A Senatus consultum is an enactment of the Senate. If a Senatus consultum conflicts with a lex that has been passed by the comitia, the lex overrides the senatus consultum, because the Senatus consultum is lower in the chain of legal authorities than a lex. In the absence of a conflicting lex the Senatus consultum must be obeyed. A Senatus consultum can address any issue the Senate so chooses to address, unless prevented by the Constitution from doing so, or a higher legal authority.
