Ex Officio Propraetoris Provinciae Italiae

I. This edictum specifies the structure and the functions of the
Consilium Propraetoris, which was defined in the Edictum
Propraetoricium I - Regula Provinciae Italiae (par. B). It can be
amended or cancelled in the future by other edicta of the Propraetor
Provinciae Italiae, or by any lex or edictum of superior rank.

II. The members of the Consilium will be divided into two classes:

a. First Rank Officials: they are supposed to follow the guidelines of
the Propraetor responding him directly.

b. Second Rank Officials: they are supposed to follow the guidelines of
both the Propraetor and the First Rank Officials. They respond to the
Propraetor and to the First Rank Official assigned.

III. The First Rank Officials and their functions will be:

A. Legatus Externis Rebus: this official cares external relations with
the citizens of other Provinciae of Nova Roma, and recruitment of new
citizens. He promotes the Provincia Italia, organizing events, both
virtual and real meetings and all the actions needed to support Nova
Roma. He recruits new citizens and contact old inactive citizens. This
Legatus builds collaborations with other istitutions and Provinciae of
Nova Roma. He is responsible for welcoming and advicing new citizens.

B. Legatus Internis Rebus: this official covers internal affairs,
establishing contacts with all the cives of Italia and stimulating the
discussions inside the Provincia Italia, in order to increase the
number of new and old active citizens. He finds the information and the
messages from Nova Roma useful to Consilium and to the provincial
population. He owns the Propraetor's information archive such as the
list of contacts about the members of the Consilium, the access
information of the official website, the census, etc. He manages the
calendar of the meetings in the provincial chat, he organizes
provincial meetings and he calls the citizens during the Comitia
Provinciae Italiae.

C. Legatus Militarium: this official researches, studies and analyzes
the information about the military and fighting arts within the
Provincia Italia. He organizes real and virtual ludi and festivals
about the military contents. He gives information and materials
requested by any citizen who want to approach to these arts (books,
texts, dresses, weapons, etc.). He works in order to create a military
recreation group and to build the first Legio (or Pretoria) of the
Provincia Italia. He is delegated by the Propraetor to contact other
local historical groups and to build projects with them.

IV. The Second Rank Officials will be:

A. Scriba ad Historia: this official will reasearch, study and analyze
the historicaltexts and the informations about the Provincia Italia. He
gives assistance and materials about the Ancient Roman history to the
Consilium and citizens and he helps the officials engaged by historical
recreations.

B. Scriba ad Latinitatem: this official will provide the Latin
translations of the official documents required by other officials and
gives assistance about these contents.

C. Scriba ad Anglinitatem: this official will provide the English
translations of the official documents required by the other officials
and gives assistance about these contents.

D. Scriba Militarium et Gladiatoriae: this official will help the
Legatus Militarium et Aranae. He'll study the military and fighting
arts and help the Legatus organizing real and virtual events.

V. Other Second Rank Officials could be appointed according to the
needs of the Propraetor and the Consilium. They will be appointed as
members of the Consiulium Propraetoris.

VII. If one Office is empty, the Propraetor can appoint a pro tempore
official, waiting for an ideal candidate to be found, by an official
edictum.

VIII. Periodically the members of the Consilium will present to the
Propraetor a report about his works accomplished. The Second Rank
Officials will present this report to the assigned Legati, too.

IX. Members of the Consilium Propraetoris will be part of Curia
Italica, as defined by the Edictum I - Regula Provinciae Italiae par. C.

X. This edictum has an immediate effect. Promulgated on a.d. Idibus Martiis 2755 (March 15, 2002), in the year of the consuls Marcus Octavius Germanicus and Lucius Cornelius Sulla Felix.

informazioni e i messaggi ritenuti utili al Consilium e alla
popolazione provinciale. E' depositario dell'archivio di informazioni
del propraetor come l'elenco dei contatti dei membri del Consilium, i
dati d'accesso al sito internet ufficiale della Provincia, ecc. E' suo
compito mantenere il calendario degli incontri nella chat provinciale,

Comitia Provinciae Italiae.

