Edictum censorium de curiis et gentibus
Preamble
As mandated by the lex Arria de veteribus tribubus et curiis, the censors hereby establish the order of gentes within the 30 curiae and 3 ceremonial old tribes, the Ramnes, Tities and Luceres. This institution serves the religious community life of Nova Roma, especially the practice of the Numa Tradition, the oldest and most ancient religious practices, but it also serves the boost of grassroots community activity within these sacred and most ancient frames of the curiae.
According to the law, we, the censors, could allocate only those gentes in the curia Acculeia, curia Faucia, curia Foriensis, curia Hersilia, curia Rapta, curia Tifata, curia Titia, curia Veliensis, curia Velitia which were originally founded during the Roman Kingdom. As mandated by the law, we had to place the gentes of Latin origin into the Tribus Ramnensis (where the members are denominated as "Ramnes"), the gentes of Sabine origin into the Tribus Titiensis ("Tities"), and the gentes of Etruscan origin into the Tribus Lucerensis ("Luceres"). Gentes of other origin, or dubious or uncertain origin had to be placed into the ceremonial tribes according to the date of their founding in Nova Roma: those in the first year of Nova Roma (1998-03-01 - 1999-02-28) had to be placed among the Ramnes, those founded until the Completion of the Founding of Nova Roma (1999-03-01 - 2017-10-15) among the Tities, and those who came afterwards (2017-10-16 - ...), among the Luceres.
The final result is based on academic works in the subject, but it is not considered final and irreversible, but rearrangements of gentes into other curiae may be expected in the coming years as we conduct more research and refine our knowledge.
We, the censors, would like to give thanks for the enormous work and research made by our scriba primicerius Cn. Cornelius Lentulus, member of the Onomastic Office, and to quaestor T. Popillia Laenas, for helping in the research and categorization of all the current, existing gentes of Nova Roma.
I. Status of gentes
Only "gens censa", an "active gens" which currently has cives censi (census registered active citizens) can be a member of the curiae. A gens which does no longer have cives censi in Nova Roma is termed as a "disappeared gens" or "gens incensa." If the youngest person (a disappeared citizen) in a disappeared gens would be 100 year old according to his or her NR ID data, the gens shall be declared an "extinct gens", and any new person taking the same nomen gentile will be regarded as the new founder of another, new re-embodiment of the gens, with a new administrative date of founding.
II. The date of the founding and the founder of a gens within Nova Roma
- A. The censors define that the administrative date of the founding of a gens in Nova Roma is the date of the registration of citizenship of the earliest member of the gens.
- B. If an existing citizen changes his or her gens, not by adoption, but by administrative name changing process, any connection to his or her original gens is eliminated, and all records shall show only the new gens, and the citizen has to be regarded as if he or she had always been the member of the new gens. This type of name change is classified as "name correction", not a real name change, and it is done on the assumption that the new gens was always the one that the citizen intended, but he or she made a mistaken decision at the time of the application for citizenship.
- 1. When this name change gives a new gentilis (gens-member) to the gens who is an earlier citizen than the founder of the gens, the founder shall keep the right to be regarded as the founder of the gens, but the founding date of the gens will be re-dated to the date of citizenship of the new gentilis who is an earlier citizen than the founder of the gens.
- a. The founder of a Nova Roman gens is defined as the first citizen historically who registered that gens within Nova Roma.
- b. When the founder is unknown and cannot be investigated, the actually earliest member of the gens will be regarded as the founder of the gens (subject to change, as described in I.B.2). If this person is no longer an active citizen of Nova Roma, then the gens is considered no longer to have a founder alive or active, and privileges granted to the founder are taken up by the collective of the patres familiarum of the gentes who can exercise their privileges by vote.
- 2. The founder of the gens shall have the power to decide the ceremonial founding anniversary of the gens which can be used to celebrate the existence of the gens in Nova Roma. This date, by default, is always the date of citizenship of the earliest member of the gens, and is subject to change if an earlier citizen becomes part of the gens through name correction process.
- 3. The founder of the gens shall have the right to petition the Censorial Office to change the administrative founding date of the gens in Nova Roma. The request will be judged on a case by case basis by the Censorial Office.
III. Addition of new gentes to the curiae
It shall be the duty of the Officium Onomasticum of the Censorial Office to investigate the historical origin of each new gens registered in Nova Roma, and to allocate them into one of the curiae, according to the rules of the lex Arria de veteribus tribubus et curiis. Each new gens shall be added to a curia within a year of its inclusion to Nova Roma, and it shall be approved by the Comitia Curiata.
IV. Addition of returning old gentes to the curiae
- A. Those old disappeared gentes of Nova Roma which are not part of the current curiate arrangement, upon return, shall be added to the curiae by the Censorial Office, and it shall also be approved by the Comitia Curiata.
- B. If a current active gens becomes disappeared, but later returns, it shall be automatically returned to the same curia where it was, without any ceremonies or any approval by the Comitia Curiata. Steps of approval and involvement of the Comitia Curiata is only necessary if the returning gens would be allocated to a different curia than where it was originally.
- C. Extinct gentes, upon revival, shall be treated as new gentes.
V. Curiate approval for the composition of the three ceremonial tribes and thirty curiae
This and any subsequent arrangement of the gentes into curiae and tribes shall be approved by the Comitia Curiata.
- A. The Censorial Office shall maintain a list of new gentes and a list of returning disappeared gentes, and shall periodically communicate it to the Collegium Pontificum and to the curio maximus.
- B. It is recommended that new gentes and returning disappeared gentes be approved in batches, periodically, not one by one, because it would result in too frequent session of the Comitia Curiata. The Comitia Curiata should be convened to approve the inclusion of new gentes at least once or twice every year.
VI. Primordial Nova Roman distribution of the gentes censae into the three ceremonial old tribes and curiae
We, the censors of Nova Roma, Q. Arrius Nauta and P. Annaeus Constantinus Placidus, in the 25th year of Nova Roma, 5 years after the Completion of the Founding of the Nova Roman People, preparing for our 25th Anniversary, as part of the last touches of the ceremonial and ritual founding of the Nova Roman People, proclaim the following distribution of the currently existing gentes of Nova Roma among the ceremonial old tribes, the Ramnes, Tities, Luceres, and among the thirty curiae, and we instruct the Officium Rei Informaticae of Nova Roma, with the involvement and supervision of the Collegium Pontificum, to facilitate its technological aspects and arrange the election of our first curiones, the curio maximus, the appointment of the flamines curiales and the new lictores curiati:

