Nova Roma's '''Legio XXI Rapax Pannonica''' is one of the reenactor units of the Nova Roman [[Provincia Pannonia (Nova Roma)|Pannonia Provincia]], and it is one of the most active reenactment group within Nova Roma, known for providing Nova Roma and its citizens with public events and programs, however, in the recent years mostly focused on Roman civilian programs. The Hungarian Legio XXI Rapax reenactment unit was founded by '''[[Marcus Caecilius Metellus Tocaiensis (Nova Roma)|M. Caecilius Metellus Tocaiensis]]''' in March, 2002. The legion soon became popular in Eastern and Central Hungary, as the first Roman reenactment legion in these areas, and later it developed to be most active group in Nova Roma worldwide. Later, as other Nova Roman legions became also very active, the Rapax Pannonica remains one of the most active units.

'''For a long period''', the legion was supported, logistically and financially maintained by the "Gladius Történelmi Hagyományőrző Egyesület," a reenactment corporation in alliance with Nova Roman Pannonia, functioning as the representative of the ''provincia'' for business and legal purposes in relationship with the macronational authorities. '''Currently''' the legio XXI Rapax is operating within the frames of the [https://rapaxpannonica.webnode.hu/ "CAPPNR Egyesület"] (reenactment nonprofit corporation), maintained by the governor of Pannonia.

The membership of the legion has recently been involved mostly in Roman '''civilian reenactment''' rather than in military reenactment due to the outdated and substandard armor which '''is going to be fully replaced to meet the highest standards''' of Roman military reenactment. While the military equipment of the group is of outdated quality, '''the civilian display''' is a [[:Category:XX Floralia Aquinci|'''very accurate reconstruction''' of the appearance of classical Roman clothing]]. Members of the legio XXI Rapax, trained by [[Gnaeus Cornelius Lentulus (Nova Roma)|Cn. Cornelius Lentulus]], are among the very few individuals of the international reenactment scene who can put on an imperial period larger toga correctly.

Four other Roman military reenactment units were either formed within, or descend, from the Legio XXI Rapax Pannonica: the [[Cohors VI Carpathica (Nova Roma)|Cohors VI Carpathica (Colonia Rostallo)]] of Nova Roma and the Legio X Gemina (this latter is currently not Nova Roman, but it was first an allied group, now independent), which, in turn, was the parent legion of the [[Legio II Adiutrix (Nova Roma)|Legio II Adiutrix]] and the [[Cohors I Ulpia Pannoniorum (Nova Roma)|Cohors I Ulpia Pannoniorum]], two other Nova Roman units.

The [[Cohors I Ulpia Pannoniorum (Nova Roma)|Cohors I Ulpia Pannoniorum]] is completely merged into the Rapax Pannonica and they work as one group.

== Command ==

The ceremonial supreme commanders of all legions within Nova Roma are the ''consules'' of Nova Roma, and the ''praetores'' are the vice-supreme commanders. The provincial ceremonial commander-in-chief of the Legio XXI Rapax (and all other legionary units in Provincia Pannonia), is the governor of Pannonia, the ''legatus pro praetore'' '''[[Gnaeus Cornelius Lentulus (Nova Roma)|Cn. Cornelius Lentulus]]''', and the ''proquaestor'' of the ''provincia'' [[Titus Barbatius Naso (Nova Roma)|T. Barbatius Naso]] is the provincial deputy commander-in-chief.

The actual commander of the Legio XXI Rapax, as the highest ranking officer within the legion, is the ''tribunus militum'' [[Marcus Caecilius Metellus Tocaiensis (Nova Roma)|M. Caecilius Metellus Tocaiensis]]. He exercises command through his subordinate operational commanders.

Missions and operations of the legion are directed by the three operational commanders. [[Gnaeus Cornelius Lentulus (Nova Roma)|Cn. Cornelius Lentulus]] is the ''centurio'' of the unit (it is separate from his political position as ''legatus pro praetore''), and Cn. Legio XXI Rapax Canadana was a group of dedicated individuals whose goal was to bring to life the military and civilian aspects of life in ancient Rome. The Legio XXI Rapax was based out of Calgary, Alberta, Canada. The Legio XXI Rapax Canadana was established within Nova Roma by Senatus Consultum on {{Jul 3}} {{2004}}. It was founded in 2001.

