I. It is with regret that I accept the resignation of Marcus Cornelius Felix
from the office of legatus, Regio IV — Oregonia Boreoccidentalis.

II. I appoint Arnamentia Moravia Aurelia as Legata for Regio IV — Oregonia
Boreoccidentalis, and ask that, within one week of this date, she swear the
public oath for magistrates, as specified in the Lex Iunia de Iusiurando,
using both her Nova Roman name and, within parentheses, her macroworld

The Collegium Pontificum having met on ante diem V Kalendas March MMDCCLVI
(February 25th, 2003) the decision was that,
a. Tiberius Octavius Claudianus was appointed Sacerdos Templi Ianus
b. it was proclaimed:
RELIGIO ROMANA BLASPHEMY DECRETUM
By this decretum, the Collegium Pontificum officially clarifies the 'blasphemy clause' contained in the Nova Roma Constitution located in the Public Institutions Section, VI (a):
"Magistrates, Senators, and citizens need not be practitioners of the Religio Romana, but may not engage in any public activity that intentionally blasphemes or defames the Gods, the Religio Romana, or its practitioners."

The College of Pontiffs declare the intent of the above constitutional phrase to mean the following:

I. The Religio Romana will not come under attack with intent to remove or replace the Religio Romana as the State religion of Nova Roma; and that the Religio Romana shall not be deliberately slandered, defamed, or mocked with intent to undermine its position as the State Religion of Nova Roma.

II. No elected official shall use their elected powers or political status as a means of working to undermine, remove, or replace the Religio Romana as the State Religion of Nova Roma.

III. No Citizen or Magistrate shall actively encourage public disrespect for the Gods of Rome, or actively advocate the non-practice of the Religio Romana no
matter what their personal beliefs

IV. The above declaration does not indicate individual censorship. Comments, questions about the Religio and its involvement with the State, or the members of its priesthood are encouraged as long as these do not escalate into a general public disturbance.

The Collegium Pontificum hereby states the process under which the 'blasphemy clause' may be invoked by the Collegium Pontificum:

Citizens, or guests of Nova Roma violating the above provisions are subject to the following action:

I. The College will issue a public notice to the person or persons in question, informing them that a continuation of certain actions may result in a complaint of 'blasphemy' being lodged against them. Such a notice would be considered a warning, under which time no official action would be taken. Should the behavior in question cease during the following 24 hour period the matter shall be considered closed.

A. If the offender stops only later to resume, the 24 hour period will no longer
apply and the College will be free to react at once.

B. If the offender continues past the 24 hour period, a formal complaint shall be
issued to the Nova Roma Senate and Praetors, requesting official civil intervention in the matter. The Pontiffs will be considered witnesses, as well as any citizens who were witnesses to the offence, for the hearing purpose.

II. Action will be determined by the sitting Praetor at a hearing, and may include banishment, fines, depravation of certain freedoms (I.E. list moderation) at their discretion.

III. A magistrate who violates the clause and the warning, may be removed from office by Senatorial decree before any hearing may be conducted. Failure of such a decree, shall mean the magistrate will not be tried while sitting, but at end of his term shall immediately be subject to his hearing.

IV. A Pontiff or Priest who violates the clause shall be removed from office by majority vote of the College and turned over to the Praetors for their hearing. If not convicted they may petition for reinstatement.

This is true. The title "a special funny website" is one of many used by
the "Klez" worm which has caused much confusion over the past few months.

This bit of malicious programming is able to reproduce itself by infecting
Microsoft Outlook, a badly written yet widely used email client program.
Once it has taken over a victim's mail program, it searches the address
book and cached web pages for email addresses of more potential victims.
It then sends mail to these new potential victims, using phrases found
on recently viewed web pages or one of several built-in subject lines
("a special funny website", "Japanese lass", "spice girls", many others).

What's particularly nasty about this one is that, when it sends the mail
out, it also picks a random sender address from those addresses it
found on the victim's machine. The odds are fairly good that the
two new victims (the recipient, and the forged sender) will know each
other, because their email addresses were obtained from the same
place.

The actual origin of the mail was not the supposed sender, Senator Cornelius;
it was someone unknown who has botm him and Senator Minucius in his address book,
uses the abysmally bad Microsoft Outlook mail tool, and doesn't pay attention
to security fixes and updates.

Even those of us who don't use Windows are affected by this. Though our systems
cannot be infected, we sometimes appear as the sender due to the way Klez
forges address. I read mail on FreeBSD but have been accused of sending
Windows viri; and I have received such viri from people that I know run
Linux, MacOS, BSD, or WebTV.

In my work computer, it automatically tells me if it has a virus, there is a pop up window (gotta love Norton Corporate edition).

Its a Klez virus, iirc, and they are easy to clean up.

I recently received an infected mail from "censores@novaroma.org"; and I don't suppose the Censores are sending "funny websites" around ;-)
I have updated Norton running, which zaps the worm (hopefully *g*).

I suppose that I should have realized that the sending was a virus, but
frankly, I chose to believe something else.

However, now that we have engaged in communication once again, it would
be a shame to do something which might interrupt that communication, if
for no other reason than the welfare of Nova Roma.

I do not think Norton zaps viri unless your doing a scan, and then it usually asks you if you wanted them zapped.

On my corp email, it alerts me that a virus has just appeared and that I am not to open it, at all.

The POP3 mail service(Spamcop) scans all e-mail coming through
with a AntiVirus program. I will get a auto e-mail from them
saying a e-mail from so-in-so is infected with some virus and has
been quarantined and has been deleted. I also use Virex 7.2 for
Mac OSX. So far it has worked perfectly.

The voting for the 2 open positions of Tribune is now over!
Rumor has it that there was a very good voter turn out this time and I would
like to thank all of you for your cooperation and patience with all of my
many 'please vote!' emails.

I'll be in the hospital for some surgery tomorrow (nothing life
threatening-- I'll live to annoy everyone in Nova Roma for many long years
to come :-)) but I'll certainly be well enough to post the results of the
election when the Rogatores send them to me. Personally, I can't wait to see
the results....

I just wanted to let you know that Lapis has been admitted to the
hospital. He's been sick -- rash and high fever. He was
dehydrated. Being he's only 4 they are a little worried about him.

Don will keep me informed. I'll still be here with Terry until one or
both of them come back.

Lapis is a little scared, but Don is with him. Whatever you do, do it
for my Lapis.
