Salvete Quirites!
I am sorry that because of private commitments I have been absent
since last Sunday.
It is my strong conviction that my veto against the "Eagle Patronage
message" was needed. The problem was that I was in a very troubled
professional situation and I had to stop the unconstitutional
development of the "Patronage" issue. Though I strongly feel that it
was very unfortunate that I had to "disappear" right after my issuing
of the veto. Because of this "disappearance" I ask all concerned,
especially Illustrus Tiberius Galerius Paulinus, to excuse me as my
veto against the issue of the "Patronage of the Eagle" posted without
any deeper explanation caused him and others great anxiety.
I must assure all who believe otherwise that there are no personal or
political disagreements between me and Illustrus Tiberius Galerius
Paulinus that I know of and no such feelings were in any way behind
my veto. My only concern was the power of the Senate and the
Constitution.
I think that my colleague and others have sufficiently shown that my
veto was correct and in reality needed. I understand that a
magistrate that is "hit" by a veto may feel very uncomfortable. I
recognize this feeling especially as I have myself suffered such an
intervention with one of my favorite ideas.
But in the case of the Eagle I am sure that the Curator Differum will
find it possible to work with me to find a very satisfactory solution
to this problem for Nova Roma as a whole.

measure. However, I firmly believe that those citizens living in
poorer
regions should not pay relatively *more* to make for Nova Roma's
shortcomings.

LCS: Antiquo - This will hinder our development in terms of financial
stability considering that half of the funds go to the provinces.
With some citizens actually trying to draw up plans for growth in
Nova Roma this actually takes us backwards. Have there been any
studies done in regards to our inactive citizens to see if a lower
tax will produce more tax payers? Without any supporting evidence I
will vote against this measure.
MCJ: ANTIQUO To date I have seen no evidence that reducing the tax
rate will raise the number paying Citizens by any amount. I believe
such a rate would if anything discourage our Citizens, as it would
show non-commitment to building a financial base adequate for any of
our desired projects.
LSD: Uti Rogas There is a point where the effort of collecting the
tax exceeds the value collected, so a Minimum rate is needed.
ATC: Uti Rogas I believe that this is certainly a fair amount. Most
organizations have much higher fees.
MMA: YES [Uti rogas] It is in my mind that this reduction of the tax
rate will in fact enable those who could not before be rated as
taxpaying citizens to come into the fold as such. It may well be that
the concerns of my colleagues who oppose this measure are in fact
correct, as no-one has the ability to predict the decisions of
others, particularly those of a forign nation. language and culture.
But I am sure that everyone deserves the chance to be so, and as a
personal interpreter of some of the less fortunate areas of the
world, I know that while thier average salaries may not equal those
of the more developed West, thier pride is certainly equal to ours. I
say give them a chance to show it.)

QFM: ANTIQVO While I understand the convoluted reasoning of this, a
flat tax is not an answer, nor does it accomplish much. What the
Quaestors need, is determine the average tax that can be afforded by
each province, and set those accordingly. That was the original idea
behind all of taxation here in Nova Roma. Just like it is the
reasoning behind the tribute tax in the old republic. With this new
flat tax, we diminish revenue, not increase it.
LPO: ABSTINEO
DIP: Antiquo. Too often in Nova Roma there are proposals to change
the system before the existing machinery in place is allowed to work
for the first time. We voted to have a variable tax rate based on
national income. Let's try it as previously voted upon. This proposal
will partially raise the taxes of those in poorer countries while
leaving the wealthier countries untouched. What was the sense of
instituting the sliding scale if we are now going to partially bypass
it?

LSA: ANTIQUO I agree that we should let the last enacted tax law
prove its worth or folly before modifying it. In addition, I am still
opposed in principle to the idea that tax rates for individuals
should be based upon any average economic measure for the nation or

In all cases in which a Senatus Consultum specifies a deadline for
calling a meeting of the Senate, the presiding magistrate is given

I hope this year sometime to find someone to replace me as
Propraetor. I simply don't have enough time do devote to the position

done an adequate job maintaining the Consulship and his provincia. I
would rather have a Consul who can devote the time and energy with
fewer mistakes then to have a Consul who is inadequate in leading the
State.

gentleman has always done a magnificent job in his various
appointments and tasks in Nova Roma. He is now engaged with his
Honored Consular Colleague in the challenging task of setting aright,
within this micronation, those concerns which lesser men who went
before them have disrupted and aggrevated. It is my belief that we
need to support this active and able gentleman in any area for which
he believes himself to be qualified).

with Consul Quintilianus, he is a gentleman and well liked in his
province and fully deserving of being prorogued

