Thank you Sulla for making the request and thank you Octavius for
putting up this list. It brings back a lot of memories and reminds me
of how far we have come.
Cassius is the more appropriate person on this day of all days to
reflect on these past years, but as he is in Roma, I thought I would
look back a little to those days that led to the creation of Nova
Roma. It may help some of our newer citizens to appreciate what a
precious thing Nova Roma is and what a difference it has made in so
many lives. This is one man's look back at those days...

Nova Roma was to be a dream made reality. The primary purpose behind
its creation was, and is, a sacred mission. It was to be a means to
breathe life back into the Religio Romana. Before Nova Roma there
were a few little handfuls of Roman pagans, sprinkled about like
seeds each trying to take root. Each of us knew of a few others, who
in turn knew of a few others. It was a sparsely connected network
with no sense of community. My situation was, I believe, typical.
Though I knew a fair number of Hellenes (the only other classical
pagans I was in contact with), I only knew three other Roman pagans:
Marcus Cassius Iulianus, Agrippina Maria Glauca and Gaius Iulius
Iulius Iulianus. The latter (who went by that name in everyday life)
put out a newsletter for a tiny organization based in the U.S. called
the Sodalicum Romanum (loosely connected with the Italian MTR), that
strived to link the few known Roman pagans. We prayed and studied and
sacrificed—alone--and wondered if we were the only people in the
world who believed as we did. It was a lonely time to be a Roman.
Two among us, Marcus Cassius and Flavius Vedius Germanicus (who I did
not yet know) saw the possibilities offered by the Internet to create
a community of Romans throughout the world. They had a vision, which
they began piecing together piece by piece over the course of a few
years, putting it aside for awhile and then returning to the project
as time permitted. I knew nothing of it until about the summer of
1997, about 8 months before the Founding. Cassius, whom I had known
since 1995 (online) wrote me and mentioned that a Roman pagan
organization was in the works. He asked me to review and make changes
to what were to be some of the Founding Documents. I was curious and
hopeful about the project. I made my revisions, we discussed the
project in general terms (he didn't want to release specific
information until the right moment) and then I didn't hear from
Cassius for 6 months!
Just over a month before the official Founding, Cassius wrote me out
of the blue with the news that "A new Roman Pagan nation is being
formed!" He gave me the details, the web address it was going to have
and he asked me to join to help for the final preparations before
Nova Roma would be announced to the public. I remember being in awe
by the vision of the project, by the desire to reverse, in a small
way, the tide of history. I wanted to be a part of it and joined,
immediately diving in to read, and reread and make changes to
documents and brainstorm ideas with Cassius and Vedius Germanicus.
Today new citizens come to a Nova Roma with 1800 citizens--albeit 300-
400 active--from around the world, an active Macellum, face to face
meetings, a nearly fully staffed and functional governmental and
religious structure and often complain nothing has been done. Nothing
could be further from the truth. I remember when Nova Roma was a
lofty dream and five people: Cassius, Vedius, me, Quintus Caecilius
Metellus and Patricia Cassia (joined just before the Founding by a
friend of mine, Agrippina Maria Glauca). We wondered what future this
project would have, what kind of numbers would join us or even if
this was a foolish venture. Imagine that moment for the handful of
known Roman pagans when this project came into being. No longer were
we alone, for now we had a community. Little did we know how many
more like us there were out there to soon be added to our ranks. Not
just pagans, but those of other faiths who desired to see Roma
reborn.
Today, as we celebrate our fifth birthday it behooves us to look back
to see how far we have come. There is much yet to be done, but do not
forget how much has been done already. The establishment of the state
governmental and religious structures has made the Religio Romana
possible and therefore a success of Nova Roma, no matter what heights
we reach from here. And make no mistake, there are heights yet to be
reached by Nova Roma.

Salvete Omnes: I am very pleased, as we all are, to see Nova
Roma reach the five year mark. From a very small beginning we have
come a long way. We have come through good times and bad, smooth
roads and rocky. But that is only to be expected with an
organization that is growing.
There are many people to give thanks to. Too many to name, but
I will try a few. Marcus Cassius Julianus and Flavius Vedius
Germanicus, the latter named sadly no longer with us. Marcus
Octavius Germanicus, and Lucius Cornelius Sulla, and Decius Iunius
Palladius Invictus. I would also like to thank Decius Iunius for his
beautiful discussion of Nova Roma's beginnings. Very well done.
There are many, many more that have certainly contributed much
over the years, and I hope they forgive me for not naming them all.
Sincere thanks to them also for all they have done.
In July 1998, I was fortunate to discover Nova Roma, and
received my citizenship on Aug. 1, 1998. I consider it an honor to
belong to such an organization as Nova Roma.
May our Gods and Goddesses continue to watch over and bless
Nova Roma and Her citizens, now, and into the future.

