Item I - SCU - Quaestor Assignments:
Under the Constitution of Nova Roma, "The Senate shall have the power to issue the Senatus consultum ultimum (the ultimate decree of the Senate). When in effect, this decree will supersede all other governmental bodies and authorities (with the exception of the dictator) and allow the Senate to invest the consuls with absolute powers to deal with a specific situation, subject only to their collegial veto and review by the Senate. Even under the authority of the Senatus consultum ultimum, the consuls may only temporarily suspend this Constitution; they may not enact any permanent changes hereto." (Const. N.R. V.E)
Under the authority of Section V.E of the Nova Roman Constitution the Senate of Nova Roma issues the following senatus consultum ultimum.
Pursuant to Section IV.A.2.b and c of the constitution of Nova Roma and of IV.A.6 of the Constitution of Nova Roma and expanding the scope of the Lex Equitia de Vigintisexviris
Introduction: In recent years Nova Roma has had ongoing vacancy issues specifically regarding the Vigintisexvir positions. This has an adverse affect on people of Nova Roma being able to express their will because the Comitia that represent the Peoples’ wishes have not been able to be summoned. This law intends to address the issue by giving expanding Consular authority to assign Quaestors to fill the vacant positions of the Vigintisexviri until those positions are filled by election or appointment.
A. In the event of a vacancy on any of the Vigintisexvir positions a Consul can have the ability to assign Quaestors to specific positions that are under the Lex Equitia de Vigintisexviris. Those positions under the Lex Equitia de Vigintisexviris are as follows: Diribitores Rogatores. Custodes. Editor commentariorum
B. Upon being assigned to an open Vigintisexvir office, a Quaestor will be listed as holding both the Quaestor position to which he or she was elected and as a Suffect Vigintisexvir on the Nova Roma Magistrates page on the official website. Each Quaestor can only be assigned to one open position as a Suffect Vigintisexvir at a time but may be assigned to more than one such suffect office in the course of year provided only one such office is held at any time. Any Quaestor assigned to an open Vigintisexvir position will earn the full century points for the Quaestor position and half of the Century points for holding a Suffect Vigintisexvir position. If a Quaestor is assigned as a Suffect Vigintisexvir more than once in the course of a year, that Quaestor will receive full Century points for holding the office of Quaestor and half the Century points normally granted for the Suffect Vigintisexvir office with the highest Century point value that he or she held regardless of the length of time actually holding the office.
C. Election related issues: each Quaestor, upon accepting the position of a Diribitor or a Custos accepts the restrictions of not being able to run for office in the next calendar year (II.C.4 and II.D.2 of the Lex Equitia de Vigintisexviris). If the Quaestor wishes to be relieved of the position the Quaestor must petition the Consuls with at least 30 (thirty) days notice of the summons of the Comitia (Comitia Centuriata, Comitia Populi Tributa or the Comitia Plebis Tributa). The Consul has the discretion to accept of deny the petition with notification given in writing to the Quaestor within seven (7) days of the request.
For example, The Comitia Plebis Tributa is usually summoned in Mid November (say November 15th) for the election of the Plebian magistracies. If a Quaestor is serving as a Suffect Custos and has the desire to run for a Tribune of the Plebs - that individual must petition the Consul of his or her intent to run for a Plebeian magistracy by Mid October (October 14th). The Consul will render his or her decision to the Quaestor by October 21st or sooner. If the Consul accepts the petition then the Quaestor ceases his or her role as Suffect Custos. But if the Consul declines the request then the Quaestor must complete his or her term of service that he or she agreed to for the good of the Res Publica.
D. Any changes on the Vigintisexvir assignments will be considered to be reflected in this lex. In other words, if a position is added as a Vigintisexvir then that position will automatically fall under the jurisdiction of this lex. Likewise if a position is removed from a Vigintisexvir - like the Position of Rogator is no longer a Vigintisexvir (say the Rogator position becomes an internal Censor scribe) then no Consul would be able to assign a Quaestor to that position as it is no longer a Vigintisexvir position.

