She is the third person from the Iunian gens to be elected praetor and the fourth to bear the title of Nova Roman Senator.

Over the personal attacks which were directed against her during a hard time, she resigned from all of her offices {{Jun 8}}{{2010}}, effective immediately, except the office of ''curatrix aerarii'', which will be effective {{Aug 8}}. She will remain in the the ''curatrix aerarii'' position for these 60 days to aid in a smooth transition of the financial accounts. At that time she promised she would also '''resign her citizenship'''.

== Early Life ==

Marcus Minucius Audens was born in the deep desert (Blythe, Calif.) in 1936. He lived with his parents in a willow shack with a canvas roof on the Colorado River that his father and uncles had built. This was the period of the great depression, and his family counted themselves fortunate to have a place to sleep and sufficient food to eat.

His father was a heavy-duty diesel mechanic at the Los Angeles Aqueduct and had charge of several single stroke, two cycle diesel driven pumps. His father's background, however, made frequent moves a fact of life. In the second year of his life, Marcus moved between multiple states as his father moved from one job to the next. At the end of these moves, his parents bought their first home in Gresham, Oregon. During the World War II years his father went to Alaska on two contracts to build airstrips and docking facilities.

Marcus remained in Oregon for most of the war, until his family moved from Gresham to Lake Coeur de Lane, Idaho and then to Burgettstown, Pennsylvania. He completed the third grade before moving to Troy, Ohio, where he remained through the 6th grade.

His parents bought a home in Portland, Oregon, and he completed the 7th grade in the new Creston High School before moving to Riverdale, North Dakota. His parents moved back to Portland during his freshman year of high school. He then registered in a polytechnic high school (Benson Poly) and graduated with honors and three job offers. Marcus credits his fathers interest and strength as the reason for his academic success.

== The Navy ==

After graduation, Marcus was asked by his father to join the Navy in exchange for paying for his college degree. Marcus agreed and joined the Navy as a submarine trainee. Within two years his father had passed away and his mother was back in Portland. Marcus decided to stay in the Navy. In his many years of service he rose to the permanent rank of Master Chief Torpedoman (TMCM (SS)) and held the temporary rank of Chief Warrant Officer (underwater ordnance) for seven of the twenty years.

During these years of service, he married and had two children.

== Post Navy Career ==

Once he had retired from the Navy, Marcus immediately began his college degree at San Diego State University. He had served as a naval instructor which prepared him well for his college career. He quickly gained a Bachelor's Degree in Social Science with Honors and a Master's Degree in History and Reading with Distinction. He holds teaching credentials in California for English, Social Science and Reading.

Upon completion of his college degrees, he went to work in San Diego for General Dynamics as a Quality Assurance Inspector. He then took a job offer with General Dynamics as a submarine improvement project officer for Ohio Class Submarines. in Groton, CT. He completed my career (20 years) with that company and retired for a second time.

== Retirement and Nova Roma ==

Marcus has been retired now for about eleven years and has devoted himself to military reenactment (Rev War, Civil War and Roman Empire).

He was honored to be the founder of the [http://ciarin.com/Minucia/index.php Gens Minucia]. This gens honors a man by that name who served in the XXth Legion in Britannia, first as a legionary and later as a miles immunes gromaciti (military surveyor). Marcus adopted this personage as his Nova Roma ancestor. His funeral altar is registered in the book of Roman names in Britannia.

Marcus has been a part of Nova Roma almost since its beginning and has been honored to become the second citizen to gain the Cursus Honorium. He has also served NR as an instructor and military history leader in the Academia Thules.

His current interests are Roman military history, military history of the world, history of the seas, model building, philosophy, sketching, mapping and writing (fiction).

Sulla''' was a [[Consular (Nova Roma)|censorial and consular senator]] and the [[Curator aerarii (Nova Roma)|curator aerarii]] of [[Nova Roma]] who held both the consulship and the censorship three times, a record unsurpassed by anyone in Nova Roma. Sulla is also held responsible as '''the initiator of the so called [[Second "Civil War" of Nova Roma]]''', and as '''the perpetrator of the [[Coup d'état of Caesar and Sulla (Nova Roma)|coup d’état of Caesar and Sulla]]''' and the subsequent '''[[Third "Civil War" of Nova Roma]]'''.

Originally '''L. Cornelius Sulla''', he was awarded the ''[[agnomen]]'' '''Felix''' by his colleague from his first consulship, [[Decius Iunius Palladius Invictus (Nova Roma)|Dec. Iunius Palladius Invictus]], in the latter's final speech as [[consul (Nova Roma)|consul]].