C. Legatus Militarium et Aranae: si occupa della ricerca, dello

make a lengthy statement regarding all my reasons for going. But I
won't.

Suffice to say, Nova Roma is developing along lines that I never
envisioned, fallen under the influence of individuals who never
should have been allowed to be put into such a position, and it's
just not fun any more.

As some of you may know, the resignations of my friend Flavius Vedius
Germanicus, Pater Patriae, and his wife Priscilla Vedia came after a long
period of heated debate in the Senate. I posted the following letter to the
Senate recently and a couple of Senators have asked me to repost it here. Now
that Germanicus' resignation is officially in the public forum I'm happy to
do so...

Salvete Senatores,

I've been working a lot of overtime recently, and haven't been able to post
much. However, as I look over the latest records, I see we've been having
ourselves quite a time!

Senators have attacked the Censors, and each other. We accuse one another of
being without honor, divulging Senate secrets, being without Virtue, trying
to change the laws, take over NR, and more. Why, we just plain HATE each
other!

Today, Flavius Vedius Germanicus, co-founder of Nova Roma has renounced his
Citizenship. His wife, Priscilla Vedia has done the same.

Germanicus has been saying for some time now that "The Dream is Dead."

Right at the moment, I'm kind of chuckling at ALL of us.

There has been an assumption for a long time that the 'dream' of Nova Roma is
to restore something of Rome. Well, that's only part of it. The real 'dream'
isn't dead - it has been forgotten.

The reason why Nova Roma was founded is that there is nothing more horrible
than being alone and isolated from living 'Roman' community. Before Nova Roma
there was NOTHING. Yes, there were a few reenactor groups out there, but if
you weren't in an area where there was a legion, and you didn't want to put
on armor, tough luck for you.

There were about six of us who were loyal to the Roman Gods, and who wanted
to restore traditional worship. We corresponded by email and snail mail
occasionally.... but it wasn't enough. Apart we were just geeks doing geeky
things that just plain didn't matter, and never would matter to anyone.

Then Germanicus and I decided to try and jump start the process... build
something that would gather the existing people, and attract new people. We
could build a community that would make our crazy love for 'things Roman',
and reverence of the ancient Gods into something meaningful.

Nova Roma, for all it's petty bickering, has been a huge success. There is
now a Roman community where before there was nothing.

People, the only thing we really, truly possess is the one thing we now seem
to hate. Each other. We haven't built Rome yet. All we've done is get
together, and we don't value it!

Feel free to tear each other up folks. Teach that lying, cheating,
potty-mouthed scoundrel across from you in the Senate floor a good, hard
lesson! Be sure to prove to them that they're without Virtue, and grind their
face right down into it to let 'em know you've won.

Me, I'm just glad to be here. I remember the evenings alone with my books,
wishing there were others that I could share the greatness of Rome with. You
lot, with all your faults, are those people... and that's ok. I've sat among
alone among Roman ruins, realizing that I'm almost two thousand years too
late to save the thing I've loved. You lot, with all your faults, are one
hell of a lot better than the feeling I'm the last Roman on earth.

Salvete cives et amici,

Today is a day that will go down in Nova Roman history. Flavius Vedius a
founder of this nation has left us, and so has his wife Priscilla Vedia.

For these two citizens to go to these measures out of discontent from
business going on in the senate is a very grim issue. It is a very powerful
message. I, like the majority of citizens in Nova Roma are largely unaware
of the happings in the senate that generate this level of conflicting views.
It makes me wonder what really is going on behind the scenes to make these
two great citizens leave us. One even helped to create this nation we call
Nova Roma, and it could not of been easy for him to let it go. I understand
that the debates of the senate are not to be public, but I cannot help but
to be curious of what caused this issue... I am sure other citizens must
share this same feeling.

