==Latin and English==

The Lex Cornelia de Linguis Publicis (adopted 27 Feb 2002) states that:

I. Due to the increasingly inter macronational nature of the Citizenship of Nova
Roma, it has become necessary for the official language policy of the Republic
to be defined, in such a way that acknowledges our historical antecedents,
practical concerns, and the sensibilities of all of our Citizens. To that end,
this Lex Cornelia de Linguis Publicis is adopted.

II. Latin is hereby adopted as the official ceremonial language of Nova Roma. As
such, it shall be used in rites conducted by the curule magistrates and
appointed priests of Nova Roma on behalf of the entire nation, as well as other
circumstances where it may be deemed appropriate.

III. English is hereby adopted as the business language of Nova Roma's central
government. As such, it shall be used in official communications from and
day-to-day business conducted by the central government (defined for purposes of
this proviso as the Senate and non provincial magistrates). Other languages may
be used in such communications where deemed appropriate, but an English
translation must accompany such communications.

This makes it absolutely clear that there are two languages that have a higher status than all others in Nova Roma, and they are Latin, the glorious language of our forefathers, and English, the most widely spoken language both inside of Nova Roma and outside. It is my firm conviction that it is absolutely in line both with the letter and the spirit of the Lex Cornelia de Linguis Publicis to divide the language bar into two: a primary, shorter one, above, including Latin and English, in this order and in some form of highlighted type (bold); and a secondary, longer one, below, including all other languages that may be considered necessary.

Now regarding those other languages, the Lex Cornelia de Linguis Publicis also has something very clear to say:

IV. In order to accommodate the Needs of Citizens who do not speak English, or
who speak English as a Second Language, and in accordance with section IV 9 of
the Constitution the Decuriae Interpretes is established.

...

4. Interpretes for the five non-English and Latin Languages most widely spoken
in Nova Roma are hereby established. Until such time as the Senate determines
which languages are most widely spoken, The Interpretes will provide
translations of the French, German, Italian, Portuguese, and Spanish Languages.

5. The Language that the remaining four Interpretes shall provide shall be
chosen by the Senate of Nova Roma.

This makes absolutely clear which are the other languages that are to be given a place in the secondary language bar, these are French, German, Italian, Portuguese, Spanish, and four others that shall be
chosen not by any given individual, but by the Senate of Nova Roma.

:::I'm afraid I disagree. I think it is important to convey the spirit of the Lex Cornelia de Linguis Publicis that clearly gives two languages a higher standing than any others in the Republic. This couldn't be conveyed by putting them all in the same line. Also, the "loss" of a line (but one can easily scroll down) doesn't seem to me at least to be such a big problem in comparison. In any case, at the discussion section of the [[Talk:Main_Page|Main Page]], I suggested another alternative, which is to put the languages in a separate box on the left hand side frame, as it is done in the non-English Wikipedias. Now, that would be a way to save space. [[User:Aulus Gratius Garseius Avitus|A. Gratius Avitus]] 11:38, 5 July 2006 (CDT)

==Esperanto==

I'm not sure that including Esperanto really gives us very much. It is not very widely used outside of the sphere of the Romance languages, and we have those covered pretty well. If we are going for completeness, a good case could be made for Finnish. That would probably serve more people. (5 million people at least speak Finnish. 2 million people at most speak Esperanto.) Of course, if we have an Esperanto translator eager and waiting, then by all means we should go ahead.

I know that Esperanto is promoted as a "universal" language, but it is only seen as such by Europeans. For people who do not use the Latin alphabet or do not speak a Romance language it is just another foreign language. It may have simpler syntax than English, but English syntax has not prevented English from becoming the most studied language in the world. [[User:M. Lucretius Agricola|M. The letter "U" is used to represent the vowel written "V" by the Romans, while the letter "V" is used for the consonant written "V" by the Romans. For example:

:Clámor ad cæl'''u'''m '''v'''ol'''v'''end'''u'''s per æthera '''v'''ágit.
:(Q. Ennius, ''Annales'', fr. 421 W.)