EDICTUM CENSORIUM DE PRAEMIIS CENSORIIS
Preamble. The lex Arria de censu civium aestimando instructs the censors to issue the Censorial Awards, marked with 12 Census Points, for major Nova Roman achievements or extraordinary excellence in virtue, morality and civic life between two censuses, only to be awarded upon the conclusion of the census, after the lectio senatus and the recognitio equitum, as a reward those who have already been admitted to the public knighthood or to the senate, or those who should not yet receive the highest distinction of being elevated to the knighthood, but whom the censors would like to honor with a distinction. The censors are granting the Censorial Award to the following excellent citizens:

Edictum censorium de lectione senatus
As is required by tradition and mandated by the lex Popillia senatoria, we, censores Q. Arrius Nauta and P. Annaeus Constantinus Placidus, proclaim the lectio senatus as part of the closing acts of the current census of the Nova Roman People of the Quirites.
I. The number of senatores
After each census the censores shall declare a maximum number of senatores, according to the instructions of the lex Popillia senatoria. This number shall be 20 according to the calculations based on the lex.
II. Removal of senatores
The censores remove the following senatores from the Album Senatorium according the lex Popillia senatoria:
II.A. There are no senatores who are deceased, renounced citizenship or resigned from senate, therefore the first category shall be senatores who are capite censi, i.e., they did not pay their taxes:
- 1. Q. Lutatius Catulus (who is also removed for unjustified inactivity)
- 2. M. Iulius Camillus (who is also removed for unjustified inactivity)
II.B. The censores are entrusted to remove those senatores whose conduct they consider harmful to the dignity of the senate:
1. C. Tullius Valerianus Germanicus: removed from the senate for complete lack of participation without any request for leave of absense or assignment of proxy. The censores are removing Q. Lutatius Catulus and M. Iulius Camillus for the same reasons, too, besides their failure of paying the tax.
III. Adlection of senatores
The censores are entrusted to adlect new senatores to the Album Senatorium according to the instructions of the lex Popillia senatoria.
III.A. The following magistrates and former magistrates who possess the ius sententiae dicendae, and thus have been de facto senators since a while, are hereby officially adlected to the senate:

Edictum Censorium de maximis punctibus activitatis censis
Preamble. The lex Arria de censu civium aestimando instructs the censors to issue Activity Census Points to recognize accomplishments "increasing the reputation of Nova Roma" (III.E.4). The lex cites examples which kinds of achievements may be recognized: "a publisher of a high quality website on Roman studies, an author of book, film, renown blog, high quality production, or program. This recognition shall be given to citizens whose association to Nova Roma can make Nova Roma more famous and more respected. Such recognition shall be entirely within the judgement of the censors collegiately." The censors give 20 Activity Census Points to the following citizens as part of the current Census at this time:

IV. D. Claudius Aquilinus, for creating and running the "Decimus Claudius" Roman archaeology Instagram site, where he educates a about 70.000 followers about the archaeological heritage of approximately 800 Roman sites all over the territory of the Roman empire.
V. C. Claudius Quadratus, for spreading the knowledge about Roman numismatics with his exceptional collection of ancient Roman coins, and for the decades of educational work within the international amateur numismatic community as a recognized Roman numismatic expert.
VI. Cn. Cornelius Lentulus, for his academic publications in the field of Roman studies, Roman oratory and latin linguistics, on his research of Latin dialects (for example, "Frameworks of reference in the identification of Latin dialects", "Dialects of Vulgar Latin and the Dialectal Classification of the Alps-Danube-Adria Region", "Aquincum latin nyelve" etc.), for translating works of Cicero, Quintilian and Apicius, for his conference presentations and educational work throughout the most important Hungarian and Central European Roman museums, sites and events.

Flavius Constantinus Aeneas Stilicho, for founding the Carnuntum Late Roman Festival, and creating the international cooperation of Roman reenactors behind it, which is one of the strongest and most productive forces within the world of Roman reenactment, and which enabled the creation of projects like the recent Danuvina Alacris Roman ship cruise along the Danube frontier of the empire.
VIII. Q. Fabius Maximus, for working as consultants for several Roman themed publications, periodicals, books and films, including HBO's famous "Rome" series,"Warhammer Ancient Battles, The Romans", being author and editor of Roman themed publications and blogs, like the "Armati", or the "Strategos Military History Magazine".
IX. Sibylla Fulvia Ambrosia, for founding and organizing the "New England Conference on Mithraic Studies", known as MithraCon; which has run for many years at Yale University, New Haven, Connecticu, and has been serving as the most serious event for Mithraists and researchers of Mithraism, and which is also giving place for the promotion of Nova Roma regularly; and for being a published author on the topic and organizer within the

Albia Corvina, for creating and running Mos Maiorum - Der Römische Weg, the largest and leading German language blog about Roman religion, influencing a wide audience, and which offers innumerable resources, information and guidance to the German speaking world, and supports the work of Nova Roma.
XII. M. Iulius Hibernus, for being the author of a successful series of Roman historical fiction, the Gaius Marius Chronicle Series, spreading love and knowledge of the Roman republic and its most interesting historical period to a wide audience.
XIII. C. Iulius Lepidus, for creating the wonderful, partially Roman, polytheistic project Vila Pagã, with sanctuary district and garden park, with several shrines, temples, statues to the gods, and which he runs in cooperation with Nova Roma. C. Iulius Severus has an entire community around this project which became famous in the world among people dedicated to ancient spiritual traditions.
XIV. P. Iunius Brutus, for founding and developing RomanRepublic.Org, a living Romanitas community project which attracted hundreds of followers and influenced the progress of Roman revivalism through the world, and for promoting his organization to become a member of Nova Roma.

Ocratius Maximus Gittus, for founding and running Roman Tours UK in Chester and Park In The Past, cultural organizations which had a large impact on the British Roman living history community, and have been educating a huge audience for decades, and in the frames of which projects, he has built a Roman military fortress in Britain.