[[Legio XXI Rapax (Nova Roma)|Another Rapax legion]] was recruited to Nova Roma a year later, in {{2005}}, in Provincia Pannonia.

The Canadian Rapax legion of Nova Roma was disbanded in {{2007}}. The [[Legio XXI Rapax (Nova Roma)|Pannonian Rapax]] of Nova Roma continued to grow and is flourishing in Pannonia.

The designation "Canadana" was added to the name within Nova Roma to distinguish the legion from the [[Legio XXI Rapax (Nova Roma)|Legio XXI Rapax "Pannonica"]].

Tribune '''M. Metellus''', together with '''his son''' '''[http://www.novaroma.org/civitas/album?id=9038 Metellus Cyprianus]''', founded the '''"Gladius" Association for Preserving of Historic Traditions''' in {{2002}}, then still outside Nova Roma, with the purpose of studying ancient history, archaeological finds, cultural and gastronomic heritage of Jász-Nagykun-Szolnok County and in a wider context the ones of the Hungarian Great Plain and to present it to people interested in the antiquity. Reenactment was only one part of the rich cultural mission of the group. The "Gladius" Association covered the entire antiquity of Pannonia and the Barbaricum (the Hungarian Great Plain), not only Roman history. M. Metellus organized history lectures, conferences reenactment events, school programs, gastronomy shows and a summer camp for school children about ancient history. The focus was the Roman antiquity, especially the Roman legion, the '''[[Legio XXI Rapax (Nova Roma)|Legio XXI Rapax]]''', which perished in the area where the "Gladius" Association was founded, but gladiatorial performances and Sarmatian, German, Celtic programs and presentations were often included. The group became famous and significant in the county and in the nearby counties of Hungary. The quality of the equipment and armor was uneven, but apt for the local standards, and was improving in the upcoming years.

In the year of {{2005}}, the Metelli contacted the new governor of the Nova Roman Provincia Pannonia, '''[[Cn. Cornelius Lentulus]]''', and invited him into the third summer camp of the "Gladius" Association to preside over the opening of the camp as the governor of the province. The event was such a success that Cn. Lentulus remained for the entire camp and participated in all programs, meanwhile the "Gladius" Association agreed to be the local representative of Nova Roma for Provincia Pannonia, and the Legio XXI Rapax became the first fully Nova Roman legion of Nova Roma. M. Metellus, his son Cyprianus, and all members of the legio XXI Rapax joined Nova Roma, governor Cn. Lentulus appointed M. Metellus as tribunus for the Nova Roman legion, and Metellus appointed Lentulus as optio, and one year later, centurio within the legion. Thus the legio XXI Rapax became the first official legion of the Nova Roman reenactment army.

As the result of this fruitful cooperation, the Nova Roman legio XXI Rapax and the "Gladius" Association became prominent in Eastern Hungary, and it was invited to all the most important antiquity themed reenactment events as the most active Roman reenectment group in the Great Plain region of Hungary. With time, the barbarian (non-Roman) topics became even less present in the group's repertoire, the focus was only Roman religion, Roman military and civilian programs.

During this very active period of the legio XXI Rapax, tribne M. Metellus didn't participate in the political arena of Nova Roma and in the international community, but focused exclusively on his legion. After {{2009}}, Metellus retired from the position of corporate president of the "Gladius" Association, and ceded the position to ''tesserarius'' [[Spurius Porcius Gemma (Nova Roma|Sp. Porcius Gemma]], later promoted to ''signifer'' and ''optio''. M. Metellus then retired from active participation in the legion, but occasionally continued to attend in events. For a couple of years, the legio XXI Rapax became even more known nation-wide within Hungary as a reenactment group, and gave birth to two other Hungarian reenactment units, the [[cohors VI Carpathica]] and the legio X Gemina, originally both affiliated to Nova Roma, but after a while the legio X Gemina decided to pursue an independent path, meanwhile the cohors VI Carpathica did not only continue to be a fully Nova Roman legionary unit, but it gradually replaced the legio XXI Rapax as the most active Roman legionary unit of Nova Roma, continuing the best of its traditions. Currently, the legio XXI Rapax has mostly Roman civilian events and just a very few military programs per year, but some of its members are active in the cohors VI Carpathica.

