As stated earlier our organization is in it's infancy. One of the things we all seek in the development of the Legion and of Strength and Honor as a whole is a structured backbone that helps develop an enjoyable environment for it's members. One of the key ingredients to making this enjoyable for all involved is having activities that individuals other then soldiers can participate in. We chose this era in part of its unlimited potential for "noncombatants" to recreate and resurrect the rich lifestyle and day-to-day living this period has. Now this could be accomplished by simply allowing anyone to become anything. But you inevitably wind up with someone showing up dressed as the Emperor himself. We believe by "plugging into" an established backbone we prevent this from happening. If a new member of Strength and Honor wishes to be a political person they should have to do what a real politician had to do. Establish views, shake hands, and run for office. What a better way to enforce this then use Nova Roma as the foundation for our citizenship throughout the Roman "side" of strength and honor. In turn this provides Nova Roma with an additional membership base that is committed to the authentic recreation of Rome and all her glory. As for the Men of Legio VI it is this, Roman Soldiers were Citizens. We, the leadership, feel that it will help to develop a strong, tight knit unit if our members are citizens of Nova Roma and the Legion has her (Mother Rome if you will) blessing. We would like to extend an invitation to any member of Nova Roma who might wish to attend any of our events as well. Membership is free and although Legio VI is a Military Organization, Strength and Honor is open to all who wish to relive the glory of Rome.

One of the Tresviri shall be elected by his peers for the creation and organisation of educational materials with respect to Latin Language and Literature.

REQUEST FOR EXPANSION OF SODALITAS MISSION

To make the study of the Roman Military more comprehensive in nature, the Sodalitas Militarium proposes an expansion of its original mission, namely "Engineering and Cartography", to include "the study  and cataloguing of all aspects of Naval, Infantry, and Cavalry forces of Ancient Rome".

1. Sponsorship of Legio VI

Dear Senate Membership;

I come before you on this day to seek sponsorship of the Sixth Legion of the Imperial Army by Nova Roma. We hope that after your review you will see the mutual benefit of your sponsorship.

I have broken down our request into the following categories:

I. History of Legio VI (both Historic and Present Day) II. Current Personnel strength and make III. Short and Long Term Goal IV. Mutual Benefits of Legio VI Sponsorship V. Future Activities, Events and Community outreach

I. History of Legio VI

The Historical Sixth Legion traces it's roots to the time of Emperor Augustus, having fought in the Spanish campaign (where it was awarded its title "Victrix pia Fidelis". It finally was stationed in Britton in 122 AD and was still present as a garrison unit until the end of the fourth century.

The Re-created Sixth Legion is based out of the Albany NY area. Started in the winter of 99/00 the legion is beginning it's first season in the field. Organization of the legion is broken down into three sections so far. The Legion HQ is in the Albany Area. The First Century is currently stationed in the mid-west part of NY around the Syracuse. The Second Century is located approx. 45 miles south of Albany in the Hudson River region of NY.

We are hoping to expand our reach across the North East as time progresses. The members of Legio VI are for the most part seasoned re-enactors from different era's that have become disenchanted with the disarray and seemingly lack of direction with the living history units today. The Legion was started one evening over dinner when the 3 founding members decided the very things that "reenacting" lacked were the very things that brought them to the "hobby" in the first place. These key ingredients were; the lack of a real "backbone" in most era's organization. The excitement and exhilaration of not knowing who was going to win a battle (all three members were veterans of the lawn battles of the American revolution and French and Indian wars); and lastly the inability to develop and "build" a persona that was real not simply fictional and developed in one's mind alone. (There was nothing worse then attending an event and being place under the control of some self-appointed general who has no men of his own to command).

The results of this conversation was the creation of "strength and Honor" a sudo Live Action Role Playing Society set in the mid 2nd century AD. ( www.geocities.com/strengthandhonor_2000) This organization would provide anyone interested the unlimited potential for growth and development. At current Strength and Honor is a small organization, but interest over the few months of its birth has given us hope that it will become the next SCA. Taking that into mind, we want there to be a more substantial backbone on which the organization will grow.