EDICTUM CENSORIUM DE LEGIBUS CENSUI CENSENDO
I. We, Q. Arrius Nauta and P. Annaeus Constantinus Placidus, censores of the Nova Roman People of Quirites, by this edict, decree the official inception of the census of the Nova Roman citizens.
II. The census opening sacrifices auspices have been made by pontifex Cn. Lentulus in the name of both censors, and now they are announced to the Nova Roman people that they were favorable.
III. We, Q. Arrius Nauta and P. Annaeus Constantinus Placidus, censores appoint Cn. Cornelius Lentulus and C. Sempronius Scepsis Agricola as praecones for the census.
IV. According to the mos majorum, reviving and observing the ancient formulae of our Roman forefathers, I, censor Q. Arrius Nauta, upon receiving the favorable auspices, give the following order to the praeco Cn. Cornelius Lentulus:
“Quod bonum, fortunatum, felix salutareque siet renascenti populo Romano Quiritibus populoque Novo Romano Quiritibus reique publicae populi Novi Romani Quiritium mihique collegaeque meo, fidei magistratuique nostro: Omnes Quirites, pedites armatos privatosque, curatores omnium tribuum, si quis pro se sive pro altero rationem dari volet, voca inlicium huc ad me."
(“May this be good, fortunate, happy, and salutary to the renascent Roman people, the Quirites, to the Nova Roman people of the Quirites, and to the republic of the Nova Roman people of the Quirites, and to me and my colleague, to our honesty and our office: Call hither to me to assemble all the Quirites, armed and private citizens, the spokesmen of all the tribes, in case anyone for himself or for another wishes a reckoning to be given.")
V. The census of the Nova Roman People shall follow the procedures mandated by the lex Lucilia de censu.
- V.A. The citizens’ registration period of the census shall be open from today a.d. III Kal. Iun. ‡ Sex. Lucilio (II) A. Tullia (II) cos. (30 May, 2022) until the Kalends of September (1 September). The census will be concluded by the lustrum of the Nova Roman People.
- V.B. The method of registration:
VI.B.1. Citizens who wish to register in this census online shall send an email, no later than 1 September, to the Census Office at the following address:
novaromacensus@gmail.com
and shall state any change in their contact information since 2019-2020 (when the last census was held).
VI.B.2. The following individuals are automatically registered on the census, and they do not have to send an email to the Census Office:
- VI.B.2.a. Citizens who obtained citizenship after a.d. XIII Kal. Ian. Q. Arrio (II) T. Domitio (III) cos. (December 20, 2020).
- VI.B.2.b. Citizens who have paid taxes for the current calendar year (Sex. Lucilio (II) A. Tullia (II) cos., 2022)
- VI.B.2.c. Magistrates of the current calendar year and any current officers or priests of Nova Roma, excepting senators.
VI.B.3. If a citizen knows of an extended period of unavailability that will coincide with the census, the citizen can entrust a personal representative to register him or her on the census. The personal representative can be anyone the citizen selects, but this representative must produce evidence (for example an email) of being chosen as a citizen's representative for the census.
VII. Failure to register on the census is considered a dereliction of the one and only obligatory civic duty, and it involves all census points and civic rights in Nova Roma. Citizens who fail to register on the census will formally retain their citizenship or the type of their allied status, but their rights will be suspended. It will be possible for such citizens to register themselves later, between two censuses, at which time their rights will be reinstated, but their census points will be restored only partially and gradually.
VIII. Instructions to officers of Nova Roma
VIII.A. We mandate the censorial praecones to advertise the census and the method of registration across all websites and forums of Nova Roma. They shall contact all citizens of Nova Roma, assisted infrastructurally by the Officium Rei Informaticae, with the call to registration on the census via email at least once.
VIII.B. We instruct all governors to repeat the announcements on the provincial level and to contact all provincial citizens by e-mail, traditional postal mail, or by telephone, regardless of any other contact from the central Census Office. Provincial governors can register those provincial citizens in their name on the census who answered their census call. In all procedures and matters of the census, the governors shall obey the orders of the censors.
IX. This edict is effective immediately.

