I. I hereby appoint Sp. Velleius Pugnator as my scriba to assist and work for the legatus provinciae Germaniae C. Artorius Praeconinus.

II. Sp. Velleius Pugnator as scriba ducis et legati pro praetore, and as scriba legati, reports to the legatus of Provincia Germania C. Artorius Praeconinus, the lieutenant governor, but must be ready to receive occasional instructions, if the need arises, to the governor general Cn. Cornelius Lentulus dux pro praetore.

<br>Edict of the legatus pro praetore of Germania Cn. Cornelius Lentulus on the provincial flag

Upon the recommendation of my legatus appointed to administer Provincia Germania within the dioecesis of the combined provinces of Europa Celtica et Germanica, in my capacity as dux of the dioecesis, and as legatus pro praetore of Provincia Germania, I proclaim the following edict in order to further the re-organization of my province as expected by the Senate and the People of Nova Roma:

I. As has been the custom in Nova Roma for years, provinces often adopt their own identifying flag or banner to represent their part of the Republic. I am pleased to formally announce and declare the Provincial Flag for Provincia Germania, designed and recommended by my legatus C. Artorius Praeconinus who shall receive full recognition for his work. It shall be adopted as the brand and logo for Nova Roma in Germany, Austria and Switzerland.

II.  It shall use the same colors as the Nova Roma flag; featuring the territories making up the province of Germania on a crimson background, with a golden SPQR centered within a simple golden laurel wreath. Above the central images shall read the words 'Nova Roma', with 'Germania' written underneath. It shall adopt the same aspect ratios as the Nova Roma flag when flown or used together. The design is intended to look similar to the Nova Roma flag and that of similar existing provincial designs including Italia, Gallia and Brasilia. 

III. The provincial flag will always remain subordinate to the Nova Roman flag. If there is only one flag to be used, that always have to be the Nova Roman flag. The provincial flag shall be used at events only if the event is specifically a provincial internal community event. The Nova Roman flag or vexillum must also be paraded if the provincial flag is to be present for an event. When both are flown together, the Nova Roman flag takes precedence and shall be flown first from the left, with the provincial flag to the right. If in a moving parade or event, the Nova Roman flag should always lead.

Upon the recommendation of my legatus appointed to administer Provincia Germania within the dioecesis of the combined provinces of Europa Celtica et Germanica, in my capacity as dux of the dioecesis, and as legatus pro praetore of Provincia Germania, I proclaim the following edict in order to further the re-organization of my province as expected by the Senate and the People of Nova Roma:

I. In the Province of Germania there shall be a smaller conventus each year, organized by a group of volunteers or in absence of volunteers, the officers and the consilium provinciae.

II. The conventus shall take place in the macronational territories of Germany, Austria and Switzerland. Each macronational territory will host the conventus to same parts in order that no group of citizens be discriminated.

EDICTUM LEGATI PRO PRAETORE GERMANIAE ET DUCIS DIOECESIS E. C. E. G. DE PRAETORIO PROVINCIALI GERMANIAE ET DE REGIONIBUS

I. I hereby promote and appoint tribunus militum C. Flavius Constantinus Aeneas Stilicho to the office of provincial quaestor, as quaestor legati pro praetore Germaniae Cn. Lentuli and quaestor Provinciae Germaniae.

I.A. The quaestor of Germania shall be the vice-governor of Provincia Germania, and his title shall automatically be changed to proquaestor when his quaestorship expires. 

I.B. As vice-governor of Germania, quaestor C. Flavius shall be responsible for external relations, reenactment, outreach and public relations.

I.C. Legatus C. Artorius Praeconinus remains the responsible officer for the reorganization of Provincia Germania as per the Senatus consultum de rectoribus provinciarum of Non. Oct. ‡ Q. Arrio (II) T. Domitio (III) cos. Legatus C. Artorius is hereby also defined as a vice-governor of Provincia Germania, responsible for provincial reorganization and reactivation. 

II. Regio Germania Inferior et Superior et Magna (short version: Regio Germanica) is hereby created on the territory of the country of Germany. 

II.A. Legatus C. Artorius is hereby appointed as proquaestor to serve as lieutenant governor of Regio Germania Inferior et Superior et Magna. 

II.B. The proquaestor Regionis Germaniae Inferioris et Superioris et Magnae is the administrative officer and official contact for all citizens living in the regio, and is entrusted to recruit citizens and organize activities within the regio, according to his possibilities.

III. Regio Noricum et Raetia is hereby created on the territories of the countries of Austria, Lichtenstein and Switzerland. 

III.A. Quaestor C. Flavius is hereby appointed as quaestor to serve as lieutenant governor of Regio Noricum et Raetia (his title automatically changes to proquaestor after his quaestorship).

III.B. The quaestor Regionis Norici et Raetiae is the administrative officer and official contact for all citizens living in the regio, and is entrusted to recruit citizens and organize activities within the regio, according to his possibilities.

IV. Effective immediately, no oaths are required.