Sulla was one of the most active political leaders of the early years of Nova Roma whose name is born by many laws in the Nova Roman tabularium. He was known as a merciless debater, a formidable opponent who fought for his truth with an unstoppable force, not hesitating to use any oratorical tools whether it be bullying or character assassination. He was one of the ''principes'', the leading citizens, one of the most influential senators, and the head of the ''gens Cornelia'', the largest gens in Nova Roma, and it gave him a significant amount of informal power over the community: in the early years of Nova Roma, ''gentes'' had chiefs, which was an unhistorical practice, but which was corrected and abolished in {{2004}}. Sulla stopped participating in Nova Roma almost immediately after the ''gens'' reform, and although he did not renounce his citizenship, he severed all ties and did not keep contact with anyone. He only returned at the very end of {{2008}}, to a Nova Roma which had a new leadership and new style of management, which he opposed from the moment of his return. When he returned, he did not receive back his senate seat, and this was the starting point of his fight for restoring himself into the same position of dominance which he held before his five year long sabbatical.

With the substantial help and support of [[Gnaeus Iulius Caesar (Nova Roma)|Cn. Iulius Caesar]], [[Gaius Equitius Cato (Nova Roma)|C. Equitius Cato]] and the so called "Sullans" or "Back Alley Faction", he rose to absolute power during the series of internal conflicts that is referred to as the [[Second "Civil War" of Nova Roma]], transpiring between {{2009}} - {{2010}}.

Together with [[Gnaeus Iulius Caesar (Nova Roma)|Cn. Iulius Caesar]], Sulla ruled Nova Roma as quasi monarchic ruler between {{2011}} - {{2015}}. The [[Senate (Nova Roma)|senate]] awarded him the title ''[[Pater Patriae (Nova Roma)|"pater patriae"]]'' during his third term as [[Censor (Nova Roma)|censor]] in recognition of his public service and many contributions to the ''res publica'', although this move met serious opposition in the senate and among the people, as many thought that his controversial character and the financial and administrative work recited as reason of the award did not merit this extremely high honor.

On {{Nov 17}} {{2015}}, Caesar and Sulla committed a coup d'état, and proclaimed Caesar as "dictator", illegally, and Sulla as "magister equitum". This move turned the overwhelming majority of the active citizens against them, and a huge movement of "Liberators Saving Nova Roma" was formed against their illegal dictatorship. Cn. Caesar and L. Sulla lost the [[Third "Civil War" of Nova Roma]] they had initiated by the coup, and after admitting defeat, Caesar renounced his citizenship in Nova Roma on {{Oct 14}} {{2018}}, leaving Sulla as the sole leader of the Coup Faction. Sulla endured for another year resisting to the pressure from the people, but on {{Jul 18}} {{2019}} he also surrendered, renouncing his citizenship, and he promised to aid the transition of corporate assets to Nova Roma.

L. Sulla passed away shortly after the end of the fights, on {{Aug 6}} {{2019}}, which shocked the populace of Nova Roma, and, upon the initiative of [[Cn. Lentulus]], Nova Roma declared his funeral a day of mourning and sent a wreath to his grave, as a sign of reconciliation. Although proposals were made to remove his honorific title "pater patriae" posthumously (due to his very controversial role), the senate, on the recommendation of Cn. Lentulus, decided to honor his memory out of respect for the deceased.

After reconciliation having completed, Nova Roma keeps L. Sulla among his respected deceased citizens and honors his memory, remembering his positive contributions to Nova Roma.

He was the '''flamen Martialis''' of Nova Roma, '''pontifex''' and '''augur''', and the founder of the Nova Roman patrician ''gens Equitia''. L. Equitius was one of the most important religious leaders of the early Nova Roma, and a widely respected prominent citizen. In his macronational life, he was a US Navy war veteran, military diver for 17 years.

Cincinnatus was known as the first person to actually use the Nova Roman ''sestertius'' (the "Declaratio" coin) as real money in a business transaction with [[Marcus Cassius Iulianus (Nova Roma)|M. Cassius Iulianus]] at [[Roman Days]] in Maryland USA.

He was elected [[Consul (Nova Roma)|consul]] for the year {{1999}}; however, this election was later ruled invalid by dictator [[Flavius Vedius Germanicus (Nova Roma)|Fl. Vedius Germanicus]].

