I suggest we make a policy that the language bar always be the very first item on the page. - Alternatively, and after looking at how Wikipedia (except the English edition) deals with languages (cf. German Wikipedia, Spanish Wikipedia, etc.), we could put the languages option as a box on the left hand side column, under navigation, search and toolbox.