II. Current personnel strength and makeup of Legio VI

Legio VI currently has 23 men under arms in the following breakdown.

III. Short Term and Long Term Goals of the Sixth Legion

Short term:

As with any new organization we are dedicated to our survival and growth as an organization. We have been scheduling "recruiting events" and other activities to try to increase our membership. Some of these activities include attendance at street festivals and various "Summer time" parades, a presentation at one of the local elementary schools, and pretty much any other event that would allow us to get out and make ourselves known to the public. We have resisted the urge to attend other living history events as of yet. We are considering attending a "soldiers of the world" event being held in September.

Long term:

We would like to see the increased growth and interest in our organization we are currently experiencing continue. One of our members has a parcel of land he is willing to "donate" for development into a possible recreated 2nd Century Roman Fortress. This would give the unit and "Strength and Honor" a place to hold events and festivals, seminars, etc. in a somewhat accurate environment. The member is currently looking into the legal issues and insurance requirements to use such the property. We are setting a goal of no less then three big events a year. Currently the century's have been holding drilling and training sessions once a month in preparation for the upcoming summer's grand training encampment, scheduled for late August.

IV Mutual Benefits to Nova Roma and Legio VI stemming from sponsorship

As stated earlier our organization is in it's infancy. One of the things we all seek in the development of the Legion and of Strength and Honor as a whole is a structured backbone that helps develop an enjoyable environment for it's members. One of the key ingredients to making this enjoyable for all involved is having activities that individuals other then soldiers can participate in. We chose this era in part of its unlimited potential for "noncombatants" to recreate and resurrect the rich lifestyle and day-to-day living this period has. Now this could be accomplished by simply allowing anyone to become anything. But you inevitably wind up with someone showing up dressed as the Emperor himself. We believe by "plugging into" an established backbone we prevent this from happening. If a new member of Strength and Honor wishes to be a political person they should have to do what a real politician had to do. Establish views, shake hands, and run for office. What a better way to enforce this then use Nova Roma as the foundation for our citizenship throughout the Roman "side" of strength and honor. In turn this provides Nova Roma with an additional membership base that is committed to the authentic recreation of Rome and all her glory. As for the Men of Legio VI it is this, Roman Soldiers were Citizens. We, the leadership, feel that it will help to develop a strong, tight knit unit if our members are citizens of Nova Roma and the Legion has her (Mother Rome if you will) blessing. We would like to extend an invitation to any member of Nova Roma who might wish to attend any of our events as well. Membership is free and although Legio VI is a Military Organization, Strength and Honor is open to all who wish to relive the glory of Rome.

I am not completely aware of the relationship Nova Roma has with other legions it has sponsored. But I strongly believe that an army is an extension of its homeland and without a homeland they are a Mob. What a better way to instill a sense of pride in both Nova Roma and Legio VI then to say hey that is "our" legion meaning both organizations. If the Senate should see fit to approve our request it will be made mandatory that anyone seeking to be a Legionnaire in Legio VI must first apply and become a citizen of Nova Roma.

IV. Future events and activities As stated in the short and long term goals section of this document we are planning on having 3 large events a year and hopefully a good number of smaller ones as the organization grows. August is slated to be the first "contact" event between the men of Legio VI and the Outlander Tribe "Dalheria". We are looking forward to this and hope the event will draw a good crowd. Reenactors are a strange breed, even though they seem to portray a wide array of civilizations it is the one they live the majority of their lives in that they dedicate a good amount of time to. It is the intention of Legio VI to continuly seek out and assist the community in any way feasible as a unit.