I agree Palladius! It also brought back pleasant memories for me, since I
was around in the 'old days' of 1999. If my memory serves me, I think that
you Palladius were Consul when I joined, with Q Fabius as Consul in 2000,
who I remember voting for in my first election here.
I left NR after a year, intending on it being for a few months to get a few
personal things in order. I always peeked in on the website and was glad to
see NR flourishing. But time flew as it always does and when I returned to
after nearly 2 years, I was so happy to see that certain people that I had
been very fond of were still very active (Sulla, Octavius, Pompeia,
Palladius, Graecus, Patricia Cassia and Marcus Cassius to name a few off the
top of my head). I felt like a long lost daughter returning home.
So my thanks to all of you who have been here for 5 years to make Nova Roma
the fine organization that it is today! I don't think I am alone in feeling
that my association with Nova Roma and her citizens has made my life a
richer place!

that was supposed to bring 4-8 inches of precipitation did not materialize,
so right now attending the Pompeii lecture at the Worcester Art Museum is

Roma has come, a history of the past that paves a way for a great

Citizens of Nova Roma;
I have a project centered in the Militarium which requires a Latin
translation or translations. I would appreciate very much the efforts
of those of your who have some of the Latin to translate the following
phrases for me. The phrase which best suits the purpose will be the one
that I choose. This project is in recognition of a rather significant
achievement on the part of one of our citizens, and so if anyone
recognizes the below phrases I would apprecate keeping the surprise to
themselves until the presntation is made. The gentleman concerned is
not at the moment on the Main List. The phrases to be translated are:
--"Victorius Over the New York Bar Exam";
--"Triumphant In New York Law";
--"Bar Exam Victor."
The selected comment will be carved ino a suitable presentation gift and
used to title a commission of suitable proportions and material.
My thanks for your attention to this item. Ihave done some small amount
of research in the primary words above, but my little pocket sized
Oxford LATIN minidictionary does not unfortuneately rise to this
occasion.

I'm proud, along with my wife Irene Afrania Lentula, to be a tax paying
citizens who have been here since the initiation. On the occasion of the 5th
anniversary of Nova Roma's I'd like to post a few of my observations.
As the first non-founding citizen to be appointed to the Senate and elected
Consul I consider the willingness of Nova Roma to open it's arms to new
citizens and allow them to contribute in significant ways to be a main
reason for our rapid growth. What was in the first years a small group of
people concentrated in the Northeast of the United States has grown in to an
organization with members form around the world. This year we have elected
two Plebian Consules, one plebian Praetor, two of these are not residents of
North America. Last year we added five Senatores, two from South America,
one from Europe, one from Canada with one from the United States but from
the Southeast. This is our path to success, promoting people who have the
ability and desire to work for our goals of promoting Roman Culture, Virtues
and the Religio Romana.
My hope is that Nova Roma will continue to welcome new talent into it's
ranks. I'm troubled to see that there aren't more citizens taking up or
being given positions within the various systems of government. It appears
to me that we see the same names repeated in appointments to various
magistrates, but perhaps this is a consequence of not enough citizens
willing to contribute. Well, Rome wasn't built in a day, as the saying goes.
I do hope that in the future those of us who have made a name for ourselves
will be willing to make room for new citizens to take up positions of
responsibility too. They do have to earn there way but we must give them
opportunity.
We have grown despite not having any full time professionals employed, but
rather because we have professionals, and some of us who are not pros, who
*give* their talents and time.

Thank you. You are right, there are many people to whom we owe a debt
of gratitude, some no longer in Nova Roma. Looking at the list posted
by Octavius, I am amazed at the percentage of people who joined
during that first month who remained involved throughout the years
and to whom we owe so much. Marcus Cassius and Patricia Cassia,
naturally; Lucius Cornelius Sulla Felix, who has been a mainstay of
our politics; Senator Gaius Marius Merullus; and of course Lucius
Equitius Cincinnatus Augur, the man I call the most Roman of Nova
Romans. Our Cato the Elder, if you will, though he is not an elder!
(I don't think Cincinnatus would mind the comparison to Cato) And
while Marcus Octavius Germanicus was a quiet lurker during our first
year or so, he became active and has since risen to become one of our
most valued citizens. So many others have come and gone, that I find
their record of service a remarkable testimony of endurance, in what
is still essentially a virtual nation.

