deadline for payment arrives,
citizens will be divided into "assidui" and "capiti censi", depending
on whether each has paid the required amount. With all of the
capiti censi grouped into one century, the remaining citizens will
be spread thinly across all the other centuries, and achieving a
majority in multi-candidate elections (which is only likely if there
are multiple votes per century) becomes even less likely.

Thus, I propose to reduce the number of centuries.

The Constitution fixes this number at 193, which was the number of
centuries in existence during the late Republic. I propose to
remove the requirement that there be 193, instead making the total
number of centuries dependent upon the population of assidui.
(The exact formula won't be specified in the Constitution, but rather
in another law that we also be presented to you this month).

The Senate saw this proposal in January, and were asked to determine
whether it should be presented to the People. The majority of the
Senate voted "YES", and therefore I now ask you to consider it. If
this passes, it must be ratified by a 2/3rds majority of the Senate;
I believe that this will happen, for 2/3rds already voted in favor
of it when making the preliminary recommendation.

Here, then, is the proposed amendment:

Paragraph II.E.2 of the Constitution is hereby amended to read as follows:

] 2. There shall exist a number of centuries, said number to be set by law
] enacted by the Comitia Centuriata and not to exceed one hundred ninety three,
] into which the censors shall divide all of the citizens. Until such
] a law is passed, the number of centuries shall be one hundred ninety three.
] The exact composition of these centuries shall be determined by law passed
] by the comitia centuriata, but shall be weighted in favor of
] those citizens who have shown the greatest commitment to Nova Roma.

The existing text that would be replaced is this:

2.There shall exist one hundred and ninety-three centuries,
into which the censors shall divide all of the citizens. The exact
composition of these centuries shall be determined by law passed
by the comitia centuriata, but shall be weighted in favor of
those citizens who have shown the greatest commitment to Nova Roma.

For me to better serve the republic as Curule Aedile I have decided that my
staff is in need of one or two new members.

I am very interested in any citizens that are experienced in latin and
familiar with the history of different ludi celebrations in ancient Rome. I
am also looking for a citizen who is involved in the religio and has the
resources and the knowledge necessary to help recreate the religious
significance of the ludi celebrations within Nova Roma.

This job will not be very demanding and should not require much of your
time. As a Scriba Aedilis your main tasks will be gathering detailed
historical information on Roman customs during ludi celebrations. You will
also be involved in the planning of ludi celebrations here in Nova Roman
along with the rest of my staff. This is a great place to start in a Nova
Roma political career and will give those who are selected experience in
both Nova Roma politics and in the organising of nationwide cultural events.

I am very troubled to read this. I have always been quite impressed by the
dedication shown by you, especially seeing you held the hardest position
here in Nova Roma. You had a very hard and at times controversial job and
you performed it excellently and were a example of keeping a calm head in
times of when many of us could not. We have lost much today, and I can only
hope that one day we will be fortunate enough to have you return.

Priscilla, I will say that I am surprised that you were not accepted into
the senate, seeing the role you played in the development of this nation. If
I was a senator I would gladly and enthusiastically vote for your approval.
I do however not know the agenda of the senate in detail, and I believe I am
not in a place to judge it. Although, I know that there are many great Nova
Romans in that assembly that I highly respect. I hope you can continue to
see the good in the senate and one day move forward once again towards the
goal of being a member. You would be an excellent addition to it¹s ranks
indeed.

Salvete,

I think the proposal that Marcus Octavius Germanicus has made and
that the Senate has agreed be presented, is a good one.
I know some will think that republican Rome had 193 centuries and
therefore so should NR. However, let's remember that Rome *evolved*
193 centuries. It had a sizable enough population to make a large
number of centuries worthwhile. If I am remebering correctly, in the
recent elections some centuries had 1 or 2 member cast votes.
Nova Roma can certainly have 193 centuries---if and when the
population size and activity makes this practible. But until that
time, let's go with this proposal, and make the system more efficient
for our needs. It is a practical solution, and the Romans were
certainly a practical people.

REGULA PROVINCIAE ITALIAE
March 13, 2002 .

Ex Officio Propraetoris Provinciae Italiae

I. This edictum establish the organization of Provincia Italia in the period
of my Office during the year 2755. This Edictum could be amended by edicta
of next Propraetores
Provinciae Italiae or by other laws and edicta of higher priority as
established by the Costitutio Novae Romae.