Item II - SCU - Elections:
Under the Constitution of Nova Roma, "The Senate shall have the power to issue the Senatus consultum ultimum (the ultimate decree of the Senate). When in effect, this decree will supersede all other governmental bodies and authorities (with the exception of the dictator) and allow the Senate to invest the consuls with absolute powers to deal with a specific situation, subject only to their collegial veto and review by the Senate. Even under the authority of the Senatus consultum ultimum, the consuls may only temporarily suspend this Constitution; they may not enact any permanent changes hereto." (Const. N.R. V.E)
Under the authority of Section V.E of the Nova Roman Constitution the Senate of Nova Roma issues the following senatus consultum ultimum.
1. Elections held in the Comitia centuriata, Comitia plebis tributa and Comitia populi tributa shall be conducted by utilizing:
a. Any electronic system of voting authorized by means of a senatus consultum in force at the time any call for candidates is made. or b. a method of voting by email in a manner that approximates as closely as possible the system of voting as specified by any lex currently in force at the time any call for candidates is made.
2. Utilization of the method at 1.b shall only be permitted if the method at 1.a is unavailable, either by virtue of a lack of senatorial authorization, or if such authorization exists, by virtue of technical, financial, or operational problems. Subject to these restrictions, the Consuls shall determine whether 1.a or 1.b shall be used.
3. The Consul(s) shall appoint by means of edictum any persons that they deem necessary to conduct and/or supervise any election held within the comitia centuriata, the comitia plebis tributa or the comitia populi tributa.
4. Any section of the Constitution, any lex, any other Nova Roman legal authority and any right or power, that the Consul(s) deem, by means of edictum, to conflict, invalidate or otherwise hinder, the electoral method selected at 1.a or 1.b, is overridden and shall have no legal effect.
5. The Consul(s) shall by means of edictum make such amendments to any aspect of the method of the election that they deem necessary.
6. The person(s) who shall act in the absence of either, or both, Consuls, shall be the Censor Ti. Galerius Paulinus or Gn. Iulius Caesar, whom the Senate authorizes to act for either Consul, or both of them, in the event that an absence of one or both Consuls, in the estimation of the Ti. Galerius Paulinus or Gn. Iulius Caesar, imperils the conduct of any election.
7. Any edictum issued by Ti. Galerius Paulinus or Gn. Iulius Caesar under the authority of section 6 of this senatus consultum ultimum, shall be deemed to have the same legal effect as a consular edict issued under the authority of this senatus consultum ultimum.
8. This senatus consultum ultimum shall expire on the 31st of December 2013
9. Consuls in this context refer to both the single individual occupying the office as well as any suffect who will be elected in the future, during the scope of this SCU's existence.

The suspension or reduction of contio and / or voting periods is not a good way to run elections. We had no choice this past year, but should avoid this (and other anomalies) in the future.

Item III - Senatorial Appointment of individuals to serve as Election Officials
Introduction: Four (4) individuals have responded to my request to serve vacant positions that were not filled during the previous election. I would request the Senate to authorize those individuals to be appointed by the Senate of Nova Roma to fill the vacant Custos and Diribitor Positions for the remainder of the year. This will ensure that Nova Roma will have election officials to oversee the process, vote counting and tie breaking procedures necessary to summon the Comitia.
The individuals are: Publius Ullerius Stephanus Venator - Senator Aulus Iulius Paterculus - Current Quaestor Gaius Decius Laterensis Marcus Valerius Traianus
If Appointed by the Senate these individuals will decide which position they would prefer (either Custos or Diribitor). If there is an impasse the Consul will decide the final position assignment. Each individual will be listed in the Nova Roma website as a Suffect Vigintsexvir and will earn the full amount of century points for serving in the position.
Each individual will be voted individually during the Voting Period.
- CAC - I would like to thank all volunteers for offering their service to the Res Publica. I'm very pleased to see Venator in the electoral staff since he has great experience in the electoral offices.