Edictum censorium de Officio Censorio
I. With this edict, I rescind all of the previous censorial edicts still in force, which action removes all apparitores of the Censorial Office. This edict determines the apparitores who will remain in office, or will be appointed, and the regulations that will apply to the Censorial Office of censors Q. Arrius and P. Annaeus. I hereby establish the following departments of the Censorial Office:
- A. The Census Office (Officium Censuale), under the direction of the sciba magister census during a census period, and under the direction of the chief scribe of the Censorial Office between censuses. Officers assigned to the Census Office will be in charge of administering the census in a census period, and, between censuses, the to maintain the Album Civium and the Album Equitum, the membership of the tribes and curiae, classes and centuries, the equestrian order, the treasury tribunes and all tasks normally related to the census, according to the laws that regulate these powers and duties, and in accordance with the higher officers.
- 1. All tribes, centuries and classes shall be updated during census under the guidance of the censors. Besides the census, centuries and classes of the citizens and shall be updated during each comitia centuriata, before the commencement of voting; the same rule applies to the tribes, but only if the comitia that are convened are one of the tribal comitia. When there are no censors in office, updating all tribes, centuries and classes shall be done under the guidance of the praefectus rei publicae administrandae.
- 2. The updated lists of centuries and classes shall be published on the website.
- 3. Registration as assiduus, tribunus aerarius equestris and eques equo privato shall be done continuously and progressively, in cooperation with the Officium Rei Informaticae, as the tax payments arrive. When the tables of tribes and centuries are published, the current list of assidui, tribuni aerarii equestres and equites equo privato shal always be updated, as well, therefore those occasions serve as fix deadlines for the updating of the list of assidui, tribuni aerarii equestres, and equites equo privato as they currently stand. The lists of assidui, tribuni aerarii equestres and equites equo privato shall also be published at the end of the the tax payment period, as well.
- 4. For a clear terminology in this edict and in the legal system of Nova Roma, the "tax period" of Nova Roma shall be defined as consisting of a "tax payment period", a "tax payment grace period", and a "tax payment penalty period", according to these intervals:
- a. The first part of the calendar year belongs to the previous tax period as its extension, and it is called "tax payment penalty period", which lasts until the day which the senate designates as the first day of the new tax payment period. This period closes the previous tax period of Nova Roma. More on this period at I.A.4.d.
- b. The next part of the year is the "tax payment period", which opens a new tax period of Nova Roma, and lasts until the day which was set as the deadline for submitting taxes. Taxes can be paid in a reduced amount during this period.
- c. The third part of the year is the first extension to the new tax period for late payers, the "tax payment grace period". Taxes must be paid in an increased amount during this period, but paying during this period does not cause any loss of offices or titles.
- d. The last part of the year is the second extension to the new tax period for late payers, the "tax payment penalty period", which spans to the first part of the next calendar year. Taxes must be paid in an increased amount during this period. Citizens who pay in this period has already been stripped of their status, offices and titles, but by making the late payment they can restore some of those, as specified by law. This period closes any current tax period of Nova Roma.
- 5. The status of an assiduus, tribunus aerarius equestris or eques equo privato, obtained during the last tax period, remains until the last day of the tax payment grace period of the current tax period. From that day on, the status is lost. A new status of assiduus, tribunus aerarius equestris or eques equo privato, obtained during the current tax payment period, shall be updated when the payment is made if the status is higher than the one inherited from the previous tax payment period, but it shall be updated only after the last day of tax payment period, if it is a lower status than the previous.
- 6. By this same edict and regulation, I also confirm and approve the decision of the curator rei informaticae, in his Edictum curatoris rei informaticae de ratificatione legis Arriae de censu civium aestimando, regarding the method of calculating partial census points. The current technological circumstances make it impossible to count partial census points the way it is prescribed in the lex, therefore the one quarter of the Past Service Points as an extra addition to all officers who served only a partial term of office will not be assigned temporarily, and points will also be given for more than one subordinate office appointed by the same magistrate, and not only for the highest one. This is a censorial decision made according to II.D of the lex Arria de censu civium aestimando, answering a doubt regarding the "functioning and mechanisms of the Census Point system", providing a temporary solution for a temporary problem.
- B. The Citizenship Registry Office (Officium Petitionum Civitatis), under the direction of the chief scribe of the Censorial Office. Officers assigned to the Citizenship Registry Office will be in charge of administering the citizenship applications.
- C. The Onomastic Office (Officium Onomasticum), also referred to as the "Triage", a long standing tradition started by censor Cn. Equitius Marinus Censorius, under the direction of the scriba primarius Officii Onomastici.
- 1. Officers assigned to the Onomastic Office shall be selected from among Roman onomastic experts, Latinists or otherwise qualified by their studies, and shall work as expert and professional advisers to the censors and the directors of the Censorial Office regarding the applicability of Roman names.
- 2. The decision of the Officium Onomasticum is made by a vote of its members, and can only be overturned by the censors, or by the praefectus rei publicae administrandae when there are no censors in office.
- D. The Office of Public Works (Officium Operum Publicorum), under the direction of the aediles. Besides the censors and the aediles, any censorial or aedilician apparitors can be added by the censors and the aediles. The mission of this office is to review, evaluate and set the direction of the public works, properties in cooperation with the aediles.
II. Appointments and dismissals
- A. By honorable discharge, and with much praise and thanks for his invaluable service, I hereby relieve Ap. Curius Rullus from his office as scriba censorius.
- B. I hereby appoint C. Sempronius Scepsis Agricola as scriba censorius (scriba censoris Q. Arri Nautae) to serve in the Officium Censorium in any works that will be assigned to him, but particularly in processing citizenship applications (member of the Officium Petitionum Civitatis), and to administer the census and citizen status updates (member of the Officium Censuale).
- C. Scriba censoria A. Tullia Scholastica is renewed and she is hereby appointed scriba primaria Officii Onomastici, and Cn. Cornelius Lentulus as scriba to the Officium Onomasticum, the Officium Operum Publicorum, both scribae censorii as scribae censorum Q. Arri Nautae et P. Annaei Constantini Placidi.
- D. D. Aurelius Ingeniarius is appointed as scriba primus censoris Q. Arri Nautae to the Officium Operum Publicorum to be the chief apparitor in that office.
- E. Scriba censorius Cn. Cornelius Lentulus is renewed and he is appointed scriba magister census.
- F. The title of the chief scribe of the Censorial Office, scriba caput Officii Censorii, is hereby renamed as scriba primicerius Officii Censorii. Cn. Lentulus is renewed in this position.

- B. LEGISLATION
ROGATIO LUCILIA DE CENSU
The lustrum and the accompanying census was the cyclic renewal of the ancient Roman people, spiritually and materially. The Nova Roman people enacts the following law to regulate this vital and most Roman institution in Nova Roma according to the current needs of the republic, rescinding the lex Fabia de censu.
I. Conducting the census
A. The census of the Nova Roman People shall last for at least three months. The start and end of the census period shall be announced by the censors on the website and all official and public forums of Nova Roma. Once announced, the provincial governors shall publish the same announcements on all of their provincial websites and forums.
B. The census shall consist of the following: (1) the re-registration of all existing citizens, (2) classification and evaluation of citizens, and (3) the ceremony of lustrum
II. Definitions
A. Citizens who register themselves on the census are called cives censi (registered citizens, i.e. citizens registered on the actual census):
1. The following individuals are automatically registered for the census:
a. Citizens who obtained citizenship after the conclusion of the last census.
b. Citizens who have paid taxes for the current calendar year.
c. Magistrates of the current calendar year and any current officers or priests of Nova Roma, excepting senators.
2. All other individuals have to register for the census personally or by an official or by a personal representative:
a. Official representatives can ex officio assess the availability, responsiveness and attendance of a citizen regarding the census, and they can ex officio report the registration of a citizen. The following persons qualify as an official representative: the pater familias (or mater familias) of the individual, the provincial governor of the individual, or an officer of the Censorial Office.
b. Personal representatives are personally entrusted by the citizens. If a citizen knows of an extended period of unavailability that will coincide with the census, the citizen can entrust a personal representative to register him or her on the census: this type of personal representative is distinct from the official representative at II.A.2.a. The personal representative can be anyone the citizen selects, but this type of representative must produce evidence (for example an email) of being chosen as a citizen's representative for the census.
B. Citizens who fail to register for the census are called cives incensi (unregistered citizens, disappeared citizens). Failure to register on the census is considered a dereliction of the one and only obligatory civic duty, and it involves loss of certain rights and other consequences.
1. If a citizen fails to respond to the contact attempts within the defined period of the census, that person will be classified as a "civis incensus" (unregistered/disappeared citizen). They will formally retain their type of citizenship (civitas optimo iure, civitas sine suffragio, civitas Latina) or the type of their allied status (socius or amicus), but their exercise of the rights attendant thereto will be suspended, and they will not be counted among the active citizens or allies. Disappeared citizens may not exercise any of their rights in Nova Roma until they register themselves at the Censorial Office.
2. It shall be possible for disappeared citizens to register themselves between two censuses, at which time their rights shall be reinstated immediately, but this act will not constitute a "registration on the census", but only an extraordinary reinstatement to civic rights.
III. Registration of all existing citizens
A. At the beginning of the census, the censors shall publish their edictum de legibus censui censendo in which they set the all and any rules for the current census, deadlines and mechanisms of registration.
B. After the edictum is published, the censors shall advertise the census across all websites and forums of Nova Roma. They shall contact all citizens of Nova Roma with the call to registration on the census via email at least once.
C. The censors shall instruct the governors to repeat the announcements on the provincial level and to contact all provincial citizens by e-mail, traditional postal mail, or by telephone, regardless of any other contact from the central Census Office. Provincial governors can register those provincial citizens in their name on the census who answered their census call. In all procedures and matters of the census, the governors shall obey the orders of the censors.
D. All communicated information pertaining to the census (changes of home address, telephone number, e-mail address etc.) shall be updated and noted in the Censorial Database of the Album Civium.
E. Registration of allies
At the time of the census of Nova Roman citizens, the census of the cives Latini, socii and friends of Nova Roma shall also be conducted.
1. The censors shall contact the leaders of those communities where such associate citizens and partners of Nova Roma are registered and ask the leaders of those communities to report about the actual roll of members.
2. In case of those Latin or allied citizens, friends and allies who do not belong to a community which integrated into Nova Roma, the censors shall contact them individually, as part of the general process of the census of Nova Roman citizens.
F. Failure to register on the census will lead to the consequences discussed under II.B.
IV. Classification and evaluation of all citizens
As part of the census, the censors shall classify the citizens distributing them across the classes, they shall arrange the tribes, shall perform the recognitio et probatio equitum (the revision of the membership of the official, public Equestrian Order) and the lectio senatus (the revision of the membership of the senate), and shall publicly praise and reprimand citizens and current customs according to their function as guardians of public morals, good traditions and Roman virtues. Censorial awards shall be distributed at this time.
V. Lustrum
Upon the conclusion of the registration of the citizens, the recognitio equitum and the lectio senatus, the censors shall perform the lustrum to purify the Nova Roman people and Nova Roma. Only after the performance of the lustrum is the census completed.