In conclusion

We hope you see us fit to become a sponsored Legion under Nova Roma. The men of the legion and I feel that we would make a good addition to your organization as a whole. I have instructed my men to begin their individual citizenship applications as well. We believe that our organization has the potential to become something great. It is our belief that one of the most influential forces on any entity is that of its surroundings. They say if you wish to become a great businessperson you should surround yourself with great business people. We simply wish to be great Romans and thus wish to surround ourselves with Great Romans.

Lastly as a token of our commitment to this union we would like to offer honorary title of LEGATUS LEGIONIS to a Senator chosen by the Senate. The day to day running of the Legion would fall to the Praefectus Legionis, but this member would stand as our figurehead in the senate and ensure that legion always had the best interests of Rome in mind.

2. Budgetary procedure


I A magistrate, pontifex or senator who incurs an expense on behalf of NR fills out the form (similar or identical to the one approved at the Senate's last session), attaches any receipt(s) and snail mails it

i To his quaestor, if such is assigned to him -- see II below; otherwise

ii To a consular quaestor, that is, a quaestor assigned to a consul -- see III below

II In the case of i, the quaestor sends a full description of the expense report to the Senate by e-mail for approval.

III In the case of ii, the quaestor sends a full description of the expense report to the consul to whom he is assigned. The consul can reject the report, send it back to the submitter with comments, or put it before the Senate for approval.

IV Quaestores will be obliged to retain any and all expense reports submitted to them until such time as NR has a central repository for financial records.

The report itself contains a column in which the submitter enters a reference to the budget for each and every expense for which reimbursement is sought. You don't have to have Excel to prepare one of these -- that file is just for convenience. You just have to provide all the relevant data -- reference to the budget, date, amount, description of expense.

3. Appointment of Lucius Cornelius Sulla as ProConsul for the Province of California / Nevada


Recently Nova Roma has suffered the resignation of the Propraetor of the Province of California / Nevada.

It is therefore proposed that Lucius Cornelius Sulla Felix, ProConsul, be confirmed by the Senate as the Provincial Proconsul of that province. With the resignation of H. Cornelia Ovidia, the Proconsul is the logical successor.

A summary of the mission and activities of this sodalitas is presented below (cuius summarium finium et actionum sequitur):

I. Name and Affiliation The official name of this Sodalitas shall be in Latin "Sodalitas Latinitatis Novae Romae" and in English "The Latin Sodalitas of Nova Roma". The Sodalitas shall be an integral part of Nova Roma and function under the guidance and protection of its gods, laws and magistrates. Its principal official language shall be Latin, but it reserves the right to use other languages in its labours and communications.

I Apellatio et Coniunctio Appelatio huius sodalitatis erit Latine "Sodalitas Latinitatis Novae Romae" et Anglice "The Latin Sodalitas of Nova Roma". Sodalitas erit Novae Romae pars indivisibilis et se sub ductu et fide eius deorum et legum et magistratuum geret. Illius lingua prima erit Latina sed ius aliis linguis utiendi servat in operibus et communicationibus

II. Aims and Functions. The Sodalitas shall exist for the purposes of:

1. - providing the magistrates, Senate and people of Nova Roma with an organised body capable of providing counsel on matters relating to Latin Language and Literature, including the supplying of translations for materials which it is desirable for Nova Roma to present in Latin form.

2. - providing free education and research resources with respect to Latin Language and Literature to the citizens of Nova Roma and to the world by means of the Internet.

3. - providing a place where Nova Roman citizens can exchange information, criticism and encouragement with respect to the study and creation of Latin Literature.

4. - providing, in conjunction with other sodalitates and under the guidance, where applicable, of the Senate of Nova Roma, a body capable of establishing relations with Latinist scholars and organisations beyond Nova Roma and so extend Nova Roman influence and the opportunities for serious collaboration in the exploration and dissemination of Roman and Latin culture.

5. - generally encouraging and fostering the study and use of the perennially living Latin language in Nova Roma and the world.

