Decretum pontificum de curiis (Nova Roma)
According to the lex Arria de veteribus tribubus et curiis, the curiae form a vital aspect of community life, grassroots international social life within Nova Roma, standing at the center of the spontaneous civilian organization of festivals, celebrations, public and private religious experience, serving as an intermediate layer between the acts of state religion, and the acts of domestic practice of the Roman religion. The curiae shall also serve as an organized forum for all sorts of social and brotherly interactions between citizens, under the care, control and supervision of the regular authorities of Nova Roma, with the additional ultimate oversight by the Collegium Pontificum. The Collegium Pontificum retains ultimate oversight about the principles and spirit of the forum only, because the curiae are essentially a religious institution of Nova Roma, in between religious communities and simply social communities. The practice or interest in Roman religion is not a requirement for participating in the curiae, citizens of all faith and religion are welcome, but they are under the aegis of the Roman religious institutions of Nova Roma.
I. The forum of the curiae
Only Nova Roman citizens and probationary citizens can join the forum of the Curiae. The forum of the curiae shall be the Curiae Discord server, which is located at:
A. Management of the curiate forum
- 1. The forum of the Curiae shall be approved by the Senate as one of the forums of Nova Roma, and it shall be under the same rules as any central forum of Nova Roma, under the jurisdiction of the aediles.
- 2. Rules of communication shall be set by the aediles, but the exception that as a social, fraternal, informal forum, generally of private nature, topics of discussion may not be restricted as long as it does not descend into obscenity, vulgarity, curse words, insults, ad hominem attacks, hurtful tone or hateful debates. Topics that divide and turn the members against each other should be tempered, moderated, and if needed, banned.
- 3. The curio maximus shall have irrevocable administrator and moderator rights in all channels of the forum of the Curiae, but shall be under the immediate supervision of the aediles.
- 4. The tribune of a Romulean tribe shall have irrevocable administrator and moderator rights in all channels of the his or her tribe, but shall be under the immediate supervision of the aediles.
- 5. The curio of a curia shall have irrevocable moderator rights in his or her curia, but shall be under the immediate supervision of the tribune of the tribe and the curio maximus. The flamen curialis and the lictor curiatus shall have secondary, assisting moderator rights within their curia, but they shall be under the power and supervision of the curio. If the curio is not available, they can act in their place.
- 6. Disputes about moderation or server administration decisions shall be made by consensus between the aediles (or representative appointed officers sent by the aediles), and the tribuni tribuum.
- a. If there is an irreconcilable difference of opinion between the tribal officers and the aedilician officers, the decision of the aedilician officers shall prevail in the general channels of the Curiae forum, and the decision of the curio maximus prevails in the individual channels of a tribe or a curia.
- b. Complaints or appeals against such decisions shall be made to the appropriate authorities of Nova Roma (praetors, Senate etc.).
II. Election of curiate officers
A. Each curia elects a curio who is the president of the curia. The form of election is a simple vote by the members of the curia who chose to attend the official forum of the curia on the Curiae Discord platform, held in the channel of the curia. The vote is held according to the consensus of the curio stepping down, or according to the joint decision of the tribuni tribuum. In the absence of all these, according to the decision of the pontifex maximus or the pontifex ab officiis.
B. The curiones in each tribe elect a tribune of the tribe who is the president of the tribe. The form of election is a simple vote by the curiones of the tribe who exist at the time of the election, held in the leadership channel of the tribe on the Curiae Discord platform. The vote is held according to the consensus of the tribunus stepping down, or according to the joint decision of the tribuni tribuum. In the absence of all these, according to the decision of the pontifex maximus or the pontifex ab officiis.
C. The thirty curiones elect the curio maximus who is the president of the curiae, aided by the the tribunes as co-presidents. The form of election is a simple vote by the curiones who exist at the time of the election, held in the main leadership channel of Curiae Discord platform. The vote is held according to the consensus of the curio maximus stepping down, or according to the joint decision of the tribuni tribuum. In the absence of all these, according to the decision of the pontifex maximus or the pontifex ab officiis.
III. Nomination of the flamen curialis and lictor curialis
The nomination of the flamen curialis by the curia happens the same way as the election of the curio. The nomination of the lictor curiatus is done by mutual agreement between the curio and the flamen curialis, or by any of these two of just one of them exists. In the absence of a nomination, the Collegium Pontificum might select them according to any method the Collegium prefers.
IV. The duties of the curial officers
Besides the duties described by other laws, the officers of a curia shall attend the following tasks:
A. Curio