Pursuant to the senatusconsultum passed in November of last year, I
hereby establish the tax rates for MMDCCLVI according to the table at
the end of this edictum.
I also request each provincial governor to copy this announcement to
their provincial lists, and each of Nova Roma's official Interpretes to
translate this message into the language(s) for which they are responsible.
Cives remitting their taxes in US dollars may send a check, money order,
or equivalent form of payment made out to Nova Roma directly to:

Other cives will need to purchase an international money order in US
dollars for the full amount of their taxes and send it to the address
above. Note that individual checks in local currencies sent directly to
the Nova Roma address will likely cost more to cash than they are worth.
Hopefully, some provincial governors will choose to arrange a central
point in their provinciae to which cives may remit their taxes so that
the provincia will only need to make a single payment to the central
treasury. Cives are encouraged to contact their provincial governor, if
any, to find out whether their province will be doing this.
Cives in Europe whose provincial governor has chosen not to act as a
collection point may contact my quaestor, Cn Octavius Noricus
(cn.octavius.noricus@gmx.at), in order to arrange payment if they wish.
All cives capable of doing so may pay their taxes through the PayPal
service. There is a link on the Nova Roma Web site's main page for
this. It is the purple image alternately displaying "DONO DARE" and
"give to Nova Roma via PayPal" located beneath the main menu.
All cives should be sure to include the full Roman name of all cives
they are paying for with their remittance! PayPal provides a comments
field when you use it, and you can provide the name(s) there. This will
ensure that each civis who pays taxes will be properly enrolled in the
Assidui.

quaestor, Cn Octavius (cn.octavius.noricus@gmx.at). If you post your
question to the main list, please Cc my address to ensure that I see the
message.
The tax deadline is the last day of Aprilis. Taxes may be remitted
after that date, with a penalty of an extra 50%. Exempli gratia, a
civis who owes $12 would need to pay $18 after the deadline.

De acordo com o senatusconsultum aprovado em novembro do ano passado, eu,
por meio deste, estabeleço os valores dos impostos para MMDCCLVI, de aorco
com a tabela no final desde édito.
Solicito também que cada governador provincial copie este anúncio às listas
provinciais, e que cada intérprete official de Nova Roma traduza esta
mensagem na(s) língua(s) pela(s) qual(is) são responsáveis.
Cidadãos podem remeter seus impostos em dólares americanos através de
cheque, dinheiro, ou equivalente forma de pagamento em nome de Nova Roma
diretamente para:

Outros cidadãos precisarão adquirir pedidos em dinheiro em dólares
americanos correspondentes ao total de seus impostos e enviá-los ao endereço
acima. Note que cheques individuais nas moedas locais enviadas diretamente
para Nova Roma provavelmente ficarão mais caros do que o seu próprio valor
nominal.
Espero que alguns governadores provinciais organizem um local central para
que os cidadãos de suas províncias possam enviar seus impostos, assim a
província precisará fazer apenas um único pagamento ao Tesouro central. É
aconselhável que os cidadãos contatem seus governadores provinciais, se
houver algum, para descobrir se sua província fará isso.
Cidadãos na Europa cujos governadores provinciais optaram por não agir como
um centro de coleta podem contatar meu quaestor, Cn Octavius Noricus
(cn.octavius.noricus@gmx.at ) para fazer o pagamento, se desejarem.
Todos os cidadãos capazes de fazê-lo podem enviar seus impostos através do
serviço PayPal. Há um link na página principal do website de Nova Roma para
isso. É uma imagem roxa mostrando alternadamente "DONO DARE" e "give to Nova
Roma via PayPal" localizado após o menu principal.
Todos os cidadãos devem se assegurar de incluir seus nomes romanos
completos aos seus pagamentos! PayPal possui um campo de comentários que
você pode usar para escrever seu nome. Isto assegura que cada cidadão que
pagar imposto será propriamente assinalado como Assidui.

O prazo final para o envio dos impostos é o último dia de Aprilis. Impostos
podem ser enviados após esta data, com multa de 50%. Por exemplo, um cidadão
que deve US$12 deverá pagar US$18 após o vencimento.

primeiro, em ordem alfabética de províncias, seguidos pelos países sem
províncias, em ordem alfabética.