In {{2017}} Metellus started to participate in the international leadership and public service of Nova Roma. He served in Cn. Lentulus legatus's committee as a tribune at the establishment of the new province [[Provincia Thracia (Nova Roma)|Thracia]] of Nova Roma.

As his military career was retired, M. Metellus started his cursus honorum in Nova Roma as [[Quaestor (Nova Roma)|''quaestor'']] in {{2018}}, the Sacred Year of Concordia, 20th Anniversary Year of Nova Roma, assisting ''praetor'' [[Quintus Arrius Nauta (Nova Roma)|Q. Arrius Nauta]].

In {{2019}} he had a high honor of being elected to the curule aedileship, and as [[Aedilis curulis (Nova Roma)|'''aedilis curulis''']] he organized games for the festivals of Nova Roma throughout the year.

Most recently, he the plebeian aedileship multiple times, he was curule aedile again, and served as tribune of the plebs.

As the culmination of his meritorious ''cursus honorum'', he was '''elected [[consul (Nova Roma)|consul]]''' in {{2019}}, in which office he serves Nova Roma currently.

People from across the world have for decades come together to [[Reenactments|reenact]] historical military and civilian life at various periods in time. A large number of these are dedicated to the Roman era.

Reenactment in Nova Roma takes on its own definition. Many citizens take on a variety of activities, from the use of language, cultural and religious practice, and even military training, as the real thing, not as a pretend scene. In this case it is meant as “revival” and “restoration”. The standard English use of the word “reenactment” does don’t have this same aspect. Every citizen who has an authentic Roman garment falls into this Nova Roman vocabulary definition, whether they participate in public performances or not (real or unreal), and every real (not-pretense) ceremony that is carried out. There really needs to be another word to be more transparent about this activity in Nova Roma. It is unfortunate that the English language chose the word “reenactment” to denote wearing clothes of another period; an issue that does not arise in many other languages.

Take the Hungarian language and the use of their word for “reenactment”, which is “hagyományőrzés”. Its literal translation is “preservation of tradition” or “keeping traditions”. Those in Hungary who practice and participate in these activities have never needed to debate what such definitions mean. Whether a simple legionary or priest, senator or just someone who occasionally participates in Roman events just once in every 5-7 year, they all embrace it and are happy to be labelled as "tradition keepers".

Nova Roma is a living reconstruction, a model Roman state, from top to bottom, a community working, functioning, living according to Roman rules, Roman traditions, including all aspects, like literature, clothing, religion and law. In the ancient Roman state, in order to run for public office as an ''assiduus'' one is required to perform, or at least be available to undertake, military service. It is a requirement in our Nova Roman constitution as well. The Nova Roman military is ceremonial, it's an honor guard with the mission of popularizing Roman history and culture, an educational army. To be as fair as possible to the great variety of citizens, since many people can face several obstacles, physical participation in our educational honor guard legions is not required. If one does it, this is great, but instead of absolving this ancient requirement, a simpler way is offered: it can be substituted with a very small monetary contribution, which in a way does fulfill the sense of “contributing to the legions”. It is also important to keep in mind that it is not obligatory, unless one wants to be an office holder. Ancient Romans had the same requirement, so do we, albeit adapted to our circumstances as a cultural organization.

The level of historical detail required varies from legion to legion, and some engage in mock combat while others display their prowess at period drill and camp life. We have been informed only now that one of our founding citizens, the former head of state of Nova Roma, consul and censor L. Equitius Cincinnatus Augur (Michael Cope), who got his agnomen for being the first prominent augur of Nova Roma, but who also served as our first flamen Martialis and pontifex, former censorial and consular senator, has passed away on 22 January, 2021.

L. Equitius Cincinnatus was the first flamen Martialis of Nova Roma, a pontifex and augur, and the founder of the Nova Roman patrician gens Equitia, re-founding it at the time of founding Nova Roma. L. Equitius was one of the most important leaders of the early Nova Roma, and a widely respected prominent citizen. In his macronational life, he was a US Navy war veteran, military diver for 17 years.

