(30 May, 2022), opening the census with the EDICTVM CENSORIVM DE LEGIBVS CENSVI CENSENDO. That edict contained the legal basis and regulation for the current census. The last complete census, officially called the Census Q. Arrio P. Annaeo cos. MMDCCLXXII (2019), was held for a longer, interrupted period, between a.d. V Id. Mar. Q. Arrio P. Annaeo cos. – a.d. XIII Kal. Ian. Q. Arrio II T. Domitio III cos. (11 March 2019 – 20 December 2020), with the lustrum being conducted, and thus the census completely closed on prid. Kal. Ian. Q. Arrio II T. Domitio III cos. (31 December 2020). ::I.B.2. The current lustrum was performed on the last day of the census, on Id. Oct. Sex. Lucilio II A. Tullia II cos. (15 October, 2022), in Roman forum of Aquincum, by censor Q. Arrius Nauta, assisted by two pontifices Cn. Cornelius Lentulus and C. Petronius Stephanus Turpilianus, and one flamen, M. Aurelius Cotta Iovius, and was attended and praetor C. Cornelius Barosus, the same M. Aurelius Cotta Iovius as aedilis curulis, the same Cn. Cornelius Lentulus as quaestor, T. Popilliae Laenas as quaestor, the same C. Petronius Stephanus Turpilianus as tribunus plebis, Ti. Caecilia Sabina as tribuna plebis, A. Fabricius Pardalas as tribuna plebis. The ceremonies were instructed by pontifex Cn. Cornelius Lentulus. ::I.B.3. The census was closed both by the registrations deadline and the lustrum, having been held that same day, on Id. Oct. Sex. Lucilio II A. Tullia II cos. (15 October, 2022). By censorial administrative order, late registrations were accepted until the Nones of December (5 December) from old citizens, and arriving new citizens of Nova Roma were included until the Ides of December (13 December). '''II. The results of the Census''' :II.A. The results of the census of the Nova Roman People is the following: at the moment of the closing of the census, there are 739 citizens registered in the census, and we have 5,832 Nova Roman citizens of different legal statuses in total. The number of people who have ever been citizens of Nova Roma, together with those who passed away or renounced their citizenship, is 6,173 according to the present statistics and calculations of the Censorial Office. :II.B. Before the start of the census, there were 1,107 active cives censi (census registered citizens), accumulating since the last completed census in Q. Arrio II T. Domitio III cos. (2020). :II.C. The total number of Nova Roman citizens (census registered, active citizens, and unregistered, disappeared citizens) is 5,832, out of which number 739 are currently registered good standing citizens, and 3,561 failed to answer this or any of the past censuses of Nova Roma. Out of the current 5,060 unregistered citizens, the number of those formerly census registered citizens who haven’t answered the current census is 518; the others didn’t respond to previous censuses. The difference (589) between the number of active citizens at the start of the census (1,107) and the number of those who have disappeared during this census (518) is the number who are continuing their active status since the last census. The surplus difference (150) between them, and the final list of citizens registered on the census (739) comes from the combined number of new citizens who joined Nova Roma since the start of the census (including 38 citizens acquired by the incorporation of the Municipium Res Publica Canadana Romana Internationalis) and returning disappeared citizens who were not registered before this census (who failed to register on previous censuses) but who returned now hearing the call to register on the census. :II.D. At the moment of the closing of the census, Nova Roma has 15 probationary citizens who can become full right citizens in any moment, and 62 pending citizens who haven’t yet confirmed their intention to join or haven’t yet decided on their name, or who possibly still ponder joining Nova Roma, and 6 incoming applications for citizenship. :II.E. At the moment of the closing of the census, the number of all citizenship applications that the Censorial Office has ever received for Nova Roman citizenship is 17,119, out of which 10,890 are kept among the records of the Censorial Database of the Album Civium. A percentage of these 17,119 applications were repeated applications by the same applicants. There have been, according to the statistics and calculations of the Censorial Office, which are part based on hypotheses as many censorial records and decisions of policy from the first years of Nova Roma are no longer available, at least 11,169, but possibly any mount between 11,169 and 15,919) individual applicants for citizenship have been made since the founding of Nova Roma. 4,996 of all applicants have never completed their process of obtaining citizenship. 