Edictum consulare de poenis magistratuum edictum violantibus

EDICTUM CONSULARE DE POENIS MAGISTRATUUM EDICTUM VIOLANTIBUS

According to the "EDICTUM CONSULARE DE IMAGINIBUS CANDIDATORUM ET MAGISTRATUUM" it was obligatory for all magistrates and candidates to submit their ID photo to the Album Civium with the deadline of 15 November. According to this law, failing to do so causes 5 Census Points deduction to the magistrates who violate the edict, and candidates failing to do so lose their candidacy.

I. All candidates except Lucius Dellius Liberalis have obeyed the law, they keep their candidacy. The candidacy of Lucius Dellius is hereby rejected, but if he amends this situation, I will register him again for candidacy.

II. The following magistrates did not obey the law and therefore receive a fine of 5 Census Points deduction poena administrativa:

III. CLARIFICATIONS FOR THE FUTURE APPLYING OF THE EDICTUM CONSULARE DE IMAGINIBUS CANDIDATORUM ET MAGISTRATUUM

III.A. As a clarification to the "EDICTUM CONSULARE DE IMAGINIBUS CANDIDATORUM ET MAGISTRATUUM," in the future, no candidate can be officially accepted as candidate as long as they haven't submitted their Album Civium ID photo. Only citizens with ID photos can be elected as magistrates, and if they remove their photo and do not replace it, they shall receive the poena administrativa as described in the aforementioned edict. The poena can be inflicted in edict by by the consuls, praetors, aediles and the triumviri capitales, whichever notices the failure first. Before the issuing of the poena, a warning shall be sent to the magistrate publicly and privately at the same time, and if the picture hasn't been uploaded or submitted to the curator of the website within a nundinum after the warning, the poena must be inflicted.

III.B. ID photos in Roman dress are preferred, but modern (or other) clothing is acceptable on the photo, as well, as long as it clearly shows the face of the person. If the person is in Roman garment in the photo, it must be a garment that is permitted by their rank in Nova Roma. The ID photos shall not contain any additional elements like drawings, frames, emblems, anything added by edits to the picture, unless specifically allowed by law, but pictures already in the Album Civium are exempted from under this rule.

Edictum consulare de imaginibus candidatorum et magistratuum

EDICTUM CONSULARE DE IMAGINIBUS CANDIDATORUM ET MAGISTRATUUM

I hereby establish the following rule that must be observed by all candidates for any magistracy in order to obtain or keep their candidate status, and the same rule must be observed by all current sitting magistrates, too:

I. All candidates must submit an ID photograph for their Album Civium page to the curator rei informaticae who must upload the image within 72 hours of receiving it. The image must clearly show the face of the candidate, and must follow the Nova Roman dress code (tunica laticlavia, angusticlavia or toga praetexta, wreaths and crowns, rank insignia may only be worn by those who are entitled to them by Nova Roman law). The image must be sent to the curator Cn. Cornelius Lentulus at:

II. All current magistrates must do the same what is described in Pont I.

III. Sanctio

A. Candidates who do not comply with the instructions of this edictum within a nundinum will be removed from roll of candidates.

B. Magistrates who do not comply with the instructions of this edictum within a nundinum will be fined to a deduction of 5 Census Points.

EDICTUM DE TRIUMVIRIS MONETALIBUS COLLECTIONEM DONATIONUM ADIUVANTIBUS

I hereby instruct the triumviri monetales to assist the task of quaestor Q Caecilius Metellus Macedonicus, as described in my EDICTUM CONSULARE DE DONATIONIBUS COLLIGENDIS PRO CASTRIS OVO.

Edictum consulare de donationibus colligendis pro Castris Ovo

CONSULEDICTUM CONSULARE DE DONATIONIBUS COLLIGENDIS PRO CASTRIS OVO

I. With this edict, I am authorizing quaestor Q. Caecilius Metellus Macedonicus to manage the government task of collectio donationum pro Castris Ovo.

II. The content of this extra duty of the quaestor is to organize and conduct the Senate-ordered Fundraising Campaign for Castra Ovum, the permanent auxiliary and legionary fortress of Nova Roma in Provincia Britannia, owned and managed by Park In The Past, and garrisoned by our Legio XX Valeria Victrix Devae Victricis.He has the right to act under consular power, with the force of my consular power, in this task, and he reports to both consuls, to the curator aerarii, and to the quaestores aerarii.

III. I shall mention in this edict, that quaestor Q. Caecilius Metellus Macedonicus is the citizen formerly known as L. Papirius Cursor, who underwent a name correction procedure, and with respect for his paramount performance of duties as quaestor and vigil officer, his substantial donations to Nova Roma fortress project, and for his already done preparations and the upcoming large scale work that he is undertaking now, I authorized the Officium Censorium to make an exception from under the rule (a decision which is legally in the consuls' power), and to allow him this name correction, which, according to the lex Apula Popillia I.B.4, makes him "regarded as if he or she had always had this name." Q. Caecilius Metellus Macedonicus pledged to revive this ancient branch of the Caecilii Metelli, attending their sacra privata and the cult of the Manes of the Metelli Macedonici, and this is important for Nova Roma, since one of our many important the goals is to continue the traditions of the most noble and excellent Roman families. We wish Q. Metellus Macedonicus success in performing his new special quaestorial assignment.