Frankly, I am quite concerned. Our government as it currently is cannot
perform without the senate. Currently it seems as if a major dispute is
taking place within this assembly that has the potential seriously divide
our community. It's not a small thing to see Flavius Vedius leave our
community, I fear what might be comming.

Honourable senators of Nova Roma, I do not know the details of the senate,
although I ask you as just one citizen to please put an end to the issue or
issues that could continue to inflict more loss for our nation. Please keep
at the forefront of your debates the fact that you and all others senators
are the leaders of our republic. You all are very valuable to the wellbeing
of this community, even if your political views are contradictory to your
peers.

I also ask you to please consider the wellbeing of Nova Roma as a whole
before any personal ambitions. This means attempting to repair any rifts
that have come between you and your colleagues. I pray that the future is
more favourable for Nova Roma that it has been for the past few days and I
hope that we have seen the last of these resignations for a while. If this
turns into a trend of high ranking resignations we could be in for a rough
time...

I shall not forget that it is these two men who had the idea of forming a New Rome. In essence,

me a good Roman. This, to me, IS high praise indeed. As a Germanic Heathen, I do not mind
being called Roman, as I am reminded that the Romans have Virtues, Civic and Private, to which
they adhere. Just as mine own Fellows and I in Heathenry, have our Ethics, Morals and Virtues.

I, like Marcus Cassius, look to Nova Roma as a place in which I can share in community with
other Romans.

I, like others, get tired of the politics, the people who grasp at the vaporous "power" within a
free-will association.

I, like others, concentrate on my small part in building a whole city.

I, unlike some, seem to realize that this is a project of many years, not one of many email
cycles.

I am here to honor the Heritage I have from my beloved mother's side. Through some solid
information and family lore, I can trace her paternal lineage to the Horati, so by that, I am
also Roman in line of descent. But, that leads in to the topic of another message. (About
which I have been thinking.)

Suffice to say, I am glum, but, I am staying.

With the leaving of my friend and fellow Nova Romanite Flavius Vedius, I must
disagree with him in one respect. This dream is not dead. I hope and pray
we have not seen the last
of the Vedii, yet it now remains to the rest of us to carry on, to continue
his dream.
Forming and being in on line micro nation is just plain hard,
people. And we need to realize this. We must give those people, all people
involved in this great work their due.
For myself I could resign in protest to the great injustice, in my opinion,
that was rendered to Vedius' hard working spouse but, to so? As I told
Vedius when he asked, I like it here! I searched for a place like this all
my life. Since I was 12 I have studied Rome and the Romans.
My first trip to the Forum was at 14. There was no question that
one of my majors in college would be Classical history, I had received a
classical education in St. Augustine H.S.
So this to me is second nature. Like all those facts about ancient Rome, I
can regurgitate when asked. All those books and endless discussions, about
the republic, the principate, the military and the religio now can bear
fruit.
Should I leave this place simply because of an injustice? What
would a Roman do? While I feel for the Vedii and understand their outrage,
and realize as good Romans a gesture would have to made, I feel I can do more
good inside the republic rather then outside it.
One nameless Senator complained earlier that the people did not
appreciate his efforts. I say to you all, Senators, Equestrians, taxpayers,
non taxpayers. All Romanoi. If you are here for personal aggrandizement,
leave now. There is no "i" in team. Our legacy, like Vedius', is this
republic, whose members make it strong and viable. With its management
ignoring their personal bias and their powers to do the work for Rome, and
our religious literatus invoking our Gods in ways and means the Gods will
find pleasing so they grant our requests and sustain this endeavor.
In 20 years if this republic survives, we will all get our reward,
we will have stamped our footprints on the bricks of destiny, and future
generations of Romans will remember us.
Therein lies our greatness.