VI. LEGISLATION
I put the following two law proposals before the Nova Roman People for voting:
ROGATIO LUCILIA DE CENSU
The lustrum and the accompanying census was the cyclic renewal of the ancient Roman people, spiritually and materially. The Nova Roman people enacts the following law to regulate this vital and most Roman institution in Nova Roma according to the current needs of the republic, rescinding the lex Fabia de censu.
I. The census of the Nova Roman People shall last for at least three months. The start and end of the census period shall be announced by the censors on the website and all official and public forums of Nova Roma. Once announced, the provincial governors shall publish the same announcements on all of their provincial websites and forums.
II. The census shall consist of the following: (1) the re-registration of all existing citizens, and (2) the ceremony of lustrum
III. Definitions
A. Citizens who register themselves on the census are called cives censi (registered citizens, i.e. citizens registered on the actual census):
1. The following individuals are automatically registered for the census:
a. Citizens who obtained citizenship after the conclusion of the last census. b. Citizens who have paid taxes for the current calendar year. c. Magistrates of the current calendar year and any current officers or priests of Nova Roma, excepting senators.
2. All other individuals have to register for the census personally or by a representative.
B. Citizens who fail to register for the census are called cives incensi (unregistered citizens, disappeared citizens). Failure to register on the census is considered a dereliction of the one and only oblogatory civic duty, and it involves loss of certain rights and other consequences.
IV. Conducting the census
A. At the beginning of the census, the censors shall publish their edictum de legibus censui censendo in which they set the all and any rules for the current census, deadlines and mechanisms of registration.
B. After the edictum is published, the censors shall advertise the census in all websites and forums of Nova Roma, and they shall contact all citizens with the call to registration on the census. The censors shall send at least one bulk e-mail to all citizens of Nova Roma.
C. The censors shall instruct the governors to repeat the announcements on the provincial level and to contact all provincial citizens by e-mail, traditional postal mail, or by telephone, irregardless of the contacting from the central census office. In all procedures and matters of the census, the governors shall obey the orders of the censors.
D. All communicated information pertaining to the census (changes of home address, telephone number, e-mail address etc.) shall be updated and noted in the Censorial Database of the Album Civium.
E. Various procedural instructions for the census
1. If a citizen fails to respond to the contact attempts until the conclusion of the census, that person will be considered a "civis incensus" (unregistered/disappeared citizen). Such disappeared citizens may not exercise any of their rights in Nova Roma until they do not register themselves at the Censorial Office. It shall be possible for disappeared citizens to register themselves between two censuses, at which time their rights shall be reinstated immediately, but this act will not constitute a "registration on the census", but only an extraordinary reinstatement to civic rights.
2. If a citizen knows of an extended period of unavailability that will coincide with the census, the citizen can entrust the governor of his or her province, or any other representative, to register him or her on the census.
3. Provincial governors can register those provincial citizens in their name on the census who answered their census call.
V. At the time of the census of Nova Roman citizens, the census of the cives Latini, socii and friends of Nova Roma shall also be conducted. The censors shall contact the leaders of those communities where such associate citizens and partners of Nova Roma are registered and ask the leaders of those communities to report about the actual roll of members. Those Latin or allied citizens, friends and allies who do not belong to a community which integrated into Nova Roma, the censors shall contact them individually, as part of the general process of the census of Nova Roman citizens.
VI. As part of the census, the censors shall perform the recognitio et probatio equitum (the revision of the membership of the official, public Equestrian Order) and the lectio senatus (the revision of the membership of the senate), and shall publicly praise and reprimand citizens and current customs according to their function as guardians of public morals, good traditions and Roman virtues. Censorial awards shall be distributed at this time.
VII. Completing the census
Upon the conclusion of the registration of the citizens, the recognitio equitum and the lectio senatus, the censors shall perform the lustrum to purify the Nova Roman people and Nova Roma. Only after the performance of the lustrum is the census completed.

I. The consuls of Nova Roma hereby declare that Nova Roma will always care for its citizens in need, and our thoughts and prayers are with the endangered citizens of Provincia Sarmatia in war zones. To commemorate this the consuls order an official sacrifice and ritual to Pax.
II. To offer practical help in this difficult time, the consuls establish the Civilian Aid Center of Nova Roma (Centrum Auxilii Civilis Novae Romae). The consuls appoint C. Artorius Praeconinus as praefectus of the Civilian Aid Center of Nova Roma (praefectus auxilio civili Novae Romae), and empower him to act in the name of the consuls in this mission.
III. The praefectus auxilio civili is delegated the power of the consuls:
A. to relay a request to the citizens of Nova Roma within Europe to inquire if anyone is able to open their homes to any women and children fleeing Ukraine across the Polish border.
B. to organize assistance in establishing an emergency fundraiser (possibly through GoFundMe or similar) where money can be raised internationally to cover costs associated with evacuation, aid, medical expenses, etc for those fleeing Ukraine and followers of our faith.
IV. The praefectus auxilio civili shall directly report to the praefectus rei publicae administrandae who will oversee the project in the name, and according to will, of the consuls.
V. I hereby request subsequent confirmation by the senate.