6,229 rejected or duplicate applications were deleted by the previous administrations. According to the statistical estimations of the Censorial Office, approximately 1,200 applications out of the total 17,119 ever made might have been duplicate applications: the ones which are more recent, are still kept in the archives. Since the parents and ancestors of most Nova Romans have not joined Nova Roma with full citizenshio, and have not established their Roman names, most Nova Romans are currently not able to use a filiation in ceremonial and official formulas, even though, by law, the parents and ancestors of all citizens of Nova Roma are considered Nova Romans, as well, Nova Roman ethnicity without citizenship. The censors are now providing a practical and sensible solution for this problem to assist citizens to act as full Roman citizens with a complete Roman citizens's title and name. I. Whenever the formal need arises, all Nova Roman citizens may be referred to with their full, long and complete titular citizen name with tribal and ancestral filiation: usually put between the nomen gentile and the cognomen: "son/daughter of (praenomen of the father/mother), form the (name of the tribe) tribe", in Latin: "filius/filia (praenomen of the father/mother in genitive), (name of the tribe in ablative) tribu". :A. The simple version contains only the father's praenomen and/or the tribe, e.g.: Gaius Flavius Marci filius Esquilina tribu Sabinus. :B. The longer version may contain the grandfather's praenomen, too, e.g.: , e.g. Gaius Flavius Marci filius Titi nepos Esquilina tribu Sabinus. :C. The most ceremonial and solemn version might be extended to the praenomen of the great-grandfather and great-great-grandfather, as well. Longer forms were not in use, e.g.: , e.g. Gaius Flavius Marci filius Titi nepos Publii pronepos Lucii abnepos Esquilina tribu Sabinus. :D. The mother's praenomen is used if the citizen is in the stirps and domus of his or her mother, i.e., uses the same nomen-cognomen combination as the mother, e.g. Lucia Tullia Aulae filia Scholastica Flaviana (real example from Nova Roma). II. Citizens who want to decide by themselves the praenomen of their father, grandfather, great-grandfather and great-great-grandfather for filiation shall contact the Censorial Office and send these names for registration. Upon contact, the Censorial Office will give advise and guidance, as well. We also encourage everyone to register their parents and their entire family as citizens of Nova Roma, if it is possible, and to have them choose their own Roman praenomen: but when it is not convenient or possible, the present edict will give a solution. III. If someone does not identify as a multi-generational Roman but wants to emphasize that he or she is first, second or third (etc.) generational New Roman, coming from a different nationality and ethnic background, those may send the real name of their fathers and ancestors to the Censorial Office for creating a formula that fits this identification. First generational Romans in ancient Rome marked the barbarian praenomen of their fathers, for example: "Gaius Iulius, son of Dumnorix, Orgetorix", in Latin: "Gaius Iulius Dumnorigis filius Orgetorix". A modern example would a name like: "Gaius Iulius, son of John, Timothy", in Latin: "Gaius Iulius Iohannis filius Timothaeus". IV. For those citizens who have not registered the names of their ancestors up to great-great-grandfather, the censores register Roman praenomina automatically, according a system that honors both Nova Roma and Roman tradition at the same time, and which is not random but symbolically meaningful: :A. The filiatio of these citizens shall be according to praenomina of the consuls and censors of the year when they received Nova Roman citizenship: ::1. Father's praenomen: the first consul's praenomen ::2. Grandfather's praenomen: the second consul's praenomen ::3. Great-grandfather's praenomen: the first censor's praenomen ::4. Great-great-grandfather's praenomen: the first censor's praenomen ::6. Special cases: :::a. If in a year there was only one consul, then the praenomen of that consul shall be the grandfather's praenomen. :::b. If in a year there was only one censor, then the praenomen of that censor shall be the great-great-grandfather's praenomen. :::c. If there is no censor in a year, the praenomen of the first praetor shall be the great-grandfather's praenomen, and the praenomen of the second praetor shall be the great-great-grandfather's praenomen. :::d. For the year when there were tribuni militum consulari potestate instead of regular magistrates, their praenomina shall be used for in order of seniority in office: the first consular tribune's praenomen shall be the father's praenomen, the second consular tribune's praenomen shall be the grandfather's etc. :::e. In place of an irregular praenomen of a magistrate the praenomen "Gaius" shall