[novaroma] A Note on Quaestors |

Salvete Omnes:
I am not writing this to discredit any of the quaestoral candidates,
I am writing merely to extend 'credit' where 'credit' is due (no
quaestoral pun intended ! )
I would just like to extend my 'bouquet' to the current Consular
Quaestors, Octavius Pius, et Gaius Popillius:
Without divulging more than I should, I know how much work Gai
Popilli undertook to accumulate bonding quotes from various
companies, and I am sure his colleague Octavi Piue did the same.
In the short time they were give a green light to organize the Nova
Roma tax protocol they did an outstanding job, devoting alot
of 'unpaid' time and energy into giving Nova Roma the most expediant
and economical means of accruing funds for her.
And I might mention the time they took to keep records of who paid,
and forwarding this information to the consuls....big, big, job.
Building the treasury of Nova Roma. Talk about abiding by one's oath
of office.....
Are there other means? Yes, I am sure. But often these devices take
time to discover and to put to fruition. The current quaestors did
not have the option of time. With what time they had, they did very,
very well.
I wish the current Quaestoral candidates well, and my words are not
meant to tarnish any of your campaigns, but merely, I wish to point
out the tremendous amount of work the Consular Quaestors to date.
Quite often the work that is done by various magistrates in Nova Roma
is obscured. I only mean to shed light on two Quaestors who have
done an exemplary job for Nova Roma, in my appraisal.

I wish to announce that I will be at a Provincial gathering this
weekend, returning Monday Maius XX, about 'noonish'. :)
My Senatorial Colleague et Priestess of Minerva, P. Cassia, will be
in charge of list moderation matters for the weekend. My thanks to
her.
I shall deal with any Praetoral, Senatorial or Sodalitas concerns on
Monday.

Ex Officio Curile Aedile Caeso Fabius Q.
Edictum Aedilicium XI about the appointment of four Domini Factionum
During my two first Ludi my Cohors Aedilis have developed the four
historical organizations (teams) in the Ludi Circenses that are
called Factiones: Russata, Praesina, Veneta and Albata. We have now
found that it would be good to have a Dominus Factionis (Team leader)
for each of these.
I. Each Factio shall have a Dominus Factionis. The Dominus Factionis
will have the following tasks:
1. To manage the advertising of his/her Factio on the Nova Roma main
list (novaroma@yahoogroups.com) and use the web page of the Factio (a
page on the Cohors Aedilis (Caeso Fabius Q.) web-site or a web-site
of their own organized by the Factio itself as agreed with Quaestor
Aedilis C. Fabius Quintilianus Illustrus Franciscus Apulus Caesar)
2. To enlist new Chariot-owners (members) for his/her Factio
3. To organize chats, meetings and everything needed to improve the
activities in his/her Factio.
4. To keep keeping the spirit of the Ludi Circenses alive until the
end of 2755.
5. To be the chief and foremost representative of his Factio behaving
with proper Romanitas, supervised by the Senior Curule Aedile
II. The Dominus Factionis for each Factio will be appointed among
those citizens who have competed in the Ludi Circenses in Ludi
Megalesia and Ludi Florales. He/She will have to announce their
candidacy for the position of Dominus Factionis for their Factio on
the Nova Roma main list (novaroma@yahoogroups.com) to become the
Dominus Factionis for the Factio that they have competed for during
these Ludi.
III. The following citizens will automatically be appointed Dominus
Factionis based on their standing (points) within their Factio if no
other candidates announce themselves. Otherwise these four candidates
will be treated as candidates that have announced themselves publicly
on the Nova Roma main list, each for his Factio.
Russata: Honorable Marcus Minicius Rufus
Praesina: Honorable Caius Curius Saturninus
Veneta: Honorable Gaius Cornelius Ahenobarbus
Albata: Honorable Marcus Octavius Solaris
IV. When there are more than one candidate for the position as
Dominus Factionis, I, the Senior Curule Aedile will ask Juppiter
Optimus Maximus for guidance and toss the dice. This way divine
fortune will decide who will become Dominus Factionis for each Factio.
V. If no candidate will announce themselves on the Nova Roma main
list and the candidate published in III. in this Edictum will not
accept the position as Dominus Factionis, the Senior Curule Aedile
will appoint one citizen Dominus Factionis for each such Factio based
on the Team standings (points).
VI. To build a more stabile organization of the Domini Factionum in
the future, the Cohors Aedilis (Caeso Fabius Q.) will organize an
election for a new "Dominus Factionis" for each Factio to serve for
the whole of the next year (2756) in November 2755, well before the
main elections.
VII. This edictum becomes effective immediately.
Given May the 18th, in the year of the consulship of Marcus Octavius
Germanicus and Lucius Cornelius Sulla Felix, 2755 AUC.

I absolutely do not feel hurt or discredited by your speech! On the
contrary, your words are very polite and above all right. I agree
with you and by expressing your opinion you underlined exactly what I
want to say:
The two Consular Quaestors did an outstanding job to organize the
Nova Roma tax protocol: I admire their exemplary dedication and
really thank them! But why should they be alone in these efforts
concerning financial matters? We have more than two Quaestors! I am
sure that if not all the Quaestors can deal at the same time with the
same matter (i.e. taxes), there are a lot of financial related
matters they can deal with, can't they?
As Quaestor Octavius Pius wrote, the fact that a way to collect taxes
has been found, doesn't means that it can not be improved! Perhaps it
could be easier for the Consular Quaestors if also the other
Quaestors collaborate with them on this matter.
I remember a message posted last year by Marcus Cassius Julianus
about the Nova Roma land project. Its title was "Ah! If we only had
one million dollars!". This is obviously an utopian target FOR NOW.
However, if we want to organize more and more beautiful meetings and
reenactments events, if we want to give more contributes to
archaeological projects, if we whant, for instance, to publish a Nova
Roma magazine, etc. we will need money, so a good financial policy.
You will agree with me if I say that Gaius Popillius and Octavius
Pius can't deal with this matter alone! (and in my opinion it also
wouldn't be right)

I thank you humbly for your kind and eloquent praise. I dare speak for
my colleague when I say that we have both done our utmost to enable as
many of our citisens to pay their taxes as possible. Sometimes it feels
as if maybe I should have tried harder, sought out alternate solutions
for the problem with transferring funds...as many of our citisens have
failed to pay, at least in some part due to difficulties in doing
so...but with only so much time, as well as the state of development of
the international infrastructure, I hope my performance has been at
least satisfactory, thus far.
And by your statement, I suppose it has been. Thank you, again. :)