On {{Feb 20}} {{2008}}, during the [[Struggle for the sacred colleges (Nova Roma)|restructuring of the leadership of the Nova Roman priesthood]], and internal Nova Roman trial was initiated against him. He lost the trial, and as part of the verdict, L. Equitius was stripped of all his titles and even his [[Assidui|assiduus]] status, being demoted to the status of [[capite census (Nova Roma)|capite census]], resulting from an internal trial initiated by pontifex and censor [[Caeso Fabius Buteo Modianus (Nova Roma)|K. Buteo Modianus]], for refusing to admit the latter to official Nova Roman mailing lists owned by L. Equitius. This was the famous '''Cincinnatus-trial''' which set the topic of public discourse for the upcoming years, and which contributed to the starting causes of the '''[[Second "Civil War" of Nova Roma]]'''.

The ''praetores'' issued a judgement against L. Equitius, and they added an additional fine to the sentence due to his refusal to participate in the trial. Censor [[Tiberius Galerius Paulinus (Nova Roma)|Ti. Galerius Paulinus]], as ''advocatus'' for L. Equitius, demanded the right of ''[[provocatio]]''. [[Gnaeus Iulius Caesar (Nova Roma)|Cn. Iulius Caesar]] also became an outspoken advocate of justice for Cincinnatus, which based his rise as the leader of the opposition and eventually as the ruler of Nova Roma two years later.

After these turmoils around his person, he retired from Nova Roman public life, permanently. When Cn. Caesar and [[Lucius Cornelius Sulla Felix (Nova Roma)|L. Sulla]] won the Second "Civil War", Cincinnatus was restored to the Senate, but he never participated again, and was soon removed due to inactivity.

L. Equitius was affected by a serious disease in April {{2018}}, and was on rehabilitation for over two years, but he could never return to full health. He passed away in {{Jan 22}} {{2021}}, and is buried in the Arlington National Cemetery.

Liburnius distinguished himself as a moderate, wise speaker on public affairs, and decent magistrate. He was one of the heroes of Nova Roma when he worked for the saving of Nova Roma during the [[Third "Civil War" of Nova Roma]], as a member of the [[Liberatores (Nova Roma)|Executive Committee of the Liberatores Saving Nova Roma]]. He was enlisted as a soldier assigned to office work in the [[Legio XXI Rapax (Nova Roma)|Legio XXI Rapax]] of Nova Roma to serve in the internal fight during said crisis period, and he was promoted to the rank of ''decanus'' for his merits in saving Nova Roma.

She served twice as '''[[Consul (Nova Roma)|consul]]''' and four times as [[Censor (Nova Roma)|'''censor''']] of the [[Nova Roman Republic]], filling three censorial terms, which makes her the most senior ranking senator of Nova Roma.

Tullia Scholastica had immense contributions to classical studies and promotion of Roman culture within Nova Roma and to the [[Latin]] education of Nova Roman citizens, and participated in numerous Nova Roman conventions, Latinist and reenactment events and gatherings. Her areas of knowledge include Latin and classical languages such as Greek and Sanskrit, linguistics, history of Roman and Greek clothing and Roman onomastics. She taught and assisted innumerable Nova Romans on these fields since the first day of her citizenship.

For her 20 years of substantial and beneficial cultural impact to education of Romanitas in the Nova Roman community, to Roman reconstructionism and in the governance of Nova Roma, the senate awarded her the agnomen "Augusta", as special and first ever honor in Nova Roman history at the end of {{2023}}, part of the celebrations of the quarter century 25th Anniversary of Nova Roma, the Sacred Year of Concordia, under ''[[Senatus consultum de A. Tullia Scholastica Augusta (Nova Roma)|Senatus consultum de A. Tullia Scholastica Augusta]]'', and she also received the Senate Award for Shaping the First Quarter Century of Nova Roma.

At many reenactment events, including the [[Roman Days of Nova Roma|Roman Days]] and Fort Malden events, he promoted Nova Roma through pamphlets and his excellent replica displays of Roman military garb and armor.