Edictum consulare de reprehensione D. Claudi aedilis curulis

EDICTUM CONSULARE DE REPREHENSIONE D. CLAUDI AEDILIS CURULIS

This joint edict of the consules M. Aurelius Cotta Iovius and C. Petronius Stephanus Turpilianus officially reprimands aedilis curulis D. Claudius Aquilinus for his recent public behavior when he urinated outdoors at a Roman festival of Nova Roma, next to the tent of our reenactment legionaries, which might have been visible to many visitors, reenactors or even to photographers.

This caused a deep resentment and internal problems in the relationship of Nova Roma with said reenactment soldiers.

Given the indignitas of this behavior of the aedilis, he was invited to step down from his office, but he choose not do so. Nor did he pay any financial amends or, for honor's sake, undertake any other mitigating action to compensate for his transgression.

While D. Claudius issued an official apology in private to the offended legionary organizers, they did not find the content of this satisfactory.

In light of this, we, the consules, would also like to extend an apology to the offended legionaries on behalf of the magistracy of Nova Roma.

Nova Roma does not condone this behavior from any citizen. Indeed, we must hold magistrates, in their capacity as the elected leadership of Nova Roma, to an even higher standard of scrutiny and behavior.

Let this incident be a reminder and lesson to all citizens that their behavior at our events, and in official Nova Roman forums, reflects not only the individual but also the organization and our community as a whole. We expect all citizens to conduct themselves in a manner that reflects the highest virtues and most noble examples of Romanitas, one that extols the glory of the Mos Maiorum.

Edictum consulare de funere censorio A. Tulliae Scholasticae Augustae

EDICTUM CONSULARE DE FUNERE CENSORIO A. TULLIAE SCHOLASTICAE AUGUSTAE

Pursuant to the Senatus Consultum de funere censorio A. Tulliae Scholasticae Augustae principis senatus and to honour the memory and service of the late A. Tullia Scholastica Augusta, the consuls have determined that:

I. The funus censorium of A. Tullia Scholastica Augusta, funerary ritual and sacrifice will be held at a.d. V Id. Mai. (11th May). The ritual and sacrifice will be officiated by pontifex Cn. Cornelius Lentulus on behalf of both consuls.

II. A state mourning is declared from a.d. VI Id. Mai. (10th May) to a.d. IV Id. Mai. (12th May). In accordance with the Senatus Consultum de funere censorio A. Tulliae Scholasticae Augustae those days are declared Dies Nefasti Publici (NP).

III. The consuls instruct the aediles to hold the Ludi Tullii memorial games in this period within one month of the state mourning period.

I. I hereby confirm all consular edicts that are currently in force.

II. Within my higher consular potestas, I hereby issue a counter veto (intercessio) and overturn the intercessio of aedilis curulis D. Claudius Aquilinus over the Edictum aedilicium de curatore Ludorum Quinvicennalium of M. Caecilius Metellus Tocaiensis.

III. In the spirit of reconciliation in the middle, I specify that the curator Ludorum Quinvicennalium is strictly a protocol and clerical duties office from now on, no ludi activities, no decisions may be made by the curator, except creating and publishing the archives, and sending out the notifications as stated in the original edict.

II. His duties include fulfilling the traditional role of an honor guard in person, but also the very important work of enforcing my policies and protecting the good name of Nova Roma in online spaces.

EXPLANATION AND JUSTIFICATION OF THE ROGATIO


Although traditionally all collegia (previously sodalitates) have been granted recognition as official Nova Roman institutions by approval of the Senate, the lex Caecilia de collegis et sodaliciis clearly states that state sponsorship of a collegium may be granted by any one of the comitia. After lengthy discussion, the Collegium Iurisprudentium decided by unanimous vote to seek state sponsorship by vote of the Comitia Populi Tributa. While approval from the Senate is a much easier path to state sponsorship, the members of the Collegium Iurisprudentium believe that founding the collegium by vote of the Nova Roman people aligns with its core objective of helping all Nova Romans better understand the laws of our Republic.

The Nova Roman People are hereby called to attend the contio of the Comitia Populi Tributa in the electronic main forum of Nova Roma.


OPENING CEREMONY

Auspices are not required for a contio, and none were taken. Auspices will be taken for the comitia when convened. I personally performed the opening sacrificial offering to Iuppiter today, seeking his blessing upon this contio.


SCHEDULE OF THE CONTIO

The time schedule of the contio is the following:


Contio begins immediately, as of 16:00 (Rome) on Sunday, 7 July.

Contio will end at 12:00 (Rome) on Wednesday, 10 July.


Attention: Debates can continue until the end of the voting Comitia, which will be held between Wednesday, 26 July and Wednesday 31 July.

II. As Praetor of the Nova Roman People, I hereby appoint Q. Caecilius Metellus Macedonicus to the position of Scriba Praetorius a Religione et Curiis (otherwise known as Praetorian Scriba for matters of Religio and the Curiae).

III. The duties of Scriba Praetorius a Religione et Curiis shall be to assist with religious research and activities and to assist with the organization and administration of the Curiae.

Edictum aedilicium de curatore ludorum quinvicennalium

EDICTUM AEDILICIUM DE CURATORE LUDORUM QUINVICENNALIUM

I. With this edict, I confirm all past edicts of the aediles that are currently in force.

II. I hereby extend the appointment of Cn. Cornelius Lentulus as curator Ludorum Quinvicennalium in order to finish the administrative and communication works that need to be completed, and to take care of archiving all events of the 25th Anniversary Year. His appointment will be terminated upon his report on conclusion of these tasks.