==I and J==

The letter "J" is used to represent the consonant written "I" by the Romans, while the letter "I" is used for the vowel written "I" by the Romans. For example:

==''Apices''==

In continuous passages of Latin, ''apices'' are used to mark long vowels; but this is not done when Latin names, words, or phrases are used in vernacular sentences. For example:
Latin words used in articles which are not written in Latin are placed in ''italics''. For example:
The letter "U" is used to represent the vowel written "V" by the Romans, while the letter "V" is used for the consonant written "V" by the Romans. For example:

The letter "U" is used to represent the vowel written "V" by the Romans, while the letter "V" is used for the consonant written "V" by the Romans. For example:

:Clámor ad cael'''u'''m '''v'''ol'''v'''end'''u'''s per aetherá '''v'''ágit.

:(Q. Ennius, ''annales'', fr. 421 W.)

==I and J==

The letter "J" is used to represent the consonant written "I" by the Romans, while the letter "I" is used for the vowel written "I" by the Romans. For example:

:Comés '''ií'''s add'''i'''tus L. '''J'''ún'''i'''us Brútus Tarqu'''i'''n'''i'''á soróre rég'''i'''s nátus, '''j'''uven'''i'''s longe al'''i'''us '''i'''ngen'''ií''', quam cu'''j'''us s'''i'''mulát'''i'''ónem '''i'''nduerat.

:(T. Livius, ''Ab urbe condita'', 1.57.7)

==''Apices''==

In continuous passages of Latin, ''apices'' are used to mark long vowels; but this is not done when Latin names, words, or phrases are used in English sentences. For example:

:"Est igitur," inquit Afric'''á'''nus, "r'''é'''s p'''ú'''blica r'''é'''s popul'''í''', populus autem n'''ó'''n omnis hominum coetus qu'''ó'''qu'''ó''' mod'''ó''' congreg'''á'''tus, sed coetus multit'''ú'''dinis i'''ú'''ris c'''ó'''nsens'''ú''' et '''ú'''tilit'''á'''tis comm'''ú'''ni'''ó'''ne soci'''á'''tus."
You can see the gory details in Template:FourUp where padding and margins are used to make a nice display. The advantage to this is that if they down't fit in the screen width, the elements in the bar will wrap rather than force a horizontal scroll. [[User:M. Lucretius Agricola|M. ==Latin and English==

==Esperanto==

Aulus Gratius Avitus: Transfered the information from the main site

{{LanguageBar|Lingua Latina}}

The Lingua Latina is the language of Rome. It is the most apt and only authentic vehicle to fully express the Roman culture, to gain access to her literature, her ideas and philosophies, to immerse oneself in her ethics and virtues, to not only understand but also intimately adopt and perfectly embody her complete world-view and way of life; it is also the only language in which the Roman religious rites can be duly performed. NOVA ROMA shows the essential importance of this language in all its terminology; the different positions of government, the official names of the laws and decrees, the names of the virtues are all expressed in Latin. It is one of the the goals of NOVA ROMA to promote the Lingua Latina and its revival in all circumstances of life among its citizens.

Learning Latin

A greater number of people nowadays have had no previous contact with the Latin language during their education; but, of those who have had Latin as a subject before, most have ended up hating it, forgetting it, or both. This is no surprise, and shouldn't lead us to the wrong conclusions.

:First of all, nothing can possibly be learnt without motivation, and the adolescents that are normally subjected to the study of Latin are rarely properly explained the purpose of it all. Its now obsolete value within the catholic church —which has practically disappeared after the II Vatican Council— doesn't impress them anymore, thank the gods; and their teachers, who float in the moral limbo of our times, are too pusillanimous to show overt support for any engaging set of ideals, pagan or otherwise, that might attract the students to the language.

:Secondly, the teaching methodology is made so unnecessarily dry that it is a miracle if anyone actually does learn anything at all. The teachers have been so conditioned —and condition their students— to consider Latin a dead language that none of them can actually realise that language learning is an innate capacity of humans that should be ever so natural and easy if only the language was taught the natural way, that is by actively using it, through listening to it and speaking it, as all other languages that people normally do learn. They stubbornly try to teach the Latin language against the grain of any natural language learning, and they obviously fail.