II. The following offices and institutions will constitute the official
government of Provincia Italia and they'll support the activities of the
Propraetor.

A. The Costitutio Novae Romae establishes the functions and the imperium of
the Propraetor Italiae.

B. CONSILIUM PROPRAETORIS
I. The Consilium Propraetoris shall be formed by Legati and Scribae
appointed
by Propraetor Provinciae Italiae to assist him in the organization and
management of Provincia, as established by the paragraphs V.C. 1.d and
V.C.1.e of the Constitutio Novae Romae. The members of the Consilium
Propraetoris will be called "Consiliarii" and they'll have different
titles
according by their own functions.

II. The Consiliarii must communicate to the Propraetor the needed
information to be contacted (name, roman name, e-mail and telephone
number). The Propraetor and a delegated will archive this information
and
will assure that all the Consiliarii will be able to contact the
Propraetor and
colleagues. The Consiliarii's information will be published in the
official website of the Provincia Italia in the section "Capitolinus". The
most
important way of the provincial administration to communicate will be
by e-mailing
or calling at the phone.

III. The functions of any member of the Consilium Propraetoris must be
confirmed every year by the Propraetor, if convenient, by an official
edictum.
When a charge is vacant or there'll be a new charge to be appointed,
the Propraetor, on his will, invite all the citizens of Provincia Italia to
present their own candidacy. All citizens will be allowed to be in
charge for the vacant place. The elections will be ruled by Curia Italica
(see to
A.C.), and in any case supervised by the Propraetor. On his own demand, the
Propraetor will wait for the charge to be assigned to evaluate the
clearance of the winning candidate or name a pro-tempore magistrate
until the definitive decree.

IV. The Proprator will be able to stop any Consilium member's action.
Also
he can destitute some members of the Consilium with a justification
given by an official edictum.

V. All the Consiliarii will be able to renounce to their own functions
and
responsibilities, for a limited period or unlimited, at any time, with
no
penalizations and with a previous justification.

VI. Titles, functions and responsibilities will be defined by next
Propraetor's edicta.

VII. All the members of the Consilium Propraetoris shall swear
publicly their own duty within the end of the week after the official
nomination, according to the formulation established by the Lex Iunia
de Iusiurando published on

Roman name and, between brackets, their own legal name. The oath shall
be published on the provincial mailing list and on the Nova Roma main
mailing list.

VIII. The Consiliarii will maintain their own personal responsibility
about their actions in case these are contrary to the Nova Roma laws or
the ones of Republic of Italy.

C. CURIA ITALICA
I. With the following Edictum the Propraetor creates the Provincial
Curia
for advising, supporting and checking on the provincial government
activities.
The Curia shall be formed exclusively by Provincia of Italy's citizens
as expression
of the whole citizenship.

II. All the members of the Italic Curia Italica, called Decuriones,
will express their own vote during the elections established by the
same organism.
Final results, approved by the Decuriones, are called Curiae Consulta.

III. Italic Curia shall be composed by:
1. current Proprateor Provinciae Italiae
2. the Consiliarii Propraetoris Provinciae Italiae
3. citizens named by the Curia throughout methods that the same Curia
will decide according to special competence, benefits and advantages
that they can take to
Provincia Italia and to Res Publica Novae Romae.

IV. With this Edictum the Propraetor admits the Auctoritas of the
Provincial Curia
and acts according to these promises, showing his edicta to the Curia
for its approval before promulgation. The final decision expressed by
the Curia neither can force Proprateor's decision to be changed nor
change his potestas of promulgation.
The approval of Curia Italica about edicta shall be expressed by the
Proprator on the same documents.

V. Curia is free, throughout Curiae Consulta, to establish rules for
its own functions and for internal purposes. The ensemble Curia can
also present petitions and proposals to the Propraetor, to citizens of
Provincia and to any other citizen of Nova Roma, in the name of the
people of Provincia.

VI. Decisions and activities of the Italic Curia will be communicated
on the official mailing list of Provincia Italia and published on the
official site http://italia.novaroma.org/curiaitalica.