On Flavius Vedius Germanicus.
It is often said, there is a fine line between genius and madness.
Flavius Vedius walked that line consistently. Every team needs a loud man
and a quiet one. Marcus Cassius, has always been the quiet one, and that is
good. Vedius was the loud one. He could be the best of friends, advocating
clemency, invoking concordia, but just as easily, hardening into
implacability, preaching discord, spewing invectives at his perceived
enemies. Recently this trend had become worse. I believe this had to do
with seeing the direction his baby "Nova Roma" was going. Much can be made
of this, but once the arrow is released from the bow, only the far seeing one
can truly guide it. Flavius Vedius refused to accept that.
He believed he could shape events by his sheer will, which has little
validity in a volunteer organization. Once the baby is crawling all you can
do is keep it from hurting itself. It is hard to make sure a baby follows a
path.
So it is here in Rome. Since it is composed of individuals,
everyone has their own ideas on how Rome should function, and what our goal
should and will be. Vedius gave us a blueprint of his republic in his
constitution, yet what he meant is open for interpetation, by people who do
not accept his, the writer's, explanation. This was more then he could
bear. So he has left. But you know Romans, I believe if the republic is
beset with danger, if we are surrounded by the barbarians, then once again
Vedius will appear in our midst to save us.
Mark my words, we have not seen the last of Flavius Vedius
Germanicus.
But it is up to us to see that Nova Roma continues on, even without him.

Today is a dies nefastus publicus (NP), a day for special religious
observance when legal business cannot take place.

The Idus of every month are sacred to Iuppiter. An white ewe is sacrificed
to Iuppiter by the Flamen Dialis.

This day belongs to Anna Perenna. Anna Perena is probably the deified image
of an old woman who either represents the indefinitely renewed years, and
hence Macrobius says that offerings were made to her "in order to be
permitted to forever pass the years agreeably" [Macrobius, Saturnalia,
1.12.6]. He also says that people went to sacrifice to her both publicly and
privately. Lydus says that public sacrifice and prayers were offered to her
to secure a healthy year [Lydus, De Mensibus, 4.49].
Anyway, the feast of Anna Perenna was held in her grove near the Tiber, in
the first milestone of the Via Flaminia. Ovidius tells us how the romans
celebrated this day [Ovidius, Fasti, III.523 seq.]:
"On the Ides is held the jovial feats of Anna Perenna not far from thy
banks, O Tiber, who comest from afar. The common folk come, and scattered
here and there over the green grass they drink, every lad reclining besides
his lass. Some camp under the open sky; a few pitch tents; some make leafy
huts of boughs. Others set up reeds in place of rigid pilars, and stretching
out their robes place them upon the reeds. But they grow warm with sun and
wine, and they pray for as many years as they take cups, and they count the
cups they drink. There shall you find a man who drains as many goblets as
Nestor numbered years, and a woman who would live to Sibyl's age if cups
could work the charm. There they sing the ditties they picked up in the
theatres, beating time to the words with nimble hands; they set the bowl
down, and trip in dances lubberly, while the spruce sweetheart skips about
with streaming hair. On the way home they reel, a spectacle for vulgar eyes,
and the crowd that meets them calls them 'blest'. I met the procession
lately; I thought it notable; a drunk old woman lugged a drunk old man."
As a curiosity, an obscure passage in Martial seems to refer that some
sexual license took place in the grove of Anna Perenna, for he says that
Anna's grove "the fruit-bearing grove of Anna Perenna delights in virginal
blood" ("uirgineo cruore gaudet Annae pomiferum nemus Perennae.") [Martial,
EPIGRAMMATON, 4.64.16 seq.].

This was also the day of the procession of the canophori (reed-bearers) of
the cult of Magna Mater. They came from the border of the Almo and entered
Rome to go to Her temple on the Palatine Hill. From today until the Dies
Sanguinis (9 days later), the woshipers of Magna Mater abstained from some
types of food.

The month of March belongs to Mars, who personifies the protection of the
state and the productivity of the community.

Indeed. We have suffered a great loss; nevertheless, there are many
dedicated citizens remaining.

This was a personal matter involving the Vedii. And although almost all
of the Senate took sides and participated in a bitter debate, this is not
indicative of a deep and lasting divide within the Senate.

I will not violate any Senate confidences, but the basic story can
be derived from what the Tribunes have already published: the Senate
voting results.

