Subject: [novaroma] Question on Taxes

Last week someone mentioned someone's taxes being sent
in late, and returned by one of the Consuls. I asked
if this meant that if you hadnt paid your taxes before
the "deadline", your taxes wouldnt be accepted. As I
understood it, the deadline was mostly intended for
those who held offices, and if they did not pay their
taxes by the deadline, they would be removed from
office. Pray tell me that if a member of my provincia
pays his/her taxes today, they wont have it returned
to them.

Subject: [novaroma] A poem for a Roman King.
From: "Marilde Goliardi Perdomo" <gmarilde@hotmail.com>
Date: Wed, 10 Apr 2002 00:07:53 -0300
Salvete omnes:
First of all I must tell you that I don't have the intention of starting any
debate. The theory of the Roman officer behind the legend of King Arthur,
despite the strong evidence, is a matter of faith and love of Rome. And it
is also a british national pride topic.
I suppose that some of you want or prefer to believe in that romantic,
celtic, ethereal and almost elvish king. And why not? It's a beautiful
legend. When I read about the possible explanation for it (and it is not a
recent theory at all) there wasn't any room for doubts in my heart.
Everything was clear: his helmet and crest became a crown,
his brave Sarmatian legio a splendid court, his nomen a symbol and his
values...well, they remain so roman!
Maybe the best tribute for him was the involuntary and marvelous creation we
all know, but I wanted to write something hoping that someday Clio will
inspire somebody to offer a dignified poem or prose to the most magical
Roman.
Let me dedicate these words to the Praefecus of the Legio VI Victrix
LVCIVS ARTORIVS CASTVS.

Muses, vitis montana,
not affraid
of cliffs and tides.
Muses of rustic steps,
daggers in the belts
and bitter celery tiaras!

Breeze buds, let us see
the dryad's dress
in a dead tree.
Let the autumnal leaf
mock at the wind,
thief nightingale.

Silent night
of the million hoofs,
no crest to follow.
No Mantuan swans
to sing the sad wars,
no delightful sorrow.

Gentle Amarilis
carries tassels in her arms,
dry sighs
for golden harps.
Silence retreats
and Phoebus glitters.

Through the oakwood leaves
and the poplar ripples,
myrtle and olive green,
the horizon line
ooze echoes
and still shivers.

Graceful Aurora
in purple struts
dances, oh Roman!
by your side.

Eastern Sun,
bronze dragon
of bittersweet rust.
No marbly eyes,
only lost pieces
of many skies.

It was a gelid blade whisper
his misty horse,
chinking and beating
the arduous roads.
Gallant caress of the air,
galloping tear or the morn.

Garlands of words
rested bejeweled
under the shadow
of sacred oaks.
A shadow as warm
as the she wolf's womb.

Lofty dark gaze
warrior eagle,
sprout of the dawn.
A harsh nectar voice,
light gauze and silver,
rent the dense fog.

Oh haughty laurel crown
locked in an amber jail,
polished in forgotten nights
with old memory veils!
The saw the laurel crown
(while sitting by the fire)
turning into gold
like a grieving light.

Sun of the battlefield,
blinding helmet.
Britannica terra
proud Alcmene!
>From the Seven Hills
beautiful Clio
is coming dancing.

Her pyrrhic dance...
blue curls of the Tiber,
firm and fearless steps
and marmor dust in the fingers.

Clio, tearless eyes,
look at oblivion's night
where the roads exhale
saffron scent
and moon petal loricae shine.

Bene valete et mille gratias.
Valeria Constantinia Iuliana.

Subject: [novaroma] THE RESTORATION OF THE TEMPLE OF MAGNA MATER AND JOINT DECLARATIO
From: Caeso Fabius Quintilianus <tjalens.h@telia.com>

THE RESTORATION OF THE TEMPLE OF MAGNA MATER AND JOINT DECLARATIO

History

Cybele, Gods' mother, was worshiped in Pessinonte, Phrygia. She is a
earth goddess protecting the fields and the agriculture. During the
Second Punic War (205 B.C.), The Sybillian Books advised the Romans
to search in Pessinonte for the black stone representing the mother
of the gods. The stone was maintained in the Temple of Victoria. The
construction of a Temple of Magna Mater in Rome started in 204 B.C.
and was finished in 191 B.C. The temple is situated in the south-west
area of the Palatinus and was consecrated in April 10th. The building
was burnt down two times: in 111 B.C. and in 3 A.D. After the
reconstruction-work it was rebuilt by Augustus. The temple by
Augustus was created on an high base with big steps. The front was
hexastyle and Corinthian; there weren't columns on the lates
(prostyle). Augustus showed his closeness to the Religio of Cybele
and his wife Livia was resembled to the goddess. This worship had a
large growing group of followers until the end of the Imperial era
(or until the interdiction of paganism).

