Translating CURRENTYEAR

I've been updating the Latin version of the main page to match the new layout of the English page, and of course while doing that I've made all the links link to the Latin versions of the other relevant pages (in theory - actually these mostly redirect to the English ones until I can translate them too), but I'm stumped on translating the "Magistrates" link in the "Res Publica" box, which in English is [[{{CURRENTYEAR}}|Magistrates]], so in Latin it should be [[{{HICANNUS}}|Magistrátús]].
The problem is that CURRENTYEAR appears to be no ordinary template but some fiendishly clever thing which I don't understand, and therefore I can't work out how to make a HICANNUS template which does the same thing but in Latin (i.e. automatically links to [[LA:2007]] during 2007, to [[LA:2008]] during 2008, and so on). Can you help?
By the way, I'll tell you what would be extremely good if it could be made to work - to rejig the wiki in such a way that when a link points to a LA: page (or a DE: page or whatever) it will automatically redirect to the equivalent English page if and only if there is no text on the LA: (or DE: or whatever) page.