II Fines et Actiones Sodalitas pro his causis exstabit:

i. ut praebeat societatem magistratibus Senatui Populoque Novae Romae aptam ad consilium praebendum in rebus ad Latinam linguam et litteras pertinentibus, comprehendens et versiones Latinas praebendas materiarum quae Novae Romae opus est Latine praebere.

iii. ut praebeat locum quo cives Novoromani nuntia et iudicia et adhortationes de studio et creatione Latinarum litterarum inter se mutent.

iv. ut cum aliis Novoromanis sodalitatibus et sub ductu cum necesse sit Senatus Novae Romae praebeat societatem quae cum Latinistis doctis et sodaliciis Latinistarum extra Novam Romam queat commercium instituere ut auctoritas Novoromanae et opportunitates ad collaborationem seriosam civilis Romani Latinique cultus explorandi disseminandique gratia.

v. ad summam hortandi et sustinendi usus sempiterne viventis Latinae linguae Novae Romae et in toto orbe terrarum.

III. Membership 1. Membership as sodales is open to all current citizens of Nova Roma and those who have applied for Nova Roman citizenship and are awaiting naturalisation. It shall be automatically granted to all who apply in the manner to be determined by the Tresviri and any by-laws relating thereto passed by the membership. The Sodalitas shall not discriminate in the granting membership by age, sex, race, religion or country of residence.All references to officers in the masculine grammatical gender in this document are to be taken as referring equally to female incumbents.

2. The Tresviri of the Sodalitas may exceptionally approve non-citizens of Nova Roma for membership at their collegial discretion. Such members shall be referred to as amici sodalitatis, and enjoy voting rights as described in the Lex Fundamentalis. Sodales shall be eligible to run for the office of tresvir to administer the sodalitas as described in the Lex Fundamentalis.

3. No fee shall be required for membership in the Sodalitas.

4. Students in the Sodalitas's educational programmes are not automatically members of the Sodalitas or required to become such.

III Participes i Omnibus civibus et ad civitatem petentibus Novae Romae fieri sodales licebit. Status sodalis dabitur omnibus qui eo modo a tribusviris et additionibus Legi Fundamentali a participibus sanctis petant. Sodalitatis tribusviris exceptionaliter approbare peregrinos Novae Romae ut participes sint licebit.Tales participes apellabuntur amici sodalitatis et suffragio utientur ut Lex Fundamentalis quae rogantibus senatoribus dabitur describit. Sodalibus tantum ambire in munus triumviri licebit secundum Legem Fundamentalem.

iii. Nulla merces solvenda est a petente in participem Sodalitatis.

iv. Qui sub ductu Sodalitatis discent aestimabuntur nec sodales nec amici, neque de eis quaeretur fieri sodales amicive

IV. Officers The officers of the society shall be the Tresviri. They shall be drawn from the sodales and have the following administrative functions:

1. Moderator. One of the Tresviri shall be elected by his peers to act as the titular head of the Sodalitas. He shall coördinateits activities and be its primary spokesman to the magistrates, Senate and People of Nova Roma.

2. Scriba. One of the Tresviri shall be elected by his peers for the keeping of the membership lists, acceptance of new sodales and amici, and such other clerical duties as the Tresviri may collegially assign.

3. Magister Sermonis. One of the Tresviri shall be elected by his peers for the maintenance of the official electronic mail list and for the maintenance of sedate and courteous debate by its users. 4. Praeceptor. One of the Tresviri shall be elected by his peers for the creation and organisation of educational materials with respect to Latin Language and Literature.

5. Retiarius. One of the Tresviri shall be elected by his peers to maintain all Internet pages directly under the control of the Sodalitas and not the responsibility of other Tresviri.

6. Three Redactores. Whenever more than three Tresviri are elected to serve in office concurrently, they shall elect three of their colleagues to beresponsible for the final correction and approval of all Latin translations and compositions produced in common by the Sodalitas. Two Redactores must officially approve the linguistic quality and correctness of such materials before they are released.

7. Rogator. One of the Tresviri shall be elected by his peers to be responsible for the organisation and counting of votes.

