1. Appointment of Antonius Gryllus Graecus as Governor of Lusitania Province
(Proposed by Flavius Vedius Germanicus 7/29/98. No voting deadline. Approved without dissenting votes 8/3/98)
I would like to nominate Antonius Gryllus Graecus as governor of the provincia of Lusitania (Portugal). I've been in contact with him via email, and he is both knowledgeable and extremely enthusiastic. I ask that the Senate vote to appoint him as governor of this new province.
2. Appointment of Minervina Iuvundia Flavia as Governor of Southeast US Provincia

I would like to nominate Minervina Iuvundia Flavia, a new Citizen, for the position of acting governor of the Southeast US Provincia (the appointment to become finalized if and when the current requirement that all magistrates be Patricians is removed, which will likely be this weekend).
I and others with whom I've been in touch have spoken with her in the taverna and via email, and she is not only knowledgeable and energetic, but more than willing to take the responsibilities of the position.
I ask that the Senate approve her appointment with all due speed, as this vital province has too long gone without a dedicated administrator.

I am pleased to announce that the recent bill to effect changes to our Constitution was approved by the Comitia Centuriata. I hereby ask the Senate to ratify the change.
4.Standardization of Titles for Provincial Magistrates
(Proposed by Flavius Vedius Germanicus 8/4/98. No voting deadline. Approved without dissenting votes 8/7/98)
In keeping with the authority granted to the Senate by Article III, Paragraph 3, of the Constitution, I would like to propose that the Senate change the titles of the governors of our provinciae according to the following guidelines. Please note that this is a change only to their title, and has no impact on their duties, powers, and functions. Currently-serving Consuls governing provinciae shall be titled Consul. Former Consuls who are continuing to govern a province after their term as Consul ends shall be titled Proconsul. Magistrates appointed by the Senate to govern a particular province for the first time shall be titled Praetor. Praetors who continue to govern a province after their first term of office ends shall be titled Propraetor. Magistrates appointed by governors to assist in the administration of their province shall be titled Legate. As far as I have been able to determine, these titles are consistent with the usage in the mid-late Republic, and therefore, in my opinion, are quite appropriate for our purpose. I ask that the Senate approve this system as the regular nomenclature of Nova Roma.
5. Appointment of Pontifices

As Flavius Vedius Germanicus has posted to the mailing list calling for applications for official Priesthoods, it's necessary that Nova Roma now establish the Pontificial College so that the new applications may be organized and overseen.
The Constitution makes provision for a total of fifteen Pontifexes. Obviously we have no need for that sort of number as yet. However, we should attempt to contact those pagan Citizens that seem to have the greatest knowledge of Religio Romana, and who have been practicing for the longest amount of time. So far, I propose the following people for Pontifex positions: Decius Iunius Palladius Marcus Cassius Julianus (yup, me) Flavius Vedius Germanicus Quinta Claudia Lucentia Aprica (Our "praetor" of Britain) Marcus Gladius Saevus
If we agree that this is the time to form the Pontificial College, and approve these candidates for initial contact, we'll then have to see if they're interested in holding the position. Obviously, the first three are pretty easy. I'm certainly willing to fill a Pontifex spot in the Collegia. Germanicus? Decius Iunius? If everyone is comfortable with the last two candidates, I'll contact them unless someone else wants to. Any one have any thoughts? Other candidates?
