The following Edictum was originally going to be posted by the
former Propraetorix
Secunda Cornelia Valeria, but never was. My first offical act as the new
Propraetor for the
Province of America Medioccidentalis Superior is to publish it.


Provincial Edictum #5

The following Edict is issued under the authority of the
Propraetor of America Medioccidentalis Superior Province(AMS). It pertains
to the administrative organization
of Province AMS.

This Edict is promulgated to provide a more responsive
government for the
Citizens of Nova Roma that live in the Province AMS. Furthermore, it is
also to organize
and streamline the administration of the Province.

1. Provinca AMS will be divided into Three Regio’s.

2. All Regio’s will be lead by a Legatus Major appointed for the task of
administration
by the Propraetor.

3. Regio’s:

A. Regio Campus, includes the State’s of Nebraska, Kansas, and
Missouri.

B. Regio Silvestri, includes the State’s of Iowa, Minnesota,
North Dakota,
and South Dakota.

C. Regio Montanus, includes the States of Montana and Wyoming.

4. Coordinating Instructions:
a. Each Regio will be led by a Legate Major appointed by the Propraetor
for one year terms. Each term maybe extended for multiple one year terms
upon mutual agreement
between the Propraetor and the Legate Major.
b. Each Legate Major will have the authority to appoint a Legate Minor for
each state
in the Regio.
c. Each Legate(Major & Minor) will have appointment authority for Assensi,
Webmasters, and any other functionary deemed appropriate for the
administration of the Regio.

5. Communications and Coordination:
a. Legate Major and the Propraetor will comprise the Provincial Council.
The propraetor will convene meetings of the Council on a Quarterly basis
to examine current issues and
challenges to the growth of the Province.
The preferred method of communication will be via Instant Message (IM)
i.e., AIM,
ICQ, Jabber etc. When the situation dicates the Telephone will be used.

I ask that all Citizens of AMS Province join the AMS_NR list at
Yahoogroups as soon as possible.

The Ludi Vestalia are upon us! I will briefly outline the planned
activities here, but will post separate e-mails describing each event
in
more detail.

I apologise if anyone receives multiple copies of this, but I have
posted it
to several lists, to reach the maximum amount of cives.

Given how successful my colleagues have been in entertaining us all,
I have
decided to give these Ludi a slightly different tone. Although there
are
other activities, the main feature of these Ludi is a great project,
that
one will last much longer than the Ludi themselves.

1) The main feature of these Ludi is a project, a project which any
civis
can contribute to.
2) I will organise a chainquiz, which, once again, anyone can join
in. The
first person to answer my question will be able to ask their own
question!
3) In addition, there will be a vote to decide who has given the
greatest
cultural contribution this year.

The main event of these Ludi will be a project - in essence, this
will be an
encyclopaedia, detailing the lives of Romans of history.

These biographies can be of any Roman - from generals such as Gaius
Marius,
to politicians such as Marcus Aemilius Scaurus, to writers such as
Plutarch
or Ovid, to lawyers such as Cicero, to the many emperors, to any
other
Romans who you consider interesting! I shall start the ball rolling
with
the life of my namesake, Curio, but I await the stories of the lives
of
other Romans with eager anticipation!

I am now calling for contributions to this encyclopaedia - any civis
of Nova
Roma can write such a biography for inclusion in the encyclopaedia.
They
need not be more than a few paragraphs. This biographical dictionary
shall
be accessible from the main Nova Roma page, and shall be updated when
I
receive new biographies.

Please e-mail it to me at Marcusscribonius@hotmail.com - as well as
the
biography, please inform me of your Roman name, so that I can credit
you
with its writing!

I hope that, in the future, this will prove to be a valuable research
tool,
and the building of it will continue long past these Ludi.

Another event of these Ludi shall be a very light-hearted chainquiz.

those who do not know how this works, here are the details:

I will post a question about an aspect of Roma - it could be about

life, culture, history, politics, or another aspect of Roma Antiqua.

first person to answer correctly will have their question posted, and
it
will continue from there.

If you know the answer, then please e-mail me at

I am very much pleased to hear from you and you have honored me greatly
by your concern as to my relative silence. While there are those who
would bless my continued silence, on this list (Grin!!!!!!!!!!), I do
thank you for your concern and the friendship that such implies.

While I am indeed sorry about the necessity of your withdrawal from the
Quaestor Race, I applaud your honesty and straightforward attitude. It
is nothing less than I personnally expected, but I am pleased to see
that other citizens now also know you to be the gentleman of great worth
to Nova Roma that I had much earlier determined. I note that your work
for the Egressus continues to pour in, regardless of your being engaged
in an election campaign, which to mmy mind is extremely worhty of
comment and congratulation, but again nothing more than I expect from
you, and I would hope that others in Nova Roma would take note of that
additional activity, as well as your willingness to support whoever will
be finally elected to that position. As you so well say, my friend, the
final goal here is not who recieves "the title", but very much rather,
the work that is accomplished. Not who fancies him / herself as "the
best", but rather who works the hardest for those who support him, and
the quality of productive work thereby accomplished. In that respect,
you have done very well, better than any other in my estimation, in
supporting the Egressus / Nova Roma as was your pledge to do, as well as
your well-stated inquiries into your intended office goal, and your
willingness to work with whoever is pleased to have you assist them.