LEC: Vti Rogas, I'm pleased, in addition to the fine candidate we
have here, that there are enough active cives to facilitate this
healthy turnover in the Provincia

a/ The Eagle shall be printed in ten issues this year, the first
already being printed.
b/ The total sum in the Budget of $877 (printing = 499.00 + mailing =
378.00) for the Eagle should be set as the _maximum_ sum for the 10
issues for this year, the sum also includs the first issue for this
year. All money that may be left over from this sum stays in the
Treasury. The Curator Differum is free to use the above sum as he
finds best and he may move money between the printing and mailing
account as needed.
c/ The Curator Differum is free to find other ways to finace the
Eagle, among others he has the permission to sell mugs with the Nova
Roma Flag on them, with one hundred percent of the funds going to the
Eagle. This will have to be done without any start up funds and the
Curator will not be free to place any orders for mugs until he has
orders for them in hands.
d/ The Curator Differum is allowed to keep sums, given without any
binding promises, that are donated directly to the Eagle in a fund
only supporting the Eagle and its production. *Any long time projects
of any kind over the present year binding Nova Roma for any more
years of production of the Eagle as anything else than a web based
newsletter must be approved of by the Consuls and ultimately the
Senate.*
e/ Within these limits the Curator Differum is free to produce nine
more issues of the Eagle in the best way he can do it financially and
qualitywise.
f/ Further the Curator Differum is invited to consult those Senators
(Illustrus Decius Iunius Palladius, Illustrus Q. Fabius Maximus,
Illustrus Minucius Audens, Illustrus Marcus Cassius Julianus and
Illustus L. Sicinius Drusus) that may have good advises about
different production alternatives for the Eagle.

when the current subscribers run out. This cannot be allowed to
happen; we must have some kind of tangible, real world publication,
not just another internet magazine as has been suggested (though that
would be fine for reference and old issues). Save the Eagle!

directs the consuls to see to it that the proper authorities are
apprised of this fact.

international institutions are trying to stop the exploitation of
Rosia Montana. This will damage this village.
I propose that the Senate support the community of Rosia Montana with

about Roman Alburnus Maior written by Manius Constantinus Serapio.
The Consuls are given the task to see to that this decision is
executed.

First of all I want thank the Senate to have voted for the support
to Rosia Montana. The conservation of our heritage must be one of
the most important goals of our Res Publica. Congratulations to the
Illustris Senatores to have understood how many important is Rosia
Montana for the Romans.
Thank you too to have re-appointed me again as Propraetor Italiae, I
want you all will be proud of me, my staff and my Provincia! We'll
continue our hard job to grow the Provincia Italia.
And congratulations to all the Illustri Governors appointed today! I
wish a lucky and rich job to the new Propraetors and a wonderful
year to the old.

Conformément au senatusconsultum passe en Novembre dernier, j'établis ci-après le taux de
la taxe pour MMDCCLVI en accordance avec le tableau à la fin de ce message.
Je demande à chacun des gouverneurs de transmettre cette annonce sur leur liste
provinciale et à chaque interprète officiel de la traduire dans leur langage respectif.
Les citoyens réglant en US dollars peuvent envoyer un chèque, un mandat ou tout autre
moyen équivalent à l'ordre de Nova Roma directement à:

Les autres citoyens devront utliser un mandat international en US dollars pour le montant

Could be. i know my father had a limtited family tree search done, and it
was discovered that many in Vaglio Basilicata are of Albanian origin, from
as far back as 13ht century. i have no idea if this is true or not, but
could explain mine and my families physical appearance.

I believe wholeheartedly in welcoming new members. I also believe that part
of getting new members involved is to be interested in them. My new personal
policy is to identify those people that are new, especially when they
announce their citizenship, and send them a quick note asking them about
themselves, why they joined Nova Roma, what they find interesting about
Rome, etc. Its too easy to get into the comfortable position of just reading
the threads one starts or ones that hold an interest for you personally. I
am guilty of this. I believe it would be easy for a new citizen to believe
they are sort of on the outside and be afraid of participating. We have to
draw them in by truly rolling out the welcome wagon.
And no, aliens have not taken over my mind. I really want to see us
succeed.

I'm proud, along with my wife Irene Afrania Lentula, to be a tax paying
citizens who have been here since the initiation. On the occasion of the
5th
anniversary of Nova Roma's I'd like to post a few of my observations.
As the first non-founding citizen to be appointed to the Senate and
elected
Consul I consider the willingness of Nova Roma to open it's arms to new
citizens and allow them to contribute in significant ways to be a main
reason for our rapid growth. What was in the first years a small group of
people concentrated in the Northeast of the United States has grown in to
an
organization with members form around the world. This year we have elected
two Plebian Consules, one plebian Praetor, two of these are not residents
of
North America. Last year we added five Senatores, two from South America,
one from Europe, one from Canada with one from the United States but from
the Southeast. This is our path to success, promoting people who have the
ability and desire to work for our goals of promoting Roman Culture,
Virtues
and the Religio Romana.
My hope is that Nova Roma will continue to welcome new talent into it's
ranks. I'm troubled to see that there aren't more citizens taking up or
being given positions within the various systems of government. It appears
to me that we see the same names repeated in appointments to various
magistrates, but perhaps this is a consequence of not enough citizens
willing to contribute. Well, Rome wasn't built in a day, as the saying
goes.
I do hope that in the future those of us who have made a name for
ourselves
will be willing to make room for new citizens to take up positions of
responsibility too. They do have to earn there way but we must give them
opportunity.
We have grown despite not having any full time professionals employed, but
rather because we have professionals, and some of us who are not pros, who
*give* their talents and time.

