All members (''legati'' and ''consiliari'') of the '''''consilium provinciae''''' are part of the inner circle of the [[Cohors Propraetoris (Nova Roma)|''cohors propraetoris'']]. All other officials appointed by the ''propraetor'' are parts of the outer circle of the [[Cohors Propraetoris (Nova Roma)|''cohors propraetoris'']]. This does not mean that they lack in importance. On the contrary, they each have an important field of responsibility.

The ''propraetor'''s retinue was in many respects a military one; they all acted in a foreign country that could be hostile. We will also act in a non-Roman country, but let's hope that it isn't a hostile one ;-)

Provincial council, in some provinces it is a decision making democratic body where all members vote on provincial edicts (e.g. in Italia), in most of the provinces, however, it is just an advisory body to the governor's assistance.

The consilium provinciae is usually the inner circle of the cohors praetoria, and consists of the highest ranking officials of the provinces, but the practice varies from province to province, and there are Nova Roman provinces where all members of the cohors praetoria are members of the consilium provinciae, and there are provinces where there is no consilium provinciae at all.

The consilium provinciae in some provinces is called curia, which is a very bad practice and is to be corrected, because the Roman curia was the building of the senate. An example for this is the council of Nova Roman Italia that is called Curia Italica.