'''Gallio Velius Marsallas''' served '''[[Legio XXIV Media Atlantia (Nova Roma)|Legio XXIV Media Atlantia]]''' of Nova Roma as its commander, holding the office of ''praefectus legionis'' (as politically appointed ''tribunus'' for a while) and he held the actual professional rank of ''centurio.'' This legion founded by Gallio Marsallas was the first legion of Nova Roma, enlisted just 17 days after the founding of Nova Roma. Marsallas continued to publish periodically the Vicesima Quarta Newsletter, detailing all the work his Nova Roman unit performed, which was always rich and very educational. Marsallas was a highly regarded ''vir militaris'' respected in all segments of the Nova Roman society. He was admired and famous for possessing and displaying a huge array of Roman armor and equipment, various helmets, swords, ''loricae'', spears, shields, and his formidable ''ballistae'' and ''catapultae'' which were the star of any event where he brought them.

Marsallas was not heavily involved in Nova Roman politics, and he only held two regular magistracies: he was vigintisexvir rogator in {{2003}} and quaestor in {{2017}}. He actively participated in the saving of Nova Roma with his legion during the [[Third "Civil War" of Nova Roma]] under the supreme command of consul, then proconsul T. Domitius Draco, and after the victory, the Legio XXIV Media Atlantia hailed T. Domitius as ''imperator''.

He reached the pinnacle of his Roman career during the years of the struggle for saving Nova Roma, when, due to his patrician status and universal respect, he was appointed as one of the first ''interreges'' of Nova Roma, as special "temporary king", interim head of state, and he filled three consecutive terms as [[interrex (Nova Roma)|interrex]] in November and December in {{2017}}, and was a '''[[Senate (Nova Roma)|senator]]''' of Nova Roma ever since holding the office of interrex, until his passing (during his 7th year in the senate).

In his private life, he was a well-known Star Wars and Battlestar Galactica cosplayer, using the name "Old Sarge Oberon", and was admired for the quality and variety of his movie replica gears. He maintained a very active life until his 80s, participating in Roman festivals, history events and in movie cosplay, in many events and programs until his last days.

His legacy is his paramount contribution to Roman reenactment in the USA and Roman revivalism worldwide, culminated in Nova Roma thanks also to his contributions. Edictum curatoris rei informaticae de ratificatione legis Arriae de censu civium aestimando

The lex Arria de censu civium aestimando stipulates that, because the applicability of this law depends on the technical realization and programming of the Census Points system in the infrastructure of the Album Civium, this lex Arria will take force only after the curator rei informaticae determines that the provisions of this law have been built into the Album Civium. At that time, the curator rei informaticae will have promulgate an edict putting this law into effect.

I. The necessary works have now been conducted on the programming of the Censorial Database and Album Civium, therefore, as curator rei informaticae, I hereby officially put the lex Arria de censu civium aestimando into effect.

II. I call all citizens to examine the amounts of their Census Points and submit their requests for accounting any of the Census Points that they think they are due according to the lex Arria de censu civium aestimando, which can be read here:

III. As section III.A.4 requires a regulation on the method of counting partial Past Service Point amounts, I issue the following temporary regulation of calculation:

III.A. Amount of Census Points due for the specific office divided by 365, and the result multiplied by the number of days in office minus one, and the final result is rounded down to the preceding whole number.

Example for a consul who served 100 days in office and then residgned:

"120 Census Points are due for a past consulship. This has to be divided by 365, the result is 0,3287. This has to be multiplied by the 100 days spent in office, minus one, that is 99. The result is 32,8767, so this citizen receives 32 CP for one month as consul."

III.B.1. All laws shall always be followed to the letter as much as possible, but if the circumstances of the reality make it impossible, the government shall create a temporary solution in order that the spirit of the law can be maintained. Due to the current reconfiguration of the website, now it is technically and financially impossible to assign one quarter of the Past Service Points as an extra addition to all officers who served only a partial term of office, and it is also impossible to disregard the points for more than one subordinate office appointed by the same magistrate except the highest one. Therefore I temporarily suspend the application of these two rules.

III.B.2. Hereby I ask the approval and confirmation of the censores for this decision, because, according to II.D of the lex Arria, "in case there is any doubt regarding the interpretation of the regulations and instructions in this law or the supervision, protections, functioning and mechanisms of the Census Point system, the censors shall decide the interpretation by edict."

Edictum curatoris rei informaticae de praefecto editore principali Canalis Twitch Novae Romae

I. The senatus consultum de Canali Twitch Novae Romae, section III, mandates the following:

"The owner has to be appointed as the first editor-in-chief of the Nova Roman Twitch Channel by the curator rei informaticae, with an appropriate Latin title, and the Nova Roman Twitch Channel shall be made part of the official internal structure of the Officium Rei Informaticae. With the consent of the owner, other citizens can be appointed as subsequent editors-in-chief by the curator rei informaticae. The owner cannot make anyone an editor-in-chief on his own initiative."

