The senate of Nova Roma gives an evaluation of each already existing Nova Roman province at the same time as it appoints the governors each year. This evaluation is based on the criteria described in the Senatus_consultum_de_provinciis_ordinandis II.B.1-5. The provincial reports of the governors describe how a province satisfies these requirements. The provincial report, and the period that is evaluated shall cover every 12 months period (not overlapping). If for some reason a report is missed, or if it is done after a longer than 12 months hiatus, the next report has to include the missed period, too, but the senate must give an evaluation mark on every 12 months long period. If the provincial reports have to be submitted sooner and just less than 12 months can be reported, a report about less than 12 months is also acceptable. The first evaluation of the provinces was made in Sex. Lucilio (II) A. Tullia (II) cos. ‡ MMDCCLXXV a.u.c., and it covered the period betweeb Kal. Apr. ‡Q. Arrio (III) A. Tullia cos. ‡ MMDCCLXXIV a.u.c. and Kal. Apr. ‡Sex. Lucilio (II) A. Tullia (II) cos. ‡ MMDCCLXXV a.u.c..
The status of a province may receive the following evaluation marks:
EXCELLENT: If a province meets and significantly exceeds all the basic 5 requirements set in the Senatus_consultum_de_provinciis_ordinandis II.B.1-5, or if it exceeds only "requirement 1", "requirement 3", and "requirement 4" by 300%, it is marked as "excellent". Significantly exceeding the requirements is understood the following way:
- 1. it has at least 20 citizens,
- 2. it has an online forum with 20 messages per month, by 5 different citizens, with 20 resident participants,
- 3 it has 3 gatherings of 5 resident citizens in a year,
- 4 in a form officially recognized by Nova Roman law with 2 (at least partially Roman) reenactment group in the area, and
- 5 it has 2 candidates for governor.
OR
- 1. it has at least 455 Nova Roman citizens,
- 2. it has a functioning online communication forum with 15 resident participants with at least 15 messages per month, by 5 different citizens,
- 3. it has at least 6 gatherings of 5 resident citizens in a year,
- 4. it has partnership in a form officially recognized by Nova Roman law with 2 (at least partially Roman) reenactment group in the area, and
- 5. it has is at least one candidate for governor.
ACTIVE: If a province meets all of the following requirements, it shall be marked as "active":
- 1. it has at least 15 Nova Roman citizens,
- 2. it has a functioning online communication forum with 15 resident participants with at least 15 messages per month, by 5 different citizens,
- 3. it has at least two gatherings of 5 resident citizens in a year,
- 4. it has a partnership in a form officially recognized by Nova Roman law with one (at least partially Roman) reenactment group in the area, and
- 5. it has is at least one candidate for governor.
UNSATISFACTORY: If a province doesn't meet one or more of the following requirements, its status shall be marked as "unsatisfactory". However, if the province failed to satisfy only "requirement 2", while there were more than 2 gatherings of at least 5 citizens in that year in the province, this failure is ignored. If a province satisfies only "requirement 1", it shall be classified as "abandoned":
- 1. it has at least 15 Nova Roman citizens,
- 2. it has a functioning online communication forum with 15 resident participants with at least 15 messages per month, by 5 different citizens,
- 3. it has at least 2 gatherings of 5 resident citizens in a year,
- 4. it has a partnership in a form officially recognized by Nova Roman law with one (at least partially Roman) reenactment group in the area, and
- 5. it has is at least one candidate for governor.
ABANDONED: If a province doesn't meet any of the requirements 2-5, its status shall be marked as "abandoned". Meeting only "requirement 1" does not count.