Edict on the administration of edicts to the Forum Romanum
The Lex Vedia de ratione edictorum defines the requirement to post edicta to Nova Roma public fora, namely the Forum Romanum. This edictum applies additional requirements upon magistrates to aid in the administration and record of all edicta.
By this edictum, all magistrates with the ius edicendi need to take steps to ensure their edicta are clearly visible in posts to the Forum Romanum. Magistrates who post an edict must ensure that either the word “edict” or “edictum” are present in the title or the very first line of any edicta they post.
All magistrates, including governors, must ensure all their edicta have been recorded or linked to the Nova Roma Tabularium on the official website, visible from this page: novaroma.org/nr/Category:Edicta_(Nova_Roma). Governors are free to maintain their provincial edicta on their Nova Roma official website province pages as they see fit, but must ensure they are linked back to the above page. Edictum praetorium de revisione apparitorum et praesidum provinciarum
As praetor, through this edict, I declare the following interpretations on the lex Vedia apparitoria and the senatus consultum de relatione provinciali requirenda. This edict has been made in consultation with stakeholders and the legislation authors to ensure the correct interpretation as intended.
In accordance with article I.B of the Lex Cornelia Domitia de re publica constituenda, interpretation of law and the legality and validity of a disputed law or action shall be in the power of the praetors in the first instance as part of their primary duties. Those edicta issued by magistrates for the purpose of documenting these interpretations do not change or alter the text of the legislation, but they offer clarification to the way they are interpreted within the confines of the legislation in question. Such edicta are appended as notes to any affected legislation. With the authority under the constitution, I declare the following:
I. The following interpretations are declared with respect to the lex Vedia apparitoria:
- I.A. Acknowledging the spirit of the law in the lex Vedia apparitoria, the reference to a "resignation" of an apparitor is meant to be a resignation against the will of the relevant magistrate who is the superior of the apparitor. If the resignation happens with the agreement and approval of the superior, the magistrate is free to issue an edict to clarify this and to publish an evaluation of the apparitor, intended in accordance with article XII.A.4. The evaluation can be any of the eligible marks, ("UNSATISFACTORY", "ADEQUATE" or "EXCELLENT").
- I.B. It is recognized that apparitores might resign out of protest against a negligent or harmful magistrate, in which case their resignation is laudable. Their resignation can be helpful in spreading the sense of responsibility among magistrates and apparitores, the very intent of the lex Vedia apparitoria as modified by the lex Arria de decuriis apparitorum. In the light of this, this edictum specifies that such responsible resignations which enhance the function of the lex Vedia apparitoria do not count as resignations according to article XII.A.3 the lex Vedia apparitoria, but as completed terms. Such resigned apparitores shall be evaluated by any of the collegae of the magistrate who was the superior of the resigned apparitor. In case there is no such magistrate willing, the praefectus rei publicae administrandae may issue the edictum with the evaluation. If no eligible magistrate agrees to evaluate such a resigned apparitor, then it is considered a consensus that the resigned apparitor is not eligible for an evaluation, and in this case the resigned apparitor shall receive the mark of "NO REVIEW", as is indicated by the lex Vedia.
- I.C. An apparitor, once appointed, remains permanently as staff in the appointed decuria. The appointment does not necessarily end with the conclusion of the term of office of the original appointing magistrate. Edicta that appoint apparitores remain valid, even after a magistrate has left office, in accordance with the lex Arria de edictis. The term of an apparitor only ends from a resignation (as discussed above) or if the first edict of a new relevant magistrate (that would oversee the decuria) does not renew the original appointment edicta. If successive magistrates renew the relevant edicta of their predecessors, then an apparitor can continue to serve successive magistrates each year in that decuria.
II. There has been ambiguity among governors as to the minimum statistical data requirements requested in the senatus consultum de relatione provinciali requirenda. With this edict, it is clarified that the expression "monthly average number of messages" shall be understood to mean only one number, being the average, generated from the applicable monthly data. For example, if there were 10 messages in six months, and 20 messages in the other six months of the year to be reported, the average number of messages per month should be reported as 15. The same interpretation shall be applied about the "average number of Nova Roman citizens posting per month".

I. I hereby appoint D. Fabricius Avitus as my Scriba Praetoris, with all obligations and privileges prescribed by the laws of Nova Roma.