VII. The Curia Italica will take full management within June 3rd 2002
(a.d.
III Nonas Iunias 2755 a.u.c.) and in any case when the Proprator agrees
with its own internal regulation. Until then the Curia will operate
only for experimental purposes but having no auctoritas. The Propraetor
will define the official beginning of Curia activities by an official
edictum.

D. COMITIA PROVINCIAE ITALIAE

I. The Propraetor can call, on his own will, the Provincia Italia's
citizens to express their own thoughts on specific and generic items
through an official edictum. The same edictum will define the vote
methods.

II. Results of voting of Comitia won't force the Propraetor on his
decisions, but they only need to give him information about the
majority of citizens' will on specific arguments and help him on
decisions.

III. Comitia will be only called to vote on days approved by Pontifex
Maximus of Nova Roma (dies comitiales), according to the published
calendar on site http://www.novaroma.org

E. SACERDOTES PROVINCIALES

I. The Propraetor will enact edicta concerning the official religious
cult of Provincia Italia.

II. The Propraetor will appoint, through an edictum, the sacerdotes
following the official religious cult. These priests will be the
official representative of the Provincia Italia religio and working on
its diffusion.

III. In the case of official participation to religious rites, every
member of
Consilium Propraetoris will have the duty to participate when
appointed by the Propraetor. Denying his own participation the
appointed member should either produce a valid justification or could
be discharged.

F. MAILING LIST
I. The official mailing list of Provincia Italia and for government
communications will be Yahoo Mailing List_Italia on:
http://groups.yahoo.com/group/nr.italia.

II. All the edicta from Propraetor will be published on the Provincial
Mailing List
And on the main Mailing List of Nova Roma.

III. All the Curia Consulta and the Comitia results will be published
on the Provincial Mailing List.

IV. The officials languages of the Provincial mailing list will be
Italian, English and Latin. Any other communication expressed in a
different language shall have a translation in Italian, English or
Latin.

G. INTERNET SITE
I. The official site of Provincia Italia will contain all the
information of the Provincial government, the list of Consiliarii, the
essentials to contact the Propraetor, the list of promulgated Edicta,
information to ask for subscription to Nova Roma and other useful
information. The official site of Provincia Italia is on the internet
address http://italia.novaroma.org

II. Maintenance and updating of the site will be cured by a Scriba
Curator Araneum, or by the current Propraetor. All the information
needed to access the server will be kept by the Propraetor and a
delegate.

III. All the Italic citizenship shall add the following URL of the
Provincia Italia official site http://italia.novaroma.org to their own
signature, in every kind of communication with any other citizens of
Nova Roma not belonging to the Provincia.

F This edictum has an immediate effect. Promulgated on a.d. III Idus
Martias
2755 (March 13, 2002), in the year of the consuls Marcus Octavius
Germanicus and Lucius Cornelius Sulla Felix.

I. Questo edictum stabilisce le basi attraverso le quali si svolgerà

A. La definizione della funzione e dell'imperium del Propraetor Italiae è
data dalla Constitutio Novae Romae.

B. CONSILIUM PROPRAETORIS
I. Il Consilium Propraetoris sarà costituito dai Legati e dagli Scribae
nominati dal Propraetor Provinciae Italiae per assisterlo
nell'organizzazione e nella gestione della Provincia, secondo
quanto stabilito dai paragrafi V.C. 1.d e V.C.1.e della Constitutio Novae

presentare la propria candidatura. Tutti i cittadini potranno ambire a
ricoprire il posto vacante. L'elezione sarà sottoposto al vaglio della Curia
Italica (vedi a A.C.) ed in ogni caso discrezione del Propraetor. Se il
Propraetor lo riterrà opportuno, aspetterà
a ricoprire il posto vacante al fine di valutare il candidato idoneo o
nominerà un magistrato pro tempore fino alla definitiva nomina.

IV. Il Proprator avrà diritto di veto sulle azioni di ogni membro
del Consilium. Inoltre potrà destituire determinati membri del Consilium
previa giustificazione attraverso un edictum ufficiale.

V. Tutti i Consiliarii avranno il diritto di diminuire o interrompere
temporaneamente o definitivamente, in qualsiasi momento, le
proprie funzioni e responsabilità, senza alcune penalizzazione, previa
valida giustificazione.

VI. I titoli, le funzioni e le responsabilità di ogni membro del Consilium
saranno definiti nei futuri edicta del Propraetor.