L. Equitius was also a reenactment legionary soldier as every Roman statesman has to serve in the army.

Cincinnatus was known as the first person to actually use the Nova Roman sestertius (the "Declaratio" coin) as real money in a business transaction with M. Cassius Iulianus at Roman Days in Maryland USA.

He was elected consul for the year L. Equitio Dec. Iunio coss. (1999), however, this election was later ruled invalid by dictator Fl. Vedius Germanicus.

We have been informed only now that one of our founding citizens, the former head of state of Nova Roma, consul and censor L. Equitius Cincinnatus Augur (Michael Cope), who got his agnomen for being the first prominent augur of Nova Roma, but who also served as our first flamen Martialis and pontifex, former censorial and consular senator, has passed away on 22 January, 2021.

L. Equitius Cincinnatus was the first flamen Martialis of Nova Roma, a pontifex and augur, and the founder of the Nova Roman patrician gens Equitia, re-founding it at the time of founding Nova Roma. L. Equitius was one of the most important leaders of the early Nova Roma, and a widely respected prominent citizen. In his macronational life, he was a US Navy war veteran, military diver for 17 years.

L. Equitius was also a reenactment legionary soldier as every Roman statesman has to serve in the army.

Cincinnatus was known as the first person to actually use the Nova Roman sestertius (the "Declaratio" coin) as real money in a business transaction with M. Cassius Iulianus at Roman Days in Maryland USA.

He was elected consul for the year L. Equitio Dec. Iunio coss. (1999), however, this election was later ruled invalid by dictator Fl. Vedius Germanicus.

After some turmoils around his person (the famous Cincinnatus-trial), he retired from Nova Roman public life, permanently. Later, Cincinnatus was restored to the Senate, but he never participated again, and was soon removed due to inactivity.

L. Equitius was affected by a serious disease in April C. Claudio T. Domitio (II) coss. (2018)., and was on rehabilitation for over two years, but he could never return to full health. He passed away in a.d. XI Kal. Feb. Q. Arrio (III) A. Tullia coss. (22 January, 2021), and he is buried in the Arlington National Cemetery.

The Senate will decide later about his state funeral ceremony, as a former censor and consul, he is qualified for a funus censorium.

'''L. EQUITIUS CINCINNATUS AUGUR (Michael Cope)''', L. Equitius Cincinnatus Augur, former consul and censor of Nova Roma has passed away.

We have been informed only now that one of our founding citizens, the former head of state of Nova Roma, consul and censor L. Equitius Cincinnatus Augur (Michael Cope), who got his agnomen for being the first prominent augur of Nova Roma, but who also served as our first flamen Martialis and pontifex, former censorial and consular senator, has passed away on 22 January, 2021.

L. Equitius Cincinnatus was the first flamen Martialis of Nova Roma, a pontifex and augur, and the founder of the Nova Roman patrician gens Equitia, re-founding it at the time of founding Nova Roma. L. Equitius was one of the most important leaders of the early Nova Roma, and a widely respected prominent citizen. In his macronational life, he was a US Navy war veteran, military diver for 17 years.

L. Equitius was also a reenactment legionary soldier as every Roman statesman has to serve in the army.

Cincinnatus was known as the first person to actually use the Nova Roman sestertius (the "Declaratio" coin) as real money in a business transaction with M. Cassius Iulianus at Roman Days in Maryland USA.

He was elected consul for the year L. Equitio Dec. Iunio coss. (1999), however, this election was later ruled invalid by dictator Fl. Vedius Germanicus.

After some turmoils around his person (the famous Cincinnatus-trial), he retired from Nova Roman public life, permanently. Later, Cincinnatus was restored to the Senate, but he never participated again, and was soon removed due to inactivity.

L. Equitius was affected by a serious disease in April C. Claudio T. Domitio (II) coss. (2018)., and was on rehabilitation for over two years, but he could never return to full health. He passed away in a.d. XI Kal. Feb. Q. Arrio (III) A. Tullia coss. (22 January, 2021), and he is buried in the Arlington National Cemetery.

The Senate will decide later about his state funeral ceremony, as a former censor and consul, he is qualified for a funus censorium.
