Item I Emergency Disaster Fund (PASSED)

An Emergency/Disaster Fund is hereby established by the Senate for cases of catastrophes, to help and support mainly, but not only, Nova Roman citizens.

The use of this Fund will be public and well known to the people (not only within NR, but also to beneficiaries) in a way that shows clearly that NR is making the donation.

I.a The fund should be fed by individual donations (public or private), and/or any other way the Senate might find appropriate.

I.b The Consuls shall set a deadline after which the money gathered until that moment will be delivered to the Italian Red Cross for relief of the Abruzzo earthquake victims. After that, a second deadline will be set by the Consuls, to gather money which will be devolved to an organization, yet to be identified, for the reconstruction of damaged houses and/or roman articacts and monuments in Abruzzo.

After this, further deadlines and specific goals for the use of the fund may be set by the Consuls.

I.c No new bank account is needed. The fund will be set aside in the budget, like the MM fund. A new donation option shall be added to the relevant wiki page.

3/ The participation of the Treasury, as such, is not specified. If NR Treasury to put monies in this fund, where these monies will come from ? From new receipts ? From a transfer coming from existing funds, and if yes, from which ones ?
4/ The Fund should work in 3 steps, as the Curia did with the MMP last year: first set the principle of a Fund ; second voting to have this or that event entered in the Fund's scope (for ex. here with the Abruzzo's earthquake). Inside these 2 steps preliminary frame, the consuls would come to the Senate with a list of proposed donations (Red cross, local associations, other ones, etc.).

I remind the Conscript Fathers our business language is English by law, therefore our SCs should be in excellent English. I also believe that if we need to give money to Aubruzzo, we need to have a separate SC detailing that and that alone. This needs to be refined and brought back to this House at a later date.
  • ATS Abstineo. I am not entirely convinced of the need for this on our part. There may be better ways of assisting the victims of such disasters via existing agencies, much as we sympathize with them, and particularly with those in Italia.

Item II Investigation on the state of affairs of the Magna Mater Project (PASSED)

The Senate authorizes the Consuls to instruct the Consular Quaestors to start an investigation on the state of affairs of the Magna Mater Project, and to obtain legal advice from a qualified lawyer in the United States. A report must be presented to the Senate within a month from the starting date of the investigation. The full report will be presented at the end of the investigation within 2.5 months from the starting date of the investigation.

1/ This item is linked to the following one. The consular quaestors cannot be asked investigated on a Project which would fall under the competency of another magistracy, and its assigned quaestors (see Item III proposal). The Item III must be set *before* the Item II ;
2/ The starting date of investigation not being specified, what happens if the investigation begins on December, the next magistrates being not able to assume the acts of their predecessors ?
3/ The MMP has been duly reported to the Senate several times, including last year. No new element allows to state that the previous reports, and the control applied by the Curia, would have been ill-made.
4/ The limitation of the skills of the proposed lawyer in the U.S.A. would not answer, if a full new audit would be seen necessary, the legal questions on the European situation that should ask this audit.
5/ If the questions asked are about the relation between NR Inc. and the incorporation country law, the matter should be examined by the Board of NR Inc. as such, duly convened, not inside the Roman Senate.

Item III Oversight of the Magna Mater Project (NOT PASSED)

The Senate hereby decides to remove the oversight of the Magna Mater Project from the Curule Aediles, and assigns it to the CIO Office.

  • TGP ANTIQUO The CIO is not an elected magistrate. He or she is an appointed officer of the Senate. For all this time it was OK for the Curule Aediles to oversee the MMP but get one Curule Aediles who even questions the project and oversight must change to someone who has NO questions about how it runs. It would seem that only those who believe that the MMP is the greatest thing since sliced bread can be allowed to oversee it.

  • PMA ANTIQUO : Even if the aediles and the censors seem the most relevant elected magistrates, especially historically, to be entrusted with the management of such a pluriformal Project like the MMP, the Senate may decide to entrust any other magistrate whose rank is high enough, however, to prevail on the quaestor who must necessarily and legally work with her/him. The office of CIO, whoever be the holder of this office, does not fulfill these requirements. In such a context, the consuls should have chosen the simplest solution: to propose the Curia that they managed themselves, directly and with the help of their quaestors, the MMP.

The project needs to be transferred as soon as possible away from the hands of the Aedile who has done so severe mistakes and caused so much damage to whole Nova Roma (both corporation and res publica) by his actions. I hoped that he would have been man enough to resign after such fiasco he caused by damaging public property on political motives.
  • MMA ANTIQUO The CIO has already made it clear that he believes the MMP is fine as it is and has insulted those who have brought forth information against it, as it stands. NR gains nothing by placing MMP into the hands of one who is unaware of the potential problems that may well be contained therein.
  • DIPI Antiquo Transferring oversight to this position makes no sense at all. This is simply an attempt to avoid accountability because Caesar has brought up uncomfortable questions about the project people would rather not answer.

  • MHM Uti rogas. This project should be transferred asap. The Aedile made baseless accusations without looking at evidence or even speaking with our CFO by his own admission. He has damaged Nova Roma's reputation. Politics drives him not regard for the res publica. He should have resigned, but is without honor.

