Presiding Magistrate

Consular Auspices

Cn. Cornelius Lentulus, pontifex, took the auspices for consul M. Caecilius Metellus Tocaiensis in his name, and they were favorable.

The opening and closing ceremony of rites and sacrifice were made by pontifex Cn. Lentulus in the name of the consul M. Metellus.

Proposal Results

ITEM I - Senatus consultum de clarificatione Senatus consultum de vestimentis et instrumentis publicis Novae Romae

Uti rogas / censeo / consentio = 16 (DAI, MCMT, LCB, DCA, MACI, CPST, FlVG, TDD, CCCB, PAB, CFCAS, MHMFF, TiIN, AVC, AIP, CnCL, AOMG)

Comments:
DAI: The committee changes are agreeable and the action to review our public finances first is a great approach.
CnCL: I requested the consul, in private, to table the proposal in its orginal form. Although I didn't change my opinion, I agree that all inquiries of all senators have to be answered thoroughly, and even a praetor demanded this. They must receive all information.
DCA: I thank Senators Lentulus and Barbatus for their considerable service to Nova Roma. Receiving that comprehensive financial report is definitely a long overdue step in the right direction for transparency and I look forward to see also a detailed proposal regarding the tent & furnishings, including cost estimates and safeguards. A major theme of my previous messages is that we should be able to make an informed decision when voting on huge tax payer funded expenditures, and I appreciate that we will be getting closer to that. Regarding the other topic of extremely expensive tax payer funded togas & tunics, I remain completely unconvinced however that is not in this specific vote.
FlVG: While I am pleased the text was changed at the last minute, if and when this matter comes up again, I will need a lot of convincing to spend a large percentage of our treasury on reenactment supplies that will only benefit a handful of people and whose concrete benefit to Nova Roma as a whole has not been explained.
AIP: Since the modified version of this proposal affords us some extra time before the final decision on expenditures is made, it might be a good idea to share the arguments on both sides with the broader group of citizens and see what they think.
PAB: I appreciate the compromise here and am working as fast as communication allows go get the relevant information from the treasury staff to make a preliminary financial report.
TDD: I approve of this alteration to the proposal, but I question direction we are going. We are meant to be modern Romans, living today. We should be focusing on infrastructure that benefits all Nova Romans, the website for starters. Perhaps an accountant (familiar with Maine nonprofit law) to get our financials in proper order to get us on track for the future.

Antiquo / Dissentio = 3 (SxLT, QAN, SiFA)

Comments:
SxLT: I am disappointed for the lack of consistency from you consul. We were promised these steps of development and I served as consul and military tribune with consular power for three years altogether. Did I do these for nothing? I did in my capacity what I could so we can have NR reach the point when we are out there and we have our own camp version of the City State of Nova Roma. I signed up for these kinds of things when I joined after reading the Declaration. I understand the consul just wanted to honor democracy here, but we honor democracy so long we will forget that we are an organization created to do things. We are not a platonic republic to play legal formulas but a history organization. I saw civil wars, I fought one as a leader, but I didn't expect to see we are afraid just to function so we can please everyone. I will not believe in NR seriously anymore unless I see our organization has its real assets and uses them for going out and host our Roman community events.

ITEM II - Senatus consultum de provinciis servandis aut amittendis

Uti rogas / censeo / consentio = 16 (MCMT, LCB, DCA, MACI, CPST, SxLT, QAN, CCCB, PAB, CFCAS, MHMFF, TiIN, AVC, AIP, CnCL, SiFA)

Comments:
CnCL: This gives some time to reconsider a couple of questions, but after all, it was high time that inactive provinces be called upen, and their status as a province be revoked.
DCA: I think more can be done to strengthen or reactivate provinces, including finding and assisting governor candidates willing & able to serve. But in this agenda item, merging inactive provinces makes sense.
PAB: I think out current province system needs a major overhaul, but that is a discussion for another day.

Antiquo / Dissentio = 2 (FlVG, TDD)

Comments:
FlVG: I fear that once a defunct province is absorbed into another one, there will be no incentive to ever restore it to independence. Most of the provinces in North America are already too large to effectively serve their citizens. This will only exacerbate the problem.
TDD: I am not a fan of merging provinces. Most are too large as-is. Merging hasn't improved anything anywhere we have done it. Maybe we need to instead look into why activity, retention, and recruitment is low.

Abstineo = 1 (DAI)

Comments:
DAI: I won't block this measure but I did want to highlight how unwieldy our provincial evaluation system has become. Through no fault of their own, very few senators here (let alone the governors themselves) could accurately recall with sufficient detail all the legislation that governs the administration of our provinces and what provinces have reported what and when. This decree is the latest attempt to temporarily band-aid a failing system. Part of the issue is the lack of "local" governors, a lack of mentoring and training, and burdening the busiest people in the Republic with multiple governorships. I urge the senate to consider addressing the underlying issues here.
