Nova Roma has a worldwide, international central administration and a territorial organization, consisting of provincial, regional and urban subdivisions. The provincia is the highest level of the territorial organization. The Nova Roman Republic is divided into a number of provinciae. A provincia can comprise of a single country or several, or can be made up of sub-national units from a single country.

However, several citizens of Nova Roma live outside these territorial subdivisions of Nova Roma because there has not yet been a local community of Nova Roman citizens developed in that speficic country. These citizens live extra limites (outside of the borders) of the Nova Roman commonwealth, but they are nontheless part of our res publica.