IV Administratores Administratores Sodalitatis erunt Tresviri. E sodalibus eligentur et habebunt officia administrandae Sodalitatis ut infra: Moderator. Unus e tribusviris a suis collegis eligetur sui gerendi ut praesidis nomine Sodalitatis causa. Praeceptor. Unus e tribusviris a suis collegis eligetur ad creationem et ordinationem rerum pro eruditionis in lingua litterisque Latinis.

Retiarius. Unus e tribusviris a suis collegis eligetur ad omnes interretiales paginas Sodalitatis quas alii administratores non praestent sustinendas.

Redactores tres. Cum plures quam tres tresviri simul munus funguntur, tres e suis collegis eligent quibus ratio reddenda est de ultima correctione et approbatione omnium conversorum Latinorum factorumvel scripturum Latinarum factarum a Sodalitate in commune. V. Elections and Tenure in Office 1. The Tresviri shall be elected by the entire membership, including sodales and amici, during the ten days following the Ides of February, and shall take office on the Calends of March. The term of office shall be one year.

2. In the case of the first elections after the founding of this Sodalitas, the voting shall take place at the time set by the founding Tresviri, and the term of office shall be until the end of the following February.

3. None of the Tresviri can hold more than three of the aforementioned administrative functions simultaneously, not the positions of Moderator and Magister Sermonis.

V Suffragia et Possessio Officii i. Tresviri ab omnibus sodalibus amicisque decem diebus post Idus Februarias eligentur et in officium inaugurabuntur Kalendis Martiis. Unum annum munus fungiuntur

Although the Sodalitas Militarium does not condone conquest of other nations and lands, it recognizes and celebrates the positive historical outcomes and unparalled effiency of Rome's armed forces and military champions, The Sodalitas strives to be accurate and comprehensive keepers of the historical knowledge of this aspect of Roman culture.

REQUEST FOR EXPANSION OF SODALITAS MISSION To make the study of the Roman Military more comprehensive in nature, the Sodalitas Militarium proposes an expansion of its original mission, namely "Engineering and Cartography", to include "the study and cataloguing of all aspects of Naval, Infantry, and Cavalry forces of Ancient Rome".

OFFICERS AND DUTIES The Sodalitas Militarium shall be co-commanded by Marcus Minucius Audens, Tribune Militaris Nova Roma, and by Gallio Vellius Marcallus, Tribune Militaris Nova Roma et Praefect Legio XXIV, Medius Atlantis.

Commander Marcus Minucius Audens shall preside over the Department of Engineering and Cartography.

Commander Gallio Vellius Marcallus shall preside over the Department of Infantry and Cavalry Studies.

Pompeia Cornelia Strabo, as appointed by the above officers as Literary Navales, shall preside over the Department of Naval Studies.

MEMBERSHIP All interested citizens of Nova Roma are invited to join the Sodalitas Militarium., and will be encouraged to do so through invitations posted on the NR egroups list.

A Sodalitas website is forthcoming, which will keep the populus of Nova Roma and the public informed on Sodalitas missions and activities.

The Sodalitas and its officers shall continue to operate under its current established bylaws.

The Sodalitas Militarium shall continue to sponsor Roman Military Historical-Reenactment efforts of legios outside NR according to its current policies.

6. Approval for the transfert of the web site and the censorial data base


It is proposed to the Senate to:

I. authorize the replacement of the Album Civium, Album Gentium, Album Senatorium, and citizenship application pages on the www.novaroma.org site with links to the database-powered versions of these created by Marcus Octavius Germanicus, currently accessible as:
http://spqr.cynico.net/bin/view
http://spqr.cynico.net/bin/apply.

II. move the entire www.novaroma.org site to the server hosted by M. Octavius Germanicus. Octavius will create accounts on this server for the Curator Arenae and his scribes. This server transfer would be done by submitting a "modify domain" request to Internic, the same procedure that is done when any site owner moves to a different ISP.