VII. Tutti i membri del Consilium Propraetoris dovranno giurare
pubblicamente il proprio impegno entro la settimana successiva alla nomina
ufficiale, secondo la formula pubblicata stabilita dalla Lex Iunia de
Iusiurando pubblicata su

nome Nova Romano e, tra parentesi il proprio nome legale. Il

della Repubblica Italiana.

C. CURIA ITALICA
I. Con il seguente Edictum il Propraetor crea la Curia Provincial incaricata
di consigliare, assistere e vigilare sull'operato del governo provinciale.
La Curia sarà formata esclusivamente da cittadini della Provincia Italia ed
è espressione dell'intera cittadinanza.

II. Tutti i membri della Curia Italica, denominati Decuriones, esprimeranno
il loro voto durante le votazioni chiamate da questo organismo. I risultati
definitivi approvati dai Decuriones sono denominati Curiae Consulta.

III. La Curia Italica sarà composta da:
1. il Proprateor Provinciae Italiae in carica
2. i Consiliarii Propraetoris Provinciae Italiae
3. i cittadini nominati dalla Curia attraverso i meccanismi che la
stessa Curia
deciderà, in base a competenze, vantaggi e meriti che possono
apportare alla Provincia Italia e alla Res Publica Novae Romae.

IV. Con questo Edictum il Propraetor riconosce l'Auctoritas della Curia
Provinciale e si impegna ad agire di conseguenza, presentando i propri
edicta alla Curia per la sua approvazione prima della promulgazione.
L'esito finale espresso dalla Curia non sarà vincolante nè
discuterà la capacità e la potestas del Propraetor di promulgarli.
L'approvazione della
Curia Italica sugli edicta dovrà essere
specificata in forma espressa dal Proprator all'interno dei documenti
stessi.

V. La Curia è libera, attraverso i Curiae Consulta, di emettere la normativa
di riferimento per il suo funzionamento interno. Essa potrà anche presentare
colletivamente petizioni e proposte al Propraetor, ai cittadini della
Provincia Italia e a qualsiasi altro cittadino di Nova Roma, in nome della
popolazione della Provincia.

VI. Le decisioni e le attività della Curia Italica saranno comunicate nella
mailing list ufficiale della Provincia Italia e riportate nel sito ufficiale
http://italia.novaroma.org/curiaitalica.

VII. La Curia Italica prenderà pieni poteri entro il 3 Giugno 2002 (a.d. III
Nonas Iunias 2755 a.u.c.) e in ogni caso quando il Proprator riterrà idonea
la
regolamentazione interna della Curia stessa. Fino a quel momento la Curia
funzionerà in maniera sperimentale ma senza alcuna auctoritas. Il Propraetor
definirà l'entrata in funzione ufficiale della Curia Italica attraverso un
edictum ufficiale.

D. COMITIA PROVINCIAE ITALIAE

I. Il Propraetor può, a suo discrezione, chiamare la cittadinzanza della
Provincia Italia ad esprimere il proprio parere su temi specifici e di
interesse generale attraverso
un edictum ufficiale. L'edictum in questione definirà le modalità di
votazione.

II. I risultati della votazione dei Comitia non saranno
vincolanti, poichè riporteranno unicamente al Propraetor le informazioni
necessarie per comprendere la volontà della maggior parte dei cittadini
della Provincia Italia in relazione a determinati argomenti ed agire di
conseguenza.

3. I Comitia potranno essere chiamati solamente durante i giorni considerati
idonei dal Pontifex Maximus di Nova Roma (dies comitiales), secondo il
calendario pubblicato dal sito http://www.novaroma.org

E. SACERDOTES PROVINCIALES

I. Il Propraetor promulgherà appositi edicta in relazione al culto religioso
ufficiale della Provincia Italia.

II. Il Propraetor nominerà, attraverso un edictum, i sacerdotes che si
occuperanno del culto religioso ufficiale. Tali sacerdoti saranno i
rappresentanti ufficiali della religio nella Provincia Italia e si
impegneranno alla sua diffusione.

III. Nel caso di partecipazioni ufficiali a riti religiosi, ogni membro del
Consilium Propraetoris avrà il dovere di parteciparvi quando nominato dal
Propraetor. L'eventuale rifiuto dovrà essere validamente giustificato e
potrà essere causa di destituzione dalla propria carica.

