Today we know who is the citizen blessed by the goddess Victoria.

Reds, blues, whites and greens want to offer a great show in honor of
the Magna Mater Cybeles.

Gods bless their chariots and horses!

This year the commentator of the race will be the illustrious Gallus
Minucius Iovinus. The Aedilis Curulis and I, as scribe of the ludi,
thank before the citizenship his effort and good work. Gratias tibi
agimus, Iovinus.

Hello folks, and welcome to the last day of the first Ludi circenses
of the year 2756 auc. This is the moment we've all been waiting
for... it is time to decide which of the competing chariots that will
become the Megalesia champion and bring lots of glory to it's factio.
Will it be factio Albata, Russata, Praesina or Veneta that takes home
the trophy? Soon it will all be revealed. The weather for todays
final is simply glorious. The sky above the crowded circus is clearly
blue and not a single cloud blocks the shining sun... oh yea, yea,
yea...shining sun finally!!
The flags on the arena are sharply banging in the wind and echoes
throughout the circus among the expectant audience. Down at the
starting-line the competitors are getting ready. At the innermost
lane stands the chariot Impactus Infrenatus, owned by Illustrus
Gnaeus Octavius Noricus, who competes for factio Albata. His driver
is the skilled Concordius. Next to him stands the chariot Eversor,
owned by Illustrus Tiberius Apollonius Cicatrix, the Dominus Russata
who competes for loved factio. His driver Marcus Atrox waves
cheeerfully to the red crowd. Next to him we find the chariot Raptor
Cruentus, owned by Illustrus G. Iulius Scaurus, who competes for
factio Praesina and had been making many prayers to the Magna Mater
the last days in the Forum. Maybe this way he obtains the divine
favor. His driver is the bushy bearded Cethinus Aspis. Next to him on
the outermost lane we find the chariot Ossifragus (the sea eagle),
driven by Pontius Falx and owned by Illustrus Gallus Minucius
Iovinus, who competes for factio Veneta.

As the participators are taking their places along the starting-line
the crowds cheers are subdued as they await the start with great
anticipation. When the chariots finally take off the circus
completely exploads in a roaring symphony of voices as the spectators
cheers on their favorite chariots. Both Impactus Infrenatus and
Raptor Cruentus gets a good start and recives a small advantage over
Ossifragus and Eversor as the chariots enters the first curve.
Ossifragus seriously challanges them both as he races the curve
really close, but he doesn't seems to pass either Impactus Infrenatus
or Raptor Cruentus. As the chariots comes out of the curve and in to
the straight line Impactus Infrenatus, Raptor Cruentus and Ossifragus
are lined up side by side. Eversor has lost a few yards to the
leading trio but urges his chariot to go faster.
The gravel spatters under the hoofs of the strained horses as the
drivers are pushing their chariots to the limit. The spectators are
totally ecstatic and their loud cheers are almost deafening. Wow!!!
This is surely one of the closest races we've seen during these games
and the crowd seems to love it! Impactus Infrenatus, Raptor Cruentus
and Ossifragus are still ingaged in a close struggle for the lead and
Eversor is really trying to keep up with them. But hey! ...something
happens in the leading trio... Impactus Infrenatus bumps in to Raptor
Cruentus and Raptor Cruentus driver Cethinus Aspis slips on the floor
of his chariot. In his fall he's pulling the reins of his chariot and
therefore holds in his horses. The chariot skids and Cethinus Aspis
tumbles of in a cloud of dust. Illustrus G. Iulius Scaurus and the
supporters of factio Praesina boo and stamps their angry feets to the
ground. It´s the end of race and Ludi for their color. The Magna
Mater has not heard the prayers of the citizen G. Iulius Scaurus and
this must be a tremendous dissapointment for him and his factio,
seeing there favorite ending up like that. I wonder if Cethinus Aspis
is allright... yes, he sits on the ground and scratches his bushy
beared, with a confused look upon his face. But it is not a great
consolation for the Praesina. The crying among the greens is worthy
of a greek tragedy.