I, must tell you however, that I will not support your bid for a special
age dispensation from the Senate. I have my reasons for this, and as
much as I admire you, and your efforts to date, such is not an NR
emergency. I do not believe that the Senate should consider such
requests, save in the case of an emergency, since such is a law of Nova
Roma. However, I will do the following:

I will urge Praetor P. Strabo to immediately offer to you the task of
Praetorial Scriba to be assigned to me, her assigned Quaestor. You will
in this position, if my request is granted, work closely with Praetor
Strabo and I, in determining the anticipated structure of some
documentation previously agreed upon between the Praetor and myself.
This will give you an ample opportunity to prepare yourself to take up
the gage in January and run for the position of Quaestor for a full year
with my again, complete and most enthusiastic support. I am also sure
that Senator Strabo will be pleased to support you for this goal as
well.

As most people who have been on this list for a year or more, already
know, I am a military first-person reenactor in my country, and I am
actve in the reenactment of four periods of history which interest me.
These would be in calendar order, Roman Empire (Emperor Domitian /
Legion XXIV / Ludi Maximus Gladitori), Seven Year's War (French and
Indian War in the U.S.--1758-1762), War of Revoluton (1776-1783 / U.S.
vs. Great Britain) and the American Civil War (1861-1865).

This reenactment season begins in Early May of each year, and is
normally finished by the second week of November. During that period of
time, I am engaged in reenactment actvities all over New England, and
sometimes into the Mid-Atlantic States. So far, for this 2002 season, I
have scheduled some 30-35 activities during this period, and of that
number have completed eight of them during the months of May and early
June. Each of these activities require planning for tansportation, food
and lodging at or near the site, the choice of the materials I will take
with me in clothing weapons, and accoutrements, as well as a selection
of materials for camp setup, display, and practical use during the
event.

(Some event organizers have asked me to provide an extensive layout and
display of maps, drawings, weapons, instrumentation and models on very
specific subjects for the education of the public, which I am pleased to
be able to do).

Following each event, I try to write a comprehensive After Action Report
for the benefit of those who are interested in such.

Finally, I must allot a certain amount of time to the repair of my kit,
and to the construction of new models, instrumentation and equipment for
use in the displays and in the field. This includes my "Senatorial Kit"
as well. The models of the bridge and tower, drew a very great interest
at Roman Days, as well as my drawing / sketch display board. I am now
planning the next model to build (perhaps a catapult) as well as the
construction of a larger second display board and the completion of two
partially finished Civil War Displays, and two bridge kits, and one
Roman ship model sitting on my hobby shelf. There is also another
gentleman in NR who is suppose to be working with me in the building of
slings. I also want to work on the following projects as well:

--Wax Note Tablet;

--Build a Model Roman Fortress / Signal Tower;

--Design and build a primative wooden bow, with arrows and
accoutrements;

--Gladiator training weapons;

--Roman Maps;

--Your North African / Middle East Sketches and Writeups;

--Roman Surveying Instruments.

In accordance with this hobby I maintain a membership in seven units /
organizations at a lower level, and four higher level "blanket"
organizatons. One of the lower level organizations, I am the commander
of, in a second I am the President, and in three others I serve on the
Officer's List. I am active as an officer in two of the four higher
blanket level organizations, and in addition to those, I serve as the
"Engineer" at a Civil War Fort (Fort Nathan Hale) Restoration Project in
New Haven, CT. I am also a lecturer, and have been honored to appear
and make presentations (some 30+ occasions) in uniform to many different
groups interested in these periods of history.

In the Civil War Unit of Topograpghical Engineers, of which I am the
commander, I have just as long a list of "future projects" for my Civil
War displays and instrumentation as I do for my Roman projected "future
project" list.

So my good friend Serapio, if I am out of touch for a few days, you will
realize that I am either involved in some extensive organizational
effort, wih one of the above activities, or I am very likely, to be
busily engaged in some "away" aspect of the above described events. I
am retired from two careers and am determined that my third "career"
shall be devoted to what I wish to do, and not what some company or
supervisor "expects" me to do. That part of my life is hopefully over
and done with.

My thanks to you for your concern, and for your friendship. I hope to
get to see you when you next visit the U.S.

I read with some amusement and a great deal of familiarity your comments
regarding the subject. While I did not indulge in N0-Doz and cheap
pizza

(I went to college after completion my Naval Career to get a teaching
degree in History)

I did "sweat" just a tad over my books. However, I had a fairly easy
time due to my experience as a Senior Naval Instructor, and Instructor's
Instructor. Most of my college teachers did not have the skills or the
teaching ability that the U.S. Navy demands from it's senior
instructors, and my problems were generated not from the class
assignments or examinations, but rather trying to keep my mind on what
was going on in class as opposed to having a gigantic and very well
administered library and a host of educated and dedicated librarians at
my virtual beck and call.

I got into Basic Archaeology I by mistake, in my first years in college,
and was pursuaded to stay there instead of taking the intended Basic
Antropology I as intended. My interest was peaked, and after the second
week in the course, I was hooked!!!!