be used which was considered to be the most generic praenomen by the Romans (see: "Ubi tu Gaius, ego Gaia"). :::f. In case of cives nobiles by ancient Roman nobilitas, in place of a praenomen that is traditionally not used in that stirps (dynasty), and it shall be replaced with a praenomen that is acceptable in that Roman dynasty. For this, the list of consules ordinarii of ancient Rome shall be used. This does not contain all praenomina used by a stirps, but it allows for a quick and simple process. ::::i. If there is a praenomen among the four NR magisterial praenomina selected by the regular process which cannot be found in the list of ancient Roman consules ordinarii, that praenomen shall be replaced with the praenomen of the most recent consul ordinarius prior of ancient Rome from the stirps. ::::ii. If there are more praenomina to replace, the next one shall be praenomen of the previous consul from that stirps (in cases when both consuls were from the same family that might be the junior colleague of the consul whose praenomen was used first). This process shall be repeated until needed. ::::iii. If there were not enough consules ordinarii from that stirps to produce all the praenomina needed, the process should be repeated from the beginning, and the praenomina that were already used should be re-used. If all four NR magisterial praenomina need to be replaced and there were only two consules ordinarii in ancient Rome from the stirps, then for the third filiation praenomen the first will be reused, for the fourth the second will be used; if there was only one ancient Roman consul ordinarius from the stirps, all four filiation names will be filled by that one praenomen. :B. For future citizens, when it will be deemed practical and implementable by the curator rei informaticae, the citizenship application page should offer the four praenomina of ancestors at the time of application for citizenship, with the current magistrates' praenomina set as default offerings for the newcomer if the applicants do not wish to choose themselves. V. It shall remain possible, by petition to the Censorial Office, to change the default ancestral praenomina that were automatically assigned to the citizen by this edict. VI. To fulfill our legal duties and to finalise our work as censors in this elected term, we have evaluated the public works, properties and finances of Nova Roma as part of the current census, and as part of the closing acts of the Census, we proclaim the following edict: '''I. Morals.''' :I.A. We, the censors, are happy to find that the exercise of public Roman virtues and morals in Nova Roma underwent great positive development since the last Census. Our fellow citizens are pious, dutiful, they help each other in calamities; they are brave and heroic. There is a strong sense of comradery and benevolence in Nova Roma. :I.B. As censors, it is our responsibility to make steps to ensure that the good tendencies are maintained and increased. Nova Roma suffered incredible amount of damage and many years of setback due to some irresponsible, hot-headed, foul mouthed, aggressive debaters, some intolerant, impatient and rude citizens who did not pay attention to the patron goddess of Nova Roma, Concordia, and to our founding principle, the unity among New Romans. As we are entering the next Sacred Year of Concordia, the 25th Anniversary of the Founding of Nova Roma, closing a quarter of a century in Roman revivalism, we, the censors, empowered to regulate the morals in Nova Roma, are calling the attention of the Nova Roman Senate and People, that the corner stone and foundation of public virtues and morals of Nova Roma is Concordia, the sense of unity, agreement and concordance. Without the basic agreement that we are fellow citizens, comrades in Roman reconstruction to each other, united for one goal, there will be no progress, and, eventually, there will be no Nova Roma. The Roman virtue of concordia is completed and accompanied with several other cohesive public virtues which were always part of the morals and good manners of a well-educated Roman citizen: in one word, we can summarize it as politeness. We, the censors, determine and prescribe that politeness shall be the standard public behaviour in Nova Roma: each citizen shall publicly act in the supposition that every fellow citizen is here in good will and for the common good, the common goal. In this spirit, we are instructing the government of Nova Roma to enforce the following principles until review in the next Census: ::I.B.1. Public civil discourse in all official or public forums of Nova Roma shall always be polite, respectful, amicable and good spirited. Strong disagreement is natural and healthy in the public debates of a republic, but it always shall be phrased in a respectful and kind manner in Nova Roma. ::I.B.2. Stronger, especially