F. MAILING LIST
I. La mailing list ufficiale della Provincia Italia e per le comunicazioni
del governo provinciale sarà la Yahoo Mailing List_Italia su:
http://groups.yahoo.com/group/nr.italia.

II. Tutti gli edicta del Propraetor saranno pubblicati sulla Mailing List
provinciale e sulla main Mailing List di Nova Roma.

III. Tutti i Curia Consulta e i risultati dei Comitia saranno
pubblicati sulla Mailing List provinciale.

IV. Le lingue ufficiali della mailing list provinciale saranno l'italiano,
l'inglese ed il latino. Qualsiasi comunicazione espressa in altra lingua
dovrà riportare
la traduzione letterale in italiano o inglese o latino.

G. SITO INTERNET
I. Il sito ufficiale della Provincia Italia conterrà tutte le informazioni
sul governo provinciale, la lista dei Consiliarii, le informazioni
essenziali per contattare il Propraetor, la lista degli Edicta promulgati,
le informazioni per iscriversi a Nova Roma ed altre informazioni utili. Il
sito ufficiale della Provincia Italia è raggiungibile all'indirizzo
http://italia.novaroma.org

II. La manutenzione e l'aggiornamento del sito sarà affidato ad uno Scriba
Curator Araneum, o in alternativa direttamente dal Propraetor in carica.
Tutte le informazioni necessarie all'accesso al server del sito verranno
custodite dal Propraetor e da un suo delegato.

III. Tutti i cittadini italici dovranno riportare l'URL
http://italia.novaroma.org del sito ufficiale della Provincia Italia
all'interno della propria firma, in ogni comunicazione con altri cittadini
di Nova Roma non appartenenti alla Provincia.

F. Questo edictum ha effetto immediato. Promulgato il a.d. III Idus
Martias 2755 (March 13, 2002), nell'anno del consolato di Marcus Octavius
Germanicus
and Lucius Cornelius Sulla Felix.

I have just finished working 12 hours at the hospital, and I approach
this forum only to read some distressing news....the resignation of
Priscilla Vedia.

Needless to say, I shall be talking further with her regarding this,
and I hope that she will reconsider. She has many friends who care
for her, and this friendship doesn't depend on whether she is a
Curatrix Sermonis, Senator, or any other position in Nova Roma.

Unfortunately, Pompeia, for the next couple of days will not be in a
position to pamper the populace in the quickness with which Priscilla
has approved pending messages, answered queries, etc. :) I am
sleeping until later today, and I have to work tonight again.

Sooooooo.......

Please be patient with me for the next, one or two......Kay???? I'll
be moderating, but at a slower pace while I work.



And to be honest, the first order of business is probably to write to
Priscilla and see if I can ameliorate things a bit.

Actually I'm not writing to announce any resignations.
Well I take that back. The former Curator Differium
has failed to pass on all essential information to me
as of yet, and if they do not do so soon, I will be
forced to resign from that position for lack of
ability to perform the duties.

I was told I once that I would make a good senator. I
just quietly chuckled to myself. To be honest, I will
probably never seek anything higher than the office of
Provincial Propraetor. It is in this role that I can
truly become emersed in our society. I personally
feel right now that our Senate is lacking, and my
faith in their abilities is waivering. Oh Caesar,
where art thou when we need you most?

I believe that if you are going to hold an office of
importance, you should be an active participant.

I do not care why Priscilla Serena was overlooked for
acceptance into the Senate. From what I have seen,
minus a few Senators, it could use an overhaul itself.


>From what I have seen in my tenure as a citizen, the
most abundant product produced in Nova Roma is whine.
Someone posts something about religion to the Religio
list and they go ballistic on him/her. People who do
more work than they should have to get overlooked by
someone who is better liked. And then of course we
have silly little debates over silly little issues
like buying an island? How many citizens actually
come together in groups to do things Romanesque? How
many of my fellow Propraetors have taken the time to
contact the citizens of their provincia, just to say
hello?

I hope you will show you are the better person
Priscilla and stay to help out this waining republic
in some other fashion. To lose a citizen of your
calibre is a trajedy, and you will not easily be replaced.