My basic curiosity while in the Navy had led me to such places as
Pompeii, Rome, Rhodes, Sicily, Crete, Spain, North Africa, Netherlands,
Turkey, Athens. Malta, and the Suez, the crater rims of Vesuvius and
Aetna. This gave me an excellent basis of independent study during my
college years, which, as I have indicated, caused me some trouble in
concentration. Later visits to Europe have allowed me to explore
thoroughly Hadrian's Wall, and put my formalized schooling to work. I
have been involved in individual work on the beaches of Crete, picking
up potsherds, and an exploration of Indian rock carvings in the desert
of Northern Mexico. I have had the pleasure of being involved in a dig
in San Diego placing the correct orientation of the Spanish Pueblo
there, a dig at one of the many Spanish Ranchos in Alta California, and
the tracing of the Spanish Road up the Baja California and the dig and
restoration of the Spanish Missions at San Diego and at Monterey.
Recently here in CT, I have been pleased to be involved in a dig here,
with a good friend of mine, which has yielded a great number--(300-400)
indian artifacts, and about as many questions regarding the site as the
research answers (Grin!!!!).

I am extremely interested in Roman Archaeology, and have collected works
on the Roman Docks on the Thames River in London, the Digs at Masada,
and the progressing Digs at Jeruselum, Roman Cities, Houses, Public
Buildings and Roads in Roman Britain, Construction and culture of Roan
Naval ships and the Naval culture, the study of Centurianization, and
the design and construction of Roman Roads, Dams, Sewers, Mines, Mills,
Bridges, Ports, Aqueducts, Tools, Materials as well as study of
Military and Civiian Engineering and Mapping.

I have just recently returned from a facinating visit to Bergen, Norway.
The reconstruction / restoration of the ancient "Hakken's Hall" and
"Rosenkrantz Tower" which suffered the explosion of a German ship
"Voorbode," carrying a large quantity of explosives in 1944, is nothing
less than spectacular, considering the damage to both from the
explosion.

The "Bryggens Museum" and the "Hanseatic Museum," of that city, are both
of significant interest to those interested in ancient European History.
The first is devoted to the layout of the city of Bergen, and the
stuctures to be found there from the early 1100's both in the
Architectural and Cultural Aspects of the City, being a "site museum"
(that is a museum built over the site of the Archaelogical findings."
The Hanseatic Museum, is built in a large structure in which resembles a
"factory" of the period under the domination of the Germans, and which
is in fact referred to as the "German Office." While these items
specifically are "off-topic", here in NR, the basis of both the
Architechtural / Cultural findings in the Bryggens Museum, is very
similar in many ways to those elements found in the study of Roman
Archaeology. There is also a similarity in methodology in the Hanseatic
Museum, which to my mind is "comfortable" with my studies in Roman
History.

At "Roman Days" this year there was a very nice display of some model
buildings made from light cardboard (apparently from England) which are
"punch -out" versions that come in special books. The "Accropolis" was
exhibited as well as the Roman Collosium, with a sectionalized cut-away
view, a large Roman Villa, and a Roman Fort, whose roofs could be
lifted off for an interior view. I did not have a chance to speak to
the person in charge of the display, and if anyone knows the publisher
to contact regarding such works, I would very much like to have the
information. I have asked Cesor Cincinnatus to ask after this
information, and of course, this is the reminder that he requested of me
(Grin!!!!!).

There was another gentleman present who had brought some "Roman Period"
Games and some painted minatures, with some game booklets about the
methodology of creating your own military minature games, Very
interesting. Also, some of the reenctors mentioned the publication
"Strategicon" which is published by ProConsul Q. Fabius Maximus, a
Senator of NR, who is an expert of the Roman Military through the ages.
Those who were subscribed to the publicaion indicated that the
information contained therein was very accurate and useful in the
creation of military games or in the mastering of the techniques which
are associated with such. From my own experience, and from a copy of
the magazine, which was very generously given to me by Senator Maximus,
I am pleased to echo the sentiments of the gentlemen mentioned above

Another excellent display was one dealing with different carpentry tools
during the period of Christ. Of course, I should be totally remiss were
I not to mention the excellent military displays put on by the XXth and
XXIVth Legions as well as the Ludi Maximus Gladitori, each one of which,
I shall be pleased to cover in a later After Action Report.

In closing, Mistress, I would make so bold as to observe that the
interest and efforts in Archaeology world-wide are well recognized in
the many aspects of Nova Roma. From the support of a Museum along
Hadrian's Wall to the obvious interest of the newly discussed possible
library of scrolls to be found in Pompeii. From the somewhat dated
studies of Pompeii, Herculineum and the Roman Navy, to the new aspects
of the North African portion of the Empire as covered by Dominus
Praefectus Serapio and the also new references offered by Praefectus
Scipio and his efforts in France. I have recently mentioned on this
list two Roman Fort excavations, one in England and another at the mouth
of the Danube River presently under operation and open to volunteers
through the "Earth Watch Institutute" for those interested in getting
thier hands into an authentic Roman Dig.