emotionally sensitive religious, philosophical, ethical or political disagreements, whenever possible, should be discussed privately between citizens, or in private forums, within private circles. When they are discussed publicly (which should be allowed only if there is a very wide and intense public demand for their public discussion), hurtful and offensive statements shall be managed according to rigorous but fair moderation policies. ::I.B.3. All activities and discussions that separate rather than unite the fellow Nova Roman citizens shall be pursued in private. Nova Roma shall provide a place for activities and discussions that facilitate cohesion and productivity, to build Nova Roma, and not to provide a place for self-serving debates and confrontation of views which do not advance the causes and mission of Nova Roma. :I.C. Government officers who will not enforce these principles, and notorious offenders of this set of rules, will face rigorous reprimands in form of censorial notae and other forms of retribution. Citizens acting in this spirit will be praised and awarded, those acting against this spirit will be chastised and punished. '''II. Finances.''' :II.A. We, the censors, are happy to report that the original Nova Roma PayPal treasury and the official Nova Roma bank account was restored to the control of our Republic by Cn. Cornelius Lentulus. The accounts are now under the safe watch of P. Porcius Licinus, curator aerarii, and of the quaestores aerarii. :II.B. It can be reported that the total reclaimed financial reserves amounts to $11,440.21 USD, and besides this, the Nova Roman Aerarium has two subsidiary treasuries, one managed by the curator aerarii P. Porcius Licinus with approximately $1000 USD and another managed by quaestrix aerarii T. Popillia Laenas with approximately $4,000 USD. :II.C. We find the official treasuries of Nova Roma to be fiscally healthy and growing positively. There have been minimal outgoing expenditure and expenses since the last census. The only reported transactions occurring were to maintain our registered legal representative in Maine and the cost of website maintenance. :II.D. We, the censors, encourage that Nova Roma should use its accumulated treasury for meaningful expenditures and to not allow it to just sit idly, losing value and use. Nova Roma has a mission to accomplish and saved funds should be invested where we can advance our mission. We instruct the government of Nova Roma to work out policies to invest the funds of Nova Roma primarily in these areas until the the next Lustrum: ::II.D.1. to support official state sacrifices, ceremonies and rituals financially which are public and for the benefit of all of Nova Roma. ::II.D.2. to support the provinces to organize high quality events, and where possible, in support of reenactment. We define reenactment as the use of historically authentic Roman clothing and engaging in Roman activities, including: rituals, celebrations, military drills, gladiatorial or other theatrical-spectacular performances, banquets or even simple community moments and face-to-face meetings in historically authentic Roman clothing. ::II.D.3. to support our legions and other reenactment groups who promote Nova Roma in return. ::II.D.4. to establish one European and one North American central stock of ceremonial vestments, equipment and tools which magistrates, governors, priests and officers of Nova Roma can borrow and use. A similar one in Australia could eventually be established once the region has a larger number of active magistrates and priests, and a greater number of affiliated groups supporting more public events. :II.F. Our magistrates shall implement and execute these financial policies, within these conditions and observing these principles. They shall make proposals to the senate for cases when senate approval is needed. '''III. Properties.''' :III.A. Nova Roma has a main website, a Facebook page, a main official forum through Groups.io, a public forum through the Facebook group and Discord server, and an official Twitch Channel. Nova Roma also has a number of unofficial pages and forums (for example: Instagram, Reddit, Twitter, YouTube etc.) for publicity, for special interest groups, for our legions and other reenactment groups or for provincial purposes. In keeping with our points in the Finances section of this edict, the magistrates, the governors and the senate of Nova Roma, shall develop the details of how to store the new authentic Roman vestments and accessories, which are public property, so that they can be easily accessible. They are to develop a financial assurance framework and system of cautions to issue and investigate those citizens who borrow them and fail to return them or pay for damaged property. '''IV. Public projects and works.''' :IV.A. We, the censors, stipulate that the main direction of public activity, projects and works should focus on Roman living-history and Roman reenactment. Within the frame of these objectives, it is possible to conduct all activities desired by Nova Roma: festivals, rituals, ceremonies, celebrations, social meetings, educational and cultural programs and banquets. Since all ceremonial occasions of Nova Roma require Roman attire and authentic choreography, all of our public appearances fit in the category of living-history and reenactment. Another reason for this main direction is that these spectacular aspects of our public activities have the potential to be the best recruitment tool, and to become a reception of support by macronational authorities and institutions. This priority in our public works is further justified by the nature of the mission of Nova Roma which requires us to conduct Roman historical education, for which purpose living-history and reenactment have scientifically been demonstrated to be the best method. In light of this: ::IV.A.1. we instruct our government, the aediles and governors in particular, that they do everything they can to make Nova Roma part of as many public Roman festivals as possible in our provinces and in Italy. ::IV.A.2. we instruct the government of Nova Roma to support Roman camp, village or city building projects, which promote Nova Roma in return, with priority given to those that are managed or owned within Nova Roma itself. ::IV.A.3. we instruct the government of Nova Roma to continue and expand our cooperation with Templum Project and to look for similar opportunities globally. ::IV.A.4. we instruct the government of Nova Roma to develop a comprehensive Latin educational program within Nova Roma which would offer Latin education for citizens and non-citizens, and which could be used to generate revenue for Nova Roma and for employed teachers. ::IV.A.5. we instruct the government of Nova Roma to support and give priority to Nova Roma media outlets, for example, to projects like our Twitch Channel. These are the best type of tool for fulfilling our mission of public education, recruitment and engaging our existing members. ::IV.A.6. we instruct the government of Nova Roma to support the investment in more media attraction for Nova Roma. With the necessary financial approvals and senate oversight, the following four main audiences should be targeted with our media public service: Roman cultors, Roman reenactors, Latinists and classicists, and Roman history and archaeology enthusiasts. :IV.B. In order to achieve the status of "Rome Reborn" which Nova Roma was founded for, we need to be the best example of Roman reconstructionism in the world. Iulius Hibernus, for being the author of a successful series of Roman historical fiction, the Gaius Marius Chronicle Series, spreading love and knowledge of the Roman republic and its most interesting historical period to a wide audience. For a clear terminology in this edict and in the legal system of Nova Roma, the "tax period" of Nova Roma shall be defined as consisting of a "tax payment period", a "tax payment grace period", and a "tax payment penalty period", according to these intervals: :::a. The first part of the calendar year belongs to the previous tax period as its extension, and it is called "tax payment penalty period", which lasts until the day which the senate designates as the first day of the new tax payment period. Citizens who pay in this period has already been stripped of their status, offices and titles, but by making the late payment they can restore some of those, as specified by law. The status of an assiduus, tribunus aerarius equestris or eques equo privato, obtained during the last tax period, remains until the last day of the tax payment grace period of the current tax period. From that day on, the status is lost. A new status of assiduus, tribunus aerarius equestris or eques equo privato, obtained during the current tax payment period, shall be updated when the payment is made if the status is higher than the one inherited from the previous tax payment period, but it shall be updated only after the last day of tax payment period, if it is a lower status than the previous. ::6. By this same edict and regulation, I also confirm and approve the decision of the curator rei informaticae, in his Edictum curatoris rei informaticae de ratificatione legis Arriae de censu civium aestimando, regarding the method of calculating partial census points. The current technological circumstances make it impossible to count partial census points the way it is prescribed in the lex, therefore the one quarter of the Past Service Points as an extra addition to all officers who served only a partial term of office will not be assigned temporarily, and points will also be given for more than one subordinate office appointed by the same magistrate, and not only for the highest one. This is a censorial decision made according to II.D of the lex Arria de censu civium aestimando, answering a doubt regarding the "functioning and mechanisms of the Census Point system", providing a temporary solution for a temporary problem. :B. The Nova Roman people enacts the following law to regulate this vital and most Roman institution in Nova Roma according to the current needs of the republic, rescinding the lex Fabia de censu. I. Conducting the census A. The census of the Nova Roman People shall last for at least three months. The start and end of the census period shall be announced by the censors on the website and all official and public forums of Nova Roma. Once announced, the provincial governors shall publish the same announcements on all of their provincial websites and forums. B. The census shall consist of the following: (1) the re-registration of all existing citizens, (2) classification and evaluation of citizens, and (3) the ceremony of lustrum II. Definitions A. It shall be possible for disappeared citizens to register themselves between two censuses, at which time their rights shall be reinstated immediately, but this act will not constitute a "registration on the census", but only an extraordinary reinstatement to civic rights. III. Registration of all existing citizens A. At the beginning of the census, the censors shall publish their edictum de legibus censui censendo in which they set the all and any rules for the current census, deadlines and mechanisms of registration. B. After the edictum is published, the censors shall advertise the census across all websites and forums of Nova Roma. They shall contact all citizens of Nova Roma with the call to registration on the census via email at least once. C. The censors shall instruct the governors to repeat the announcements on the provincial level and to contact all provincial citizens by e-mail, traditional postal mail, or by telephone, regardless of any other contact from the central Census Office. Provincial governors can register those provincial citizens in their name on the census who answered their census call. In all procedures and matters of the census, the governors shall obey the orders of the censors. D. If the resignation happens with the agreement and approval of the superior, the magistrate is free to issue an edict to clarify this and to publish an evaluation of the apparitor, intended in accordance with article XII.A.4. The evaluation can be any of the eligible marks, ("UNSATISFACTORY", "ADEQUATE" or "EXCELLENT"). :I.B. It is recognized that apparitores might resign out of protest against a negligent or harmful magistrate, in which case their resignation is laudable. Their resignation can be helpful in spreading the sense of responsibility among magistrates and apparitores, the very intent of the lex Vedia apparitoria as modified by the lex Arria de decuriis apparitorum. In the light of this, this edictum specifies that such responsible resignations which enhance the function of the lex Vedia apparitoria do not count as resignations according to article XII.A.3 the lex Vedia apparitoria, but as completed terms. Such resigned apparitores shall be evaluated by any of the collegae of the magistrate who was the superior of the resigned apparitor. In case there is no such magistrate willing, the praefectus rei publicae administrandae may issue the edictum with the evaluation. An accompanying praetorian comment should also be lodged with article V of the now modified Lex Vedia apparitoria, which enforces that all appointees to a Decuriae viatorum are of the Plebeian class, in accordance with the Lex Arminia. IV. Article III.A. of the Lex Arria Tullia de quibusdam legibus obsoletis abrogandis corrigundisve states required changes to sections III.A.3-4 of the Lex Arria de censu civium aestimando. However, the new lex still publishes new additional text under III.A.2. for the lex Arria. By this edict, article III.A.2. from the lex Arria Tullia will also replace the III.A.2. of the lex Arria de censu civium aestimando. V. The published version of the lex Minucia de eiuratione magistratuum has found to be misrepresenting the true final form of the comitia approved lex. A. The publication of this law has contained, for a decade, a variant text for this very same lex which was in fact just a non-final draft of the rogatio, never to be accepted by vote. This draft version was published as the primary text, and the real, accepted text was only given as the second text on this page. The final version of the lex Minucia as accepted by the comitia tributa only addressed the magistrates elected by the comitia tributa, because in those years a strict interpretation of the Constitution prevailed according to which a lex accepted by the comitia tributa may