As the last act of his consulship, Flavius Vedius Germanicus put
several items before the Senate to be voted upon, even though the
voting period would extend into the first week of my consulship. I
saw no reason to disallow it. He then added two more items to the
agenda, nominations of C. Fabius Quintilianus and Priscilla Vedia
Serena as candidates for the Senate. We voted, and both were
approved.

The Lex Vedia Senatoria states:

III. Upon issuance of a Senatus consultum nominating an
individual to membership in the Senate, the censors may, at
their discretion, include that individual in the album
Senatorum.

Priscilla Vedia joined a list of candidates for the Senate, all others
of which had qualified ex officio by holding office as Propraetor
or Curule Aedile for the required period. Caeso Fabius Quintilianus,
a Propraetor and Aedile, was already on that list; in his case, the
Senatus Consultum accomplished nothing except to show that he is
respected by the Senate.

Looking at the Annales, and the lists of present and past magistrates,
I saw that there were sixteen persons who qualified to be considered
for the Senate, and published that list to the Senate. The addition of
Priscilla Vedia's name increased that to seventeen.

No one wished to add all seventeen to the Senate - that would have
nearly doubled our size. And, of these seventeen, there are some
who vanished shortly after being elected to office, and certainly
would not be active as Senators. The Censores, whose decision it
was, decided that the Senate should be expanded by three. (They
also sought to remove two inactive Senators, but that was blocked
by the Tribunes).

The Censors and Consuls together assembled a list of the six leading
potential Senators. Although the Censors could have elected to
act unilaterally and elevated their favorite candidates only, without
consulting anyone, they chose to ask the advice of the Senate. The
two recent nominees, Priscilla Vedia Serena and Caeso Fabius, were
both on that short list.

In late February, the Senate was presented with the list of six names
and each Senator was asked to select three. The candidates who
received the most weighted votes would be presented to the Censores
as our recommendation.

The Senate chose C. Fabius, M. Arminius, and A. Tullius. Each of
the other three candidates received votes, but these three had the
highest point totals as well as the highest number of votes.

The Censores took the recommendation of the Senate and implemented
it exactly: Fabius, Arminius and Tullius were made Senators.

Although the other two candidates who were not made Senators accepted
that decision without complaint, Priscilla Vedia asked for an
explanation from the Censores. They replied on monday morning,
describing the procedure that was used. Unsatisfied with this,
she resigned, and Flavius Vedius followed the next day.

This was a personal issue. This was not some philosophical or
ethical divide. The Senate remains committed to working together.

came across this. I am deeply troubled by this mail. Germanicus was a person,
whom I didn't know, really. I asked him a few questions, disagreed about
things with him, but I always had a worthy and honorable counterpart in him.
He is exactly that kind of a man, who could lead NR to better times. Now
it seems, that some people have achieved the impossible and scared away one
of the founders. What must happen, when the founders of the republic flee
the land?

Actually, this is the second time this event has gone down in our
history. Once before, when our nation was 6 months and one week old,
Flavius Vedius resigned his citizenship and all his offices (censor,
consul, pontifex, augur, senator, provincial governor, webmaster)
with no warning. When that happened, Nova Roma was thrown into a
major crisis; many citizens were lamenting the death of Nova Roma
which seemed evident to them with the departure of one of the
Founders. However, Nova Roma continued with the leadership of the
other Founder, Marcus Cassius Iulianus and the remaining senators and
magistrates. Empty offices and positions were filled, citizen
applications were processed and life went on. We learned that no one
man was indispensable. Flavius Vedius did return several months later
and again made immense contributions to Nova Roma, especially as
dictator during the following year. However, he was never looked at
as essential to the life of the republic as he had been before, even
though he made an enormous impact in the years after his return.

So, while I am sad that he has left, I am neither surprised nor
particularly disheartened. Flavius Vedius will probably return;
either way the baby is walking on its own. Nova Roma will survive,
grow and flourish.