Praetorial edict for the change of laws in 2774
I. In accordance with article I of the Lex Cornelia Domitia de re publica constituenda, the primary duty of the praetors is to cast decisions and interpretation on leges when there is an issue with the validity or interpretation of a law, or part thereof. Exercising iurisdictio, the following decisions are made for the various affected leges that came into force in Q. Arrio (III) A. Tullia cos. or earlier. Subject to intervention of those with the iurisdictio, the following decisions will be published as necessary as commentary on the affected official leges.
II. With the approval of the Lex Arria de decuriis apparitorum, article I of the Lex Arminia de ministris tribunorum, is now in conflict. In line with the legislation of article I of the Lex Cornelia Domitia de re publica constituenda, the most recent lex takes precedence. By this edict, a praetorian comment is to be placed referencing article I of the Lex Arminia acknowledging the impact associated with the now updated Lex Vedia apparitoria. The following comment is to be placed against article I in the Lex Arminia:
“Article I is no longer considered valid, with precedence given to the modifications introduced by the Lex Arria de decuriis apparitorum. Other titles other than viator are now permissible under the Lex Vedia apparitoria.”
III. An accompanying praetorian comment should also be lodged with article V of the now modified Lex Vedia apparitoria, which enforces that all appointees to a Decuriae viatorum are of the Plebeian class, in accordance with the Lex Arminia.
IV. Article III.A. of the Lex Arria Tullia de quibusdam legibus obsoletis abrogandis corrigundisve states required changes to sections III.A.3-4 of the Lex Arria de censu civium aestimando. However, the new lex still publishes new additional text under III.A.2. for the lex Arria. By this edict, article III.A.2. from the lex Arria Tullia will also replace the III.A.2. of the lex Arria de censu civium aestimando.
V. The published version of the lex Minucia de eiuratione magistratuum has found to be misrepresenting the true final form of the comitia approved lex.
A. The publication of this law has contained, for a decade, a variant text for this very same lex which was in fact just a non-final draft of the rogatio, never to be accepted by vote. This draft version was published as the primary text, and the real, accepted text was only given as the second text on this page. The final version of the lex Minucia as accepted by the comitia tributa only addressed the magistrates elected by the comitia tributa, because in those years a strict interpretation of the Constitution prevailed according to which a lex accepted by the comitia tributa may regulate magistrates elected by that comitia, and a lex accepted by the comitia centuriata may regulate only the centuriate magistrates. Consul Minucia Strabo presented first only one rogatio which discussed both the tribal and the centuriate magistrates' resignations in one law. She later corrected it and divided the proposal into two rogationes, one about the tribal magistrates' resignations, to be passed by the tribal comitia, and another about the centuriate magistrates, to be passed by the centuriate comitia. The tribal one passed, the centuriate law failed. Editors of the tabularium of the day, for an unknown reason, decided to put the original, unified law which discussed the resignations of both types of magistrates in one law as the primary text of this lex, but it was not correct, and it was never a law. B. Before any modifications are implemented by the lex Arria Tullia de quibusdam legibus obsoletis abrogandis corrigundisve, the following changes are to be made. By this edict, the unofficial draft text is to be removed from the published lex Minucia and the valid version of the lex Minucia, as accepted by the comitia, is to be published. This is verified through records in the Forum Romanum and attestations of the Curator rei informaticae. Commentary from this edict should be published accordingly with the lex.
VI. The lex Arria Tullia de quibusdam legibus obsoletis abrogandis corrigundisve contains an instruction to change the preamble of the lex Minucia de eiuratione magistratuum. The new text, as voted on and accepted by the comitia, is perceived to have been corrupted or otherwise contains editorial errors. The new preamble of the lex Arria Tullia would have been an exact sentence, unchanged, from the previous version of the preamble, in a form that was contradictory to the other changes in this lex. By this edict, section V.A. of the lex Arria Tullia de quibusdam legibus obsoletis abrogandis corrigundisve is not implementable, and is disregarded when considering the modifications of the lex Arria Tullia to the lex Minucia.
VII. The lex Octavia de sermone references the now defunct Yahoo groups list. By this edict, a praetorian comment is to be lodged against article IV.A. It is to specify for clarity, as follows:
“The previous Yahoo group list mentioned is now defunct. The current general discussion mailing list is currently https://groups.io/g/TheForumRomanum.”
VIII. The lex Galeria de privatis rebus references the now defunct position of the magister aranearius. This office has now merged with the current curator rei informaticae. By this edict, a praetorian comment is to specify that the instance of “magister aranearius” is to be understood to be the “curator rei informaticae”.

I. In accordance with the Lex Arria de edictis, magistrates are required to confirm or revoke those edicta of their office predecessors before any new edicta can be issued.
II. The following edicta are confirmed and considered in-force for the term of the praetors of 2775 a.u.c:
- A. Edictum praetorium C. Artorii de foris publicis (2774) – about how citizens represent themselves online.
- B. Edictum praetorium de correctione C. Barosi de nominibus nonnullarum legum corrigendis (2774) – defines the Law Revision Committee of Classicists and Latinists as referenced in legislation elsewhere and who currently sits on that committee.
- C. Edictum praetorium Barosi de iure iurando Latino (2774) – provides the required Latin translation of the oath of office.
- D. Edictum de Renovatione Tabularii (2774) – defines how the Nova Roma Tabularium should be structured.
- E. Edictum praetorium de candidatis (2773) – mandates that election candidates are required to post a link to their Album Civium entry when making public campaigns.

EDICTUM AEDILICIUM DE MERCATU NOVO ROMANO
With this edict, I establish a temporary system for the marketplace of Nova Roma, market rules and registered merchants, according the authorization by the lex Cornelia Domitia de re publica constituenda.
I. The websites and forums of Nova Roma are open for marketing and advertisement only to officially registered merchants of Nova Roma.
II. Officially registered merchants are recognized by collective decision of the four aediles. The following vendors can receive this status:
A. Nova Roman assiduus citizens and Latin citizens of Nova Roma: for an annual business tax the amount of which they decide voluntarily, and for at least a 5% discount price for their products for Nova Roman and Latin citizens of Nova Roma. The annual business tax shall be paid in addition to the regular citizen tax. The minimum amount of annual business tax for Latin citizens shall be any amount that is higher than the regular citizen tax.
B. Peregrini, non-citizens Nova Roma: for an annual business tax the amount of which shall be a donation as agreed with the aediles on an individual basis, but that donation may not be lower than thrice the amount of the annual citizen tax (they can donate more if they wish), and for at least a 5% discount price for their products for citizens of Nova Roma. After their agreement about business with Nova Roma, such peregrini receive the allied or friend status, socius or amicus status.
III. Registered vendors are required to mention Nova Roma in their official websites and inform the buyers about the discount price for Nova Roman and Latin citizens of Nova Roma.
IV. The annual business tax shall be paid to the treasure until the deadline of general citizen taxes.
V. Official merchants will be given place on the websites and forums of Nova Roma. The frequency of their advertisements on the forums of Nova Roma may be limited according to common sense and people's reactions.
A. Guaranteed minimum frequency for posting advertisements is once per week in Facebook, once per month in other forums of Nova Roma, but in certain cases (extra discount sales campaign, etc, popular sellers etc) exceptions will be acceptable, depending on agreement with the aediles. Nova Roma also guarantees that advertisements will be announced by our official media channels on a case-by-case basis, but every registered merchant may demand at least three advertisement by all public channels of Nova Roma in a calendar year. At least one page on the official website of Nova Roma is also guaranteed.
B. Regarding advertising posts in our forums, vendors are advised to observe the people's reaction and if there are complaints about the frequency of an advertisement, to decrease it. The aediles will follow the people's wish and will apply restriction on the frequency of the posting of advertisements if it causes discontent. For the time being, there will be no written regulations on limitations of the frequency of advertisements, but the aediles will decide on the basis of the citizens' feedback. The guaranteed frequency in paragraph V.A will always be allowed. The regulations will be more detailed, if needed, as we observe how the system works in practice.
VI. Those wanting to obtain the status of registered merchant shall provide the following information to the aediles:
- - Roman name
- - Macronational name
- - Name of business (if any, i.e. corporate or trademarked name), and the date of its founding or starting of operation
- - City, region, country in which business will be primarily conducted
- - Websites of your business
- - Summary of nature of business
- - Description of products and/or services offered (attach extra sheets if necessary), including if possible estimated pricing structure, and relevance, if any to the culture of Rome between or to Nova Roma.
- - Percent of permanent discount for Nova Roman citizens. Minimum is 5%, but you are free to choose a higher discount.
- - Minimum amount of one time annual business tax (donation) that you are willing to contribute to the Nova Roman treasury. The amount later can be actually higher if you have a successful year and you are happy to donate more, but you should pledge a minimum and you must pay at least that much. This "tax" is an annual donation that you should send at the time of paying your regular citizen tax. The amount is not determined by Nova Roma, it is based on honor system, and you should decide it on the basis on how much you think it is worth for you. The aediles will judge your offer an on individual base.
- - Are you willing to provide documentation, including but not limited to, copies of macronational tax reports/returns and account ledgers relevant to the subject business, upon request of the Senate, or a magistrate of Nova Roma? If not, you have to send a report, based on honor system, at least about how many Nova Roman citizens bought from, and how much they have spent in your business, for our statistics.
VII. Effective immediately, it is intended as a temporary regulation until a wider consensus is reached about commerce within Nova Roma. All previous regulations regarding merchants and the marketplace are hereby rescinded.

