In July MMDCCLII (1999), after a conflict between factions of magistrates that has come to be known as the "Civil War", founder Flavius Vedius Germanicus was appointed Dictator by the Senate.

Vedius Germanicus expelled consul Lucius Equitius Cincinnatus, declaring his election invalid, made several edicts and senatorial appointments, and wrote a new constitution before laying down his office.