and particularly to all Senators, greetings.
I notice from the results of the most recent meeting
of the Senate (for whose publication thanks to the
Tribunes) a statement by Senator Australicus
suggesting that the agenda was not discussed prior to
voting (if I've understood it correctly). Also, it
seems from the comments of some Senators about the
proposed minimum tax threshold that there was
confusion over whether this proposal meant to set a
minimum or a maximum tax rate - a question which would
presumably have been cleared up swiftly in debate had
there been a debate. I'm also reminded of the report
from the meeting before, in which there was similar
uncertainty over whether the proposal about Alburnus
Maior involved expenditure or not (though I'm aware
that there were unusual complications in that
meeting).
Before anyone familiar with my tendency to cry
'reform' gets the feeling that I'm criticizing the
efficiency of Senatorial procedure, I should make
clear that this isn't my intention. What I'm hoping is
that someone will be so kind as to explain, for the
benefit of myself and others, what the usual procedure
for meetings of the Senate is, and whether there is
usually expected to be any debate about an agenda
before voting begins.
I feel it might benefit the general public to have an
idea of how our Senate works, so that we don't
continue to imagine a group of toga'd elders sitting
in a round building declaiming to one another before
leaping to their feet to vote by division...

Yes. As soon as I noticed the apparent misunderstanding, I did my best to make
the item's intent clear.

A consul, praetor, or tribunus plebis may call the Senate to order by providing
at least 24 hours' notice. It's not necessary for this notice to include the
agenda, but so far this courtesy has been given.
Then, the highest ranking magistrate with imperium present actually convenes
the Senate at the prescribed date and time, and presents the items to be voted
on. This magistrate has the option of deferring to a lesser magistrate if he
or she so chooses. Therefore, a praetor or tribunus plebis may only set the
Senate's agenda with the cooperation of the consules if they are present.
After this, Senatores are given at least 96 hours (4 full days) in which to
debate any item on the agenda. At the end of that period, the presiding
magistrate calls for a division, and each Senator has 48 hours in which to vote.
Those are the rules for electronic meetings. Face-to-face meetings, which have
yet to occur to my knowledge, have different rules for timing and when
Senatores may speak. The senatusconsultum setting the rules of order for the

As nice as it would be to actually hold our meetings in a real building while

I hope to be able to declaim, at least in its definition of "to make a formal
speech", in person before my fellow Senatores.
I expect, though, that you meant declaim in its more pejorative sense. For the
most part, we frankly state our opinions and defend them as best we can.
Sometimes, we even change our minds on an issue when other people make more
sense than we do.

Hier die Übersetzung eines Ediktes, welches die Steuern für dieses Jahr festlegt:

Gemäss dem Senatus Consultum vom November des letzten Jahres, setze ich hiermit die Steuersätze für das Jahr MMDCCLVI gemäss der Tabelle am Ende dieses Ediktes, fest.
Ich ersuche ebenfalls jeden Provinzgouverneur darum, dieses Edikt in seine provinzielle Liste zu kopieren, und jeden der offiziellen Übersetzer von Nova Roma, es in diejenige Sprache zu übersetzen, für welche er zuständig ist.
Bürger welche ihre Steuern in US Dollars bezahlen, können einen Check oder einen Zahlungsauftrag oder eine entsprechende Form der Zahlung an die folgende, offizielle Adresse von Nova Roma senden:

Hoffentlich werden einige Provinzgouverneure sich dazu entscheiden, einen zentralen Punkt in ihrer Provinz einzurichten, an welchen die Bürger ihre Steuern bezahlen können, damit die Provinz nur eine einzelne Zahlung an die Zentralkasse vornehmen muss. Bürger werden dazu angehalten, ihren Provinzialgouverneur zu kontaktieren, um herauszufinden, ob ihre Provinz das tut.
Bürger in Europa, deren Provinzialgouverneure sich entschliessen, nicht als Sammelpunkt zu agieren, können meinen Quaestor, Cn Octavius Noricus

Das stellt sicher, dass jeder Bürger, für welchen Steuern bezahlt wurden, auch richtigerweise als Assiduus eingeschrieben wird.

The citizen(s) with the following voter tracking codes
has a malformed or inaccurate voter code:
# 850, 869, 882, and 883
Please remember to enter your code exactly as it is
given, and if you are unsure of your new code, follow
the instructions posted previously to obtain your
current voter code by e-mail:
