This is indeed sad news.  I hope, above all, that nobody was hurt. 
 
I had the privilege of meeting the hotel manager two years ago when I  
was at Roman Days.  She was kind enough to drive me all the way to  
Reagan airport in D. C....through the thick traffic.  She  
wouldn't 'hear' of me cabbing it in.  Nice lady, and really enjoyed  
running the place.  She is a former teacher. 
 
Alot of NR memories and legion XX memories packed into that place.

I would like to address one of your questions:

For the most part, they paid nothing.  I believe I may speak for them  
when I say Titus Octavius Pius, the current Consuls, and I beleive we  
did offer the "cheapest and easiest way to pay taxes" through  
Paypal.  Paypal fees, modest as they are, were paid by the Republic. 
 
Those who could not, or did not wish to, use Paypal sent checks or  
cash (cost of postage - 34 cents int he USA).  A few sent Money  
Orders which I'm sure carried some additional fee. 
 
Please pardon me if I sound defensive, but what other means of  
payment is available?

Very true. From the time we were elected, to the time when the taxation 
period started, we looked all around for various methods of transmitting 
money internationally, which really is a great hassle. PayPal was, and 
still is as far as I know, the cheapest way to transfer money from 
Europe to the US, for instance.

Those 34 cents turned into quite a lot more when you wanted to send 
money from foreign countries. Still not a lot, but I can see why sending 
cash in mails isn't a preferred method of payment - the safety/security 
is very low. Money orders, at least from Sweden, costs more than the tax 
of $12, thus requiring citizens of a nation with a third the GNP per 
capita to pay twice the amount US citizens, for instance, would pay. 
Meaning it roughly would cost us $72, if considered as a percentage of 
yearly incomes in Sweden vs. the US.

There were none we could implement with the time and resources we had 
available, Gaius Popillius, but that does not mean that there are no 
better ways of conducting the taxation. For instance, following the 
example of several provincia, we could collect the money on a local 
basis first, to then be transmitted in a "bulk transfer" to the central 
treasury. Perhaps through the governors, I don't know. Anyway, I for one 
would appreciate any suggestions as to how we could further facilitate 
payment of taxes for our citizens, to (perhaps) broaden the ranks of 
assidui. :) 
 
As usual, I mean no disrespect to anyone, I'm just voicing my opinion 
here. If anyone feel offended, please contact me in private and I'll be 
happy to discuss the situation.

  In no way I wanted to say that you did "nothing" to enable citizens  
to pay less for commissions. 
  You know that many people haven't a credit card to use PayPal and,  
as Titus Octavius Pius rightly said, sending cash in mail has a low  
level of security. 
   
  In fact I was exactly thinking to money orders. Titus Octavius Pius  
tells us that a citizen in Sweden could also pay $72 to be considered  
assiduus! How much would it cost send a money order from Sweden to  
Italy? Less. In Italy I spent about $4 to make my money order!  
Imagine that the citizen in Sweden makes his money order to a person  
in Italy. He would surely pay less than $72!!!  
 
We could find a person to send money orders to not only in US but  
also one in Europe, for instance. It would reduce the costs for  
commissions of european citizens.