Still in the race are Impactus Infrenatus and Ossifragus, who
continually fights for the lead. Not far behind the duo struggles
Eversor to catch up with them. As the chariots begin their last lap
Impactus Infrenatus and Ossifragus are still in a tiny lead before
Eversor, but he seems to fasten his pace now... Impactus Infrenatus
makes an attack and Ossifragus doesn´t seem to be able to respond.
Ossifragus loses a few feet and ends up close behind Impactus
Infrenatus. And look!!! Eversor has surely saved some of his strenght
for the last lap... he litterally flies towards Ossifragus and
Impactus Infrenatus. The supporters of factio Russata and Illustrus
Tiberius Apollonius Cicatrix are cheering loudly up on the terraces.
As the chariots comes up towards the finishing line the audience goes
completely crazy! Impactus Infrenatus has a small lead and Ossifragus
is strongly challanged by Eversor. Will Eversor make it passes them
both and become the Megalesia champion? Ossifragus seems tired and
Eversor passes him as the goal comes up closer and closer. Now he
only have to pass Impactus Infrenatus... will he make it? The
supporters of factio Russata and factio Albata are completely
hysterical up on the terraces as the final is about to be determined.
Eversor are slowly gaining on Impactus Infrenatus, but I don't think
he will make it all the way... it seems as if... no, it is Impactus
Infrenatus, Impactus Infrenaaatuuus that passes the finish line first
and becomes the Megalesia champion of the year 2756 auc!!!
The red Eversor ends up on a close second place and the blue
Ossifragus comes in on a third.
Now we can see Illustrus Gnaeus Octavius Noricus and the supporters
of factio Albata jumping up and down in a delirium of joy as their
chariot Impactus Infrenatus wins the Megalesia Circenses!!!
It´s the first time that Albata wins a Ludi!
This factio is already a champion one!

On the terraces, the greens, reds and blues boo very
angry: "Injustice! Noricus assassin! Crooked!"

But Marcus Octavius Solaris, Dominus Albata, is crying of happiness
while he embraces the champion Octavius Noricus. It´s a great day for
him and all the whites of Nova Roma. The happy Dominus speaks before
his companions under a cloud of white flags: "This day, oh friends,
is the best day of the Albata in at least 1500 years!! Thanks to your
nice chariot and brave driver, honorable Noricus!"
One can only imagine what kind of feast this will result in. Surely
many of the Citizens of Nova Roma and factio Albata will celebrate
this triumph for several days onward!

You all the best until next Ludi.

what an exciting final race for our first Ludi Circenses in 2756.
One chariot per Factio, a close race and the first victory of the
Factio Albata.
My congratulations to Gnaeus Octavius Noricus and his driver
Concordius and all the Whites. This is your moment of glory, enjoy
it!

The green supremacy seems coming to end. New Factiones insert
theyself in the battle between Reds and Whites.
I see woinderful races during the Cerealia Ludi Circenses of my
friends Plebeian Aediles. Enjoy Cerialia games too!!

Just like I myself am doing right now in this public statement, when an
elected magistrate posts a new edict or proposal, they are leaving
themselves open for discussion and to have people disagree with them.This is
why I find is disturbing that when someone disagrees with what a magistrate

in private and that it is an 'attack'. I don't agree. If a magistrate
publicly makes one statement or another he/she has to expect public
reactions. This is the nature of the game. A magistrate should be strong
enough to deal with the consequences of his/her statements. I think an
accurate phrase would be 'if you can't take the heat then get out of the
kitchen'.

Some of our Pontifices have been accused of being attackers, when in effect
they have only stated their opinion about a subject that is within their
area of expertise: the Religio. As I said last week, I am not sure whether
or not virtual games please the Gods or not. But if the Pontifices say that
bloodless virtual games will displease our Gods then I think it is wise for
us to follow their lead. All of the Pontifices are miles ahead of us on the
spiritual path-- we should take their word for it without questioning their
judgement or insinuating that they have ulterior motives.

Lastly, although I am personally very fond of them both, I am really
beginning to question the judgement of this year's Curule Aediles. Correct
me if I am wrong, but I believe this is the 4th edict/declaration that they
have made this year which is not in line with their job descriptions and/or
which have stepped on the toes of our rights as citizens (the secret police
thing), the Praetorship (removing people from this list if they create a
disturbance during the games), the Consules (making a political declaration
when the Consules have declared us neutral) and the Collegium Pontificum
(changing the rules of games which are held for religious reasons). Some of
us are looking at your proposals and wondering when the Aedileship became
such a dominant office in Nova Roma, when to be perfectly honest, I thought
the Aediles just organized entertainment for the citizens.

I agree with the conclusion of the optima Tribuna below. Since the
starting of my aedilship, I wondered to work about the true patterns
of the work of an Aedile. But I wondered just on plebeain matters,
objective of my magistracy. Since the subject is too recorrent, I
think it will be pretty good a deep discussion about all aediles. Not
only for the current magistracies, but for all next ones. The Aediles
on Ancient Rome makes a superbe link between the ´civil
admnistration´ and ´religio governmental manteinance´. That´s
equilibrium should be a goal.

membership. The various factios (Green, Red, Blue, Whte etc.) are a lot
of fun, and are very similar to the modern version of being involved
with sports organizations as favorites for your approval.

The Sodalitas which offer specific areas of interest and study such as
the Militarium , Egrssus, Legal, Latinus, and many others deal in
specific interest areas.

