Yes. It would establish a floor for the tax rate.

Yes. In fact, I was one of the first people to suggest tying the tax
rate to macronational GDP, way back during the very first argument over
taxation. I remain convinced that such a tax structure is the most
reasonably fair method of taxing our cives.

In principle, yes. However, the $6 US rate is one-half the amount that
will be asked of cives who reside in our wealthiest nation. This seems
to me to be a reasonable compromise between the need of the state to
collect money and our desire to fairly tax our cives. If we weren't
talking about such a relatively small sum, I'd agree that the floor was
unfair. As it is, though, $6 should be reasonably affordable for most
everyone.

Yes, I could have asked for the tax rate (now 1/3000th of GDP, IIRC) to
be increased across the board. However, over half of the countries in
which our cives reside currently have a tax rate of less than $4 US. Of
those, roughly half have rates of less than $3 US. Considering the
overhead charged when transfering money internationally, it almost seems
counterproductive for cives in these countries to pay their taxes. So,
rather than more than double the taxes of all cives, it seemed
reasonable to simply establish a relatively low floor to the tax rate.

§A gold mine threatens a great archaeological site§

A Canadian firm, Gabriel Resources, will open a gold, silver and
uranium mine which will destroy several important archaeological
sites in Romania. The choosen place for what will be the biggest
European opencast mine is Rosia Montana, the Roman Alburnus Maior, on
the Apuseni mountains.

The mining activity in this area is thousands of years old. Several
mines of the II century B.C. can still be partly travelled over.

Besides iron ores, Rosia Montana is famous in European archaeology
because of epigraphical evidence found there. Just two year ago, a
Frech-German team discovered funeral steles and a large number of
Roman altars with votive inscriptions.

The Canadian project even provides for the complete destruction of
the actual center (which will be re-built elsewhere...) with its
monuments (eight churches and nine graveyards) and its archaeological
strata.
Here they will settle one of the four shafts provided for.

The Rosia Montana valley is part of the national protected Property.
An international campaign is underway to save the ancient evidences
of that area. This campaign involves Rumanian archaeologists like
Gheorghe Lazarovici (Univesrity of Cluj), Marius Ciuta (University of
Alba Iulia), Sabin Luca (University of Sibiu). The mobilization
culminated with an appeal to the highest national authorities by 83
academics of the Academy of Economic Studies of the University of
Bucarest, in order to stop this operation. In fact, according to a
close examination, this project would not even provide the populace
with relevant economic advantages.

The World Bank has already announced, through the International
Finance Corporation (IFC), that they will not finance the project of
the Gabriel Resources: James Wohfensohn, the president of the World
Bank, intervened directly to block the loan.

The gold of this area of the Carpathians has been mined and traded in
the whole of Europe since prehistory. Trajan's column shows the Roman
occupation of the Apuseni mountains. It was a conquest which led to
Rome so much gold that its price was depressed for decades. Even with
this depreciated price the sheer amount of gold provided for the
financing of ambitious projects like the construction of the
amphitheatre in Verona.

The project of Gabriel Resources provides for the forced transfer of
2,000 people: most of them are actually employed in more than 700
farms. Production processes using cyanide, which has already
caused a lot of ecological disasters, and which are illegal in the
rest of Europe, are proposed. Just consider that about 196.4 million
tons of cyanide waste will be created. A real ecological predicament
is
looming, and unfortunately it would not be something new in Romania.
In fact, with the same mining process in another mine in Baia Mare,
water for 2,500,000 people was contaminated.

As Senior Curule Aedile and Propraetor Provinciae Italiae, I support
and promote the project of Illustrus Manius Constantinus Serapio
supporting the community of Rosia Montana in Romania.
I don't understand why the Senate rejected the proposal of our
Illustrus Consul, it was very clear and it didn't need money or fund-
raising. I think one of most important goals of Nova Roma is the
conservation of our common "Roman Tresury", any ruin, building,
text, thing, stone about and of Ancient Rome must be protected by us
in any way.
Maybe I was the first to sign the online petition after the
signalation by Serapio and I'm very happy to know that several
organizations and universities in macro-nations are supporting
Alburnus Maior.
I invite everybody to sign the petition and I invite our Illustri
Senator to promote this project voting an official support in the
next Senate Agenda.
The Office of Curule Aedile will give you other news about Rosia
Montana as soon as possible.

They seemed to consist only of a message board, on which they

It now appears to have disappeared; the message board formerly at

"Imperium Nova Roma" will be marked as VANISHED on our Imitators page.

"New Roman Republic" (respublicanova.tripod.com) has shut down.
Their site now refers people to Nova Roma and to "Imperium Romanorum".

"New Roman Republic" will be marked as INACTIVE on our Imitators page.

I learned of "Imperium Romanorum" for the first time today. They
claim to have existed from "2743 [sic] (2000 AD)". Much of their
Constitution was lifted directly from ours (yet they claim to be
the only "true heirs of that great civilization").

Last year in November, the idea was tossed around about
creating "Colonies". Well, here is an INITIAL outline for discussion.
Comments on here are requested and desired, but please respond

specific additions/suggestion(s) for the Lex.

It is my desire to have this added to our body of Laws later this
year, and this is the initial steps toward that goal.

Lex Tarquitius Colonie

I. Whereas there is a strong need for more Nova Romans to be active
as a group and as individuals, the following is proposed:

1. Within a given Providence as geographical boundaries, A group of
THREE (or more) DUES PAYING members may petition to create a colony.

