1. Appointment of Magnus Hadrianus Ingmarius Cogitatus Thuleus as Proconsul of Thule Provincia

(Proposed by Flavius Vedius Germanicus 3/16/98. No voting deadline, but requested 'fast track' approval. Approved with no dissenting votes 3/17/98.) I would like to nominate Magnus Hadrianus Ingmarius Cogitatus Thuleus (whew!), our newest Citizen and first so far in Europe, to the position of Proconsul of the Provincia of Thule. The Provincia would include the modern nations of Denmark, Norway, Sweden, and Finland. Thuleus would be, in effect, our point man in Europe for the time being. I have been in touch with Thuleus via email for the past few weeks and he is VERY enthusiastic. He has a web site at http://www.lysator.liu.se/~emperor/ I'd like to put this appointment on a "fast track" since he has been waiting patiently for his snailmail application to travel here from Sweden.

2 A Nonprofit Corporation Should Be Formed

The time has arrived, I feel, to form a non-profit corporation, so that our activities within the United States are in full compliance with the law of the land. To that end, I propose that such a corporation be formed in the state of Delaware through the agency of The Company Corporation (www.incorporate.com). I recommend Delaware for a variety of reasons, not least of which are the ease with which we can operate as a corporation without possessing a physical office within the state.

The details of such incorporation are detailed, and I believe that Cassius Iulianus has already gone through the process in another state. Details of the price ($92 basic fee, plus a number of optional fees) are ennumerated on The Company Corporation's web site. I would say that the stated purpose of the corporation be "For religious and educational purposes" along with a clause allowing us to authorize local chapters (to share our nonprofit status) and allowing us to conduct fund-raising through a variety of means. I propose that the name of the corporation be "The Nova Roma Society".

3. Nova Roma Should Sponsor Re-enactor Legions

(Proposed by Flavius Vedius Germanicus 3/12/98. Voting deadline extended to 3/17/98. Approved with no dissenting votes 3/17/98.) I propose that Nova Roma seek to sponsor Legions; the various military re-enactor groups around the world that are usually set in the Imperial Roman era. I envision the following terms applying to the sponsorship: The members of the unit would be expected to apply for Citizenship. The unit would be given free publicity (including free space on the official Nova Roma web site) as an organ of Nova Roma, and informational and other support as practical and possible. The commander of the unit would be given the rank of Tribune (and automatic elevation to the Equestrian Order), and would have complete autonomy over the policies, standards, and practices of the unit. The unit would be expected to distribute Nova Roman literature at events in which it participates. Thus, Nova Roma gains citizens and exposure, and the reenactors gain exposure and support. We don't lose anything by including them, and the only increased obligation they have is to have a stack of our flyers at their events. As a test case, one of our new citizens, Gallo Velius Marsallas in Pennsylvania, is attempting to put together a reenactment group. I would like to offer him sponsorship and grant him a command. I think it's quite fitting that our army will win its battles by educating people about ancient Rome.

Appointment of Ambrosius Silvanius Virbius as Proconsul of the Great Lakes Provincia and Curule Aedile

I would like to propose Ambrosius Silvanius Virbius be made Proconsul of the Great Lakes Provincia and Curule Aedile. He lives in Cincinatti, OH, so he is geographically suited. He has already had great success in recruiting people for his gens (6 so far, with more coming, I understand). He is also hosting what promises to be a huge Nova Roma gladiatorial games event in June (hence his suitability for the position of Aedile).

This will entail Quintus Caecilius Metellus stepping down as Proconsul. I have already been in touch with him privately and he has not objected to the idea. I would hope that Metellus can serve the Republic in an position additional to that of Plebian Aedile, which he currently holds.