The games which are a viable pastime and in some cases provide a way to
show your areas of skill and interest are also worthy of your
consideration.

The extensive Nova Roma Website (www,NovaRoma.org) invites a detailed
study to determine how the micronation is managed, who the current
Magistates are, who are your nieghbors and who are farther away. Since
I hav joined Nova Roma I have been privaledged to make many fast friends
in Sweden, Portugal, Italia, France, Germania, Belgium, Britannia,
Spain, Pannonia, and many other countries as well, and of cousre in the
U.S., Canada and Australia that without NR I should never have even
met. I am sue that were it possible for me to visit them or they to
visit me, we would meet as good friends, a very great advantage I must
say, and in the few cases of the above in meeting face-to-face such a
special friendship been strengthened.

There is much to do here, and much yet to be done, to make our
micronation a strong one. I encourage all of you to "jump in" and test
the waters. Wear your thick skin, as sometimes our arguments take on a
sharp tinge, but the final friendship resulting is always sweeter for
all that that.

I would recommend that you scan over the Main List files to some degree
to get a feel for our use of the Main List and the suggestions for using
such, as recommended by our Praetors.

Should this edict also state that you will be forwarding the funds to the Central Treasury by April 30th to be in line with the Senatus Consultum on Taxiation and with the Lex Vedia de Assidui et Capiti Censi and the Lex Cornelia Octavia de Assidui et Capiti Censi? Otherwise, if you make the taxiation payment late, Section 3 will apply and citizens will have ot make their tax payment at 50% above the stipulated tax amount.

Salvete citizens of Nova Roma!

The Tribunes have after a long discussion and after listening closely
to all the arguments brought forward in the Comitia Plebis Tributa
and the mainlist come to the following majority decision (3:1) to
resolve the current runoff election situation for the remaining fifth
Tribune position.

"A final run-off election for the remaining Tribune position shall be
held in the time frame specified by the election laws. However,
should this run-off election not yield a result, the Tribunes intend
to call the Senate to order and present it with the candidate who
received the relative majority of Tribes so that he can be appointed
in analogy to the Lex Grylla de Securandis Magistratus Plebis and
Section V.d of the Constitution. The Tribunes would veto any other
choice of candidate by the Senate as this would constitute an undue
interference with the prerogatives of the Plebs."

Tribunus Plebis L. Didius Geminus Sceptius does not support this
majority and his arguments against are attached below.

This decision by the Tribunes is taken under difficult circumstances
as our main function is to uphold the law and to protect the rights
of the citizens. The way chosen is - we are convinced - legal under
the current system but can only be short-term for the reasons pointed
out by so many:

The necessity of a revision of the election laws is obvious to all
who can see.

Still we have to follow the law as it stands NOW and not as
we wish to see it in the future. Analogies to existing laws to bridge
gaps in laws that were not anticipated by its authors is good legal
practice and we have chosen this way to clear the way for a reform on
a wider scale that will have to take all the experiences we have made
into account and that strives to be as close to the Roman original as
we can perceive it. However, the Constitution states in its preamble
that "As the spiritual heir to the ancient Roman Republic and Empire,
Nova Roma shall endeavor to exist, in all manners practical and
acceptable, as the modern restoration of the ancient Roman Republic."
Practicality is part of our Roman heritage and we ask the Plebs not
to forget this when the time comes for deciding our revised election
system.

december as the month in which a Senate decision will be made if the
office is still vacancy. However, it sets also that Tribunus or
Aedilis Plebis shall be appointed between those Plebeian Senators the
Senate elect.

We are in April, so I think we can't call the Constitutio and Lex
Grylla to state that urgency is enough to interpretate this normative
as my fellow colleagues have done. Word of the Constitutio and Grylla
is quite clear; they try to solve a possible problem of aeternal
run-off elections giving the Senate a prerrogative that can be used
the last months of term. It is the last solution, as I can read from
the spirit of those laws.

Though I agree my colleagues run-off elections should be avoided,
this is not in my humbly opinion the way to do so. A Reform in the
Voting System would be better than this patch that can set a
precedence for bridging the will of Plebeian citizens. Despite I know
my fellow colleagues try to find the best solution for this
specifical matter, short-term solutions shouldn't be used.

I would ask to call for another run-off election, and meanwhile to
study any idea concerning a Reform on the Voting System.

I express then my opposition to this majority decision of my
colleagues.

Just a quick note about the munera, since the game is made for pleasure and enlightment of our citizens, you can inscribe more than one gladiator on the game up to five. BUT remember... if you subscribe many, you will make the aedile happy but crazy... and he may open tha gates of the ´secret´ lions and give a quick end to the game! Or you will make your lanista so tired that he may not do the training to everyone correct... Expect that everything can happen and enjoy the Ludi!