II. As curator rei informaticae, I hereby appoint D. Aurelius Ingeniarius, the owner of the Nova Roman Twitch Channel, as the first official editor-in-chief of the Nova Roman Twitch Channel, with the Latin title praefectus editor principalis Canalis Twitch Novae Romae.

III. I authorize the praefectus to recruite and name assistants, to submit their names to me, whom I shall appoint as apparitores with the relevant titles to work within the Officium Rei Informaticae (Office of Information Technology), in the Scrinium Canalis Twitch (Twitch Channel Department). The [[Provincia (Nova Roma)|Provincia]] of '''Columbia''' in [[Nova Roma]] comprises the U.S. States of Maryland and the District of Columbia.

The Provincia was organized and created by order of the Senate of Nova Roma on a.d. IX Kal. Nov. 2766 a.u.c. (Oct. 24, 2013) and is one of the numerous Provinciae of Nova Roma, each of which has its own governor and organizes its own events and activities.

Nova Roma has much to offer to all those interested in the many facets of Ancient Rome. We have many associations known as Sodalitates which are dedicated to studying a wide range of topics, including but not limited to the Roman military, the Latin Language, and various cultural arts. Provinces hold events to promote membership and encourage participation. Nova Roma is diverse enough to accommodate almost any field of interest in Ancient Rome, including the Religio Romana.

For administrative purposes, the provincia is also divided into Regiones, geographically corresponding to modern political districts, each of which is assigned a Legate, who deals with the day-to-day running of his or her Regio.

The Provincia is administered by a Governor appointed by the Senate of Nova Roma. The Governor has the power of imperium and can issue edicts (laws on the provincial level). The Governor can also appoint Legati and Scribae. All of these have different titles (see the Cohors Propraetoris).

The Provincia is not a self-governing entity, rather it is managed by the Governor who acts according to the will of the Senate of Nova Roma.

==Praetorium==

The [[Praetorium (Nova Roma)|Praetorium]] is the office of the [[governor (Nova Roma)|governor]] of a Nova Roman province. The governor is assisted by a staff like that of a present day government.

The staff personnel of the Praetorium, the ''[[Cohors praetoria (Nova Roma)|Cohors praetoria]]'', handle areas like the treasury, the military, interprovincial relations, and public games and gatherings. The Cohors Praetoria consists of all the assistants ([[Legatus_(Nova_Roma)|''legati'']], [[praefectus_(Nova_Roma)|''praefecti'']] and [[scriba_(Nova_Roma)|''scribae'']]) of the governor.

All ''legati'' and ''praefecti'' are part of the [[Consilium_provinciae_(Nova_Roma)|Consilium provinciae]], the inner circle of the Cohors. All other officials appointed by the governor are parts of the outer circle of the Cohors. This does not mean that they lack in importance. On the contrary, they each have an important field of responsibility.

The whole Cohors is the modern equivalent of the advisors of the provincial Governor of Roma Antiqua. The governor's retinue in antiquity was in many respects a military one, today they are valuable advisors and administrative assistants.

As the governors of the old days, the governor expects a certain loyalty, discipline and unity from the Cohors Praetoria. The members of the Consilium Provinciae should, as a kind of General's staff, set an example in this and all Roman behavior to the rest of the Cohors.

Citizens are encouraged to establish local communities under the guidance and direction of Nova Roma. Local groups may be formally recognized in two ways. First, a group of five (5) or more citizens may apply for and be granted the status of an Oppidum. Groups consisting of thirty-five (35) or more citizens may apply for and be granted the status of a Municipium. Oppidia and Municipia are self-governing entities, which elect their own Magistrates and Assemblies, and issue their own edicts (edicta) and laws (leges).

Leges approved by the comitia of a local community shall have precedence over edicta of local magistrates of that community. Leges of a local community and edicta issued by local magistrates shall take a lower precedence than the constitution and laws of Nova Roma, the senatus consulta of the Senate of Nova Roma, and the decreta of the pontifical and augural colleges of Nova Roma.

The actions of local comitia and magistrates shall be subject to intercessio by the Propraetor (provincial governor) and by the Tribuni Plebis and Curule Magistrates of Nova Roma in accordance with the constitution and laws of Nova Roma.

Local magistrates shall be considered under the authority of the Governor of the Provincia, and/or as delegated/regulated through his/her Legates (Praefectus/Praefecta Regionis) in terms of authority conflict.