When certain Conscript Fathers are so committed to a project that they first ignore then obstruct information using the strangest means possible, I have written enough plots and storylines to understand that there is more here that what appears on the surface. But even if this was not the case, the Aediles still are the proper administrators of such a website project, and should remain so.

The Senate hereby decides to make the Senate Seal a binding law of all members of the Senate, whereby they should not discuss any business, including committees, outside of the Senate, except for that specifically detailed in the Senate Handbook

Item VI Dissolution of inactive provinces (NOT PASSED)

Inactive provinces (two Asiae, Venedia and Hibernia) are to be dissolved, and all citizens residing in areas that aren't provinces of NR should be represented and administered by the Praetors. The Praetors can divide the tasks among themselves.

  • TIS: Antiquo. The Senate Committee on provincial affairs was not consulted. For what the committee was created?
  • TGP ANTIQUO Keeping them available is better than having to recreate them later. Adding Hibernia to Britannia would make the province to big. Most of our provinces are already too big. California should be split into at least 3 or even 4 provinces and based on cities not an American state. Food for thought: My province is Mediatlantic and is one Nova Roma province but seven US states. We should reorganize our provinces along city lines and not state lines.

The Senate appoints Gnaeus Cornelius Lentulus as Magister aranearius, to work under the authority of the CIO, Senator Gaius Curius Saturninus.

In no more than three days, starting in the date that this item is approved, the Consuls will publish a call in the diverse forums of Nova Roma, to invite all interested cives in occupying the other position of Magister aranearius. Two finalists will have to be selected by the CIO, so that the Senate designates the second Magister aranearius

Item IX Senate Committee on Incorporation (PASSED)

The Senate hereby creates a new committee of senators to consider the incorporated status of Nova Roma.

IX. a. According to the Senatus Consultum on permanent standing committees, new committees may be created through senatus consulta.

IX. b. The new committee will adhere to the Preliminary rules for committees, as laid out in the Senatus Consultum on permanent standing committees.

IX. c. The senate hereby creates the Senate Committee on Incorporation.

IX. c.1. The Senate Committee on Incorporation will investigate all options and problems concerning the incorporation of Nova Roma. Costs and legalities involved are to be documented and prepared for the perusal of the senate.

IX. d. The Senate Committee on Incorporation is hereby authorized to admit non-senate members at the discretion of the chair person. These are not allowed to vote in the committee, only to participate in discussions where they have expertise or experience.

Item X Adoption of an Arbitration Agreement (NOT PASSED)

The Senate votes to adopt the use of an Arbitration Agreement for settling legal disputes initiated by or against the corporation. For legal disputes within the United States, the arbitration will be processed through the dispute resolution services of the American Arbitration Association (adr.org) using “documents only”.

The purpose of adopting this agreement is to limit the legal fees incurred by the corporation that would result from settling disputes through the court system. The Arbitration Agreement is located in the Senate files section under Legal. The direct link to the document is:

Item XI Risk Management Task Force (PASSED)

The Senate votes to approve the creation of a Risk Management Task Force. The purpose of this item is to form a dedicated team focused solely on the identification and evaluation of all risk areas within the corporation and arrange them by risk level. Once their analysis has been completed, the task force will present their findings along with strategies and action items for mitigating the risk in a formal report to the Senate. They will be asked that the report be submitted within 30 to 90 days after the formation of the team.

XI.a. The initial outcome of this task force will be to advise the board of which areas need immediate attention. The board should then select individuals to act on the recommendations of the task force. The task force will continue to monitor and evaluate the new measures as they are put in place, determine if they have been effective, make changes if necessary, and provide ongoing reports to the board on an as needed basis.

Item XIII Grant for the annual Conventus in Europe (NOT PASSED)

The Aediles Curules decided to accept two years ago, in the frame of their powers and of the current laws, the candidacy presented by provincia Gallia to held Nova Roma’s Annual Conventus.

After Dacia last year, the Conventus is scheduled to be held within the first 10 days of August in Burgundy, France (Gallia), around the “twin” cities of Autun (Augustodunum) and Bibracte (Bibrax).

As usual, in order to be able to organize the Conventus, the hosting provincia requests a grant from the central Treasury.

In the budget file inserted in the files section of our Curia, you will see that the grant requested from the Treasury is for an amount of 3,692 USD, i.e. 50 % of the provisional budget for the whole Conventus. The citizens of the Provincia Gallia citizens offer to contribute 1,477 USD (20%), and the attendants fees are being estimated at 2,215 USD (30%), on the basis of 15 cives attending.

XIII.A The Senate hereby decides:

XIII.A.1. To authorize a grant for 3.692 USD to the Provincia Gallia for the organization of the Nova Roma Conventus 2762 in Europe;

XIII.A.2 To pay this grant before June 30th, 2762 on an account that the Praetor Galliae will specify to the Quaestrix aerari;

XIII.A.3. If the definitive budget for the Conventus is by an amount inferior to 7,384 USD, the Provincia Gallia will reinburse the difference, considering that the senatorial grant will not in any case be higher than 50 % of the definitive budget.