2. Applications for all Colonies must be submitted to the Consuls and
the Senate AFTER it is approved by the Governor.
1a. ALL applications are required to be voted
approved/disapproved within 60 days of presentation of the
Senate.
1b. All Colonies awaiting approval are considered "Provisional
Colonies" until Gubernitorial, Consular and Senate Approval is
Granted to the colony.

3. Colony Levels: Elected Leader(s) Required on Council
(***NOTE: 1/2 of the COlony members MUST have paid dues to Nova Roma)
Level 1. 3 to 9 members 2 Leaders
Level 2. 10 to 20 members 3 Leaders
Level 3. 20 to 30 members 3 Leaders
Level 4. 30 PLUS members 3 Leaders

4. Elections shall occur for all leadership posts ANNUALLY, in March.

5. Leaders must have paid their dues by March 1st in order to be
eligable for election. (NO wavers on this item permitted)

6. There must be a website created within 15 days of application of
the Colony to the Providence's Governor.

7. Recommended Approval Process: Governor of Providence (if no reply,
send to the Consuls for approval, with notification of Senate
required)

8. After initial opening of Colony, if a person has paid their dues
or just joined Nova Roma, their application to the colony is
automatic. If they have NOT paid dues, Leadership council will
approve or disapprove the application. If dues are then paid to
council, acceptance is automatic.

9. Members are required at all quarterly meetings, and Leadership
council must meet monthly.

10. Colony Dues - Set by colony, but must be reported to Governor and
COnsuls quarterly.

11. Appointed positions within Colony:
a. Leadership may appoint the offices they choose. but here are
some recommendations:

1. Webmaster
2. Quaestor
3. Scribe (P/R man)
4. Priest (with approval from Religio leadership and Governor
approval)

It was then called Witches of ICQ because that's what it was when I joined it about 3 Autumns ago.
Paganet ran into problems and the groups moved to Yahoo as circleWOICQ but quietened down a bit. By this time, we had had such fun flaming each other and roasting unsuspecting 'fluffbunnies' (the Samantha teenage witch all sweetness & light variety) that it was becoming known as the New Roman Arena run by 'Empress Cleopatra'. When she got her own system up and running and told Yahoo where to go, New Rome is what she called the circle.

Designation of Regios for the administration of America Boreoccidentalis
Provincia America Boreoccidentalis covers a vast territory. Including the
macronational state of Alaska, the provincia covers 817,239 square miles,
with a total macronational population of 11,416,738 — just 14 people per
square mile!
The most densely populated areas centre on the provincia's two major port
cities, Seattle and Portland, with a large number of cities in the western
portion of the states of Oregon and Washington averaging a consistently
higher population than the arid eastern portions of the states.

Oregon
Northwestern Oregon has 2,306,441 people living in 16,886 square miles, or
136.5 per square mile. Southwestern Oregon's macronational population is
956,910 persons living in 26,205 square miles of territory, with a
population density of 36.5 people per square mile. The eastern half of the
state is very sparsely populated, with not quite four people per square
mile. Just 209,516 people live in 52,904 square miles of territory.

Washington
Northwestern Washington has a much higher population density due to its
topography: 3,387,427 people live in just 16,007 square miles of territory,
creating a population density of more than 211 persons. Rural southwest
Washington has 1,277,814 people living in 8,707 square miles of territory
for a population density of nearly 147 persons per square mile. Conversely,
Eastern Washington, though much larger in area, is more sparsely populated,
though its geography and industry supports many more cities than eastern
Oregon. With 1,288,857 people living in 39,531 square miles of territory,
the population density is just over 32 people per square mile.

Idaho and Alaska
The smallest state in the Provincia is Idaho, with 1,321,006 people living
in 82,747 square miles. The population density is just 16 people per square
mile. Further, the northern "panhandle" of the state is virtually cut off
from the southern portion by nearly impassable mountains, so practically,
northern Idaho is completely separate from southern Idaho.

Alaska is the largest state, dwarfing the other three states and indeed
outsizes nearly all of its sister states. From the Aleutian Islands in the
west to its border with western Canada in the east, the state is wider than
the lower 40 US states combined! Alaska has ever so much more land than
people: with a macronational population of just 634,892, there are only 1.1
people per square mile living in America's last frontier.

Recognizing the challenges in administering the 55 cives NovaRomani
presently registered in such a vast territory, I have decided to create the
following administrative regiones within the provincia. Those states and
areas within states with the smallest population density will have no
legatus assigned, and activities that take place within their geographical
boundaries will be administered by the Praetrix.

Boundaries of the regiones take into account macronational population
density, numbers of cives NovaRomani, and, in most cases, the average travel
time within the regio.

population will be assigned a Legatus, who will deal with the day-to-day
operations of his or her Regio. Those regiones with a population density

Salvete Quirites of the Main List,

As a candidate for Tribune of the Plebs, and I am writing to ask two
favors from you.

(1) The current election is our fourth attempt to elect a
complete compliment of Tribunes for this year 2756. The elections
so far have not succeeded because two few cives are voting and not
enough candidates can win the number of Tribes required by law.

Therefore, the first favor I ask of you is to please vote. Only 25
of 36 Tribes had even one vote in our last attempt, so your vote

have been a cive of Nova Roma since February 2001. Last year I
served as Consular Quaestor with primary responsibility for
collection and recording of our taxes in the first year of their
levy. I currently serve as a Provincial Legate and a Consular
Accensus. I have worked hard to further the goals of Nova Roam and
I wish to continue to be able to do so.

I have no agenda as Tribune other than to protect the rights of the
cives of Nova Roma and its Constitution. I also will work to see
that our Republic is the most authentic recreation of the ancient
Republic as these modern times will allow.