regulate magistrates elected by that comitia, and a lex accepted by the comitia centuriata may regulate only the centuriate magistrates. Consul Minucia Strabo presented first only one rogatio which discussed both the tribal and the centuriate magistrates' resignations in one law. She later corrected it and divided the proposal into two rogationes, one about the tribal magistrates' resignations, to be passed by the tribal comitia, and another about the centuriate magistrates, to be passed by the centuriate comitia. The tribal one passed, the centuriate law failed. Editors of the tabularium of the day, for an unknown reason, decided to put the original, unified law which discussed the resignations of both types of magistrates in one law as the primary text of this lex, but it was not correct, and it was never a law. B. Before any modifications are implemented by the lex Arria Tullia de quibusdam legibus obsoletis abrogandis corrigundisve, the following changes are to be made. By this edict, the unofficial draft text is to be removed from the published lex Minucia and the valid version of the lex Minucia, as accepted by the comitia, is to be published. This is verified through records in the Forum Romanum and attestations of the Curator rei informaticae. Commentary from this edict should be published accordingly with the lex. VI. The lex Arria Tullia de quibusdam legibus obsoletis abrogandis corrigundisve contains an instruction to change the preamble of the lex Minucia de eiuratione magistratuum. The new text, as voted on and accepted by the comitia, is perceived to have been corrupted or otherwise contains editorial errors. The new preamble of the lex Arria Tullia would have been an exact sentence, unchanged, from the previous version of the preamble, in a form that was contradictory to the other changes in this lex. By this edict, section V.A. of the lex Arria Tullia de quibusdam legibus obsoletis abrogandis corrigundisve is not implementable, and is disregarded when considering the modifications of the lex Arria Tullia to the lex Minucia. Guaranteed minimum frequency for posting advertisements is once per week in Facebook, once per month in other forums of Nova Roma, but in certain cases (extra discount sales campaign, etc, popular sellers etc) exceptions will be acceptable, depending on agreement with the aediles. Nova Roma also guarantees that advertisements will be announced by our official media channels on a case-by-case basis, but every registered merchant may demand at least three advertisement by all public channels of Nova Roma in a calendar year. Minimum is 5%, but you are free to choose a higher discount. :- Minimum amount of one time annual business tax (donation) that you are willing to contribute to the Nova Roman treasury. The amount later can be actually higher if you have a successful year and you are happy to donate more, but you should pledge a minimum and you must pay at least that much. This "tax" is an annual donation that you should send at the time of paying your regular citizen tax. The amount is not determined by Nova Roma, it is based on honor system, and you should decide it on the basis on how much you think it is worth for you. It is an annual donation that the owner should send at the time of paying his or her regular citizen tax. The amount is not determined, you should decide it based on how much you think it is worth for you. The aediles will judge your offer an on individual base. - Are you willing to provide documentation, including but not limited to, copies of macronational tax reports/returns and account ledgers relevant to the subject business, upon request of the Senate, or a magistrate of Nova Roma? In clarification of the lex Fabia de oppidis municipiisque, members of a municipality of Nova Roma, whether it be of civitas Nova Romana optimo iure, civitas Nova Romana sine suffragio, civitas Latina, or of socius and amicus status, have the right of iura publica within their municipality according to the degree of citizenship they have: cives optimo iure may have local iura publica in all types of municipalities; cives sine suffragio may have iura publica in all types of municipalities except in a civitas Nova Romana optimo iure; cives Latini may exercise iura publica only in municipalities of the Latin or allied status; socii or amici may exercise iura publica in the community of allied status where they belong. III. When individual Roman reenactors, Latinists, Classicists, Roman archaeologists, scholars of Roman studies are applying for full citizenship, if they demonstrate their status, they should not be subjected to the citizenship test, except if the Censorial Office deems it absolutely necessary according to the discretion of the decision makers (the censors, or, in the absence of censors, the officer in charge of the Censorial Office).