The Latin language can be learnt in a more pleasant and efficient manner, and it is officially taught this way in NOVA ROMA at the [http://www.academiathules.org/ Academia Thules] by well experienced teachers to motivated students. Every citizen is most encouraged to join a course.

Some other Latin learning resources on the Internet are:

Latin1, fabulous resources for beginning Latin students.
[http://community.middlebury.edu/~harris/SubIndex/latinbackg.html Latin Background Studies], original studies and background essays on the Latin language by William Harris.
[http://search.about.com/fullsearch.htm?terms=latin&IAM=URL_latin About network search for "Latin"]
[http://library.csbsju.edu/rqs.phtml?subject_id=20 CSB/SJU Latin Language and Literature], from the Alcuin and Clemens Libraries.

In the real world, Latin is taught in many places; but, as we said, normally in an extremely dry fashion. Remarkable exceptions are the [http://users.skynet.be/Melissalatina/ Fundatio Melissa], in Brussels, and the [http://www.scholanova.be/ Schola Nova], an independent Belgian school where Latin is taught to the pupils from an early age. NOVA ROMA encourages its more affluent citizens to found similar schools for NOVA ROMA citizens.

Using Latin

As we said, most people think that Latin is a dead language, as dead as the Roman virtues or the culture it conveyed; but we know it doesn't have to be like that, not for the virtues, not for the culture, not for the language. Latin was the living language of our Roman forefathers, and it is a language like all others, that can be learnt in a leisurely way and spoken in all situations of everyday life. NOVA ROMA wants progressively but seriously to promote this usage of Latin among its citizens.

There is a Sodalitas consecrated to the promotion of Latin in NOVA ROMA, the [http://www.novaroma.org/wiki/Sodalitates_%28Nova_Roma%29#Sodalitas_Latinitatis Sodalitas "Latinitas"].

The citizen of NOVA ROMA can also find other ways of putting Latin into practice through the Internet:
[http://www.yleradio1.fi/nuntii/ Nuntii Latini], current news in Latin, that can be read or even directly listened to.

[http://ephemeris.alcuinus.net/ Ephemeris], online news, completely written in Latin and including numerous sections.

In the real world, the [http://avitus.alcuinus.net/scl/ Societas Circulorum Latinorum] is a worldwide federation of Latin Circles, informal gatherings of people who meet locally to speak the language. One of the founders of the society has reassured us that everyone is welcome to join their local group —or found one if there is no one close enough— and NOVA ROMA officially encourages all her citizens to do so in order to practice the language of our forefathers with experienced people. All levels are accepted. Please contact the society to find out about your closest Latin Circle.

There are also loads of summer seminars where Latin is the only language spoken. The [http://www.maierphil.de/SeptLat/ Septimanæ Latinæ Europææ], for instance, include Roman cooking and feasting. A very complete list of such seminars all over the world, updated every year, can be found in the pages of the association [http://www.lvpa.de/html/latinus.htm LVPA].

NOVA ROMA citizens, as the rightful depositaries of the Roman culture, are most welcome and encouraged to attend such circles and seminars.

{{LanguageBar|Lingua Latina}}

==Latin and English==

It is my firm conviction that it would be absolutely in line both with the letter and the spirit of the Lex Cornelia de Linguis Publicis to divide the language bar into two: a primary, shorter one, above, including Latin and English, in this order and in some form of highlighted type (bold); and a secondary, longer one, below, including all other languages that may be considered necessary.

==Esperanto==

==Floating the bar==

Unless some wiki feature breaks it, you can replace
<nowiki>
</nowiki>
<nowiki>
</nowiki>
to avoid using deprecated features. If we then use
<nowiki>
</nowiki>
we should prevent anything wrapping with this bar. (Or we could use
<nowiki>
</nowiki>
above and below.) The next step is to eliminate the table entirely and use "float:left" for each cell. You can see the gory details in Template:FourUp where padding and margins are used to make a nice display. The advantage to this is that if they down't fit in the screen width, the elements in the bar will wrap rather than force a horizontal scroll. [[User:M. Lucretius Agricola|M.