PONTIFEX ANTONIVS GRYLLVS GRAECVS OMNIBVS QVIRITIBVS SALVTEM

This is one of the dies nefasti (N), a day on which no legal action can take
place.

This is the seventh and final day of the Megalesia in honour of Magna Mater
(Cybele) and corresponds to the birthday of her temple on the Palatine Hill.
Magna Mater brought Victory over Hannibal, and for this reason her idol was
kept at the temple of Victoria before being deposed in her own temple in
this joyful day in 191 BC. This day sees the culmination of the games with
chariot races at the Circus Maximus. Before the games, there was a
procession of golden statues of the Gods around the Circus: winged Victoria,
Neptune, Mars, Apollo, Minerva, Ceres, Bacchus, Pollux and Castor, and
Venus, in this order [Ovidius, Fasti, IV.389-392; Ovidius, Amores 3.2.43
seq.]. This procession started from the Capitol, going down through the
Forum and the Velabrum to the Forum Boarium and finally entered the Circus
Maximus to witness the games. The Praetor then signaled the start of the
chariot races.

I have receieved same question from one of Pannonian citizens. He
had poor internet access in last months and was not acquainted with
whole taxation procedure. Maybe is late for him now.

So if taxes is paid too late for this year, let this be considered as
tax for next year. I guess it can be easily arranged.

Subject: [novaroma] Re: Position of Acting-Praefectus for France
From: jmath669642reng@webtv.net
Date: Wed, 10 Apr 2002 09:27:04 -0400 (EDT)
Officers, Members of the Sodaltas, Citizens of Nova Roma;

By the authority granted to me as the Founder and Leader of the
Sodalitas Egressus, I hereby appoint Sextus Apollonius Scipio to the
position of Acting Praefectus for France, with the task of contacting
Classcal Institions within that country as well as identifying Roman
ruins / institutions within France.

I am proud to announce that this brings our working force within the
Sodalitas Egressus to seven:

--Primus Pilus Merrulus;
--Beneficarious Strabo;
--Dominus Praefectus for Eastern Europe and North Africa Serapio;
--Praefectus Retarius (Webmistress) Cinna;
--Praefectus For France Scipio;
--Praefectus For Americanus Pudens;
--and myself.

Our Sodalitas numbers 60+ and is growing day by day, as more and more
new citizens become interested in furthering Nova Roma by an Outreach
Program. As one of our new Praefectii has commented, if everyone took
on just a very small part of the work to be done in Outreach, the task
would be done very quickly as "Many Hands Make Light Work!!"

All that is needed, is to contact the above Praefectii, and ask for an
appoinent as a Scribae, and a small portion of the work needed to do.
It has been suggested that sending ten letters by mail is all that would
be required, or a visit to a local Roman Ruin, a museum with a Roman
Display, or provide a Roman bibliography from your local Library and
provide a writeup describing your visit, perhaps with a few pictures.

I am away within the hour, and the person who will deal with the
Egressus in my absence will be Beneficarius Strabo.

Respectfully;

Marcus Minucius Audens

Salve Marce Scipi et salve Quirites,

>>Last week someone mentioned someone's taxes being sent
in late, and returned by one of the Consuls.<<

First of all, the "someone" was me. My collegue Consular Quaestor
Titus Octavius Pius and I have beed responsible for the logistics,
collection, accounting, and transmitting of tax revenues. Both
Honored Consuls have also provided enourmous help. The cive referred
to above had his taxes refunded by me with the knowledge of the
Senior Consul.

>>I asked
if this meant that if you hadnt paid your taxes before
the "deadline", your taxes wouldnt be accepted. As I
understood it, the deadline was mostly intended for

As I understand the Senate's decree, it make no provision
differentiating magistrates from non-magistrates. It states that
taxes must be "postmarked by March 30". Ths Consular Quaestores have
no provision for accepting taxes after this date. To do so would, in
our opinion, violate the Senate decree.

As of this writing, one cive has had his payment refunded and another
asked that his late payment be applied to next year's taxes, which
has been done. Remember, this was out first year. In my input to
the Senate regarding next year's taxes, I will ask them to consider
some mechanism for accomodating late payments.