I. In my capacity as aedilis plebis, as elected by the citizens of Nova Roma, with the authority granted to me under article IV.A.5.b. of the lex Cornelia Domitia de re publica constituenda, I may proclaim those edicta (edicts) necessary to engage in those tasks which advance the mission and function of Nova Roma.
II. This edict hereby grants the necessary special permission to the governor of Provincia Australia, Decimus Aurelius Ingeniarius, to conduct and be permitted to award Cultural Point prizes for competitions in accordance with article III.D.2. of the lex Arria de censu civium aestimando.
III. This special permission only applies to the competition hereby referred to as the annual ‘Active Romans’ competition, exclusive to his province and as witnessed by me. This special permission remains valid for each yearly iteration of this competition, first started in 2774 a.u.c., provided no major alterations are made to the layout or conduct of the competition from year to year.
IV. This edict takes effect immediately and remains valid unless rescinded in accordance with the lex Arria de edictis. I. I hereby convene the Comitia Plebis Tributa to elect the two missing tribunes of the plebs, and to vote on two rogationes.
II. AUSPICES
Auspices have been taken in my name by pontifex Cn. Cornelius Lentulus in my name upon the standing authorization of augur C. Claudius Quadratus with respect to these elections and legislation and were favorable.

(1) ROGATIO PETRONIA DE LIBERTATE ELIGENDORUM APPARITORUM TRIBUNICIORUM
I. The tribunes of the plebs are free to appoint citizens as their apparitores regardless of their gentilician genus, whether patrician or plebeian.
II. The special powers of the tribuni plebis are not transferable to their appointed assistants. Apparitors or any assistants of the tribunes may be mandated to execute the administrative orders of the tribunes, within the tribunicia potestas.
III. The lex Arminia de ministris tribunorum is hereby rescinded.
(2) ROGATIO PETRONIA DE NOVIS CIVIBUS
I. Sons and daughters of any existing, full citizen, civis Novus Romanus optimo iure, shall be granted citizenship in Nova Roma without any requirement of probationary period and citizenship test.
II. When an entire community joins Nova Roma, as part of the process of incorporation within Nova Roma as a municipality, its members shall not be submitted to the probationary period and the citizenship test, but shall be granted the civil right status of civitas Latina, civitas Nova Romana sine suffragio, or the status of socius and amicus, en masse. In clarification of the lex Fabia de oppidis municipiisque, members of a municipality of Nova Roma, whether it be of civitas Nova Romana optimo iure, civitas Nova Romana sine suffragio, civitas Latina, or of socius and amicus status, have the right of iura publica within their municipality according to the degree of citizenship they have: cives optimo iure may have local iura publica in all types of municipalities; cives sine suffragio may have iura publica in all types of municipalities except in a civitas Nova Romana optimo iure; cives Latini may exercise iura publica only in municipalities of the Latin or allied status; socii or amici may exercise iura publica in the community of allied status where they belong.
III. Full citizenship, civitas optimo iure, may be granted only on an individual basis, upon request by the person, but citizenship test and probationary period may not be imposed on such applicants of full Nova Roman citizenship who have obtained a lesser civil right status (civitas sine suffragio, Latin rights, or ally and friend status) already either individually, or as part of a grant en masse to their community.
IV. When legions, gladiatorial schools, other reenactment groups, religious societies or other non-governmental Roman communities join Nova Roma, whether with their entire membership, the Censorial Office shall apply the procedure described at Sections II-III.
V. When individual Roman reenactors, Latinists, Classicists, Roman archaeologists, scholars of Roman studies are applying for full citizenship, if they demonstrate their status, they should not be subjected to the citizenship test, except if the Censorial Office deems it absolutely necessary according to the discretion of the decision makers (the censors, or, in the absence of censors, the officer in charge of the Censorial Office).
VI. The Censorial Office shall have the unconditional right to waive the requirement of probationary period and citizenship test for any applicant of citizenship.
VII. The Censorial Office is obliged to provide material (links, short descriptions or summaries) to educate applicants of citizenship, even those who receive waiver from under the test and probationary period, about the basics of the internal rules, mission and function of Nova Roma.
VIII. Sections II and II.A of the lex Equitia de tirocinio civium novorum shall be modified to read as:
“II. Beginning Kalendis Ianuarias, MMDCCLVIII, all new citizens of Nova Roma shall be subject to a probationary period, during which they will not be allowed the 'iura publica', the right to vote and to stand for any public office.
III.A. The probationary period will end when the new citizen has taken and passed a simple examination covering elementary matters of Nova Roman citizenship and basic Roman history, religion, language, and social practices.”

I. All plebeians of Nova Roma are hereby called to attend the contio of the Comitia Plebis Tributa in the electronic main forum of Nova Roma.
II. OPENING CEREMONY
Auspices are not required for a contio, and none were taken. Auspices will be taken for the comitia when convened. An opening sacrificial offering has been made to Jupiter today in by me seeking his blessing upon this contio, our deliberations and their outcome.