- 1. Each curia and its forum shall be managed by its curio. The curio sets the internal rules for the functioning of his or her curia. The curio shall socialize with his or her fellow curiales, keep them bounding, propose ideas for shared or joint activities, celebrations, prayers, joint entries to contests, projects during Roman holidays and festivals. The curio shall be the driving force of the activities of the curia, shall encourage and organize both sacra publica and privata celebrations and programs to engage the citizens within the curia.
- 2. The curio may act as the secondary priest of the curia and can stand in for the flamen curialis in their absence.
- 3. Complaints against a curio regarding their work shall be made to the curio maximus and the tribuni tribuum. The tribuni tribuum are authorized to make disciplinary actions according to the aforementioned lex Arria.
B. Flamen curialis
- 1. The flamen curialis shall serve as the “parish priest” of the curia, as a priest of the Genius, the Lares, Manes and Penates of the curia and of the fellow curiales. Based on their own initiative or mandated by the curio, after listening to the opinion of the cives curiales, they can select certain patron deities favored by the curia, but may not exclude any other deity. The flamen curialis must perform any prayer or sacrifice, within the traditional frames of the ancient Roman religion, requested by any fellow curialis, depending on availability of time and resources.
- 2. The flamen curialis may turn for help to the Collegium Pontificum for ritual formulas and advice. For this initial period of the curiate system, the Collegium Pontificum does not raise any requirements of the exact forms of rituals and ceremonies done by these flamines, but it will change in the future, after the system has been put fully in place. Problems emerging regarding this shall be directed to the Collegium Pontificum.
- 3. In the absence of the curio, the flamen curialis shall act as the head of the curia, and shall be the primary moderator of the forum channel of the curia.
D. Lictor curiatus
Besides the duties related to the Comitia Curiata, the lictor curiatus shall assist the curio and the flamen curialis as requested by them. In the absence of both the curio and the flamen curialis, the lictor curiatus shall act as the head of the curia, and shall be the primary moderator of the forum channel of the curia.
V. The duties of the higher curiate officers
Besides the duties and rights described by other laws, the higher curiate officers shall attend the following tasks:
A. Curio maximus
- 1. The curio maximus shall be the overall and general manager of the Curiae Discord server, especially of the general public channels, where only the curio maximus has administrator and moderator rights besides the aedilician officers.
- 2.The curio maximus shall preside in the sessions of the curiate leadership of the tribuni or of the 30 curiones, determining the procedures of the session, and shall be the primary administrator of the forum of the Curiae, under aedilician supervision.
- 3. The curio maximus has the power to exercise the ultimate decision making rights of a curio in any curia which does not have a curio, but he or she may let the tribune of the tribe in which the curia is located to take care of the curia without curio. The ultimate decision making authority always remains with the curio maximus in the curiae without curio. Temporarily absent curiones, flamines curiales and lictores curiati may also be substituted for by the curio maximus, when urgent action or decision is needed.
- 4. In the temporary or permanent absence of a tribunus tribus, the curio maximus shall exercise the rights and duties of the tribunus
- 5. Complaints against the curio maximus may be made to the Collegium Pontificum.
B. Tribunus tribus
- 1. Each Romulean ceremonial tribe and its forum shall be managed by its tribune.
- 2. The tribunus tribus shall preside in the decision making sessions of the curiones of the tribe about the internal rules for the functioning of the tribe, but all overall decisions related to the tribe shall be made by a vote of all existing curiones of the tribe.
- 3. The tribunus tribus has the power to exercise the decision making rights of a curio in a curia within his or her tribe which does not have a curio, but he or she may let the flamen curialis or lictor curiatus, if the curia has any of these, to run the day-to-day issues of a curia without curio. The ultimate decision making authority always remains with the curio maximus in the curiae without curio.
- 4. In the temporary or permanent absence of the curio maximus, the tribuni shall collegially exercise the rights and duties of the curio maximus.
- 5. Complaints against the tribunus tribus may be made to the Collegium Pontificum.
VI. Experimantal system
All those executing and implementing the instructions of the law shall keep in mind that the current set up of the curiate system is experimental, and changes in the near future can be expected, according to the experience learned from the first period of the running of the system. The Collegium Pontificum will be happy to hear any reports and suggestions that are authentic Roman in their nature.
VII. Grants of exemptions
A. The Collegium Pontificum grants exemption from under the rule at III.A.1.of the lex Arria de veteribus tribubus et curiis, and the following individual may hold magistracies or governorship while being curiones:

B. The Collegium Pontificum grants exemption from under the rule at III.D. of the lex Arria de veteribus tribubus et curiis, and the following individual may hold more than one curial office concurrently:

VIII. Appointment and assignment of lictores curiati
A. The following citizens are appointed as lictores curiati for the following curiae:

IX. Calling for curiate elections
The Collegium Pontificum instructs pontifex Cn. Cornelius Lentulus to conduct the first election of curiones, tribuni and curio maximus, and to undertake all the administrative steps necessary to initiate the self-governing mechanisms of the curiae.
