It could either mean "those citizens who fail to perform the act of 'meeting one or more of the conditions'" or "those citizens who perform the act of 'failing to meet one or more of the conditions'". From the preceding chapter III.A it is clear that the intended meaning is the former. Another form of words would be better, but when read as a whole and taken together with the ''mos'' of its application and interpretation over the years, the ''lex'' is not so badly worded as to call for legislative amendment.
