Piscinus led the movement to put Nova Roma's administration on a more professional footing. A [[CFO]] was appointed to ensure complete compliance with tax filings and the various funds were disentangled and in the main accounted for. It was in conjunction with this that what had been called the Nova Roma "ager publicus" was found to have been a land fraud. It was discovered that Nova Roma owned only a part interest in the land, but had apparently been paying the entire tax bill. Nova Roma immediately divested itself of this "asset".

Consular M. Moravius Piscinus Horatianus was the third pontifex maximus of the Nova Roman Republic. He was augur and magister collegii augurum, and earlier flamen Carmentalis and, before that, flamen Cerealis of Nova Roma, too. He was a senator until he resigned from the senate a.d. VIII Id. Nov. P. Memmio K. Buteone (II) cos. MMDCCLXIII a.u.c..