Valete,
Gaius Popillius Laenas
Consular Quaestor

From: Caeso Fabius Quintilianus <tjalens.h@telia.com>
Date: Wed, 10 Apr 2002 17:25:43 +0200
Salvete Quirites!

I has been my duty and my pleasure to, with the assistance of my
Cohors Aedilis, give You, the citizens of Nova Roma and the whole Res
Publica the first Ludi Megalesia in Roma since the interdiction of
paganism. Ludi Megalesia has been given to honor Magna Mater also
known as Cybele, as it was in ancient times.

It was said in the Sybille books that Magna Mater would protect and
assist the Romans in the Second Punic war if the could find the Black
Stone of Magna Mater. The Stone was found and transported to Rome 205
B.C. and the Romans won the war. Since then Magna Mater have been
worship with deep sincerity in Rome until the interdiction of
paganism, even though her worship was strange to the Romans.

During the Ludi Megalesia we have had a contest in writing a literary
work, a contest in horse-racing and an initiative to support the
re-building of the Temple of Magna Mater in Rome. I now wish my
Colleague the Junior Curule Aedile Illustrus Amulius Claudius Petrus
Good Luck in the coming Ludi Cerialia!

It is the hope of my Cohors and myself that You the citizens of Nova
Roma have enjoyed yourselves during the Ludi Megalesia. My Cohors and
I hereby thank all who have participated in these Ludi or enjoyed
them and the contests and ask all citizens to go to:
http://italia.novaroma.org/cohorsaedilis/ludi/megalesia/temple.htm to
see how You can assist in the re-building of the Temple of Magna
Mater in Rome.

I hereby declare the Ludi Megalesia of the year of 2755 A.U.C. closed!!!

Bene Vale Gaius Popillius Laenas,
I appreciate you taking the time to answer my
question. Had I remembered the deadline myself
(thanks to the gods for providing someone kind enough
to cover my gluteous), and also had I realized that
any late submissions would be denied (this one still
gets me), I would have pushed my provincia even harder
to get their taxes submitted.

However, I will make sure that next year, I and my
legions motivate our population sooner. I also think
it is quite sad the number of provincia (many with a
lot more civies than our own), who only had one or two
citizens pay these taxes. I personally was against
the tax lex, but until it is overthrown, I will
continue to encourage my family (my provincia) to do
their best to support this Republic.

We would be delighted if you would consider posting this URL and
information about the course to your website.

In this non-credit course, the faculty consider a variety of
typical inhabitants of Rome and important locales in the Eastern
Mediterranean: Karanis, Ephesus, and the Nemea Valley. In addition,
they offer an historical overview of the transformations in the
empire during this turbulent era and a special section on the
practice of archaeology. Students have access to extensive images,
audio and video of the professors, regional maps, an interactive
timeline, and a comprehensive glossary from any point within the
course.

The course is available through Fathom (www.fathom.com), the online
learning site featuring content from a prestigious consortium of
fourteen academic and cultural institutions including Columbia
University, the University of Chicago, and the British Museum, in
addition to the University of Michigan. The Fathom audience consists
of lifelong learners around the world.

If you are interested in pursuing this idea, or if you have further
questions, please let me know.

Salvete Romanoi!
I have recently discovered that sometimes magistrates and citizens do not
receive timely
replies to questions, statements, etc., from others. What should be done in
such a case?
Well, before assuming the worst (he does not like me, he is too busy for me,
I'm not important enough, he doesn't care...) why is there not another
repost? Or another? Do one daily for a week. If that gets no response,
then assume the worst. SEE ABOVE. :)

The thing you all have to remember is that the internet still is not 100%
reliable. And as we transfer more and more business to it, there are going
to be gaps and glitches that we are going to have to deal with. I propose we
deal with it sensibly and not assume the worst.

It was a wonderful celebration Caeso! It was my first time ever in Nova Roma
seeing the main list no longer full of political debates. It was an unusual,
but pleasent change for a few days. As a nation we came together to honour
Magna Mater and to have some fun. This is exactly what I believe a ludi
celebration should be!

Your whole staff did an excellent job. They are all a very talented and
skilled group. Congratulations to you all on a fine success in organising
this years Ludi Megalesia!I look forward to future ludi that will be under
your guidance!

Thank you for your best wishes! I only hope my fellow citizens have enough
energy to continue the celebrations for another eight days after all the
loud cheering at the races. =)
